On a point of order, Madam Deputy Speaker. The Cleveland Police area now has the highest crime rate in the country, yet according to the latest Home Office figures, the force has 250 fewer police officers than in 2010. ITV Tyne Tees has run a series of features on these terrible failures by the Government and their effect on our communities on Teesside, yet Home Office Ministers continue to refuse to speak to reporter Rachel Bullock, who wants to give them a chance to respond to her report. Could you please advise me on how I can encourage Ministers to engage with regional media? Do any of them have any plans to come to this House so that Members can hold them to account on this matter?
Further to that point of order, Madam Deputy Speaker. I support my hon. Friend in his request for a statement, because Cleveland Police has not only the highest incidence of crime, but the lowest rate of recruitment. Crime is surging and we are relying on a return of a couple of hundred recruits. We are still hundreds short. I support my hon. Friend’s request for guidance on how we might secure a statement from the Minister on this critical point for our communities.

That this House has considered the Middlesbrough Development Corporation.
It is a pleasure to see you in the Chair, Mr Paisley.
On Friday 24 February, Middlesbrough Council held an extraordinary general meeting, convened by the monitoring officer, to determine whether the council supported the proposal to create a Middlesbrough development corporation. The proposal was put to the vote, and 13 councillors voted to approve and 17 voted against. Many councillors from the ruling Tory-independent coalition did not attend, although they were all given proper notice of the meeting. Obviously, not all councillors can be expected to turn up for every single meeting and there will be good reasons for some absences, but, quite frankly, the appallingly low turnout for such an important vote was pathetic.
The council decided not to approve the MDC, but three days after the council had made that decision, 25 councillors, led by the elected Mayor, Andy Preston, wrote to the Government saying that the council decision should be ignored and the Minister should instead accept their letter of acquiescence as being the true position of the council. I do not need to stress just how ridiculous it is that the Government, in their determination to overreach local democracy, are prepared to ignore the formal council decision.
Indeed, the Secretary of State for Levelling Up, Housing and Communities has subsequently written a letter in which he outrageously describes the vote of the local authority as being born of “misinformation and mischief making”. That is incredibly partisan language from the Secretary of State, but perhaps we should not be surprised.
Does my hon. Friend share my concern that this sets a precedent for Tory Mayors or Tory Governments to ride roughshod over local democracy and local decision making in our local authorities? There could be more land grabs elsewhere in the Tees Valley, such as in Darlington and in Stockton.
My hon. Friend and neighbour makes a very valid point. That is one of the facets of the debate that I have sought today; I want to stress that that is a danger.
We all want to see good development in our towns, but how that development is done is important. Over the years, Middlesbrough Council has acquired and assembled assets using public money, and it holds those assets on behalf of all of us in Middlesbrough. The proposal is that if the council transfers these assets to the MDC, the MDC will, in turn, use money from central Government for development. Councillors were not elected to give our town away, but we now know that money is available. The bargain proposed is that if—and only if—the council gives up those assets and planning powers to the MDC, £18 million will be released for development.
Let us deal with all the rest of them; I am just about to do that very thing.
I was talking about a conflict of interest that the Mayor of Middlesbrough now has. The geographical boundary of the MDC takes in an area called Middlehaven and vast swathes of the town centre, and it includes an area of the town where Mr Preston owns or has owned property. According to the latest Tees Valley Combined Authority register of members’ interests, Mr Preston owns vast swathes of land and properties on both banks of the River Tees—well over 50 properties in total. Clearly, the decisions that the MDC board makes could have a direct bearing on any increase in value of any such interests, and they could potentially directly and financially benefit him.
In local government and in all public institutions, the greatest of care has to be taken regarding such potentially conflicting pecuniary interests. That is why Mr Preston was advised not to attend a vote at the crucial meeting. There is an obvious conflict of interest, and the question arises: if he cannot vote on the creation of such a corporation, how can he possibly lead on a letter to countermand that very vote and then serve on the board? It is utterly farcical; it is almost as though we have gone back to living in medieval times, with wealthy feudal landlords controlling political power over their lowly subjects without any proper democratic processes of accountability.
