Commons ChamberThe hon. Gentleman’s question covers a few issues. One of the most important things is to look at how the standing charges are made up. That is why we have encouraged Ofgem to answer our call for input. Insulation schemes are incredibly important as well, which is why the Government are committed to supporting so many of them.
Hydrogen is the only viable alternative to natural gas for a balanced, reactive and carbon-zero electricity grid. The UK has 32 gas power plants, all of which could be cheaply and easily retrofitted to burn hydrogen as a natural gas. What is the Department doing to encourage this sort of retrofitting, so that we can allow technologies to decarbonise electricity generation and take advantage of the many benefits of hydrogen?
I thank my hon. Friend for that rather surprising question on hydrogen. The Government recognise the value of hydrogen in supporting a decarbonised and secure power system. We intend to publish soon our response to the December 2023 hydrogen-to-power market intervention consultation, and we will soon legislate for decarbonisation readiness requirements, so that new-build or substantially refurbished combustion power plants are built net zero ready.

Commons ChamberThe UK has already made tremendous progress in securing investment in green technologies. Recent figures indicate that the UK saw £60 billion of investment in 2023, meaning that since 2010 the UK has seen £300 billion of public and private investment in low-carbon sectors. As a Department, the ministerial team and I meet regularly with investors, such as through our second hydrogen investor forum event and regular roundtables to understand how we can better encourage investment.
My right hon. Friend is right: we have a proud record of investment in green and clean technologies, and in many respects we are leading the world in that regard. Last year we launched our Giga project and this year we are launching CfD allocation round 6, which is the stand-out leader when it comes to enticing investors—but of course we can go faster and further, and where we can we will. That is why I am so pleased to see the work that is being done within my Department and, indeed, with industry with the aim of doing just that.
Given that there is no more important technology in the UK’s green industries than hydrogen, I was pleased to note that, after much dilly-dallying, the Department had listened to my continued advocacy of hydrogen blending in pipes. I look forward to seeing its plans imminently, but what support is it giving to home appliance providers who want to take advantage of the benefits of hydrogen to create hydrogen-ready technology that can be used for both blended and fully hydrogen-powered appliances?

Commons ChamberI thank the hon. Gentleman for his question. I suggested, on different scenarios, about 1% or 2% of total generation coming from gas in future, compared with 38% in 2022, on an annualised basis. Clearly, as the hon. Gentleman should know better than anybody here with his deep knowledge of the subject, it is based on intermittency. It depends on how much the sun shines and how much the wind blows, but we will ensure we have a robust system. That is exactly what we are doing. I would love it if people could celebrate this country’s global leadership and the fact that we are driving this forward, especially those such as members of the Green party, who are supposed to care about climate change. We are doing this in a way that maintains security of supply and, by bringing in more and more renewables, with the lowest-cost and most flexible system to back it up, doing so in a more and more economical fashion.
I welcome the announcement today. It is pure common sense. When the wind is not blowing and the sun is not shining, we need security of supply. Although we need to deal with climate change in the medium to long term, we must also deal with security of supply in the short term, so I welcome the announcement. Does the Minister agree that for medium and longer-term security of supply, we must upscale what we are doing in the hydrogen sector, with more hydrogen production and usage, and be a world leader in hydrogen? For the moment, we are slipping behind a bit.
I agree with my hon. Friend about the importance of hydrogen. Where I disagree with him is that, having seen the projects in hydrogen allocation round 1—eight projects, I think—I do not think there is any indication that we are slipping behind. The truth is that the whole world needs to do this, because everyone’s analysis, from the International Energy Agency to the Climate Change Committee to my own Department, suggests that hydrogen and carbon capture are necessary to bring about the decarbonised system we seek. He is absolutely right on the importance of hydrogen. He can expect more developments, because this country is leading on that, as it is on CCUS.

