Commons ChamberIn fact, the hon. Member for Newport East was a member of the Welsh Affairs Committee when that first report was produced some nine years ago, and I think that it was at her instigation that the abolition went ahead. I pay full tribute to her for that.
As I was saying, the advantages that will accrue from the abolition of the tolls will be greatly increased if the Welsh Government now get on with building the M4 relief road. I know that was the policy—or it certainly seemed to be—of the Labour Government in the Welsh Assembly, and I am sure the Government here will want to support them in that.
To be slightly more parochial, the booming south Wales economy, for which my colleagues in government can take much of the credit, has meant that there is a demand for housing in south-east Wales, which is causing further problems. I hope Ministers will be doing everything possible to get the local authorities together to build the Chepstow bypass, which is also urgently needed.
The Select Committee on Welsh Affairs obviously cannot do much in the way of culture, media and sport, which is a devolved matter, but there are areas where we can offer support, not least in cheering on the national side as we all did on Saturday, but on S4C too. We have produced numerous reports to try to ensure that there are no threats to S4C’s budget.
I am also delighted that the Select Committee now enables anyone who wishes to do so to give evidence in Welsh. Debates can also now be held in Welsh in the Welsh Grand Committee, and I do not see why this cannot be extended further. I know that many Committee members would be quite supportive of it. There is no technical reason why we could not have debates on Welsh matters in Westminster Hall in Welsh, and I do not think there is any technological reason why a St David’s Day debate in this very Chamber could not also be held in the medium of Welsh. Perhaps we could look at that over the next few years.
We have looked on many occasions at the issue of powers for the Welsh Assembly. I was on the losing side of a referendum: I campaigned against the Welsh Assembly but quickly realised it would be utterly wrong to stand in the way of something the people of Wales had voted for. That is why I am glad the Conservative party, rather than trying to overturn the result of that referendum in 1997, embraced it and realised we would simply have to go along with what the Welsh people wanted, because that is democracy.
The hon. Gentleman must then be very upset that the Prime Minister in 1997, after the referendum, voted against the Government of Wales Act.

Commons ChamberI look forward to seeing whether those predictions are any more accurate than the many other predictions that have been proved completely inaccurate since the referendum.
Let me return to matters that we are not allowed to discuss in the Welsh Affairs Committee. I should very much like to have the right to discuss education, for instance.
The hon. Gentleman is right: his own party’s Government have now put aside an extra £39 billion for the Brexit divorce bill. Did he advertise that fact when he was campaigning for us to leave the European Union?
The hon. Gentleman will be aware that we were paying about £18 billion a year to be a member of the European Union. Even if the £39 billion Brexit divorce bill figure is correct—I am prepared to accept that it is—it represents about two years’ membership of the European Union. If that is the price that we have to pay for a good deal, and if other Members support it, I am willing to support it as well. I would probably be willing to walk away and, effectively, say “Get stuffed”, but I am a man who likes to work with other people, and if I can encourage other Members to get behind the Government and compromise a little bit, I am all for doing that.
Let me now return to education for a minute. I think it very important for members of the Welsh Affairs Committee, and Welsh MPs in general, to consider the state of education in Wales. We often hear comparisons between the Welsh and the English national health services, but I do not think we hear enough comparisons between the Welsh and the English education systems. I want to know why my children, who attend state schools in Wales, have less chance statistically of getting good GCSE results and A-level results, less chance of getting into the best universities, and less chance of getting first-class degrees, and I want to know whether Labour Members agree with the judgment of the former Labour Education Minister in Wales who announced that it was time for the Labour Government in Wales to apologise to learners and parents for the mess that they had made of education.

