Commons ChamberSix constituents have been in touch with me who have been infected and affected by this awful scandal. Many of them still want to maintain anonymity, such is the stigma that persists today about the illnesses that they have contracted, but I was very pleased to see that my constituent Maria was there yesterday. She first came to see me in December 2015. Eight-and-a-half years, on top of the long time that she already had to wait, is a long and arduous journey. I am glad and I hope that she and all those infected and affected got what they wanted from Sir Brian Langstaff’s report yesterday.
I wish to ask the Minister about what he said in his statement about interim payments. I am not clear whether the six constituents who have been in touch with me will be eligible for those because he said that interim payments will be made to living infected beneficiaries, and to the estates of those who passed away between now and payments being made. It is not clear to me whether, if somebody tragically passed away yesterday, their estates would be eligible for that; nor is it clear from the interim report whether all such people would be eligible until the final scheme is in place. It would be perverse, would it not, if children whose parents have died or adults who have tragically lost their children might not be eligible for these interim payments. Can I ask for some clarity on that eligibility because there are people who should not be losing out—they have already suffered too much—and they should be eligible for these payments as soon as possible.
I thank the hon. Lady for her question. I noted her presence there yesterday, alongside me. I am happy to engage with her to clarify the position for her individual constituents. I am reluctant to make binding assertions on individuals on the Floor of the House because I do not want to mislead her or anyone else. But I would be very happy, if she writes to me, to respond to her as fully as I can.

Commons ChamberIt may have escaped the hon. Gentleman’s attention, but Russia has invaded Ukraine and Iran’s proxies are attacking our allies in the middle east. That demands a response from the Government, and it has been provided by the Prime Minister. It is very notable that the Labour party is failing to match that commitment.
Papers at an employment tribunal last week reported that Rowaa Ahmar, a former civil servant, stated that
“the racism within the Cabinet Office appeared to be unrelenting and systemic”,
and that, despite having a role as head of policy in the Government’s illegal migration taskforce, she was made unwelcome at meetings about the Rwanda plan because of her views on the racist ultra-hostility of the policies. Is Ms Ahmar right that speaking up against racism in the Cabinet Office is a career death sentence?
I do not accept that at all. Of course, Ms Ahmar withdrew her allegations completely on the eve of having them scrutinised at the higher tribunal, so I do not accept that, and it is absolutely right that senior civil servants take action when there are performance issues with the staff under them, without fear of allegations being made against them.

I pay tribute to the right hon. Member for Kingston upon Hull North (Dame Diana Johnson), who has done so much, and to journalists such as Caroline Wheeler of The Sunday Times and all those who have campaigned for decades, despite their own very deep trauma. They include Jan Smith, the mother of Colin, one of the youngest victims who was infected at only 10 months old, and who died aged only seven. She said in The Sunday Times at the weekend:
“When we found out little Colin was going to be treated by a world-renowned haematologist we were over the moon. Professor Bloom was like a God to us and we didn’t question him. We thought our son was being given the best possible treatment. But we will feel forever guilty that we had in fact handed our son over to his killer.”
These parents should not be burdened with this guilt. An estimated 380 children were infected in a massive breach of trust and medical ethics. It is every parent’s worst nightmare. What does the Minister say to the parents of children who were used as guinea pigs, in an utterly despicable practice that was made worse by the lack of redress for those families? When will all those infected and affected receive the compensation they are due, and an apology from this Government?
I can reassure the hon. Lady that I am doing everything I can to bring that forward as quickly as possible. I recognise that the distress is widespread and is felt by individuals and families across the United Kingdom. I am working across the devolved Administrations to ensure that there is a UK-wide arm’s length body. My officials are working with prominent charities, organisations and support groups. I am reaching out to them to share progress, reassure the community that I have heard their concerns and seek their views in advance of 20 May. I am doing that out of deep respect for the suffering that they have experienced. On the substantive matter the hon. Lady asked me about, I refer her to my reply a few moments ago.

