It is absolutely the case that the UK will always ensure that the immigration system is fair to the United Kingdom’s needs for a skilled workforce, but also fair to those around the world who would like to come here to contribute to our economy and to our fantastic NHS.

To understand the Government’s real attitude to workers’ rights, we need only look at the treatment of the Interserve workers at the Foreign and Commonwealth Office. Those cooks, cleaners and porters have been engaged in a long-standing dispute over terms and conditions and pay, and over the recognition of their trade union, the Public and Commercial Services Union. The Secretary of State talked about strong trade unions earlier, yet the Foreign and Commonwealth Office will not recognise the PCS. If the Government are really serious about workers’ rights, why have they allowed this dispute to run and run?

I am sure the hon. Lady will be delighted to know that in my own Department there has been a dispute resolution. It is obviously important for trade unions always to represent the workforce, but it is also important for the discussions that take place to be respectful on all sides, and I know that that is the case across Whitehall.

I am sure that many Members will agree with my hon. Friend, but I can tell him that building the homes our country needs is our top domestic policy priority. We want everyone to be able to afford a safe and decent place to call their own, and we want to help many more people on to the housing ladder. More than 222,000 new homes were built last year, the highest number that we have seen in all but one of the last 31 years, and the average cost of installing solar panels at home has fallen by about two thirds since 2010. As he may know, we have committed more than £1 billion to next-generation digital infrastructure, and we have also committed ourselves to providing full-fibre connections for most homes and businesses by 2025. However, I encourage him to seek an Adjournment debate so that he can discuss his ideas directly with Ministers.

I know that, when the February recess was cancelled, many members of the House staff were very unhappy about having to cancel leave at short notice. The Leader of the House has been deliberately opaque about the Easter recess. What talks is she having with the trade unions about the possibility that staff will have to cancel leave at short notice again?

As the hon. Lady will know, recesses are always subject to the progress of business and no motion was tabled in relation to the Easter recess. Although the dates were announced, the motion was not tabled. Discussions are taking place constantly, and the House staff are very aware and extremely professional. I pay tribute to them for their commitment to supporting us at all stages. It is the case, however, that, unless a motion is tabled, a recess is not confirmed.

The hon. Gentleman was doing so well until he started accusing the Government of not caring, which is simply untrue. This Government have an excellent record of supporting private Member’s Bills, and more than 50 have received Royal Assent since 2010. We are not blocking progress. The Government are closely following the passage of the hon. Gentleman’s Bill, and they continue to look at providing money resolutions for Bills that require them in the usual way, which is on a case-by-case basis. As I have said before, the Government have helped to reunite 24,700 family members over the past five years. Our policy allows a partner and children under 18 to join refugees in the United Kingdom if they were part of the family unit before their sponsor fled their country. It is vital to do everything we can to help asylum seekers and refugees, but we must also discourage people from making treacherous journeys that end up doing so much damage to lives and people’s futures.

If the media are to be believed, this week is commonly known as “ski week.” I would not know about that, but many of us have had to cancel constituency engagements to be here. May I echo the words of the shadow Leader of the House and ask that, if such a move is planned again, the needs of House staff are taken into consideration? I have spoken to many staff this week who have had to cancel family events or simply a much-needed break. If a PR stunt such as cancelling recess is planned again, the needs and wellbeing of House staff must be taken into consideration.

The hon. Lady raises an important point about the need to balance the needs of House staff with those of our Parliament. I received reassurances from senior House staff that all existing commitments would be honoured, and in speaking to many House staff I found them incredibly supportive, and they did not complain that they have had to cancel significant prior engagements. Nevertheless, the hon. Lady raises an important point about the need to take their wishes into account. I totally reject the hon. Lady’s suggestion that this week has been a PR stunt. We have had two statements and five urgent questions, which enabled colleagues to question Ministers on UK nationals returning from Syria and the situations with Flybmi and Honda. Eight pieces of important legislation have been agreed on the Floor of the House, including the annual update of support for our armed forces on Monday. The Home Secretary opened a debate on serious violence for which the House has been calling for several weeks. We had a valuable and well attended short debate on the NHS 10-year plan, which the shadow Leader of the House had called for, and this afternoon we will debate potential future trade agreements. In addition, the Public Galleries have been full this week, with members of the public—including children on their half-term holidays—getting the chance to see their elected representatives holding the Government to account and defending their interests. I simply do not accept that this has been anything other than a valuable parliamentary week.

As I said in response to an earlier question about BBC licences, the Prime Minister made it clear that she expects that these licences continue to be made available. They are vital for older people wanting to get information and to alleviate loneliness, which is so often a problem for people in isolated communities. The hon. Lady is right to raise the matter, but it is for the BBC to ensure that licences continue to be made available.