My hon. Friend clearly shares my concerns about how development corporations are being managed on Teesside, with joint ventures being created and then used as vehicles to transfer hundreds of millions of pounds-worth of public assets to private companies, and all behind doors and in secret. Does he fear, as I do, that the new Middlesbrough and Hartlepool development corporations could see more of the same—deals made in private to transfer public assets to private companies?

Again, we get jam tomorrow. It is all about jam tomorrow—something that is going to happen in three or five years’ time.
Can we just nail this business about state aid? It was pleaded for in Redcar. We can do that. This is a critically important point: the Tory Government decided that they would sit on their hands and let 9,000 jobs go down the pan. Do not kid me that suddenly there will be this conversion to intervention in our economy—that is absolute nonsense. The French did it; the Germans did it; the Italians did it; and the British Government sat on their hands, and we lost jobs.
My hon. Friend does not need an answer from me on that point. Why has our area lost out? Where was the Tees Tory Mayor when the orders were being handed out? He was nowhere to be seen.
No doubt some will claim that jobs have been boosted in the area, but it is going to take a few more media pictures of the Mayor in a hard hat to convince me of that. The cost per job created in the Tees Valley Combined Authority area is calculated at £96,093. That means that for every job created in the last three years, the Mayor has spent nearly a hundred grand. How on earth is an approach like that going to deliver the sustainable job growth our region so desperately needs? The figures are astronomical. We urgently need a fully independent audit of exactly where the millions of pounds of taxpayer money have gone.
Personally, I am still a little surprised that it ever happened. Labour-led authorities at that time supported the purchase of the airport. The Mayor was elected on the promise that he would buy the airport; it was in his manifesto and others facilitated his doing it. He is the person who will have to bear the brunt of the problems that we will face in the future, including the many millions of pounds that we are going to lose, year on year.
Does my hon. Friend agree that it might assist us if the various companies that have fallen under the umbrella of this organisation voluntarily agreed to be subject to the Freedom of Information Act 2000? What we have here is a raft of public money, and a public body, put beyond the gaze of the public. Does he agree that that does not help scrutiny and transparency?
Most certainly. I cannot understand why anybody wants to hide where the public money has been spent. I know that there are different people involved in all these different companies. I would like to know what their agenda is. Is it the agenda of the people of the Tees Valley?
The failure of the Government, both nationally and locally, angers and saddens me. The Tees Valley is fit to burst with potential. We are ripe and ready to be levelled up; we are calling out for it. We have the potential to exploit the amazing opportunities for green industry, including carbon capture and storage. We have a high skill base, tight-knit communities and local authorities that, despite political changes, have a track record of working together, and achieving great things when they do. Sometimes, local Tories try to claim that Labour politicians are talking down Teesside.

Commons ChamberThe Chancellor hailed his Budget as being for the “next generation”, so I want to focus on a nationally significant research and development, industrial and economic issue that feeds through from STEM subjects—science, technology, engineering and maths—to higher education and into our industrial base, to which I urge the Government to give their attention. Disappointingly, there was nothing in yesterday’s Budget to address this matter, but I wish to address it now.
Against the backdrop of the steel closure debacle at SSI on Teesside, many deficiencies and challenges were identified in our steel industry, and several asks were made of the Government. Sadly, there was no meaningful or timely intervention from them to save the SSI plant, which employed many hundreds of my constituents, but there could have been and there should have been. Although, without doubt, the entire materials sector is still critical to the UK economy, it is also widely accepted that critically important innovation in the sector is patchy and poorly co-ordinated. The UK industry Metals Forum has said:
“A forward-thinking, collaborative approach to R&D will have embedded innovation throughout the industry, from the smallest firms to the largest, directed by customers’ needs.”