Commons ChamberI thank the hon. Lady for her question, but I think it fundamentally misunderstands the energy market. When we cannot get Norwegian gas and when we have made the most of all of our gas, what is the marginal gas that we use? It is LNG, which produces emissions four times higher than the gas we can produce here. If we produce less UK gas, we will need more LNG.
Coming back to what is a really critical part of the Bill—the workers—a recent report from Robert Gordon University found that a faster decline in our oil and gas sector, which the Opposition are proposing, could halve the workforce by 2030, leading to a significant loss of skills for the future energy sector. Those are the workers whose skills we will need for our future energy production. The same report found that over 90% of the UK’s oil and gas workforce have skills that are transferable to the offshore renewables sector. However, if we do not manage that transition correctly—everybody in the Chamber today agrees that we need to transition—we will lose those very important workers and their skills. It is the same people who are working on oil and gas rigs today who we will need on the offshore wind farms of tomorrow: our subsea installation engineers who lay cables, our technicians who remotely operate subsea vehicles, our divers, our project managers, and our engineering specialists servicing our offshore rigs. Those are all essential oil and gas jobs that we know will be critical in the roll-out of our low-carbon technologies. If we do not protect our world-leading specialists, we will see communities decimated, and ultimately a skills exodus that would put at risk the very transition that we are working so hard to achieve.
My right hon. Friend is making a very powerful point about both energy security and getting those jobs—those British jobs. Recently, I visited the Falkland Islands with a cross-party delegation, and when we met the Falkland Islands Government, they said that they are desperate to unlock the Sea Lion oilfield and to get British workers to operate that field—obviously, the Falkland Islands is a British overseas territory—yet they are being stymied by the UK Treasury, which will not underwrite it. Does my right hon. Friend agree that the next thing we should do is back overseas territories by developing their oilfields, so that we can have good British overseas territories oil and gas in the UK and British jobs in the overseas territories, and support our one big happy Commonwealth and overseas territories family?
I will tell the hon. Gentleman exactly what we would do. I am really grateful to him for intervening, but I am sorry he has lengthened my speech. We would establish a national wealth fund to invest in British jobs to give a future in steel and automotive, and to invest in our ports. We would set up GB Energy to generate wealth for our citizens. If it is good enough for countries abroad, why is it not good enough for us? We would insulate homes across the country. We would finally lift the disgraceful onshore wind ban that is adding £180 to every family’s bills. That is just the start. I do not want to detain the House for too long, but there is plenty more where that came from.
I will not give way.
The truth is that there are two roads for Britain’s future: driving to clean energy by 2030 to cut bills and make us energy independent, and GB Energy to bring jobs in clean energy here at home and be a climate leader; or a Government who take the wrong path, cling to expensive and insecure fossil fuels, and make the British people pay the price, as they have for the past 14 years. The truth is that the Bill speaks volumes about a Government out of ideas and embarked on that second path. The Bill is one of the last desperate acts of a dying Government. I urge the House to support our reasoned amendment and vote against the Bill tonight.
I agree entirely with the hon. Gentleman’s ambitions on the energy charter treaty. It is about time that the Government got off the fence on the issue and made a decision.
On job security, let us be clear that this Government care for oil and gas workers in Scotland every bit as much as they cared for the miners and the manufacturing workers in Scotland who were put to the sword in the 1980s, every bit as much as they care for our service personnel living in squalor, every bit as much as they care about the Post Office staff thrown into the privatisation mincer, and every bit as much as they care for junior doctors in England.
On my previous intervention, I refer the House to my declaration in the Register of Members’ Financial Interests on my Falkland Islands trip paid for by the Falkland Islands Government.
The hon. Gentleman talks about the miners. In Rother Valley we were hit hard by the closure of the mines, which is why we need a transition. Keeping the new licences going will make the transition slightly longer and keep more people in work. Surely it is a good thing to diminish the negative impact that net zero will sometimes have on certain people.
The premise of the hon. Gentleman’s intervention is that by delaying things, and maximising oil and gas production, we somehow maintain this link. We could just as easily deliver the same thing by accelerating the delivery of renewable energy and the infrastructure to transmit it to where it is needed. That would have the added benefit of introducing lower bills for consumers and industry, and making sure that we are not reliant on petrostates from far away with questionable regimes. I am looking through the right end of the telescope, whereas the hon. Gentleman and his Government are looking through the wrong end.
In short, the Tories could not give a flying fig for any worker on these islands—as long as their share price remains healthy, to hang with the rest of us. If the question is “How do we protect and transition oil and gas jobs into renewable energy production?”, the answer is definitely not to overstimulate unlimited offshore petroleum licensing. According to industry data, 441,000 jobs were supported by the oil and gas sector in 2013, but that number has already fallen to 215,000—so we are talking about 200,000 fewer jobs in 2022. The Government have issued approximately 400 new drilling licences, in five separate licensing rounds, in that period. The claim that there is a direct and proportionate relationship between the amount of licences issued and the amount of jobs sustained is entirely spurious.

