Commons ChamberOn a point of order, Mr Deputy Speaker. The Minister said that he was responding to the debate, but three Members from north Wales raised the bid for the north Wales growth deal. The Chancellor only mentioned Wales twice in his Budget, although the Minister said that it was for the whole United Kingdom. Will he address some of the points made by some of the Members from Wales?

We know that when the Blarney stone is turned the right way, we will have the opportunity for good weather, and we had a great victory on Saturday as well. I am glad to hear the hon. Member for Strangford (Jim Shannon) supporting the united Ireland in its grand slam victory.
I want to talk about our historic links with the Republic of Ireland. Dublin is the nearest capital city to my constituency, and we have had trade for many decades—hundreds of years—between the Republic of Ireland and Wales. Much of that will be put in jeopardy if we do not get the Brexit deal right. We need a special arrangement, and I am appealing to the Secretary of State because he has been to my constituency to see the port of Holyhead and the problems that could occur. It is no good his repeating what the Secretary of State for Exiting the European Union says about a frictionless border, which is meaningless. We need proper policies and partnerships, because Irish firms are already doing direct trade and are proposing further direct trade between the Republic of Ireland and continental Europe, bypassing the ports of Wales, Scotland and Ireland, so we need a special relationship.
We have a common travel area with the Republic of Ireland, and the Prime Minister has told me on several occasions that it would continue, but the reality is that it was set up based on our historical links and formed part of our special relationship when we were both in the European Union—we joined at the very same time. Now that the UK has decided to leave the European Union, that puts strain on the relationship. Unless we have a customs union of sorts—an arrangement or agreement—it will be impossible not to have tariffs and barriers at Welsh ports. The reality is that jobs will be lost in those ports. Holyhead and Fishguard are also railway towns, and they rely on the trade that comes from Ireland, so if we lose that vital link due to high tariffs, people will go elsewhere and jobs will be lost. It is hugely important that the Secretary of State listens to what the people of Wales, the Welsh Government and what many Welsh Members are saying. It is no good repeating the mantra of frictionless trade; we need practical things. The Irish Government want to see practical arrangements, as do Members of this House.
Turning to the Welsh economy, I agree with the right hon. Member for Clwyd West (Mr Jones) when he talked about the north Wales growth deal. I am as frustrated as he and my right hon. Friend the Member for Delyn (David Hanson) are, because we have been told for a long time that the process will be bottom-up. Now is the time to shape that growth deal and to deliver on those arrangements. I want north-west Wales and the rest of north Wales to benefit. We need to put pressure on the Treasury to come up with a figure that can match the deals that are coming up from the local level to deliver jobs and prosperity in north Wales.
Time is limited, but I want to talk briefly again about the low-carbon economy and how Wales and north Wales can benefit and lead in this area. There are two marine energy projects in my constituency, and I know that the Secretary of State for Wales and the other Secretaries of State are aware of them. They need a kick-start, and the Welsh Government and the European social fund are providing the essential investment. Minesto, a Swedish company, is investing in my constituency, and Morlais, a local social enterprise, is working to develop marine and tidal energy.
New nuclear is on its way, and I congratulate the Secretary of State and his predecessor, the right hon. Member for Clwyd West, on the continuity they have provided in that project, which started in 2007 to 2009, because we could be world leaders in the low-carbon economy.
Like many Members, I again want to raise the issue of the Swansea bay tidal lagoon, because it is not good enough for the Government to keep saying, “We want value for money.” Of course we want that, but we also want ambition from this Government. They talk about an industrial strategy for the whole UK, and they now have to put their money where their mouth is. If they want Wales to prosper, they will find that Wales has an on-the-shelf project that can be rolled out across the whole of Wales in tidal lagoon technology. It will benefit the steel industry in Wales, and the supply chain in Wales and across the UK. We can be that first of a kind. Yes, first of a kinds are expensive, but if we had not invested in other first-of-a-kind technologies, we would never have anything in this country. It is time this industrial strategy came to life.
I want to finish by saying a few things more. I wish this debate had been held on 1 March, and I want to carry on campaigning for a public holiday—a bank holiday—on St David’s day. This was in our manifesto. If the Prime Minister decides to go for another walk in north Wales, I am sure we will have that opportunity to deliver a public holiday. The people of Wales are unique, but we are proud members of the United Kingdom, an equal nation—we are a nation and a proud one. When we come to this next year, as the biggest party in Wales, we will get another debate—we hope it will again be in Government time, not in Back-Bench time—because the people and the Members of this House of Commons from Wales deserve it.

