Commons ChamberMay I pay tribute to my hon. Friend for highlighting and championing this cause for some time? He recognises that some of the poorest wards in Wales are outside the current European rules about where money can be spent. His constituency is one and my constituency is another, so reshaping the UK shared prosperity fund will give us an opportunity to support his most vulnerable constituents and others, wherever else they are in Wales.
Agencies, small businesses and local authorities are making post-2020 plans now. What assurances can the Secretary of State give those businesses and agencies that the money will become available, and how will they manage to access this money?
The hon. Gentleman makes an important point. Even if we were remaining in the European Union and we had not had the referendum, there would be no clarity on his question from a European perspective. The way in which the Labour party is prolonging the Brexit debate means more uncertainty for community groups that want to benefit from the post-Brexit policies, such as the UK shared prosperity fund.

I join the Secretary of State in praising the Welsh Government and the trade unions for the tone they set over the weekend. My thoughts are with the families.
The Business, Energy and Industrial Strategy Committee has looked into Brexit and the effect it will have on the manufacturing sector. The automotive sector was very clear that the current deal suits it and that no deal would be an absolute disaster. The Secretary of State has a responsibility today, in making this statement, to give assurances to the Welsh workforce that he will rule out no deal. Will he tell his favoured candidate that that is what the ultimate representatives are saying? Let him not ignore them.
Can we have an industrial strategy that is nimble enough to help those affected by these closures, liquidations and, yes, suspensions, which are becoming a trend?
The hon. Gentleman points to the statements from the motor manufacturing sector that the current deal suits the sector.
The hon. Gentleman talks about remaining in Europe, but the sector strongly supports the deal that the Prime Minister negotiated with the European Commission. The Government and I responded positively to the sector’s statements. Perhaps he should have also supported the sector and responded to it at that time, too.

Commons ChamberI have been working closely both with Cabinet colleagues and with the Welsh Government to ensure that Wales benefits from the industrial strategy. We have already delivered a number of projects in Wales, with Wales receiving £90 million from the industrial strategy challenge fund.
There have been countless engagements with local authority leaders across north Wales, and the growth deal is an important project. The hon. Gentleman will be aware that, at the last Budget, we committed to funding for that scheme. It is a great example of where the Welsh Government, the UK Government and local authorities are working together. We are optimistic about signing and supporting a number of projects in the near future, but this is of course locally driven, and we are responsive to the demands and the drive of local authorities.
The Secretary of State will be aware of the negative impact that proposed factory closures and the suspension of major projects has had on my constituency and on north-west Wales. Unemployment is already rising in my constituency, so we need an action plan. What positive steps can the industrial strategy put in place now, and what is the role of the Wales Office in delivering that action plan?
The hon. Gentleman points to unemployment data, but I would also point to employment rates. Identifying individual months will clearly offer one picture, but I think he would recognise the record numbers of people in work and the trend in falling unemployment, irrespective of what happened last month.
On the industrial strategy, I would point to the thermal hydraulics facility in the hon. Gentleman’s constituency, which will be world leading. That is just one tangible example, in addition to the active investments we are pursuing elsewhere in the marine environment.

Commons ChamberI do not recognise the hon. Lady’s point, but she is a strong supporter of the steel industry in her constituency, across Wales and elsewhere. The steel industry faced a challenging crisis just three years ago, and it is now in a much more positive position as a result of Government interventions such as reducing energy costs for energy-intensive industries.
I thank the Secretary of State and the Secretary of State for Business, Energy and Industrial Strategy for meeting a delegation that I brought here a few months ago, but we now need action. Rehau is shedding jobs in my constituency, and this is an opportunity for the Department to put its money where its mouth is with the industrial strategy and help that company. Will the Secretary of State meet me to follow up on the meeting that the former Under-Secretary of State had with the company so that we can keep jobs and production in Amwlch in my constituency?
I am happy to respond positively to the hon. Gentleman, who is a champion for Anglesey. Since our meeting about Wylfa Newydd, I met the chairman of Hitachi to press the importance of the case and to stress the support that comes from the local authority, the Assembly Member and the Member of Parliament, which demonstrates the co-ordinated approach.

