Commons ChamberLet me expand that out further to our relationship with the GCC nations. As I said earlier, those countries are advancing, but they are still very new. Saudi Arabia became an independent country in modern terms only in 1932. It is because of our close relationship with those countries in a wide variety of sectors and the trust that we have in them that we are encouraging them to advance in their governance systems.
The diplomatic stature of the GCC has risen significantly in recent years, not least because of the wise guidance of the GCC Secretary-General, Abdullatif al-Zayani, who is a friend of the Minister and of mine. In view of the impasse in the middle east peace process and the GCC’s relationship with the Arab states and Israel, does he believe that the time is now right for the GCC and the Arab states to take some initiative to move the middle east peace process forward?

I pay tribute to the right hon. Gentleman and the work that he has done in this regard, and I have listened carefully to what he has said. I spent some time discussing what we could do with Matthew Rycroft, head of the United Kingdom Mission to the United Nations in New York. Unless we have permission for aircraft to enter that space—not necessarily British aircraft; any aircraft—the dangers that those aircraft are likely to face will be considerable. We need to weigh up the options to ensure that we are content for those risks to be taken.
I have immense sympathy for my hon. Friend. The people of Syria could have had no better friend than him and the Government over the past few years, and I fully appreciate the difficulty in which he finds himself. Whatever we may have asked of the Prime Minister—I signed the letter as well—it is important for us to remember that the United Kingdom is not the perpetrator here and that we are seeking to do something good in very difficult circumstances.
May I follow up the question asked by the right hon. Member for Leeds Central (Hilary Benn)? In May, the International Syria Support Group, which includes the United States and Russia, agreed that if by 1 June the United Nations had been denied humanitarian access to any of the designated besieged areas, it would call on the World Food Programme to immediately carry out a programme for air bridges and airdrops. If it was possible at that time, in those circumstances, for people to secure the agreement that my hon. Friend is seeking for airdrops, is it not possible—bearing in mind that we are at the last resort—to redouble those efforts to receive the permission that he, and those whom we would be asking to drop the food, require to proceed?
The work of the International Syria Support Group has been difficult, and has been tested. The most recent meeting took place at the United Nations General Assembly, and I attended that meeting with the Foreign Secretary. It was clear that Russia was starting to split away from its intent to provide support and to seek a political settlement, which had been the purpose of bringing the group together. Again, we are left with the problem of gaining the necessary permission for the aircraft. However, I will certainly consider what my right hon. Friend has said, and I will write to him with more details.

Commons ChamberFor all the reasons I have spelled out before, there is a sense of urgency: the people of Palestine, and indeed the people of Israel, want this to happen. However, we have to wait for the new Trump Administration to embed itself, and we also make it clear that of course there is merit at the right moment in a balanced UN Security Council resolution which sets out the parameters for a workable, viable settlement leading to that two-state solution based on the clear and internationally agreed parameters, but it must command the full support of the Security Council.
My right hon. Friend is wise in what he says. We need to ensure that we grasp this opportunity. President Abbas is actually somebody we can work with, and we should remember that he will not be there forever. What will happen after him is not clear, and we need to ensure that we can work towards a two-state solution, but I want to make it clear that as things stand at the moment, the situation looks very bleak indeed.

Commons ChamberI welcome visits such as that conducted by the Defence Committee. The more engagement we have to see what is happening on the ground, the better we can understand the challenges that are faced. The hon. Lady is right to highlight one challenge that Iraq faces. As Daesh is pushed out of the country, more and more focus will be on the domestic matters that will then start to plague it. Sectarian tensions remain, the de-Ba’athification process still needs to come through, and we still need to look at counter-terrorism laws and accountability laws that must be pushed through. I can guarantee, however, that our embassy and our ambassador, Frank Baker, are doing excellent work to support the Government of Iraq.
I know the good work that Ambassador Frank Baker and his colleagues are doing in Baghdad and Erbil to make progress move along, and we should be very appreciative of their efforts.
On political developments in particular, what are the Minister’s observations on whether lessons have been learned on the issue of Sunni exclusion, which has so bedevilled political development in Iraq in recent years, and does he have greater hopes that the current Government will address that issue as the country moves forward?
This is quite a collection, as my right hon. Friend is now the third former Minister for either the middle east or Africa whom I have addressed. It is an honour that they are here providing their wisdom to the Chamber—[Interruption.] I will watch my back.
My right hon. Friend is absolutely right to focus on the sectarian tensions I mentioned. We got it wrong, or rather Iraq got it wrong under the Malaki Government back in 2013. The absence of including Sunnis in Iraqi society led to the creation of the space for Daesh in the first place. The United Nations Development Programme and the Iraqi Government are working extremely hard to make sure that we get this right. The day after the guns fall silent in Mosul, what happens next? There must be a Sunni-led approach to ensuring that there is peace in Mosul.