In the UK, the catapult concept is where we have the mechanism for innovation intervention whereby we transform our capability and drive economic growth. Sadly, there is no catapult for the metals and materials sector, but there is an opportunity right under the Government’s nose and I ask them to seize it. The proposal is a joint one from the Materials Processing Institute, the Institute of Materials, Minerals and Mining, and The Welding Institute—TWI—which jointly propose to meet that very need by establishing a new national materials catapult, as a not-for-profit partnership. The partners have letters of support from leading universities, which show this to be a major concern for the development and upscaling of fundamental research. There is widespread support for the proposal across industry. In a short period, more than 50 letters of support have been received from employer associations, trade associations, industry, small and medium-sized enterprises, universities, the public sector and private consultants.
The beauty of the proposal is that the partners are already in play. The catapult will work with universities and the other catapults, across all the sectors, and it would be headquartered at the campus of the Materials Processing Institute in Redcar, in close proximity to TWI in Middlesbrough and Teesside industry. Of course, the proposed location for the catapult would also enable the Government to deliver on the commitment they made in the Tees valley city deal, signed by the Secretary of State for Communities and Local Government, the right hon. Member for Tunbridge Wells (Greg Clark), to encourage Innovate UK to establish this catapult at the Tees valley innovation and commercialisation hub.
The concept of a materials catapult was raised by the CBI in 2014 and has been reaffirmed in its Treasury submission in advance of yesterday’s Budget. Support has also been expressed by UK Steel and FSB, but, sadly, that was not reflected by the Chancellor yesterday. With the partners having collectively more than 300 years of experience, world-leading facilities and an immediate national presence, the catapult presents excellent value for money. There are minimal start-up costs and because it is proposed to use existing buildings there is no lead- in time for construction activity. The ask is for £5 million per annum of revenue support and £2 million per annum of capital, under the normal catapult funding model, and an initial capital award of about £10 million to fund equipment for core projects. The catapult will leverage recent and secured future investments that have been used to upgrade materials research and support facilities in Rotherham, Port Talbot and Cambridge, as well as on the two sites in the Tees valley.
This must be an organisation worth backing because this week it actually started a new steel production facility on Teesside.
My hon. Friend is absolutely right about that, and it shows the value of these initiatives. I regret to say that sometimes we have to keep on pressing and repeating these requests. We are talking about a major contribution to our economy and it should be grasped, because, based on previous studies, a benefit of £15 per £1 of Government spending would be expected, giving a gross value added benefit of £75 million per annum.
The catapult is needed by industry nationally and could be delivered immediately. It would give some credibility to the much-vaunted but singularly absent northern powerhouse. The catapult is an entirely appropriate response to the steel crisis and builds on existing capabilities and expertise. It is cost effective and would have an immediate positive impact on UK companies. As well as that fifteenfold return, it could be a beacon for inward investment, and there is the real potential for a £300 million project to come to the catapult.
The catapult would improve productivity in the materials sector, strengthen manufacturing supply chains and drive growth by supporting new and growing technology-based small and medium-sized enterprises. It would improve international competitiveness by addressing the UK’s relative disadvantage in materials innovation compared with Germany, the USA and Japan.
I urge the Secretary of State for Business, Innovation and Skills not to block this proposal, because I am convinced that it is vital for our industrial base and will provide immediate and significant research and employment opportunities. It will be readily achievable and make a huge contribution to our economy.

Commons Chamber: I have been a trade unionist since I was 18 and am currently a member of Unison. I have also spent six weeks on strike. My then young family suffered the consequences and we got into debt as a result. It took a while for us to recover, but recover we did, and we benefited in the longer term after the dispute was settled. Nobody wants to strike. I had two young boys and I went on strike not for the fun of it, nor in some bizarre attempt to damage my employer or his customers, but because my employer was being unjust and it took a walk-out for him to come to his senses and offer a fair wage settlement.