Commons ChamberI, too, thank hon. Members for securing the debate. It might not be obligatory, but I hope that we are setting a precedent of having a St David’s day debate that will be repeated annually.
Let me also pay tribute to the right hon. Members for Torfaen (Paul Murphy) and for Dwyfor Meirionnydd (Mr Llwyd). Although I have disagreed with them on many occasions about many things, as the right hon. Member for Torfaen says, we can also agree on many things. Both said much that I could agree with in their speeches. It has been a pleasure to have served in this House with them both and on a personal level many of us will miss them greatly. I wish them well.
It has also been a pleasure to serve as Chair of the Select Committee on Welsh Affairs. I was counting it up and I have served on seven Select Committees, or their equivalents, both here and in the Welsh Assembly. The Welsh Affairs Committee is rather lucky, because it can have an examination or inquiry into anything. Anything that affects Wales can be considered by the Committee and everything affects Wales, so we have pretty well considered everything that one could imagine.
The one thing on which we have always been able to agree is the topicality of those inquiries. We have looked into agriculture, broadband, industry and tourism and, by and large, we have been able to make recommendations that my right hon. Friend the Secretary of State and my hon. Friend the Minister, to whom I also pay tribute, as well as their predecessors, have taken seriously. I want to mention one or two and to inject a few personal thoughts, as well.
For example, we have considered broadband, which has been a particular issue in many areas and for many people in Monmouthshire. Without going into great detail about what is in the report, I want British Telecom to come out and say which areas will get broadband in the short term and which will not. We know that many areas will, frankly, never be reached by high broadband speeds and it is important that people in those areas know that they are there. That will allow them to go off and make use of other technologies such as satellites. The trouble I see at the moment is that far too often BT effectively tells people to hang on a couple of months, or another year or so, and they will be connected up to fibre, but it never quite seems to happen. We need more openness and transparency on that issue.
We considered the importance of a proper funding settlement for S4C. I am glad that that seems to be working out and that there seems to be consensus.
The hon. Gentleman mentions the work that his Committee has done, but on broadband there is a plan in Wales, which is run jointly between the Welsh Government, BT and the European Union, which have funded it. That has enabled my area to be the first rural area to have the roll-out, along with Blaenau Gwent. There is a structure; it might not be reaching parts of Monmouth at the moment, but it is reaching parts of Anglesey.
Perhaps the hon. Gentleman’s relationship with BT is better than mine. I do not know, but there are certainly parts of Wales that broadband is not reaching and Monmouthshire is among them.

Commons ChamberThe hon. Gentleman is absolutely right. He will have to forgive me; I have been looking at this more from the perspective of a Member of Parliament in a border area where many patients find it much easier and quicker to access hospitals in Hereford—as they have for rheumatology, for example—or in Bristol, but it affects the whole of Wales because health care is becoming a more specialised matter. In an area of 3 million people, we will not have all the specialists we would like, and that means that there will always be those who need to travel in order to get access to the best on offer.
In his opening remarks, the hon. Gentleman talked about regional differences. Has he carried out in-depth research on the situation in England, where there are issues with different health boards not being able to fund certain operations and services? Many of my constituents get good access to some of the best specialist treatments in the Liverpool and Manchester areas; Gobowen is a third good example of this. I am not quite clear about how he arrived at his earlier conclusions.

My hon. Friend has made the point that I was about to come to. That supposition was put to us, very well, by one of the Ministers who gave evidence. I hope that today the Minister will be able to confirm that that is what has been happening.
The hon. Member for Ogmore raised the issue of housing. The Welsh Government estimate that about 14,200 homes need to be built each year until 2026. However, between 2005 and 2012 the average was only 7,200 houses—nowhere near the level that we will need to resolve the housing problem. Although the issue is devolved, I hope the Minister will do everything he can to encourage the Welsh Assembly to make greater efforts to ensure that the housing shortage in Wales is resolved.
Another issue of concern for the Committee was how to define bedroom size. We heard about people who had what were basically large cupboards or boxrooms that could end up being classed as bedrooms even though they were not big enough for anyone to sleep in. We suggested that the Minister might want to issue discretionary guidance to local authorities on what would constitute a room large enough to be counted as a bedroom, and I would be grateful for an update on that.
I turn now to something that was, frankly, an area of concern for me personally as well as for some—although not all—members of the Committee: direct payment of housing benefit under universal credit. I understand the reasons behind the policy, which I think are honourable. The aim is to ensure that people who have been on benefits long term get a sense of money management and responsibility; that was explained to me well by the Secretary of State. However, laudable though that is, I am still not entirely convinced that it is going to work. I have a fear about the policy, and the Committee expressed concerns—I should talk about the Committee’s view—based on evidence from housing associations.
In reality, the policy affects a lot of people who already have issues with money management and do not usually have large amounts of money anyway. If large sums are paid into their bank accounts, at the end of the month the money might not be paid on to the housing provider. In turn, that could have a big impact on housing providers that are dependent on money coming in to build further houses and to improve those that they have.
I congratulate the hon. Gentleman and the Welsh Affairs Committee on this detailed report on an important issue. He is making an important point, and I am sure that he and other hon. Members will join me in paying tribute to the advice agencies and local authorities in Wales that help and support individuals in the management of their funds. Direct payment does not in any way help the housing problem, which remains a big issue. As the hon. Gentleman comes to his conclusions, which may be different from those in the report, is he saying that we have to build housing to help people, or is he suggesting that we suspend the bedroom tax until such time as we have adequate housing?
I am certainly not suggesting that we suspend the bedroom tax—or spare room subsidy, or under-occupancy charge, or whatever it happens to be called. I am suggesting that there are widespread concerns about direct payments. Pilot studies set up in Torfaen—the right hon. Member for Torfaen (Paul Murphy) is in his place—suggested that debt grew when direct payment was put in place. There is great concern that some housing associations will struggle as a result of the policy. The Committee concluded that the financially sound decision would be to ensure that any tenants who have any problems at all with money management are able to continue under the old system. It may be laudable to encourage people to be given the money themselves to pay it on, but that will be impractical for a lot of people.