That this House is disappointed that 17 energy companies in the UK charge their customers more if they do not pay their bills by direct debit; acknowledges that some firms do not charge their customers any extra at all; notes that Department of Energy and Climate Change statistics show that this adds £114 to the average consumer’s bill; further notes that 45 per cent of people do not pay their energy bills by direct debit; recognises that over one million people in the UK do not have access to a bank account; believes that these charges are a stealth tax on the poor; and therefore urges Ofgem to hold an inquiry into these practices, encourages energy companies to operate with more transparency, and urges the Government to consider ways of limiting these charges, such as by introducing a cap.
I was going to start by paying tribute to the hon. Member for Harlow (Robert Halfon) on opening the debate; I am sure we will reverse that role when he arrives. I think it is an appropriate time to have such a debate. I am pleased to be among the many Members who have signed the motion. I am not sure—I seek your advice, Mr Deputy Speaker—whether I should stop my speech when the hon. Gentleman arrives, or whether I should continue.
That is what I wanted to hear.
Energy prices have been a serious issue for some time, but attention has recently been concentrated on it because of the high hikes in those prices. Fuel poverty is very much on the agenda again as many people are feeling the strain of the energy price hikes, particularly in rural areas. I know that the Minister has been before the Energy and Climate Change Committee on this issue. The Department’s own figures show that twice as many people in rural areas as in urban areas are suffering from fuel poverty. It is worth putting that on the record, because people in my constituency and in many constituencies across the UK are really suffering from energy prices.
As many people are now acknowledging, the energy market is flawed in many ways. As hon. Members will know, it was set up when gas and electricity were privatised. The old structures were used and the energy market developed from that. There were price controls very early on, and the regional distributors and energy companies all came together. In the beginning we had the big three; the big five and the big six were not invented at the time of the near-monopoly under Labour.
Order. A lot of Members are waiting to speak. I know that the hon. Gentleman is coming towards the end of his speech, which is heading towards 15 minutes.
I was dragging out my speech, because some hon. Members had not arrived in the Chamber. That explains the slowness of my opening remarks, but I am now getting to the crux, if not the end, of my argument. The points made in interventions are important: people do not choose to be in such a position, but some are, and there should be a mix of payment methods.
Those who use buzzwords about a free, open and liberal market are missing the point. Much of the energy we consume involves fixed costs over which companies have argued in the past few months that they have no real control. I am talking about such matters as commodity prices and transmission costs. Companies should be fairer in how they bill people, and should not penalise people or discriminate against them through their payment methods.
Other hon. Members have mentioned the choice to switch. To be honest, it is very perverse that energy companies and the Government push switching. No other sector of industry says, in a competitive market, “If you don’t like what we do, go somewhere else.” Can we imagine supermarkets adopting that policy?
I want energy companies to give loyalty bonuses to people who stay with them as long-term customers, rather than tampering with their accounts and penalising them for how they pay. I am told by energy companies—I have no reason to dispute this—that the regulator does not allow it. We should look at that, and if we had the proper review called for in the motion, the regulator would have to consider such issues and help people by alleviating the effects of the high percentage increases of the past few weeks.
The motion is about Ofgem doing its job and standing up for the consumer, the Government being on the side of the consumer, and us, as a Parliament, being on the side of the people we were sent here to represent.