The hon. Lady refers to an important issue that has been raised in the Chamber several times. Dangerous driving causes too many deaths. We had a debate on road safety quite recently, for which I was able to offer Government time, but I will take her request into consideration against all the other competing requests for time in the Chamber.

This week we should have had a debate in Westminster Hall on the regulation of non-surgical cosmetic procedures, but sadly it was cancelled because of the illness of the hon. Member for South Leicestershire (Alberto Costa), who would have been leading the debate—I send him my best wishes for a speedy recovery. People continue to suffer adverse effects as a result of the unregulated administration of cosmetic products by non-medical practitioners. May we have an urgent debate in Government time to discuss putting an end to this corrupt practice?

I think the hon. Lady has raised this issue a number of times in the Chamber, and I absolutely commend her for doing so, as it is of grave concern. I was not aware that the Westminster Hall debate had to be cancelled, and I am sorry for that. I would encourage her perhaps to write to Mr Speaker to seek reinstatement of that debate at the earliest opportunity.

The hon. Gentleman has raised this very serious issue on a number of occasions at business questions, and he is absolutely right to do so. He knows that I share his grave concern about what is happening on our streets. He is also aware that the serious violence strategy and taskforce, the Offensive Weapons Bill, and the various community projects to encourage young people away from an appalling life of crime, pain and death are a real focus for the Government. I can assure him that I will write to the Home Secretary following our exchange today and pass on his concerns.

May we have a debate on the UK’s most common genetic disorder, haemochromatosis, following today’s report that it may be 20 times more common than was previously thought?

My hon. Friend makes an important point. We have had quite a number of challenges to business as a result of emergency debates being brought forward. This is certainly something that I always keep a close eye on, but I would encourage him to raise this matter in the first place with the Chair of the Procedure Committee, my hon. Friend the Member for Broxbourne (Mr Walker), to see whether it is something that his Committee would like to consider further.

May we have a debate on the privatisation of the Forensic Science Service, following the scandal of 10,500 criminal cases that could have been affected by result-tampering at the private firm Randox Testing Services, based in Manchester, which the police have described as the worst evidence breach in living memory?

Last week I asked the Leader of the House for a debate on child poverty in the UK. She dismissed my request and said that I was making assertions. She stated:

“Just because the hon. Lady makes those assertions, it does not make them true.”—[Official Report, 6 December 2018; Vol. 650, c. 1069.]

I am going to try again. May we have a debate on child poverty in the UK? If any MP has any evidence that refutes the evidence given by the Institute for Public Policy Research, the Child Poverty Action Group and the United Nations rapporteur, let them bring that evidence to the debate. Let us have a proper debate on this, and let us find out the truth about child poverty in the UK on her Government’s watch.

I never dismiss the requests of right hon. and hon. Members. The hon. Lady did indeed ask for a debate on child poverty, and I merely sought to put right some of her assertions. I would say to her that we now have more children growing up in a home where they see their parents going to work and providing for their family, with 630,000 fewer children living in workless households. The numbers of people and children in absolute poverty are at record lows, with 1 million fewer people and 300,000 fewer children in absolute poverty. Income inequality is also down—it is lower than in any year under the last Labour Government—as the Conservatives have built a fairer and more equal society.

My hon. Friend is quite right to raise that issue. The disruption to rail passengers has been completely unacceptable. He will be aware that the Department for Transport is seeking resolution of the issues and that there is massive investment going into rail infrastructure, to ensure that we have better passenger experiences, but I encourage him to raise that directly with Rail Ministers.

At the launch of the Institute for Public Policy Research report on social mobility this week, the Child Poverty Action Group reported that out of every class of 30 schoolchildren, nine of those children are being brought up in poverty, and six of those have at least one parent in work. May we have an urgent debate on child poverty in the UK, as also identified by the report from the UN rapporteur?

The hon. Lady raises a very important point. We, as a Government, are absolutely committed to taking care of and protecting children, and that is why we challenge the report to which she referred. In fact, there are fewer children and families in absolute poverty than there were in 2010. There are over 3 million more people in work than there were in 2010, which means more people with the prospect of securing a living for their families, and inequality is at its lowest level ever. Just because the hon. Lady makes those assertions, it does not make them true.

My hon. Friend is absolutely right to raise that important and concerning issue. In Scotland, health and justice are devolved matters. However, misuse of drugs such as Xanax, which is the brand name for alprazolam, is a cause for concern across the whole of the UK, and we remain vigilant to take any measures deemed necessary to address those issues. For example, the Medicines and Healthcare Products Regulatory Agency is currently running a behavioural change campaign to warn people about the dangers of buying drugs online. He is right to raise that, and I encourage him to seek an Adjournment debate, so that he can take it up directly with Ministers.

