I am afraid I have to take all that with a massive pinch of salt. Now it turns out that the SNP is against a windfall tax on the oil and gas industry, when it had been campaigning for such a tax for weeks and weeks, months and months. We have introduced the energy profits levy to deal with the immediate crisis regarding energy bills, but we have built into that investment opportunities for companies to continue to innovate, create jobs and develop our offshore oil and gas fields, because we will be reliant on them as a transition fuel for many months to come. This Government are committed to jobs and opportunities in north-east Scotland, unlike the Scottish National party that would close it down tomorrow.

I am sure the Minister will be able to give me a short answer to this question. Does he agree with me that what transition in Scotland definitely does not involve is some knee-jerk shutting down of the oil and gas industry, especially given that liquid gas supplied by tankers has two and a half times the emissions of gas produced in the North sea?

Yes, I completely agree with my right hon. Friend. He is absolutely right on this issue. Indeed, shamefully, Scottish Government Minister Patrick Harvie, a member of the SNP’s partner in Government, the Green party, said that oil and gas workers in Aberdeen should simply get on their bikes and look for other jobs, instead of investing in the industry, which this Government are doing.

Does my right hon. Friend agree that, from the off, our Prime Minister’s No. 1 priorities have been the protection of our economy, the national interest, and the protection of our UK internal market—in complete contrast to the Scottish National party, which only sows division, and would go out of its way to destroy that internal market, which is of prime importance to Scottish business?

I absolutely agree with my hon. Friend. The distinction between the leaders of the various parties is very clear: the Leader of the Opposition is focused on a general election, the leader of the Scottish National party is focused on an independence referendum, and Theresa May is focused on the national interest of this country.

I take heed of the right hon. Gentleman’s wise words. This part of the dispute is totally incomprehensible to the wider public, because we are arguing about how we formally agree something that we have already agreed. We have agreed that there are 24 areas in relation to Scotland where common frameworks will be required across the UK. We have agreed that it will be necessary to freeze the current EU arrangements—what is happening every day just now—until new arrangements are put in place on a basis agreed between the Governments. I hope that we can now focus on that important matter, because the frameworks will make the difference to people in Scotland in terms of jobs and security in their day-to-day lives. That should be the focus, not dancing on the head of a constitutional pin.

As Lord Sewel’s Member of Parliament, I rise to speak because I am concerned for his welfare. All this talk of being turned on his head must be quite an experience for him. Given the exceptional nature and circumstances of the EU (Withdrawal) Bill, does my right hon. Friend agree that this Government have acted in line with the convention of my constituent, Lord Sewel, in order to protect the devolution settlement, which only the Conservative party will do, and to maintain the integrity of our United Kingdom?

Obviously I agree with my hon. Friend. Some people have sought to interpret the Sewel convention as meaning “never” or “not at all” or “not in any circumstances,” when the wording of the convention is clear—it is “not normally.” As I have said in previous answers, no one would dispute that these are not normal times. Indeed, that was the reflection of Michael Russell when issues of this nature were being considered in the Scottish Parliament.

I have regular discussions with Cabinet colleagues and Scottish Government Ministers on a wide range of issues, including fiscal policy across the UK, fisheries, and the oil and gas industry.

I welcome the announcement last month of the Scottish Business Taskforce. Would my right hon. Friend like to expand on what its role will be with the oil, gas and sub-sea industries, which are predominately based around my constituency?

I recognise that my hon. Friend, although a new Member, has become a champion of the oil, gas and sub-sea industries. I can confirm today that the Scottish Business Taskforce, which was announced last month, will meet for the first time on Friday. The taskforce will provide expert advice and guidance on how best to support our most important sectors—not least oil, gas and sub-sea—and strengthen Scotland’s economy. I will be announcing its membership later today.