Commons ChamberI am a little disturbed by the hon. Gentleman’s comments. Given that so many members of the public from and residents of Macclesfield and Cheshire visit Anglesey, would it not be entirely appropriate for him to come to Macclesfield and enjoy the Cheshire Peak district rather than travel even further to the Yorkshire dales?
Let us not concentrate too much on which is the best holiday destination, because we know it is Lancashire and the Lake district.
I would welcome people from Lancashire, the Lake district and other areas to debate that question in my constituency.
I am very proud of my constituency and that it is both rural and urban and that there is interdependency between both communities. When we talk about rural communities, we need to point out the interdependency between them and nearby large market towns, villages and larger conurbations. The new A55 means that Lancashire is very close to north Wales. We need that connectivity with other parts of the United Kingdom.
Many rightly say that people choose to live in a rural area, but the challenges mentioned by the hon. Member for Thirsk and Malton often lead to many people choosing to leave rural areas due to a lack of work opportunities and facilities. I say genuinely to the Minister that it is a challenge to us all and to all governments—local government, the Welsh Government and the UK Government—to work with the European Union and others to ensure that we get the balance right between industry and tourism. It is not a question of either/or—we can have both. Rural areas can have quality industrial jobs alongside farming and food production and tourism. That is the challenge for us all and I appreciate the way in which the hon. Lady and her Committee have shadowed the Department.
I am at a slight disadvantage because, although I have read the report, I have not read the Government’s response to it. I shall do so after this debate, because some of the issues raised by the hon. Lady are disturbing and I wish that the Government would look more positively at some of the recommendations. We need to get the balance right.
Depopulation is one of the big issues. When an area loses many people, capital grants are reduced and that makes it even more difficult to sustain and regenerate local communities. In the 1980s and 1990s, our county—which is coterminous with my constituency—was the only one to lose population during the two census periods from 1981 to 2001. We lost a lot of talent and a lot of families who had been there for many years. Economic decline is an issue in rural and periphery areas. We have the double whammy of being on the periphery, which has made it very difficult for people to travel to visit in the past. I am pleased with the great improvement in road and rail infrastructure, but a lot more needs to be done to help areas on the periphery such as north-west Wales and Anglesey.
I want to concentrate on an issue that the hon. Lady and her Committee have not addressed on this occasion: energy. I also want to discuss tourism, farming and food and infrastructure, but energy is rightly a dominant issue for debate. As a member of the Energy and Climate Change Committee, I have raised many of these issues for some time.
My area—the facts and statistics bear this out—is a net producer of energy and a net generator of electricity. Wales as a country is a net producer of energy and a net generator of electricity, but it is also a huge, main hub for imported gas. Areas of west and north-west Wales, Pembrokeshire and various other areas actually supply a lot of the United Kingdom with its energy, electricity and liquefied petroleum gas imports, and yet we pay some of the highest electricity prices in the country, which is hugely unfair. Much of that—I raised this issue during business questions and have raised it for many years—is due to the energy market’s failure to provide a level playing field for the distribution and transmission of electricity, particularly to rural areas. We produce the bulk of the energy, yet we have to pay more for it. I hope the Government will look seriously at that issue.
We have highlighted the problems with power outage in rural areas, some of which are blighted by power transmission lines running through their communities. The figures clearly show that households and businesses in north-west and south Wales are paying higher prices for their energy. I stress that businesses are paying more as well. As Members throughout the House will know, energy costs are one of the biggest factors for businesses. Their margins are squeezed in very difficult and austere times and, on top of that, high energy costs are having a huge negative impact on rural communities.

Commons ChamberBefore I became a Member I ran a centre for the unemployed during the 1990s, so I know how painful things are for people who are unemployed long term. The hon. Member for Enfield North (Nick de Bois) referred to public sector jobs. Let us make it clear: nurses and teachers have real jobs and provide real service to our communities.
My right hon. Friend the Member for Birmingham, Hodge Hill (Mr Byrne) is right to compare and contrast the recessions of the 1990s and the present. In my constituency, unemployment was 100% higher during the recession of the 1990s, because the programmes—

Commons ChamberThe shadow Secretary of State is right to compliment the Defence Committee Chairman’s outlining of the fears that cutting too quickly will hurt even more. However, does my right hon. Friend agree that one effect of the leaks and stories before the announcement is that they are damaging morale, particularly among those people who are training for the long-term future and who will be posted overseas into combat? Morale has been affected hugely, and any hasty cut could also end up costing the country more money in the long run.
Before Mr Ainsworth replies, may I say to the hon. Member for Ynys Môn that we must try to have short interventions? A lot of people want to speak and there is a lot of interest in the debate, so I appeal to all Members to make sure that interventions are short.

Commons ChamberOn a point of order, Mr. Deputy Speaker. The Minister said that people from Wales and other parts of the United Kingdom have no interest in this. That simply is not the case. There is a national interest here. Investment from Sheffield Forgemasters will impact on hundreds of millions of pounds of investment in my constituency. This is not just a local issue; this is a national issue, and the Minister should acknowledge that.
That is not a point of order for the Chair, and the Minister is responsible for the interventions that he takes. As I said, a number of questions have been asked by the constituency Member who has called the debate, and he deserves to have his answers.