Commons ChamberI agree with the hon. Gentleman. New York presents the next opportunity for us to ensure that we push these points forward. It is sad, as Members have said, that we have not been able to move on this matter. Many Members spoke passionately and with concern that, if we do not seek a resolution on this, we could see further proliferation, with nations deciding to turn their back and to seek to arm.
There has been real progress at the consultations over the past couple of years. Remaining differences can be bridged with political will on both sides. We regret that, to date, further consultations have not proved possible, and we accept, sadly, that a conference will not take place before the review conference. As the hon. Gentleman points out, New York might be the opportunity for us to reconvene on this matter.
Will my hon. Friend confirm that the idea of the facilitator, Mr Laajava, to have these consultations resulted from his not being able to secure the conference itself? The consultation, far from being a step away from the conference and therefore something to criticise because it was not getting to the end that we wanted to reach, was a necessary step to build the confidence that would allow the conference to take place. My friend Jaakko Laajava is to be commended for what he is trying to do.
I certainly agree that, given the work that has been done in the past two years, there are grounds for cautious optimism. We can work towards that in New York at the UN General Assembly.
Turning to the fissile material cut-off treaty—the FMCT—the Government want negotiations on fissile material cut-off as soon as possible, and we continue to work with partners at the conference on disarmament to press Pakistan to end its block on the start of negotiations.
The comprehensive test ban treaty was mentioned by a number of Members. The UK has long been a supporter of the comprehensive test ban treaty, and was one of the first countries, along with France, to ratify the treaty in 1998. We continue to push for the eight remaining annex 2 states to ratify the treaty through bilateral discussions.
In conclusion, the UK remains deeply committed to the NPT and the principles for which it stands. In many ways, our aims for the review conference are simple: to uphold the NPT across its three pillars along with the web of regimes and controls that complement it; to deter non-compliance and see greater adherence to safeguards; to continue to work for the universalisation of the treaty, bringing the remaining few into the international non-proliferation architecture; to underline again our commitment to the goal of a world without nuclear weapons and to zero tolerance of proliferation; and to continue to support the global expansion of civil nuclear activity to high standards of safety and security, and in line with non- proliferation obligations. This Government are clear that we will maintain a credible and effective minimum nuclear deterrent based on a continuous at-sea deterrence for as long as the global security environment makes that necessary.

Commons ChamberThe hon. Lady will be aware that the Prime Minister had his first meeting with the Prime Minister of Iran at the United Nations General Assembly and very much put those points down. She is right that Iran must question its role in the region. It must ask itself whether it wants to be a part of the problem or a part of the solution. We have spoken about Hamas and Hezbollah. Hezbollah is effectively propping up the Assad regime, because he is losing the officer class, which is depleted because of the war.
Next week, as chair of the British Group of the Inter-Parliamentary Union, I will be welcoming the first delegation of Iranian parliamentarians to visit this country for some time. Will my hon. Friend welcome that development? He knows not only that the House will give full and appropriate courtesy to parliamentarians from Iran, but that it will take the opportunity to engage them in the full and frank discussion of matters between us, which is the only basis on which parliamentarians can build a relationship.
My right hon. Friend is absolutely right. It is through full and frank engagement that we can get our message across. Dialogue with Iran has increased. We must ensure that Iran not only talks the talk, but that its actions speak as loud as its words.