The law allowed us to strike, but only after we had cleared the hurdles or met the criteria laid down by the then new Thatcher Tory union legislation. We did not like Thatcher’s restrictions but we worked within them. The Tories of the day thought they were balanced and provided protection for the employers and the wider public; I thought they were extreme. But now the current Tory Government want to impose more restrictions, which could see local unpaid trade unionists dragged into court for all manner of reasons including placing messages on Facebook or Twitter without giving the requisite notice demanded by the Government.
Does my hon. Friend agree that every time the Tories come to Parliament to introduce these sorts of powers, which are ever-more draconian, they always say they are balanced and reasonable?
They certainly do, and they have said the same of this legislation today.
The Tories have made a big thing about opposing identity cards, but now demand that trade unionists have them as well as armbands to help single them out, yet it is unclear how compliance with these and other requirements are connected to the prevention of intimidation of non-striking workers. Laws already exist which prevent that and unions must comply with a detailed statutory code of practice.
Peaceful protest is an important part of an open and democratic society, and there should be no place for a law that makes criminals of people making their voices heard in this way. But the Minister’s eagerness to undermine the trades unions, and put limits on their members’ rights to freedom of expression, makes me wonder exactly what it is that he is scared of. Perhaps this is just a mechanism to sting the unions in the pocket and to silence the inevitable protests that will come as the Government continue to erode the rights of workers and screw down pay, particularly in the public sector.
Let us not forget that public sector workers in particular are already under the cosh. The recently announced extension of pay restraint will hurt these workers for a further four years, with most having already been hit pretty hard with poorer deals on pensions, and many others now facing the prospect of losing their job as deeper cuts to the public sector continue to bite.
The ability of workers to withdraw labour is fundamental to our democracy and I am not aware of any democracy elsewhere in the world that imposes such severe restrictions on legitimate industrial action. It is worth remembering that the UK already has one of the most regulated systems of industrial action in the world.
The Bill dictates that industrial action, including strike action, will only be lawful if a minimum 50% turnout among those trade union members entitled to vote is achieved, while additionally requiring 40% of those members balloted to vote in favour of industrial action across what the Government term “important public services”. This term is of great significance. The Tory manifesto, as well as the subsequent Queen’s Speech briefings, stated that the 40% requirement would apply only to four “essential public services”: health, fire, transport and education services. Yet the Government have now extended this list to include other sectors, such as border security, the decommissioning of nuclear installations and the management of radioactive waste.
I would also welcome any clarity the Minister can provide around how he intends to escape the inevitable confusion arising when attempting to ballot a workplace where some occupations are covered by the “important public services” provisions and others are not. Will the Minister give further details on the requirement for “reasonably detailed” information to be provided on ballot papers? If a failure to provide such information is to be a basis for legal action by employers against workers taking industrial action, it is crucial that the House should be informed in advance of how “reasonably detailed” is to be defined.
The Government also peddle the claim that the 40% requirement will legitimise any ballot outcome. Have they considered what that would have meant if applied to them in the ballots they faced just a few months ago? I have, and it is a fact that 16 of the 27 Ministers who attend Cabinet would never have been returned to Parliament if they had needed 40% of their total electorate to vote for them.
The Bill will create substantial legal and administrative costs for unions, which will be required to report annually to the certification officer on levels of industrial action and on how political funds have been used. This is on top of additional cost burdens elsewhere, should the changes to check-off procedures and facility time pass unamended. There is no parity under these rules with the functions of other civil society or campaign groups. If the political use of union funds has to be reported regularly and in detail, perhaps we should have a parallel system for those companies whose donations fund the Tory party. They, too, should be compelled to outline in similar detail to shareholders, at regular intervals, how they have spent their money funding their friends on the Government Benches.
In relation to modernisation, the last Tory-Lib Dem Government continued the good progress made by Labour to promote e-government and all manner of new ways of doing business more efficiently. Surely our unions should be able to do likewise, with online ballots to maximise participation and ensure a clear mandate for industrial action. Sadly, the Government do not appear to favour that. Will the Minister tell us why not?