Commons ChamberI thank my hon. Friend the Member for Rhondda (Chris Bryant) for his intervention. The hon. Member for Cardiff North (Jonathan Evans) is shouting across the Floor that that is our system. We have changed the system. He was not here in that Parliament, but we changed it, and we changed it on the basis—this is important and has not been mentioned thus far—that in our 2005 manifesto we said we would bring in the restriction. We won the most seats in that election in Wales, and we had the biggest share of the vote in that election in Wales. I do not see many people knocking on the doors of constituency Members of Parliament saying they want to reverse that ban.
Does the hon. Gentleman accept that if his amendment stands tonight, his party will benefit electorally from it? How does he ensure that that is not the reason that he is making these points today?
I do not believe there is an amendment, but we shall oppose clause stand part. The hon. Gentleman made the same point in an earlier intervention. As things stand, there will be no electoral benefit for the Labour party. The results and the evidence, and the psephology that comes with them, show that there has been no benefit to Labour since we introduced the restriction.
The question that the hon. Gentleman should be asking is why are we having this debate now? The Silk commission itself—we are having government by commissions—did not make this proposal. I am ready to be corrected by Ministers, but I do not think it was in their manifesto to reverse the ban. If I am wrong, I will take an intervention, but I do not think I am. [Interruption.] Someone says it was, but I do not know. Does the Secretary of State want to intervene to clarify the position? Was it in his party manifesto in 2010 to reverse the ban: yes or no?
I will intervene. First, I apologise: obviously it is not an amendment, but the hon. Gentleman will take the point.
Secondly, no, it probably was not in our manifesto, but the point is that no one would have noticed whether it was or was not. The hon. Gentleman’s party has won a few elections and lost a few over the past 15 years, but nobody voted for or against the Labour party or any other on the basis of what they were going to do about the voting system for the Welsh Assembly.
There is a serious point to make about manifestos. In 1999, we introduced a scheme that has seen some abuse by candidates who, when they faced the electorate, were rejected—comprehensively in many cases, coming third or fourth for the seat—but got in on the list. That is why we put the measure in our 2005 manifesto and implemented it. It was this Parliament—the hon. Gentleman might mock manifestos, but I am sure he does he does not mock the will of this Parliament—that said we should bring in the restriction, and there is no mandate to reverse that. That is my point: none of the parties put it in its manifesto, and when the Government went out to consultation on the question, the majority of those who bothered to respond wanted the ban to remain. There is absolutely no mandate for the clause at this time. The Committee should consider that point.

Commons ChamberI take that point, and the Secretary of State may now find that an attractive view from his window, but at one time he did not want it to go ahead. He would not have been able to see it from his window, nor would he have been able to meet many of the targets that we are making progress towards in a low-carbon economy. I have always thought that offshore wind has a great future, although I am a little less certain about onshore wind, because of the sheer size of some of the turbines.
Given that offshore wind normally needs a strike price of about £150 per megawatt-hour, is the hon. Gentleman as happy to argue that people should be willing to pay more for their electricity as he is to argue for those wind farms to be built?
We need a mix. We need a base load and we need variable energy. If we do not have interconnectors and we are producing too much energy in the summer, when peak demand is less, we cannot switch off nuclear power stations and it is expensive to switch off gas. It is easier to switch off variable supplies such as renewables can provide, including wind. There is an initial cost, but those costs are coming down, and I believe that with economies of scale—as with the strike price for nuclear or for any other renewable—the price will decrease as the sector matures. In the long term, bills will be cheaper if we get a steady supply of low carbon energy.
Nuclear power is also part of the mix. I welcome the conversion of the Secretary of State to wind power and the conversion of the Liberal Democrats to nuclear power. I hope that that means that the three larger parties, two of which form the Government now and one of which I hope will form the next Government, will be consistent in the future.