We will make an announcement shortly on where the new embassy will be located; once that happens, the normal processes will then apply. However, the right hon. Gentleman makes an important point and, if I can, I will write to him with more details.
The Friends of Yemen brings together many countries around the region, and Britain is proud to co-chair that organisation. It met at the UN General Assembly in September last year, and all the countries involved were committed to encouraging the Houthis to enter into dialogue with the other stakeholders. My hon. Friend the Member for East Worthing and Shoreham talked about the slow pace at which funds are being released, such that they are not coming through, even though I understand they had been pledged in 2012 at a previous UN General Assembly. Money is available but it needs to be unlocked, and the institutions need to be in place in the capital of Yemen, so the money can be transported and spent in a transparent and appropriate way. Those aspects of the process have broken down, but we should not forget that those pledges, which amount to about $10 billion, were made in 2012. I understand that less than $5 billion was actually committed, as such, so there are international funds available, but they will only be used once the political situation in Yemen has indeed improved.
I apologise for missing the earlier part of the debate. While my hon. Friend the Minister is addressing this issue, may I ask him a question? The placing of funds from the Friends of Yemen into Yemen crucially depends on the commitment of Yemenis themselves to having the means to deliver money to the poorest people, to ensure that jobs exist. In the past, too many states have put money into Yemen and found that it was not being used effectively, because of problems within government. Is the Minister more assured now that that point is really understood, so that this money can be unlocked? Not only political will but economic competence in delivery is necessary and key to ensuring that that money is used effectively.
I am grateful to my right hon. Friend for that intervention, and I pay tribute to the work he did in the region as a Minister in the Foreign Office. He makes a powerful point. The unique position Britain finds itself in, compared with other countries, and the leading role it should play has already been mentioned. Part of that role has been to communicate with the Houthis and, indeed, with the other stakeholders to make them all aware not only of the wider consequences of civil war but of the positives. Once the structures are in place and there is stability, then we can unlock these funds.
However, an indication of the instability in Yemen is that Britain had to evacuate its embassy, along with the Americans and indeed others; the EU has evacuated its base as well. Until those embassy officials are able to return to Yemen, I am afraid the process of releasing and appropriately spending these funds, which are much-needed to help those caught up in the war, will be much slower.
The regional implications of instability in Yemen are serious, as hon. Members have mentioned. The increasingly sectarian nature of the conflict between the Shi’a Houthis and the Sunni tribes in the south will play into the hands of Al-Qaeda. We must work closely with allies such as Saudi Arabia and the Gulf states to ensure that there is a co-ordinated and multinational response to the situation in Yemen.
A number of hon. Members mentioned the important role Iran can play in the situation we face. We are in dialogue with Iran and we need to ensure that it understands that it has a constructive role to play, to make sure that we do not see a further degrading of the situation in Yemen into civil war.
We also continue to work through our embassy staff, the UN special envoy—Jamal Benomar, who has been mentioned—and key allies to encourage all factions to work together to agree a political solution within the framework of the Gulf Co-operation Council initiative, including a clear timetable for constitutional reform and indeed elections. We remain concerned by the continued house arrest of Prime Minister Bahah and other members of the Cabinet, and we are actively calling for their immediate release.
No country can tackle terrorism alone, and Yemen is no exception. The scale of the challenge is huge and in the longer term continued instability in Yemen may mean an increased risk of al-Qaeda in the Arabian Peninsula launching external attacks, including here in the UK. AQAP remains a major part of the global, multimillion-pound kidnapping trade, which directly targets the UK, the EU, the US and nationals of other western countries. Through its extremist propaganda, AQAP also seeks to radicalise Muslims around the world and incite extremist violence. That was illustrated, as hon. Members have mentioned, in the horrific attack in Paris on 7 January.
Addressing the underlying instability in Yemen and the country’s political and economic problems is essential to countering the AQAP threat effectively. We have temporarily suspended counter-terrorism capacity-building activity with the Yemeni security forces, but we are exploring ways to re-engage with them in such activity, in a human rights-compliant manner. Members will appreciate that, for operational reasons, I cannot comment in detail on this activity.
We know that the majority of Yemenis want the same things people elsewhere around the world want: a say in how their country is run; an education for themselves and their children; the chance to have a good job; and the chance to live in a peaceful and prosperous state. Therefore, economic stability is as critical as political stability. Sadly, however, the economic situation in Yemen is deteriorating fast, with almost zero growth, debt at 50% of GDP, rapidly declining foreign reserves and growing fuel shortages.

