It is a pleasure to serve with you in the Chair, Mr Sharma. I congratulate my hon. Friend the Member for Bath (Wera Hobhouse) on securing today’s very timely debate. It strikes at many of the issues that we face in politics at the moment—issues that must be dealt with over something longer than the current electoral cycle. One of the failings of politics and the frustrations with Government that we have all experienced over the years is that we are all focused on the next four or five-yearly electoral event. For some infrastructure projects—we have touched on HS2, and I will speak about some that are closer to home for me than that will ever be—we need a more strategic approach.

When it is at its best, the Treasury is very good at doing the strategic, but often it becomes a bit hidebound by its own rules, and it lacks a little of the creativity that we require. For those of us in the northern isles, the most important infrastructure that we have is our transport infrastructure, in particular our ferries. We have the ferries that go between Orkney and Shetland and Scotland—or mainland Scotland, as some people like to call it—and the ferries that go between the different isles that make up Orkney and Shetland. What brings me to the Chamber today is the community discussion of those internal ferry services in recent years.

Earlier in the sitting, I was pleased to welcome the announcement of funding of £26 million for a replacement Fair Isle ferry—a significant amount of money, but that money is critical to preserving one of the smallest and most economically fragile communities to be found anywhere in these islands. The geography of Shetland is such that, apart from Fair Isle, Foula and others, the islands are pretty close together on a map. To our mind, it makes perfect sense for those islands to be joined not by ferry services, which are subject to weather delays, breakdowns and all the rest of it, but by a series of short tunnels—fixed links. In recent years, the debate on the islands has very much headed in that direction. We look with some envy at what our Nordic cousins in the Faroe Islands have done by linking their islands together and at the west of Norway, where parts of the mainland are linked by tunnel, as indeed are some of the smaller islands.

As a consequence of those discussions, which have been happening in the community for some time, my colleague Beatrice Wishart MSP and I set up a series of town hall meetings in the summer of last year. Obviously there are no towns, so they were not in town halls; they were in community halls and church halls in Fetlar, Unst, Yell, Whalsay, Out Skerries and Bressay. In an age in which we are always told that people are uninterested in politics and will not turn out for a public meeting, about 250 people from these small communities came out over the course of a week to offer their views on what fixed links could do for their communities.

A tiny number of people demurred, but the overwhelming consensus was that in our communities the construction of fixed links could be absolutely transformative for the design and delivery of public services. Keeping GPs based in an island community of a few hundred people is a big ask, for example. Then there is the creation and ongoing maintenance of schools in those communities, which are constantly shifting.

I was born and brought up in Islay; I grew up there in the ’60s, ’70s and early ’80s. In those days, one GP served our end of the island. If he went fishing for the day and someone had an accident, they had to wait until he came back from his fishing trip. In the 21st century, thankfully, that is not how the NHS works. We need a wider range of clinical practitioners, and people expect different standards from those practitioners. Maintaining public services of that sort in such communities becomes ever more difficult and challenging for us.

At every meeting we heard the same story. Overwhelmingly, the view was that young people wanted to stay in the outer isles in Shetland, but were forced to leave by the nature of the opportunities for employment, health and education for their family and were desperate to return. If these people stayed in our island communities, they would contribute to their economic growth. They would be able to found, run and grow businesses or maintain businesses that had been run by their family for generations, keeping children in the schools and keeping money going through local contractors into post offices, shops and all the rest of it.

For the bigger economic development projects, getting products from the outer isles to the market will always require at least one ferry service, but there is no reason it should need two. I think of businesses such as Cooke Aquaculture, which has a processing station in Mid Yell: it has to construct an entire staff rota on the availability of ferry services to get its product from Mid Yell down to Lerwick before it catches the ongoing ferry. That is how the infrastructure provided has a very direct impact on one of the most important food-producing businesses in my constituency.

I do not know too much about ferry services, but I think the point that my right hon. Friend is making is that we cannot just look at one product in isolation. The cost benefits are wider, in the round.

Absolutely. I am horrified that, having been a colleague of mine, my hon. Friend says she does not know much about ferry services—she has clearly not been listening! However, the point she makes is a good one.

This is where Treasury rules and funding come into play. If we are looking at ferries, for example, we look for a pay-down over a 20-year or possibly 30-year period. A tunnel will be several times that, but Treasury rules constantly push people towards a like-for-like replacement. They seem to lack the flexibility and creativity necessary to provide the services that will maintain the economic and social viability of such communities in the longer term.

There is also a continuing role for EU—sorry, for Treasury—funding.

I can give the hon. Gentleman that reassurance. I can assure him that, if anything, the link would be strengthened. I live in a local authority ward that is elected by single transferable vote. I elect four councillors. Each of them has a link to the constituents and, between them, they are able to represent the views of just about everybody in their community, not just those who have voted for them and those who agree with them. In that way, using the single transferable vote, the link between the elected and the elector is, in fact, strengthened.

I was just saying that it has been the privilege of my life to be a Member of Parliament, but, believe me, I am by no means blind to the multiple faults of this House. It would not take an awful lot to make it so much better. We have heard an awful lot of talk in the last week or two about cultures, and about the culture at the heart of this Government in No. 10 Downing Street, but let us also accept that the culture of Parliament has to change.