Commons ChamberMy hon. Friend is an excellent campaigner on behalf of her constituent, and I extend my sympathy to Claire and her family. While I cannot comment on individual cases, as I am sure she will understand, I know that the Financial Conduct Authority has the powers it needs to take action against firms that breach its rules. Further, customers can contact the Financial Ombudsman Service, whose decisions are binding on insurers. I will immediately ensure that the relevant Minister meets my hon. Friend to look more closely at this specific issue and the case that she raises.
It was a pleasure to address Members of the Ukrainian Parliament when I visited Ukraine earlier this year. Indeed, it was my first foreign visit of the year; I was the first foreign leader to visit Ukraine and President Zelensky to demonstrate our strong support for the Ukrainian people at their moment of struggle against Russian aggression. We have increased the amount of support we have given to Ukraine this year— the first major country to do so—and a big part of that support concerns air defence. Where we have led in supporting Ukraine’s efforts, we will continue to do so and continue to encourage other countries around the world to step up and match our leadership, because we all want to see a future for Ukraine based on freedom from tyranny.

Commons ChamberWe want to avoid further escalation and bloodshed, which would be deeply destabilising for the region and would risk more lives. That is why we are calling on all regional partners to focus on being calm and de-escalating the situation.
My constituent Sama has been trying to get her mother, father and brother out of Gaza since this conflict began. They have been displaced multiple times, and they are now in a tent in Rafah. They cannot apply to come to the UK for safety, as there is no scheme. This is in the UK Government’s hands, and they could waive the need for biometrics, if they so decided. Will the Prime Minister do that and let Sama’s family come to safety?
Obviously, I am not aware of the specifics of the hon. Lady’s case, but I am sure that if she writes to the Home Office, it will be happy to look into it for her.

Commons ChamberMy right hon. Friend is right to highlight the need for investment. That is precisely why, in the last spending review period, we put £2.6 billion into our wider cyber-defences. I am confident that we will be able to deal with any retaliatory action by Beijing effectively.
We should be worried about Chinese influence in various areas of Government. Graham Barrow, the Companies House expert, has been warning for quite some time about dubious company incorporations that have originated in China. He believes that they are being created using an algorithm, and there is evidence that companies are being incorporated using stolen UK credentials, from UK addresses, streets at a time. What conversations has the Deputy Prime Minister had with Companies House, and would he be willing to meet Graham Barrow to hear his conclusions?
I, or another Minister, will be happy to meet him. That is precisely why we set up the National Cyber Security Centre, which uses GCHQ expertise to inform our approach to cyber, and engages with businesses and individuals. That approach is renowned and admired around the world, because we can give high-quality advice through the National Cyber Security Centre. Week after week, I receive delegations from around the world who want to see what we have done with the National Cyber Security Centre.

Commons ChamberI pay tribute to my hon. Friend for the work he does representing his constituents. He is right about the pressures that are faced, particularly in rural areas, which is why the Government provided £600 million of additional funding for local government across the country, ensuring an increase of around 7.5% in resources available to invest in social care, but also an extra addition to the rural services delivery grant—an acknowledgement of the challenges of providing services in rural areas—with more funding for those rural councils to deliver.
My constituent Lee Haywood in Dalmarnock is on a communal heat network and has seen both his standing charges and his energy bills absolutely soar. The heat network market framework was introduced in 2021, but the Minister in the Lords said in a letter last week that his “ambition” is that price regulation will only start in spring 2026. Is it this Government’s incompetence or Ofgem’s lack of powers that is letting down constituents who cannot afford to put on their heating this winter?