I thank the right hon. Gentleman for the tone of his urgent question and subsequent questions. He speaks about the threat to security in Yemen and the wider region, and I could not agree more. The situation in Yemen is complex, not least because of the number of terrorist groups that now operate in the country. We are working extremely hard with our allies to bring the parties to the table to agree the UN resolution that was signed in September.
The right hon. Gentleman asked a number of questions, but, as he will appreciate, I am unable to answer many of them in this House owing to the operational complexity of the matter. As I understand it, the US embassy has no intention of withdrawing from the country. We have a good relationship with Ambassador Tueller, who works extremely closely with our own ambassador, Jane Marriott, to whom I spoke this morning.
The British embassy continues to work in extremely difficult circumstances. We are following the situation carefully, as the security of embassy staff is of paramount importance to us. The right hon. Gentleman asked about British hostages. Again, he will be aware that it is the long-standing policy of successive Governments not to discuss such matters.
The right hon. Gentleman spoke about the importance of the region—our historical links with it and the need for us and other countries to invest in it. The Department for International Development has committed £4.4 million towards an orderly transition to peace and another £7 million to facilitate elections when they take place.
I echo the remarks of the right hon. Member for Leicester East (Keith Vaz). It is important that we offer our support to those members of the British embassy in Sana’a who work in extremely difficult circumstances. Questions have been raised in the press about the nature of the operation, and I know that the Minister will not be able to answer all of them, but will he stress from the Dispatch Box that there is no equivocation about the death of a hostage? On every occasion, the responsibility lies with the terrorist and those who have executed the hostage. It does not matter how difficult the circumstances are, how complex the decisions are that need to be taken to free a hostage or what the difficulties involved in an operation are, it should be absolutely clear that the responsibility lies with the terrorist and it is for the terrorist that justice will eventually come.
I thank my right hon. Friend for the work that he has done in this particular area and for his ongoing commitment to that, working with British influence and support in the region. He is absolutely right to place the blame for this situation on the terrorists. In this particular case, President Obama and Secretary of State Kerry issued statements on 6 December to illustrate why it was felt necessary to set in place a rescue attempt. Such operations are complex and dangerous, and we are sad about the outcome.

Stability in north Africa—in Morocco, Algeria and Tunisia, where there has been remarkable progress by the Tunisian people—has been helped immeasurably by the United Kingdom’s Arab Partnership programme. Will my hon. Friend confirm that that programme will continue and that, just because there is some success in those areas, we will not take our eye off the ball or off the need to do more in north Africa?
My right hon. Friend can take part of the credit for some of the success stories that we have seen in Tunisia, Algeria and Morocco. He is right that we should not forget these countries. Bilateral trade continues to flourish and the Arab Partnership scheme is very important. I visited Algeria last week and we look forward to the Prime Minister’s visit when he comes here next week.

Commons ChamberI certainly will raise the matter with my Algerian counterparts. The hon. Lady has raised an important issue. She will be aware that regulations governing religion in Algeria came into force in May 2007. They are designed to be multi-faith and not to focus on one particular religion. I would be delighted to meet her to discuss the matter in more detail.
The atmosphere in which religious discrimination takes place is affected by other issues in a country, including economic pressures and the like. Does my hon. Friend think that the recent successful elections in Tunisia will ease the atmosphere in respect of persecution across the area more generally? Does he also think that economic development in the area, which is necessary for justice to prevail, is getting a boost from our work in Algeria?