Commons ChamberI am grateful to the hon. Member for Gower (Tonia Antoniazzi) for securing this debate, and for the support of the Backbench Business Committee in making time available for it. It has been a wide-ranging debate, as was pointed out by the shadow Secretary of State, the hon. Member for Neath (Christina Rees). Unfortunately, I will not have time in the time permitted to respond to each and every point made, but if I do not have the opportunity to respond to them, I will happily continue to engage positively with colleagues in all parts of the House on the issues they have raised.
Among some disagreements, there has without doubt been unity and lots of agreement on a number of issues, but I want to underline the comments by every Member of this House about our friend and former colleague Paul Flynn, the past Member for Newport West. I had the privilege of knowing him before I was elected to this House, and I remember that he was particularly supportive of me at a difficult time. My hon. Friend the Member for Monmouth (David T. C. Davies) pointed out his exceptional constituency work, and I can speak about that from experience because my parents-in-law live in his constituency. As I mentioned yesterday, I think there is a significant gap on the Labour Benches, and Paul will be missed. We pay tribute to him, and we pay our respects to his family.
I would also underline the comments that have been made about Steffan Lewis, the former Plaid Cymru Assembly Member. Without doubt, he was an exceptionally bright talent. He had a significant influence in his short political career, and I think Wales will miss him and the influence he brought to bear during that time.
The rugby also brought significant agreement across the House. As my right hon. Friends the Members for Preseli Pembrokeshire (Stephen Crabb) and for Clwyd West (Mr Jones) pointed out, it is a great time to be Welsh, particularly in relation to the rugby that took place at the weekend.
Listening to this wide-ranging debate, it is hard to believe that in 2010 Wales had a formula that underfunded its needs, a legislative consent order model that meant we did not have a full law-making Assembly and a rail franchise that was not fit for purpose—we did not have a single mile of electrified rail track—while unemployment was rising, economic inactivity rates were stubbornly high and manufacturing jobs had gone into quite a sharp decline.
Now, however, I would point out that Wales has a fair funding settlement—there has been enhancement on the funding settlement—and we now have a full law-making Assembly that is to become a Senedd. Major upgrades of the railways are taking place, with investment both in south Wales and in north Wales, and a will and a commitment to open new stations. Unemployment is at record low levels, and economic inactivity rates that have been stubbornly high for decades are now better than England’s. A remarkable transformation has taken place in the Welsh economy, and the manufacturing sector is growing faster than in any other part of the UK. Without doubt, one of my proudest moments has been the abolition of the Severn tolls, so people do not have to pay to come into Wales any more, which provides a great opportunity to bind together the United Kingdom.
The figures for unemployment and employment levels that the Secretary of State reads out are a credit to the Welsh Government, but they are small comfort to people facing job cuts right now, and I think his tone should reflect that. On the devolving of powers, will he answer the question asked by my right hon. Friend the Member for Delyn (David Hanson)? Teachers up and down the country, like local authorities, are asking: has the money allocated through the teachers formula gone to Wales and is it going to those local authorities?
My tone is certainly not vitriolic in any way. I am seeking to contrast the situation in 2010 and the good place Wales is now in because of the joint work with the Welsh Government. I will come on to that as the second theme I am seeking to develop. I pay tribute to the hon. Gentleman for the constructive way in which he works in relation to the challenges and issues that his constituency faces. On the specific point he makes about teachers’ pensions and so on, the Chief Secretary to the Treasury wrote to the Welsh Government on 11 February to clarify that additional resource is being made available. How the Welsh Government distribute that is a matter for them, but I hope that answers many of the questions that have been asked.
Whether it is “Lonely Planet” highlighting north Wales as one of the best places to visit, “The Rough Guide” pointing to Wales as one of the most beautiful countries or the Eurobarometer poll pointing out that Cardiff is one of the best cities to live in across Europe, Wales is in a strong position. Wales is a beautiful location, and it has a lot to offer to the United Kingdom and to the rest of Europe and beyond. In the spirit of my right hon. Friends the Members for Clwyd West and for Preseli Pembrokeshire, I want to celebrate what Wales has to offer. We should bear in mind that we are talking to international investors. Such people will be watching and reading this debate, and I am proud of what we have achieved and of the potential and the opportunity in front of us.