First, I should like to deal with comments made to me directly by the hon. Member for Cardiff West (Kevin Brennan). I received an invitation to visit a food bank in Chepstow, but it was during the parliamentary week and I made it clear that I was unable to take a day off from here. I am more than happy to visit it at any time, however, and I hope that that will be arranged.
Of course there is poverty. There is poverty in Monmouthshire and in the whole of Wales. I spent many years in the Welsh Assembly making the point that there is a great deal of poverty in Monmouthshire, although that usually fell on deaf ears among Labour Members of the Welsh Assembly, who assured me, practically, that the place was full of millionaires, although it never has been and it certainly is not at the moment. There is a great deal of poverty in rural areas. I hope that matter will be addressed.
One of the most important things that can be done to address this matter is dealing with the completely unfair local government funding formula, brought about by the Welsh Assembly in about 2000, which has caused a catastrophic loss in income for local authorities, particularly those in rural areas. As the hon. Gentleman will no doubt be aware, the local government funding formula for Wales, introduced by a Labour Welsh Assembly Government in about 2000, does not take proper account of the costs of dealing with rurality or the extra costs involved when trying to deliver goods and services in rural areas, and it does not take proper account of the age of the population. Sadly, those who live longer are much more likely to incur costs on the local authority than those of us who are younger and in better health. If those two issues were addressed in the local government funding formula, it would go a long way towards stamping out poverty in parts of Wales, particularly in the rural areas. I hope that the hon. Gentleman joins me in campaigning against that disgraceful, unfair local government funding formula, which did so much to remove cash from rural areas of Wales.
I am sure the hon. Gentleman will mention food banks in a moment. He has dealt with the local authorities, but will he not accept that those are under strain now because of the cuts that the Westminster Government have made to revenue and capital grants to local authorities?
I will certainly come to it. I am jumping in rather quickly by not mentioning the 1930s and the Ramsay MacDonald Government, during which time my family were miners, but I wanted to start from 2000. The hon. Member for Ynys Môn (Albert Owen) knows that local authorities in Wales are funded by the Welsh Assembly, and its funding has remained in line with inflation.
Well, one problem is that the Welsh Assembly has found it easy to raise money—taxation through the back door—by reducing the amount of money, proportionately, that it gives to local authorities throughout Wales and expecting them to raise the difference in council tax. The hon. Gentleman will know how the gearing effect works: a small cut in the amount given to the local authority by the Welsh Assembly will result in a much larger increase, proportionately, in council tax to make up the difference.
The hon. Member for Cardiff West mentioned the 50% tax cut for millionaires, a great line that he repeated a number of times. Of course, this came about because Governments of left and right since the 1980s, across the whole world, have accepted—

Commons ChamberIt is a pleasure to follow the right hon. Member for Torfaen (Paul Murphy), who does sterling work in my neighbouring constituency. We work together on many issues, and he and I share a passionate commitment to the Union of the United Kingdom, but there we must part company for the moment, because his analysis of how to keep the Union safe differs markedly from mine.
The right hon. Gentleman raised the issue of the health service, and that is very interesting, because, as he said, thousands of people in Wales are dependent on the health sector in England and thousands of people in England receive health services in Wales. So the argument that has been put forward is that Welsh MPs should continue to try to influence what goes on in the health service in England. However, that is a rather fallacious argument, because Members of Parliament representing English constituents treated in Wales have absolutely no say over how their constituents are affected. The logical conclusion of the right hon. Gentleman’s argument is that we should have Welsh Assembly Members representing areas such as Gloucestershire, Herefordshire and Chester in order to enable constituents in those border areas to have some say in how their health services are delivered. Of course, that will never happen. It is a nonsensical idea, just as it is nonsensical that Welsh Members of Parliament should be using their votes to try to influence policy in England in order to prevent the English from doing what they want with their health service.
We would have more moral grounds for getting involved in the English health service if the Welsh health service were a beacon that others wanted to follow, but it is not. I get a lot of complaints from people living in Chepstow and Monmouth who want to be treated in England—in hospitals in Bristol, for example—but are sent elsewhere in Wales because it is the policy of the Welsh Assembly Government, wherever possible, to treat people in Wales, not in England, even if that means constituents having to travel for hours in Wales when they could simply cross the River Severn to get treatment in Bristol or somewhere similar. It is a truly ludicrous situation.
The hon. Gentleman is missing the point made by my right hon. Friend the Member for Torfaen (Paul Murphy). He said that Welsh Members have an interest in the England-only Bill that is before this House because our constituents—and we are here to serve our constituents—need specialist treatments across the border in England. Many of those people from Wales work in the health service, as well. We are not talking about a theory, but practice—that is, serving the needs of our constituents when measures in this House affect them.
I understand the hon. Gentleman’s point. It is also true, however, that many constituents in Wales who want to be treated in England are unable to be so treated because it is the policy of the Welsh Assembly Government not to treat people in England if that can be avoided. When the reforms to the NHS in England go through, the Welsh Assembly Government, if they really feel that the services are not good enough, will be entirely free to set up their own services in Wales and take their custom elsewhere, because they are, in any case, paying English health boards, or the equivalent, to carry out those services. They do not have to do that, because they can take their business elsewhere if they wish.