The Government claim to be the party of working people, but threatening the right to take industrial action tilts the balance of power in the workplace too far in favour of employers. It will mean that workers are unable to stand up for decent services and safety at work, or to defend their jobs or pay. It is clear that the Government are not interested in encouraging workplace democracy. Instead, they are attempting to prevent midwives, firefighters, teachers and cleaners from protesting against cuts in jobs, pay and conditions. I find this unacceptable, and I very much hope that the Government will reconsider these calamitous proposals.

Commons ChamberI congratulate my hon. Friend on securing the debate, which is crucial to Teesside and the wider Tees area. I appreciate that he is concentrating on rail, but the Tees Valley local enterprise partnership reminded us today that we have no major road network and are forced to rely on secondary roads such as the A19 and the A66, which impacts on our ability to attract jobs. Does he agree that, as well as direct rail routes to London with electrification on the lines, we need 21st-century roads, including another Tees crossing, if we are to serve Teesside properly?
I wholeheartedly agree with my hon. Friend, who is absolutely right. One glance at a road atlas will show the complete absence of blue roads—motorways. We need one or two of them in our region.
The industrial might of the Tees Valley is a key component of the north-east of England’s manufacturing prowess. London apart, our region is the only one in the UK that consistently makes a positive contribution to our balance of payments. We lead the way in advanced manufacturing and export-led growth.
Tees Valley’s integrated chemical complex at Wilton, Billingham and Seal Sands is the biggest in the UK and second-largest in Europe. It sits alongside the steel industry—two vital foundation industries side by side. The Tees Valley economy contributes significantly to the north. It contributes some £11.5 billion of gross value added to the national economy every year. We have a thriving digital and creative industries cluster, which grew faster than that in any other LEP area in 2014. We have a 280,000-strong highly skilled work force, and a small businesses base of more than 14,500 firms.
We also have the UK’s third largest port, Teesport, which provides an international gateway, distributing products across the country and abroad. As a contemporary sign of its vitality and importance, PD Ports has just signed a seven-year contract with Sahaviriya Steel Industries for the continued shipping of its steel products.
Our leading colleges, our universities and national knowledge centres are at the forefront of skills development and innovation. Tees Valley also has an international airport, albeit one that is crying out for investment and redevelopment—we look to Peel airports to better develop the airport services—and we have direct road and rail routes to key locations across the north.
There is a consensus on the importance of reducing the UK’s trade deficit and rebalancing the economy. If that is to be achieved, it is important that Tees Valley and its mighty industries play their full role. Exciting developments in the energy-intensive industries hold great potential for our region and our country. Strictly subject to the science being right and there being verifiable safeguards, hydraulic fracturing and coal gasification have enormous potential for our future energy and industrial requirements. There is not time this evening to go into the detail, but subject to those safeguards, the future could be truly exciting. The major beneficiaries from the syngas so derived are the energy-intensive industries, and none more so than those on Teesside.
I must mention the Teesside Collective, a pioneering infrastructure project comprised of a cluster of leading industrial players—BOC, Lotte Chemical UK, SSI and GrowHow—which offers a compelling opportunity for the UK to progress its industrial and environmental interests at the same time. Work is already under way for the development of a business case for deploying industrial carbon capture and storage in the Teesside cluster. It will be completed later this year. Tees Valley is in the right place at the right time to become the industrial carbon capture storage leader in Europe. It is therefore essential that the Government provide the necessary support that such key foundation industries need, which in turn will allow our manufacturing industries to compete on a global stage. Good rail and road infrastructure for freight and passengers is essential to all of that.
On 17 January, the Secretary of State for Transport attended the launch in Leeds of Transport in the North, a body of regional leaders tasked with drawing up and delivering a comprehensive programme of strategic investment to transform the north’s infrastructure, and helping to maximise growth. I argue that, if that particular body is to properly speak on the transport needs of the north, it is wholly inappropriate if Tees Valley does not sit alongside the five cities on the board.

If I can make some progress, I will come back to the hon. and learned Gentleman.