Commons ChamberThe reason for using the word “temporary” is that we want to bring in order-making powers for 24 areas of law to use them to protect the UK market until we have reached a position of agreement with the devolved Administrations on how we will enact legislation to put in place frameworks on those areas of law. In each and every one of the areas, we will, as we progress through the 24 areas, use the Sewel convention. This demonstrates the pragmatic, positive process we are pursuing. I could easily give some simple, practical examples of why this is important, but Wales has certainly more to gain than it has to lose. I have highlighted the fact that 80% of Welsh output goes to the rest of the UK, and that undermines—sorry, underlines; let me clarify that this underlines—the importance of doing the right thing on these 24 areas of law, because one part of the United Kingdom should not be given the power to hold up every other part.
Much attention is understandably given to the EU market, but the UK market is central to the success of the Welsh economy, and we must recognise the importance of the UK market to investment and jobs. As I have mentioned, 80% of Welsh output goes to the rest of the United Kingdom, so protecting the internal UK market will protect jobs and investment in Wales and across the UK. Where these limited common frameworks are needed or indeed essential, we will continue to apply the principles of the Sewel convention, seeking the support of the devolved Administration at every stage. This is an entirely reasonable proposition, and follows the foundations on which devolution has been established since 1999. I hope that the Welsh Government and Labour Members will recognise that we have moved a considerable way on this, and will see the importance of providing as much certainty and continuity as possible for businesses in Wales. We will continue to work closely with the Welsh Government to secure their agreement to promote a positive recommendation on a legislative consent motion in the Assembly.
Advice on the 24 areas, as well as on the others that we do not want to be subject to an order-making power, has come from industry itself. An expert panel was established, and businesses have raised genuine concerns about their UK prospects being undermined. Industry has advised us all the way along, and that is how we have ended up with these 24 areas. Any action to scupper that will be undermining—genuinely undermining —industry and business, as well as investment prospects, in Wales.
Agriculture is a key area of the Welsh economy and central to our way of life across Wales. Last summer, I hosted the Environment Secretary at the Royal Welsh show where, in one his first official engagements, he met the Farmers Unions of Wales, the National Farmers Union Cymru, the Country Land and Business Association and other key stakeholders, as well as my hon. Friend the Member for Brecon and Radnorshire (Chris Davies), who was working at the show that day. Our engagement with them has continued since then, with all of them having regular access to UK Government Ministers and officials. Most recently, the farming Minister—the Minister for Agriculture, Fisheries and Food, my hon. Friend the Member for Camborne and Redruth (George Eustice)—met a group of representatives at the Royal Welsh agricultural showground to discuss our exit from the EU, but also to talk about longer-term plans for the UK’s environment and agriculture sectors.
At many of those meetings, if not all, geographical indicators have been raised, because we all recognise the importance of labelling, marketing and branding our produce. A moment ago, I talked about clause 11 and frameworks. This is a good example of why a UK approach is needed to protect the interests of producers and consumers. We obviously need common regulations on food labelling across the UK because we rightly want to protect the status of Welsh lamb, Welsh beef, Halen Môn and many other brands, so that they are recognised and protected across the UK and beyond. That does not mean, as has been suggested, a one-size-fits-all approach to branding. We are committed to protecting all 84 of the registered geographical indicators now and after EU exit.
The Secretary of State makes an important point about what the UK wants. Has he had discussions with European Ministers or Commissioners about what they will allow in respect of such branding in the future? Many brands, including Halen Môn in my constituency which he mentioned, are very concerned about this issue.
The hon. Gentleman raises an important point. Like me, he highlighted Halen Môn, which has gained significantly from its geographical indicator brand. He will recognise that these issues are subject to negotiations. I expect our discussions with the European Union to take place on a positive footing, but of course we cannot pre-empt anything.

Commons ChamberI have said this several times, and I will continue to repeat it because it is extremely important: we will negotiate a Brexit deal that works for every part of the United Kingdom. Yesterday’s meeting of the Joint Ministerial Committee was positive, but the differences will be debated, as is only right and proper. I hope that the hon. Gentleman will respect the outcome of the referendum that the UK voted for.
Nadolig llawen a blwyddyn newydd dda i chi, Mr Speaker, and to all Members. Last week showed how important the Irish dimension is to the European Union (Withdrawal) Bill and the negotiations. Will the Secretary of State give me a categorical assurance that Welsh ports, especially Holyhead, will be safeguarded and given the same treatment as those in Northern Ireland when it comes to trade?
I share the hon. Gentleman’s interest in Welsh ports. Holyhead is clearly important, as is Fishguard in Pembrokeshire. Leaving the European Union provides new opportunities for both north-west and south-west Wales. After we have left the European Union, they will be gateways to Europe in a way that they have not been previously, and local authorities and businesses will need to respond to new opportunities for growth.

Commons ChamberMy hon. Friend makes an important point. I have mentioned that the Joint Ministerial Committee involving the devolved Administrations plays an important part, but that does not mean that universities will not have a part to play in influencing the negotiations on exiting the European Union. I spoke to the vice-chancellor of Cardiff University last week. I am happy to maintain a close relationship with my hon. Friend’s former university and to ensure that all universities across the United Kingdom have their say as we negotiate our exit from the European Union.
The Secretary of State’s response to the right hon. Member for Preseli Pembrokeshire (Stephen Crabb) was not good enough, to be frank. We have had the same response to that question for some time now. We are going to have a common travel area, and it is going to impact heavily on Welsh ports. Will the Secretary of State put the case for Welsh ports and meet Welsh Members of Parliament to ensure that that important trade has a Welsh dimension?
I am grateful to the hon. Gentleman for highlighting the issues relating to Holyhead, which are being taken into consideration in our discussions. I will happily meet him and any colleagues he wishes to bring along. The situation in Holyhead and Milford Haven is, absolutely, important to the Welsh and the UK economy, and it has issues in common with Northern Ireland and the Republic of Ireland. We want to ensure that we get a deal that works for all situations.