Commons ChamberI have heard about this tax on bankers’ bonuses, which has already been spent in myriad different ways. In any case, the Government have already introduced taxes on banks, which are bringing in far more money. I point out to the right hon. Gentleman—I am sure he knows this, given what his last job was—that the financial services industry in this country is contributing about 10% of all the money that we have, or somewhere in the region of £50 billion. At this moment in time, we cannot do anything too much that will damage that.
Let me explain to the House what I think the Opposition party’s economic policy was. Up until October and the Chancellor’s statement, the economic policy of Labour Members was to borrow even more money than we are being forced to borrow at the moment. Since October, everything has changed and suddenly their policy is to borrow less money. Amazingly enough, they are not only going to borrow less money, but spend more money. The Opposition are going to borrow less money but somehow there will be no cuts in Government expenditure and no freezes on pensions and everyone will have a job. It is a totally incoherent economic policy, but completely consistent with what we have come to expect from Labour.
The hon. Gentleman says that we did not outline our plans. If he reads the motion, he will find them there, and he should be speaking to the motion. He said two things that were incorrect. He said that we would be spending more than the Government. In the autumn statement, this Government said that they would spend more than Labour. One tool of employment is taxation. Does he agree that reducing VAT temporarily during the previous recession helped employment and consumers? Would he support something of that nature now?
The hon. Gentleman ought to know that I will always support any kind of tax cut if it is affordable and I welcome his conversion to that idea. I recall him talking about what happened when Labour got in, but he forgot one or two important facts. He forgot to tell us that when Labour got in in 1997, the national debt was some £350 billion. By 2007, before the economic crash, the national debt had risen to £650 billion. Yes, the Labour Government had been paying off the national debt for two years but when the election started to loom, all of a sudden off went the spending taps and they were spending at a rate of £30 billion or so on average more than they were earning. That meant that by 2007 they already had a problem, yet they let the spending rip and we ended up with a national debt of £1 trillion and a deficit of £160 billion. Their response was to say up until October that we should borrow even more money—now, they suggest we borrow even less.
What the hon. Ladies and Gentlemen on the Opposition Benches do not understand is that it is very easy to create a little employment in the short-term by borrowing money that one does not actually have, but the problem is that that will always lead to greater unemployment in the longer term because at some point—they do not realise this—that money must be paid back. In the meantime, the interest on it, which is about £30 billion a year at the moment, has to be paid. The only way that money can be paid back is by raising taxes, which destroys jobs, or cutting public spending. That is a basic economic fact that Labour Governments throughout history have failed to comprehend.
Of course, there are more things that this Government can do. We have taken the brave decision as a coalition to get rid of the deficit as quickly as we can. It might take until 2017—[Interruption.] Yes, I accept it is not going to be an easy task, given what we have inherited. It will take a number of years, but we will stay the course and do it, and we will do more, besides.
We must consider immigration. It cannot possibly be right that 250,000 people are coming into this country at a time of recession if we have to find them all jobs, too. My wife is one of them and my sister-in-law, who is from Asia, is another. I am not in any way against those who come here; I welcome the fact that people have come here and are making a contribution, but we must consider whether that is sustainable in the long term.
We must also consider the attitude of some British people—that has to be said. Neither of my sister-in-laws had problems coming over here from Asia and eastern Europe and getting jobs, but there is unfortunately a small minority of younger British people who would prefer to stay on the dole than go out and get a job. It is a harsh fact but it needs saying and it is something that this Government will actively tackle.
We need to look at the attitudes and training of those who come out of our schools, ensuring that they can add up and have basic English and social skills, as it is often people’s attitude that gets them a job. We must consider what our universities are teaching people, because it is no good if everybody comes out with a degree in media studies. There will always be some jobs for some people in the media, but not for all those who want them.
I have spoken to a number of people working in companies that are contributing a lot to this country—gas and oil companies and so on—and they say that they have had to go abroad to find people because there are not enough with the necessary practical skills in this country. By that I mean people who do not mind getting their hands a bit dirty. I spent four or five years getting my hands a bit dirty, as did many people on the Opposition Benches. I have no problem with that whatsoever. Unfortunately, some young people in this country at the moment do.