Time and again over the years, the culture of deference and entitlement has led us into difficulty, as in 2009 with the scandal over MPs’ expenses. I thought that perhaps we would have learned our lesson after that, but last year, with the Owen Paterson affair and all the stories about MPs with second, third and fourth jobs—and the amount of time they gave to them and the amount of money they earned—it became perfectly apparent that the sense of entitlement continues. Unless we can change that sense of entitlement—the culture in this House—we will not change the standing in which we are held by the public.

Why do we find ourselves in this situation? Why do we keep coming back to this place, time and again, where we become our own worst enemies? I can answer that question in two words: safe seats. The existence of areas where parties can depend on the return of a Member of Parliament with a majority of tens of thousands without making any real effort creates that sense of entitlement.

Someone offering themselves for re-election should never be a formality, but for many people elected to this House it is exactly that. Follow the money and look at the expenses returns: in marginal seats the expenses are right up to the limit, and in the so-called safe seats the party makes the smallest possible expenditure. We talk about having a national election, but in truth we campaign only in an ever-reducing base of marginal constituencies.

My right hon. Friend is making an excellent speech. For a long time people have complained that our country and our political culture are divided and polarised. Does he agree that a proportional system would go a long way towards bringing people together and stopping divisive politics?

I believe it could do. I think we have to be careful not to oversell it, because the electoral system is only part of the story. The principles of those who are elected and their willingness to adhere to those principles when they are here also matter. In referendums in 2014 in Scotland and in 2016 in relation to the departure from the European Union, however, everybody suddenly realised that their vote mattered and that it did make a difference to take part. As a consequence, turnout went through the roof.

The standing of this House in the eyes of our fellow citizens has never been lower. It is now urgent that we address that. We will not address it just through changes to standards, privileges and Committees in this place; we have to change the way in which we are sent here by the electors. We must have a system that gets rid of safe seats so that everybody’s vote, no matter where they live, is of equal value. That is why, Madam Deputy Speaker, I very much hope that you might allow me the chance to test the opinion of the House on new clause 13. It matters to us all and it is now urgent.

In other countries there are much more diverse markets for this, and we really have to look at why it does not work in this country. I agree with the hon. Lady—absolutely, it has to be at the core of the transition. It is about power and people, so we are here to make a strong case to the Government to listen and really understand the benefits of local community energy.

I fear that much of the difficulty that we will encounter in promoting this case will be found along Millbank in Ofgem, which has never been an enthusiast for this sort of diversity in the market. In the northern isles, we have the highest rate of fuel poverty anywhere in the country. We already produce more clean electricity from renewable sources than we can use. We do not have the opportunity of exporting that to the transmission grid, so I am happy to offer us up as an early testbed for community energy.

If I were the Government, I would happily take up that offer. It is about the surplus energy that can go back into the community. If we look at the crisis in the energy market and the fact that people will probably face higher prices, anyway, the Government’s argument that there might be unintended consequences, particularly around price, has proven not to be the case. It will ultimately become cheaper if we go along the lines of community energy.

I do absolutely agree with the hon. Gentleman. That is why I have never made any secret of the fact that I regard the virtual arrangements as having been sub-optimal, but there is a cost-benefit analysis to be made. My conclusion, and I think the conclusion of many, is that the cost of return at this time outweighs the benefits that we have had. That judgment is really what it comes down to at the end of the day.

Just consider how many hon. Members might have had contact with the Secretary of State, had he been infected, and then at the end of Tuesday gone home. Who else might they have met, and who might they have gone home to and then passed on the infection and the virus to?

In fact, on the subject of going home, it has been reported to me—obviously I was not present to hear the remarks—that at the 1922 committee last week, the Leader of the House attributed to me a motivation that I adopted the position I hold because I do not like the long journey. I have to assure the Leader of the House, and indeed the House as a whole, that that is not the case. If I were put off by a long journey, I would not have been able to serve for 19 years as the Member of Parliament for Orkney and Shetland. For the benefit of the Leader of the House and for other Members, let me make it quite clear that the objection I have to ending the hybrid system is one based on parliamentary and constitutional principles and on public safety; it is not a question of self-interest.

If I were to return home to Orkney this Thursday night—I would get home on Friday night, in fact, just ahead of midnight—I would get to stay there until late on Sunday afternoon. At that point, and it is not a bad situation, I would be getting on a plane to start the journey back here—believe me, Madam Deputy Speaker, this is not a jumbo jet; it is a Saab 340, a 34-seater plane—and I would be sharing the plane and breathing the same air as people who would be heading off to Aberdeen the next day for hospital appointments, for their operations, for radiotherapy and chemotherapy or for whatever else. The idea that I might inadvertently transmit the virus to those people because I am infected but remain asymptomatic is one that, frankly, makes my blood run cold. That is why, having come here, I am staying here, and I will be here for the duration until it is safe to go home.

To avoid inadvertently spreading the virus, should not the advice be that we should all wear face masks? We know that indoor spaces are the most dangerous in terms of spreading the virus, and it is clear that if we unknowingly have the virus, by wearing a face mask we reduce the risk of passing it to someone else from 17% to 3%. Would not that be sensible Government advice for this House as well?

Long before the coronavirus pandemic, several people told me that my appearance would be improved by wearing a mask, so this is perhaps no great surprise.