Commons ChamberThe hon. Gentleman makes an important point implicitly, which is that, sadly, the location of this battlefield is one of the most populous areas on the planet. Hamas and Israeli armed forces are conducting these operations in densely populated areas, not least in the Shujai’iya district. Unfortunately, that is also where the tunnel systems are operating and from where, on average, 147 rockets are hitting Israel every day—but, absolutely, as I said before, there are questions to be raised about the civilians, and I put those to the Israeli ambassador yesterday.
First, may I welcome my hon. Friend to what, although it does not look like it at the moment, is the best junior ministerial job in the Government? Although an urgent ceasefire is essential, the reason Gaza is ablaze again remains the same as ever: the inability of the Palestinian Authority, Hamas and Israel to make the necessary concessions to each other to ensure a middle east peace agreement. Will he use his time in office to ensure that the UK does all in its power, together with friends from Washington to all the Arab states, to drive the parties together again for the negotiations that each must have with the other? Will he ensure that they do understand that whatever the justifications for their actions—God knows, we have heard and sympathised with them all for decades—it is no longer worth the loss of life of any more little boys and girls?
First, I pay tribute to the work my right hon. Friend did as Minister with responsibility for the middle east. I am grateful for the support he has already provided me with, and I hope it continues. He rightly says that we must participate, with other nations, in looking for a long-term solution. A cessation of the violence will allow the opportunity to tackle the underlying causes of instability in the Gaza strip, without which the long-term security of both Israel and Gaza will not be secured.

Commons ChamberThe hon. Gentleman raises an interesting point. It was noticeable, particularly in respect of Tunisia, that the international community moved quickly in response to the Government’s requests to stop money that they considered to have been abstracted illegally. The British Government would consider any similar requests, should they emerge—but that is some way down the line, as the hon. Gentleman will, I am sure, appreciate.
I thank my hon. Friend for his statement. These are dramatic events, which happen once in a generation, and the mother of all Parliaments should salute the people-power that overthrows a dictator. Does my hon. Friend agree, however, that other nations should be looking closely at what has happened in Tunisia and is happening in Egypt? Does he also agree that we should use our influence cautiously, as we need only look over our shoulders at what happened in Iran and Algeria to see how things can turn out?
My hon. Friend draws attention to the fact that although the underlying tensions in many of the countries in the region might be similar, each country is indeed different. Reactions to protests such as we see in Egypt are different and the reactions are often different some months after the protests. Algeria remembers, of course, the dark days of its civil war and would understandably have no wish to go down that road again. The people’s revolution in Iran—or, at least, the attempted people’s revolution in Iran 18 months ago—was savagely repressed. Nobody quite knows what the process will be in Egypt. Having experienced those examples, however, what the international community can say clearly is that in this case we would like an orderly process of reform. The opportunities for that are there; we very much hope that both parties will seize the chance and produce an Egypt that they would be proud to see taking its place in the international community.

Commons ChamberWe very much welcome the kick-start that the proximity talks pointed to a few months ago. President Obama made it clear that a revitalisation of the peace process was one of his key objectives. The recent tragic incident in Gaza has highlighted once again the importance of getting things moving—not only in that area, but in respect of the peace process as a whole. My hon. Friend can be assured that the Prime Minister and the President think as one on that issue.
I shall make some progress. We will work with all our friends and partners across the region to ensure that they are free from terrorism and instability which is a direct threat to their security. We will take a broader approach to our relations with north Africa and the Gulf, supporting civil society and business links and aiming to be the partner of choice for commercial and investment links. We currently export £15 billion-worth of goods and services to the region annually, offering the best of British expertise, innovation and creativity to support the massive programmes of development under way.
We will remain engaged in Iraq. Iraq is a pivotal state in the middle east. A stable, prosperous, well governed and politically moderate Iraq is important for Iraqis, the wider region and the UK’s strategic interests. All in this House are proud of the role that the United Kingdom armed forces have played to help bring about the progress seen so far in Iraq, and we are committed to ensuring that their efforts are built on.
I ask my hon. Friend to give me a moment.
In the long term, all those partnerships will flourish if we can overcome the social and economic hurdles that the region faces. In the face of the complex challenges, our shared aim for middle eastern and UK interests alike must be good governance by stable states with growing social, economic and political participation. The Government will champion that approach while upholding our belief in human rights.
There are also important opportunities to work more closely with partners in the region on shared interests. We are well placed to work in partnership with the countries of the middle east in a way that benefits their people and ours. For example, the countries of the middle east will continue to be essential suppliers of the world’s energy needs. There is similarly mutual benefit in the flows of other trade and investments between Britain and the region. This Government will work closely to support and extend those links, facilitating trade missions and signing investment and promotion protection agreements. However, we will also work with the countries of north Africa to reduce the damage done to individuals and economies by illegal immigration, both here and there. By working with our partners against the threat from radical extremism, we are all stronger and more effective.
Now I want to cover a small series of significant issues, including Iraq.