Commons ChamberAs my right hon. Friend the Secretary of State indicated earlier, a social tariff can mean different things to different people. We are consulting suppliers and many stakeholders to ensure that what we are doing is the right thing. We are also looking at flexibility around the warm home discount.
The Government aim to reach a strategic policy decision before the end of the year on whether to support blending of up to 20% hydrogen by volume into the GB gas distribution networks. We are building the evidence to determine whether blending offers strategic and economic value and meets the required safety standards.

Commons ChamberMy hon. Friend puts it so well. It is so true: whatever the generation, if we cannot get the electrons where they need to go, we are frustrated. That is why we are determined to speed up the connections. That is why, from the Pick report on offshore wind to the Nick Winser review, this Government, led by the Under-Secretary of State for Energy Security and Net Zero, my hon. Friend the Member for West Aberdeenshire and Kincardine (Andrew Bowie)—this is the first time that this country has had a networks Minister—are absolutely focused, in a laser-like way, on making sure that we speed up and get the delivery of the infrastructure that we need to deliver the green transition.
The Government want communities to participate in and benefit from onshore wind proposed in their local area. On 11 May, the Government issued a consultation for onshore wind partnerships in England, proposing improvements to the current system of community engagement and benefits.
Some energy firms give discounts to those who live near onshore wind farms when the wind blows. Unfortunately, though, that is not the case everywhere. Will the Minister look again at this policy nationally so that my constituents, such as those who live in Ulley near Penny Hill wind farm, and even myself—I live in Harthill near Loscar wind farm—will see the benefits of clean, green wind power reflected in their energy bills?
The consultation on onshore wind partnerships proposed that the Government work with RenewableUK to update the industry-wide community benefits protocol for onshore wind in England. An updated protocol would seek to encourage more innovative approaches, for example through developers supporting local energy bill discounts. The consultation closes on 7 July.

