Absolutely. Much of our work in global health is designed to support particular projects to eradicate individual diseases, but it is also crucial that we support and sustain health systems where they are. These health systems will do an incredibly valuable job in looking for the sort of illnesses and infectious diseases, such as antimicrobial resistance, that could spread around the world.

My right hon. Friend the Secretary of State has met and spoken regularly with the Minister in the United Arab Emirates responsible for coalition efforts to ensure humanitarian access. We have spoken to those who have access to the Houthi and the areas that they control to make sure there are no blockages there. It is a conflict, and it is a tragedy that access to humanitarian aid is used as a weapon in that conflict. Only a negotiated solution can end the conflict and enable the humanitarian efforts, and we are making every effort to ensure that.

We continue to urge Israel to implement the recommendations in the “Children in Military Custody” report. I raised the issue with the Israeli authorities during my visit to Israel in August 2017, and Ministers and the British ambassador to Tel Aviv have spoken and written to the Israeli Justice Minister and the Israeli Attorney General. The UK continues to have strong concerns about reports of the ill treatment of Palestinian minors in Israeli military detention.

The CCG expects to publish its internal review by the end of February, and NHS England’s independent review is expected to be completed by the middle of the month. Monitor is assessing the project from the providers’ perspective and will share its findings with NHS England in due course.

The UnitingCare contract in Cambridgeshire was an attempt to join up unintegrated services. We now appear to be having a series of unintegrated reviews. What is actually needed is a single overarching review that looks at the roles of NHS England, Monitor, the strategic projects team, and, of course, Ministers. When are we going to get that review?

As I said, there are ongoing reviews concerning the precise responsibilities of each individual part. There is no doubt that this is a very serious matter—a serious failure—that raises series concerns. We want to know what went on as much as the hon. Gentleman does, so once the reviews have been completed and we have been briefed, I will be very happy to talk to him about their consequences.