Commons ChamberI thank the hon. Gentleman for his intervention. It is incredibly disappointing that Labour has, in a sense, not followed its own logic; it is happy to say that it will not accept any new licences, but if Labour were to make the clear statement right now that once it got into power—if it did—it would revoke those licences, that could have a chilling effect on all the licences that are going ahead. They are going ahead at a huge rate, and the Government want to see them go ahead even faster. When an official Opposition has it in its power to stop that process and chooses not to, “disappointing” is too polite a term, frankly.
I was coming to the issue of dirty money in politics. I want to see an end to it, because it comes with strings attached that are tying up in knots our chances of a liveable future. There can be no conceivable justification for allowing the fossil fuel lobby to directly or indirectly buy favours from politicians, so there should be no donating to MPs or to political parties, and no donations in kind, whether that is to all-party groups or via football tickets, event sponsorship or trips overseas. At the same time, the rules on conflicts of interest need redesigning to shut out vested fossil fuel interests, not simply have them declared on the record. It is time to close the revolving door. No side jobs or cosy secondments; no blind trusts, putting things in the name of one’s spouse, or raking in money from shares or second jobs; and of course, much tougher sanctions for breaches of the rules—including suspension, for example.
Thirdly and lastly, the preferential treatment meted out to the fossil fuel industry must come to an end—most immediately, the handing over of public subsidies and other incentives for fossil fuels must end. Most notably, that comes in the form of favourable tax regimes, which in the past have resulted in oil companies paying less than $2 in tax per barrel of oil pumped from the North sea, compared with the $15 per barrel that companies pay if they are operating in Norway.
The hon. Lady is making some excellent points. Does she agree that it is quite frustrating to look at the regime in Norway, which collects more tax, meaning that the people of Norway have a fund for the future, while we will not have anything at all by way of legacy benefits from the oil and gas industry—only an unliveable planet, if things continue as they are?
I thank the hon. Lady very much for her eloquent intervention. She is exactly right. She underlines the point that stopping these vast subsidies for the fossil fuel industry is not only the moral thing to do, or in the interests of the climate; it is in the economic interests of the future of this country. The wealth fund in Norway is a very good model that we could, and should, have followed.
What I have described is one of the countless ways in which our politics is siding with and enabling the fossil fuel sector, as well as the banks, lawyers, lobbyists, consultancies, think-tanks and many others that feed off it. Those companies should have no place in our politics; if they do, it is undemocratic, and deeply dangerous for climate action, given that their priority is putting forward policies that actively and significantly undermine the UK’s climate commitments. Instead, we should seek to change politics into a force that sides with the economic writing on the wall, and the only chance we have of a liveable future: a transition to a climate-safe future with the public we are elected to serve.
I will bring my remarks to an end with three questions for the Minister. First, can he tell me who in Government has overall responsibility for monitoring the influence that fossil fuel companies have as a result of their political lobbying? Secondly, can he confirm whether the Government are satisfied that the checks and balances in place are sufficient to ensure that parliamentarians are not influenced by fossil fuel lobbying? Thirdly, does he agree that this goes to the very heart of how Government and Parliament are run, and therefore warrants the establishment of, for example, a new dedicated Select Committee to properly and regularly scrutinise the influence of the fossil fuel industry, and indeed other corporate influence on political decision making, as well as to make recommendations for change?
We are talking about not just the impact on climate but the standing of Parliament in this country. I think many people look at this place and draw conclusions that are not particularly favourable; it looks as if we are out for ourselves. We need to clean up politics, both because it is the right thing to do and because it might be just one step towards beginning to rebuild our reputation with the British public.

Commons ChamberI refer the hon. Gentleman to my previous answer. We are absolutely committed to a two-state solution and will work very hard with all our allies to make progress towards that aim.
Yemeni analyst Hisham Al-Omeisy is no friend of the Houthis—they took him hostage some time ago—but he has been raising concerns about the way in which these blunt military actions will play into the Houthi narrative against America and the UK. How does the Prime Minister intend to challenge that political narrative and ensure that the Yemeni people do not play into Houthi hands because of the action that he is taking?
As I say, we are in dialogue with the Yemeni Government, and they are doing their best to counter the narrative that the hon. Lady mentions. Also, I would not characterise these as “blunt” strikes; they are actually very deliberate and careful targeted strikes on military sites, minimising the impact on civilians. We will continue to ensure that that point is heard loud and clear.