I have laid out reforms that it might be thought would cause disruption. In oral evidence to members of the Transport Committee on 24 April this year, the Minister made the following comment about punctuality on the east coast main line:
“If you look at the latest monthly figures for reliability and punctuality, it is the worst of the 19 franchises.”
Were that the whole story, it would be extremely concerning, but East Coast during the latter half of 2012 achieved the best train punctuality on the east coast franchise since records began in 1999. In recent months, some challenging external circumstances, such as the weather and overhead wire problems on the southern part of the route, affected performance, and East Coast is implementing a joint action plan with Network Rail to ensure that operational performance on the line returns to the record levels achieved in the autumn. The results the Minister cited are completely atypical. One has only to look at Network Rail’s moving annual average for punctuality, which puts the east coast main line in the top three of the seven long-distance franchises, to see that. The encouraging performance improvements in period 1 and to date in period 2 of this year are an early reflection of that collaboration with Network Rail. The latest available figures show that nine out of every 10 East Coast trains were on time, according to the industry’s public performance measure—up considerably on the previous quarter and up year on year.
I am grateful to my hon. Friend and near neighbour on Teesside for giving way and I congratulate him on securing the debate. Does he have any idea why the new managers who were put in by the state to run the east coast main line have done so well? They are using the same people, the same equipment and the same everything else as the private company, National Express, which failed miserably, reneged on its contract and walked away.
I wish I could put my finger on it. My hon. Friend highlights a key issue, but it is useful to note that the way East Coast operates is a good comparator for the other services operating in this country.
The improvements are reflected in two key metrics. First, under public ownership East Coast achieved a record-breaking 92% overall customer satisfaction rating in the autumn 2012 national passenger survey conducted by the independent transport watchdog, Passenger Focus. That is the highest score on the franchise since the survey was launched in autumn 1999. It is 5% ahead of the score achieved in 2011 and three percentage points higher than the 89% average for all long-distance train operators. Indeed, in 2012, East Coast received the highest customer satisfaction score of any long-distance franchise operator.
Secondly, complaints stand at a rate of 150 per 100,000 journeys according to the Office of Rail Regulation’s latest available figures—down considerably on the previous quarter and back to the level prior to the disruption from the end of last year. Although that figure is relatively high compared with those of other train operating companies, it is just one third of where it stood when the east coast main line was in private ownership in 2007-08. A higher-than-average complainant rate might be due, in part, to the nature of the line regardless of its ownership, but since it is the publicly owned and publicly operated London Overground that has the lowest rate, at just two complaints per 100,000 journeys, it is difficult to claim a direct relationship between public ownership and complaints.
In addition, perhaps because of the unprecedented investment in staff that I have mentioned, there has been a 78% reduction in threats to staff in the past year. The apparent contradiction between a rise in customer satisfaction and a relatively high complaint rate dissolves entirely when we look at the Office of Rail Regulation’s breakdown of the reasons behind the grievances. Complaints about train service performance are down, year on year, from 38% to 29%, but what are on the increase and make up more than a fifth of all complaints are criticisms of the quality of the trains themselves. That comes directly from the fact that the rolling stock, which East Coast inherited from National Express, is eight years older than the industry average, at 27 years as opposed to 19.
That East Coast has achieved better customer satisfaction than any of its long-distance rivals, while running the oldest rolling stock of any franchise bar Merseyrail Electrics, is a testament to the workers and the management, and that the trains are still running at all after 30 years or more of continuous use is a testament to the brilliance of the engineers of British Rail Engineering Ltd who designed them and the factory workers of the north of England who built them.
Some elements of on-train comfort have also seen a marked increase. Of particular interest to certain hon. Members will be the new first-class complimentary at-seat food and drinks service, which has reversed historical losses of £20 million per annum and which contributed to a 21% rise in the number of first-class journeys in 2011-12, compared with the preceding 12 months. East Coast now serves a million meals per annum, which is a tenfold increase on the previous service, and its first class has certainly looked very nice on the occasions when I have walked through it.