Commons ChamberAs chair of the all-party parliamentary group on hydrogen, most of my comments will focus on the hydrogen part of the Bill.
The past winter has epitomised the uncertainty felt across the country about our energy future. However, the Bill will restore certainty and help to deliver energy security and net zero targets, because it will help to unleash our hydrogen potential. Part of the uncertainty for our constituents is a concern about everyday essentials, such as, “How do I clean my home?”, “Do I need a heat pump?” and, even, “What is a heat pump?” Green hydrogen blending uses the same pipe and boiler system already in our homes and is by far the simplest way of cutting our carbon emissions from heat, which currently run at nearly a quarter of our carbon dioxide output. I am convinced that green hydrogen can play a part in decarbonising heating, but I know, as we have heard today, that many across the House and the country are not so certain. That is why the trials that the Bill supports are so important. The point is to allow Government, businesses and, most of all, our constituents, to decide if it is a viable path to decarbonising heating. It is essential that the Bill pushes forward those aspects.
Businesses, too, need certainty that hydrogen will not fall by the wayside. The UK has been a world leader in hydrogen. The hydrogen strategy and last year’s update clearly envision us regaining that title. But policies such as the Inflation Reduction Act and the Net-Zero Industrial Act mean that the US and the EU have become more fertile ground for hydrogen innovation than the UK. Businesses need certainty to invest in hydrogen, knowing that there will be a thriving hydrogen economy for production, storage, transport and use. That is why I am delighted that the Bill will unlock billions in private investment through contracts and business models, not only securing our energy future but bringing jobs and wealth across the country. Although there are concerns about the cost of the schemes, I know that every pound spent on hydrogen today means two pounds or more off energy bills tomorrow. That is surely an easy calculation to support. The provisions in the Bill will boost the UK’s hydrogen economy, and I am glad the Government are, at last, being proactive in this space.
Although the Bill goes a long way, we must go further on hydrogen. It will be the glue that binds our green energy future together. It is a Polyfilla energy, helping to fill the cracks between other sources and plug the holes left by carbon-based energy. It will prove an invaluable tool for tomorrow’s energy mixture. The more we encourage it today, the better. For that reason, I urge the Government to push further and legislate to become the torchbearer for global hydrogen. For a start, although I am glad that community electricity producers will now have the certainty and support that they need to flourish, the provisions in the Bill exclude small-scale hydrogen production, which can be used as storage or directly as an energy source. Will the Minister look at widening those clauses to include all low-carbon energy suppliers?
We can do more to ready ourselves for hydrogen heating. We can require new boilers to be hydrogen-ready by 2026, which will bring down prices to normal levels, provide certainty to manufacturers and smooth the transition towards blended heating systems. What better way of preparing ourselves for clean heat. I call on the Minister to re-examine the case for hydrogen-ready boilers. That will be a shot in the arm for UK manufacturers. Furthermore, although the Government’s dedication to hydrogen is welcomed by all, or by most anyway, there must be enough green hydrogen. Current estimates forecast that we will need about 10 times the hydrogen that we currently produce to reach net zero by 2050. The Government have already kickstarted UK hydrogen by doubling our production target. Will they do that again? Will there be certainty for all the hydrogen that we need? We need to increase and support hydrogen production.
Finally, and most importantly, we must be certain that the hydrogen we use is not damaging our planet, despite its clean reputation. Many of the objections to hydrogen in heating come from uncertainty about the true emissions of producing it. Blue hydrogen in heating is often claimed to emit more carbon than natural gas. We need certainty that the hydrogen we use is not going to be worse than the carbon we are leaving behind. The Government’s current definition of low-carbon hydrogen, at 20 grams of CO2 equivalent per megajoule of hydrogen, is a good start but we must look at lowering it in line with the overall emissions of the grid. Specifically, it must come down to closer to 5 grams to ensure truly environmentally friendly hydrogen. That is the only way to give investors and our constituents the certainty that low-carbon hydrogen is indeed low carbon. I appreciate that blue hydrogen and others are clearly transitional to get to green hydrogen.
It will be obvious to the House that I am certain that there is no green future without hydrogen, but thanks to the Bill and the certainty that it provides to our constituents, businesses and investors, I believe that the Government agree. I know work will be planned to incorporate some of the suggestions I put forward today, but the Bill goes a long way to creating the certainty in hydrogen that we need. However, we must go faster. We used to be the world leader in hydrogen production and manufacturing, whether from buses such as Wrightbus or diggers such as JCB. All across the sector, we need to go further and faster with hydrogen. It is not the silver bullet to all our net zero needs but it is the Polyfilla that will make sure that, when other areas fail, hydrogen will step in.

Commons ChamberWe are under a legal duty to ensure that we move to net zero, and I am delighted that we are continuing to make progress. The hon. Lady will see announcements from the Government by the end of March on our net zero plans.
Domestic heating generates 14% of the UK’s carbon dioxide emissions, but blending natural gas with just 20% hydrogen would be the equivalent of taking 2.5 million cars off the road. We are already lagging behind Germany, France and Chile, which have decided to blend up to 20%, while Italy, Canada and Australia are close behind. Can the Minister assure me that the Government’s decision on blending hydrogen in our gas network will be a positive one so that we can stop tailing our European counterparts?
A plethora of announcements, on a number of issues, will be coming out of the Department in the coming weeks. Hydrogen is an important area in which we are a world leader; it is my intention, as I know it is my hon. Friend’s, to ensure that we remain in pole position.