By working with the key countries in the middle east and the international bodies based there we can together make more of an impact on conflicts and other challenges both within that region and beyond. Work to resolve the Arab-Israeli conflict is a foreign policy priority for this Government. As I said earlier, the only long-term solution to the conflict is a secure Israel living alongside a sovereign and viable Palestinian state. We will continue to press for progress, working with the US and through the EU, while supporting Prime Minister Fayyad’s work to build the institutions of a future Palestinian state.
The tragic events off the coast of Gaza last month were very serious and captured the world’s attention—the House has already discussed the issue during a statement and will discuss it tomorrow in Westminster Hall—but they should not be viewed in isolation. They arise from the unacceptable and unsustainable situation in Gaza, which is a cause of public concern here in the UK and around the world. It has long been the view of the British Government, including the previous Government, that the restrictions on Gaza should be lifted. It is a tragedy that that has not happened, and we hope soon to see progress to change the situation.
We call on the Government of Israel to freeze all settlement activity. As the Foreign Secretary has said, the settlements are illegal and an obstacle to peace. It is also essential that there is unfettered access to meet the humanitarian needs of the people of Gaza in order to enable the reconstruction of homes and livelihoods and to permit trade to take place. At the same time, the rocket attacks from Gaza must cease, and Hamas must release Gilad Shalit, who is now entering his fourth year in captivity.
No, my hon. Friend intervened earlier. I repeat that I am pressed for time, and I need to get my hon. Friend the Member for Bournemouth East (Mr Ellwood) in before finishing.
Let me mention Yemen briefly. We are continuing to work with other middle east nations such as Egypt and Jordan actively to promote increased stability in Yemen, because we know that al-Qaeda looks to exploit instability where it can. In Yemen, that instability is caused by wider social and economic problems. We welcome the fact that the United Arab Emirates and Jordan are co-chairing the two working groups of the Friends of Yemen. For our part, we will continue our direct, bilateral assistance to the Government of Yemen, which aims to reduce poverty and build the capacity and capability of the Yemeni state.
We will also remain engaged in Iraq. In many respects, Iraq is a nation changed for the better. There have been significant improvements in security, the economy and politics. Iraqis now have control over their own destiny and have embraced democracy, voting in their millions in March’s national election. Now that the election result has been ratified, Iraq’s leaders must work together to form an inclusive and effective Government.
I am sure that the House is proud of the extraordinary role that the United Kingdom’s armed forces have played in making Iraq a better place. We are right to commit to building on their legacy by supporting the Iraqi Government and all the people of Iraq as they face the challenges of maintaining security and strengthening their new democracy. We will also work to deepen our close bilateral relationship to our mutual benefit.
I welcome you to the Chair, Mr. Deputy Speaker. It seems to fit you perfectly and I do not know why it has taken so long for you to get to that position, but it is great to see you there.
There seems to be a duality of approach to Iraq, with the Kurdistan area moving at a different speed from the rest of Iraq. As my hon. Friend knows, Kurdistan has advanced much quicker than the rest of Iraq because it was not so involved in the wars. There are no direct flights from the UK to Erbil in Kurdistan—or, indeed, to Baghdad. If any businesses operate in the north in Kurdistan, they are prevented, because of internal politics, from getting involved in business opportunities in Baghdad. I urge my hon. Friend to visit that area and try to resolve the problem that one either supports Kurdistan or greater Iraq.
My travel itinerary is already starting to look interesting, but I appreciate any new opportunities that come my way and any new suggestions from colleagues. I have noted my hon. Friend’s with specific purpose, so I am grateful to him for raising it. He has been particularly involved and interested in those areas for many years and I know that I shall value his advice in due course.