Last week, I attended a fantastic assembly at St Vincent’s RC school in Norden in my constituency, and I pay tribute to all the work done by the pupils and teachers on the Send My Friend to School “Make Schools Safe” campaign. May we have a debate in Government time on such campaigns, and on how we can help our international partners achieve sustainable development goal 4 on quality education for all?

My right hon. Friend is absolutely right to raise what must be a hugely frustrating experience for his constituents. The disruption of Govia Thameslink Railway services has been completely unacceptable and the Secretary of State for Transport has himself apologised for the disruption that passengers are experiencing. The Department for Transport is working round the clock with GTR to stabilise services, and that includes monitoring ongoing performance and agreeing on a revised, more consistent timetable. However, I hope my right hon. Friend will encourage his constituents to apply for GTR’s Delay Repay compensation, so that they can get their money back in the case of all affected journeys.

To mark that occasion, may we have a statement on when the Government intend to introduce tougher sentences for those who cause death or serious injury by dangerous driving, as was promised at the end of the consultation in October last year?

The hon. Lady will be aware that the Home Office is looking carefully at ensuring the right level of sympathy and empathy in particular cases. Two weeks ago, I asked the Leader of the House for a statement on whether the long-overdue NHS pay award for staff would be fully funded, and she advised me to bring it up in Health questions. I tried to do that on Tuesday but unfortunately was not chosen. Can she advise me on how I might obtain either a statement or a debate on whether the pay award will be fully funded?

I suggest that the hon. Lady table a parliamentary written question, which would get her the answer she seeks, but I think we can all celebrate the fact that more than 1 million NHS workers will benefit from the new pay deal. In particular, the lowest starting salary in the NHS will increase from £15,404 to £18,000 in 2020-21.

My experience as a constituency Member is that the MPs’ hotline for UKVI is very efficient and effective, but if hon. Members have problems with it, they should raise them with the Home Office. There will be plenty of opportunities, including in next week’s Opposition day debate, to speak to Home Office Ministers directly.

I welcome the long-overdue pay awards for NHS staff, but may we have an urgent debate on the effect of the proposed NHS pay increases on voluntary sector hospices?

I am delighted that the hon. Lady is glad that more than a million NHS workers will benefit from the new pay deal. Of course, we are all incredibly grateful for the amazing work done by the hospice movement, and if she has specific concerns about the relative pay scales, she might want to raise them directly at Health questions on 8 May.

I am not aware of exactly what the hon. Gentleman refers to when he mentions the distress caused by the application process. Obviously the Home Office seeks to recover the cost of providing those visas—not to make a profit, but to ensure that costs are covered. He will be aware that there are Home Office questions on the first day back—16 April—and I encourage him to raise any specific issues then.

In October last year, the Government announced life sentences for those causing death by dangerous driving. May we have an urgent statement on when the Government intend to introduce tougher sentences through legislation so that no more families have to suffer like the family of Joseph Brown-Lartey in my constituency, and those of Harry Rice, George Wilkinson and Josh McGuinness in Hayes?

When I was a Unite rep in the NHS, I represented members on both sides of bullying and harassment cases. One thing that would have made my job as a workplace rep very difficult would have been having a two-tier system in operation. Will the Leader of the House assure us that she will move towards a single system, a robust policy and equal trade union recognition for everyone who works in this House?

With my hon. Friend the Member for Hammersmith (Andy Slaughter), I would like to request an urgent debate about requiring private companies providing public services to be subject to the same standards of openness and transparency as the public sector, so that companies like Carillion can no longer hide behind commercial confidentiality.

The hon. Lady raises an important point, again in the context of what has happened with Carillion. She may rest assured that the Government will be looking carefully at whether we can improve processes as a result of this experience, but equally she must recognise that there is great value to the taxpayer in being able to use private sector companies to deliver some services that are of much better value and efficiency to the public sector than bringing them all in-house.

On 16 November, I asked the Leader of the House for a statement on when the results of the consultation on penalties for causing death by dangerous driving would come before Parliament and be enshrined in law. I wrote to her, as she asked me to do, but since then I have heard nothing. Will she please advise me on what further action I might take?

The working group has taken evidence on and considered that point, and the overwhelming evidence is that Members of Parliament need to continue to directly employ their staff. It was very clear from staff evidence, however, that support for good employment practices—the provision of independent advice on employment matters—was needed for Members’ staff. It was also clear, as I mentioned in my statement, that training—mandatory and voluntary—should be made available not just to Members but to staff. Many staff, for example, asked for proper inductions so that when they come here they can be taught where the Table Office is and so on without having to ask other people’s advice. We have an opportunity to set right some things ranging from the fairly basic all the way up to people understanding thoroughly what constitutes bullying and harassment, including sexual harassment, what constitutes a proper appraisal, and so on. Many Members across the House already have that experience, but not all of them, and we should make it the case that every Member—every employer in this place—has access to that training.

