As we have touched on, we are seeing an unprecedented level of demand: we would normally process 7 million applications in an entire year and did 1 million last month alone. That is a record number. In January, we were seeing around 60,000 a week; by the middle of March we were dealing with more than 200,000 a week—that is output, not just applications. The service has rapidly expanded to meet the demand that has returned.
To be clear, we changed the service standard last year because we expected a surge and there would inevitably be a limit on how many passports could physically be produced in a week. That is why we advised people of the 10-week standard. As I said, though, in recent months 90% of people have still been getting their passport within six weeks and we retain the ability to expedite if people have particularly compelling reasons for travel.
I am grateful to the Minister for his response to the sharp increase in passport applications, but when he reviews passport application processes, will he make walk-in centres more widely available? Will he also properly resource the MP hotline so that we can intervene in individual cases if we feel it is necessary?
I thank my right hon. Friend for his comments. We have increased the capacity of the counter service, which is similarly seeing much-increased demand. We certainly accept the point that there need to be significant improvements in the performance of the advice line and the MPs’ line, and we are already engaging with Home Office teams about how we can get more resources in so that people can have their queries answered, particularly when Members of Parliament raise issues on behalf of those with compelling and compassionate reasons for travel and therefore need their application to be expedited.

I recognise that a number of groups are encouraging people to register to help, and I welcome that—again, once the official scheme moves forward, that will be a welcome source of information. On community sponsorship, the hon. Lady rightly highlights some of the issue. On a wider point, we have announced that we are going to look at that, as we do think community sponsorship takes too long and too many barriers can be thrown in the way of it. On this scheme, our intention is for a minimised process that does not involve things such as local authority consent and some of the things we see in community sponsorship. This is much simplified and is about matching up those who are prepared to make a particular offer of accommodation and support, and those who are able to take that up, subject, as the hon. Lady would expect, to some of the safeguarding issues that I have touched on already.
It is wholly appropriate to recognise the breadth and scale of support that the Government have given, as well as the significant steps that the Minister and his colleagues have taken. But we also need to recognise and understand the desperate plight of people fleeing such persecution and the risks they face. My constituent Yuri Nobles has returned to Ukraine to bring family members back but is struggling to get an appointment, like so many others here. In recognising the challenge the Minister faces and the challenge from the constituent, may I ask what consideration the Minister has given to extending expired biometric assessments, which can easily be extended to be made appropriate now?
As I touched on partly in my reference to the system that was used for British nationals overseas, we are looking at what role could be played by previously submitted biometrics and at those who have previously had visas to the UK in the recent past who possess a biometric passport. As this stage, we are conscious that where we can reduce the numbers who need to go to a visa application centre, it will free up capacity. As I say, however, our first thoughts have been looking at the requirements for those under 18 and we are looking at the final security advice on doing that.

Commons ChamberThe removal of the tolls from the Severn river crossings will drive the biggest economic stimulus Wales has seen in decades, putting over £1,400 a year back into the pockets of hard-working motorists and boosting the south Wales economy alone by £100 million.
I am delighted to hear that positive assessment from my right hon. Friend of the impact of removing the tolls, which add a significant cost to doing business between the south-west of England and Wales. Will he advise on what discussions he is having to exploit this opportunity by identifying any job-creating developments this might inspire on the M4/M5 corridor?
I pay tribute to my hon. Friend for his work in this area to encourage closer working between this super-region that is being developed. The great western powerhouse allows the south-west of England and south Wales to market themselves jointly to start competing with the northern powerhouse and the midlands engine. I know that he has a strong interest in the M5 and the business around it. I obviously have a strong interest in the M4, and together we will attract more investment.

Commons ChamberIt is interesting to hear that point made by a Scottish Member of Parliament, when that is not the view in Wales. As I said in relation to the report, I hope that the hon. Gentleman recognises that poverty rates are lower than they were in 2010, and unemployment in Wales is lower than the UK average. There are more men in work, there are more women in work and the economy in Wales is growing faster than in any other part of the UK.
I know that the Secretary of State will agree that one way of tackling poverty in Wales is the growth of more high-skill, high-paid jobs, like those in the aviation and tech sectors around Bristol. Does he agree that the policies that the Government are putting in place to spread the benefit of that growth across southern Wales are exactly what is needed to tackle some of the challenges that have been identified?
My hon. Friend raises an important issue and points to some of the policies that we are developing to tackle the root cause. Universal credit is making a significant difference, and I would highlight the growth deals that we are promoting across the whole of Wales. Wales is the only nation of the United Kingdom that will have a growth or a city deal in every part.

Commons ChamberThere are significant opportunities for Wales from the industrial strategy, particularly in relation to innovation, where there is a commitment to raise the total research and development spend to 2.4% of the economy. This is already benefiting Wales, with almost £6 million committed to 17 Welsh partner projects.
My hon. Friend is a key campaigner for the steel industry, and I draw his attention to the Swansea bay city deal and the industrial strategy, which has established a new national Steel and Metals Institute, not only offering long-term viability to the industry in Wales, but complementing his constituency’s interests.
I thank my right hon. Friend for his answers so far. Does he agree that the combination of scrapping the Severn tolls and the cross-border commitment to the industrial strategy represents a significant boost for south Wales, mid-Wales and even south-west England?
My hon. Friend rightly draws attention to our commitment to scrap the Severn tolls by the end of this year, which will benefit south-west England and his constituency, as well as the south Wales economy. We are developing a new economic region and the industrial strategy commits to cross-border growth corridors. There is a great deal of excitement in south Wales and the south-west.

Commons ChamberMy right hon. Friend the Secretary of State for Transport and I meet regularly to discuss the whole range of rail infrastructure programmes in Wales. The integrated way in which the network works via the Crewe hub offers potential not only to my hon. Friend’s constituency, but to north Wales, because bringing the benefits of high-speed rail to Crewe will benefit north Wales as well.
I was a member of the Public Accounts Committee when it came up with its cross-party recommendations in February, so I am pleased to hear the Secretary of State cite them. Does he agree that any future electrification needs to be based on a robust assessment? It is worth bearing in mind that the bimodal trains that he proposes for Swansea are exactly what most other parts of the Great Western network, including Plymouth and Torbay, will be getting anyway.
My hon. Friend makes a logical, reasonable and helpful point in recognising that by using the latest technology we are offering more capacity and much faster trains, which is a major benefit to Swansea and to west Wales. Criticising the decision to use the latest technology on the line to Swansea does nothing more than undermine investment in the city.
