Commons ChamberI have already mentioned the positive engagement that we have with the farming and rural affairs community, and the new markets that are open to us. The hon. Gentleman, by voting last night in favour of a motion and by supporting the Bill tonight, will just prolong the uncertainty and will not allow farmers to prepare. We are determined to leave the European Union. We want to leave the European Union with a deal, but we must draw a line and move on to exciting economic opportunities thereafter.

Commons ChamberThe hon. Gentleman makes an important point, which we discussed at the Welsh Affairs Committee on Monday. I pay tribute to him for his persistence on this matter. He rightly points out that the Irish Government have opened an office in Cardiff, and we would encourage other Governments to do that. I am happy to meet and to work with him to see which nations we should target to attract them to Wales and to Cardiff.
I have regular discussions with the Welsh Government’s Minister for Economy and Transport on a range of matters, including infrastructure in Wales. We are committed to creating a broad-based resilient economy through our own modern industrial strategy and the Welsh Government’s economic action plan.
The resilience of the major road network in north-east Wales is entirely dependent on the M56, just across the border in my constituency, which is now beyond capacity. Will the Secretary of State speak to Department for Transport Ministers to ensure that we get the upgrades we need in order to benefit north-east Wales as well?
The hon. Gentleman raises an important point, particularly when responsibilities are split between the Welsh Government and the UK Government. In seeking to address these sorts of issues, and cross-border infrastructure projects in particular, the strategic roads in Britain group has been established—of which the Welsh Government and the UK Government are part—to prioritise how we can best resolve these issues.

Commons ChamberMy hon. Friend makes an extremely important point. I highlighted earlier the fact that in less than two weeks’ time the tolls on the Severn crossing will be abolished, but it is hard to believe that the former Member of Parliament for Richmond (Yorks) was the Secretary of State for Wales when the commitment was first made in relation to that road around Newport. The resource is available and the time has been available; I am only sorry that the Welsh Government have not reacted and built that road in response to those calls.
Business growth in north Wales is being choked off by congestion on the M56, on my side of the border. Will the Secretary of State sit down with the Transport Secretary to work out when it will be upgraded?
The hon. Gentleman makes an important point. I regularly discuss those issues with my right hon. Friend the Secretary of State for Transport, who has brought together a working group of officials and Ministers from all parts of the United Kingdom to discuss cross-border issues. I am only disappointed that the Welsh Government did not attend the last time we met.

Commons ChamberI hold regular discussions with Cabinet colleagues and the Welsh Government on modernising cross-border transport connectivity. With 50% of the Welsh population living within 25 miles of the border, improving connectivity is central to delivering economic growth on both sides.
I am grateful to the hon. Gentleman and to the hon. Member for Wrexham (Ian C. Lucas), who has highlighted the importance of the Wrexham to Bidston line. It forms part of our cross-border growth strategy and is reflected in the UK’s industrial strategy. I spoke with the Welsh Government’s Transport Minister on Monday to discuss the project and we will be updating the hon. Gentlemen and the House in due course.
The industrial areas around my constituency, which include Airbus in Broughton and Deeside Industrial Park, absolutely depend on the M56 running smoothly. Has the Secretary of State had any conversations with Highways England, or his counterparts in the Transport Department, about when we shall get that motorway unclogged and running smoothly?
Again, the hon. Gentleman highlights the importance of cross-border connectivity. I would point him to the second road investment strategy for England, which will provide an opportunity to highlight the priority. A million people a week cross that border between north Wales and the north-west of England; 2,000 go to Airbus alone.