I am pleased that some trade unions have had a voice on the working group, but when is Parliament going to take that further step and formally recognise trade unions?

I pay tribute to working group members Max Freedman, branch chair of Unite, Georgina Kester, chair of the Members’ and Peers’ Staff Association, and Emily Cunningham, a representative of the National Union of Journalists, all three of whom work for Members in this place. They have done a great job. They have also consulted widely with staff. There are some specific technical reasons why it would not be possible to require some sort of across-the-board recognition of trade unions, but nevertheless the working group has taken evidence on how valuable some of the support from trade unions can be.

My hon. Friend is raising an important point. The Boundary Commissions for England, Scotland and Wales published revised proposals for constituencies on 17 October, and the consultation does not end until 11 December. He is right to raise this issue in this place and to encourage more respondents to come forward before the closure.

Last month, I met my constituents Margaret and Richard in Parliament at an event organised by CRY—Cardiac Risk in the Young. Sadly, the reason they were there is that they lost their son, Tom Hardman, a talented local cricketer who died of sudden cardiac death. May we have a debate in Government time on the work done by CRY and how we might prevent the 600 such deaths every year?

I am so sorry to hear about that tragic case; and, as the hon. Lady says, there are too many of them—600 cases a year. It is right to raise these issues in this Chamber and I encourage her to seek an Adjournment debate on this.

As a constituency MP myself, I am certainly aware that some trade unions have done excellent work in protecting their members from bullying at work, and in doing so they fulfil a vital role. As for how we should go about resolving our own House issues, I incline towards a two-House solution. I think that there should be an independent grievance procedure, allowing anyone to make any allegations about bullying, intimidation, sexually inappropriate behaviour and so on, rather than separate streams of activity.

Will the Leader of the House consider providing assertiveness training for staff, so that they may be better equipped to decide for themselves what constitutes good-humoured high jinks and what constitutes sexual harassment?

That is a very good suggestion, and I would certainly support it. Such courses are often made available, and individual Members can choose to send staff on them. I myself have sent staff for assertiveness training. Another Member raised the issue of training for Members of Parliament in how to treat their staff, and I think that that has equal merit. All these suggestions should be up for discussion.

This is a very important subject that we try to address as a Government to do all we can to help people to end their addictions. It is absolutely vital that we do that. The Psychoactive Substances Act 2016 was designed to ensure that we can get on top of new addictive substances as they emerge. The hon. Gentleman is right to raise this point. I am sure that the Government will respond to the report as soon as we can.

This morning, the Under-Secretary of State for the Home Department, the hon. Member for Truro and Falmouth (Sarah Newton), informed me that my constituents were very satisfied with the service they were receiving from Greater Manchester police. Sadly, nothing could be further from the truth. My constituents regularly contact me about their fears and concerns for their safety, from the lack of visible policing to difficulties with the 101 system. May we have an urgent debate on funding and resources for Greater Manchester police?

I am incredibly sympathetic to the hon. Gentleman’s point. There have been some pretty awful examples of the behaviour of debt management companies. I am not familiar with the specific case, but I encourage him to take it up with the Financial Conduct Authority, which has responsibility for looking at some of these issues.

One of the many casualties of the recent general election has been the Government’s consultation on sentences and penalties for those causing death by dangerous driving. The consultation finished on 1 February 2017, and my attempts to find out the results have been met with evasive non-answers. May we have a statement on the progress of that consultation?

As I have already mentioned, this Government have in fact committed £2.5 billion to new flood defences in the six years to 2021. Just this year, since January 2016, we have had 130 new flood schemes completed, protecting a further 55,000 homes. We have also enormously increased our temporary flood defences and all our infrastructure capabilities. including incident control vehicles, light towers, pumps, sandbags and so on, to try to deal with the unpredictable nature of these extreme weather events, but we are committed to doing more.

As the hon. Lady may know, the most recent step we have taken to support renewable energy deployment is the introduction of contracts for difference, which give companies the certainty they need to make long-term investments. This has helped us to drive down costs and focus on best value for consumers by requiring renewable technologies to compete for support for the first time.

Last week it was revealed that we had missed our interim EU 2020 target for renewable energy generation. How will pulling the plug on the cheapest form of renewable energy help us to achieve it?

We do not accept that we have missed it. Our interim reporting covers the period to the end of 2015, and we believe that we are on track to meet that target.

The important point made by my right hon. Friend the Secretary of State in her announcement last week was that we do not want to over-deploy onshore wind, because only a certain amount of subsidy is available to meet the requirements of decarbonisation while keeping bills down. Any over-deployment of onshore wind could cause other, important, technologies to lose out.