Commons ChamberWith the leave of the House, Madam Deputy Speaker, I would like to respond to the points that have been made. I thank all those Members who have made contributions today, and throughout the Bill’s passage through the House and the other place.
I am disappointed that the Opposition want to divide the House on the proposals we introduced in the other place on fixed odds betting terminals. Those proposals responded positively to calls that were made by colleagues on both sides of the House and by the Welsh Government. The Silk commission made no recommendations in that area, but having considered the Smith commission recommendations for Scotland we believe it is right to put the Assembly on the same footing as the Scottish Parliament and allow it to legislate on the proliferation of fixed odds betting terminals in Wales.
The Secretary of State asserts that only Members on this side of the House oppose the proposals, but Conservative Members of the Welsh Assembly oppose what the Government are proposing and have supported my hon. Friend the Member for Swansea East (Carolyn Harris), including Darren Millar from north Wales. Has the Secretary of State consulted his Assembly Members on this point?
The hon. Gentleman makes a relevant point. We take the issue of problem gambling seriously. As I mentioned, we are committed to looking at all aspects of gaming machine regulations as part of a wide-ranging review of gambling. The regulation of fixed odds betting terminals is covered by the Gambling Act 2005, and we recognise that flaws exist in the current regulatory arrangements. They were introduced by the Labour party and it is time that they were reviewed. That is what my right hon. Friend the Secretary of State for Culture, Media and Sport is doing. We will act when that work has been completed, so I hope hon. Members will vote against the Opposition amendments and in support of the Lords amendments tabled by the Government.
The hon. Member for Newport West (Paul Flynn) suggested that the Bill showed a half-hearted approach to devolution. In the positive spirit in which the Bill has progressed through both Houses, I remind him that legislative competence orders were in place when we came into power in 2010 and started this process. A conferred model was in place then; the Bill introduces a reserved model. We have in place a needs-based funding settlement—something that has been called for for decades—and we are devolving significant tax powers. We have removed the water intervention powers and extended the Welsh Government’s powers in a significant range of areas, such as energy, fracking, elections and running their own affairs. A host of positive steps have been taken.
We all know that Members in the other place rightly pay close scrutiny to matters of constitutional importance in Bills such as this. Despite being in a minority in the other place, the Government were not defeated on the Bill, so I hope that Members from both sides of the House, and all Opposition Members, will recognise the significance of the Bill and, once and for all, welcome it because of the positive steps it takes in bringing about a devolution settlement that will last for a long time to come.

Commons ChamberNegotiations are ongoing on the devolution of the franchise and how it can be achieved. If we accepted the new clauses and the amendment, that would set the whole franchise process back considerably. It has already been advertised, and we are anxious to press ahead as possible with the aim of reaching an agreement with the Welsh Government to fulfil the franchise obligations.
The franchise would not change the Wales boundaries if we had a different model. We have a model in Wales, Dŵr Cymru Welsh Water, which is not for dividend, and which the Secretary of State fully supports. What is the difference between having our water run by a not-for-profit organisation, and having our railways run in that way?
A host of considerations, debates and discussions are taking place between the Wales Office, the Welsh Government and the Department for Transport, and we are conducting detailed negotiations over the franchise arrangements. We need to find suitable arrangements that will protect Welsh passengers and the accountability and responsibility of the Welsh Government, but let us not forget that that extends across the border. The Manchester-to-Cardiff line, for example, enters significant elements of England. The fact that a significant number of passengers will be domiciled or residing in English constituencies, and their right to seek redress through the parliamentary process, are details that we need to continue to discuss.
We are in a positive position with the Welsh Government, and I am anxious to continue on that basis. Accepting the new clauses and the amendment could undermine that positivity, and the franchising process. We intend to use other powers—under the Government of Wales Act 2006—to devolve franchising functions, in agreement with the Welsh Government. That would achieve many of the objectives that the new clauses and the amendment seek to achieve.

Commons ChamberThe hon. Gentleman is absolutely right about that, and this is the function of many of the clauses and much of the motivation behind them.
The Bill also strengthens Welsh devolution by devolving further powers to the Assembly and the Welsh Ministers. To complement the Assembly’s existing powers over economic development, the Bill devolves responsibility for ports in Wales. That will enable the Welsh Government to consider the development of ports in Wales as part of their wider strategies for economic development, transport and tourism. Major trust ports will remain reserved, given their national, UK-wide significance. That means Milford Haven, given its importance to the energy security of the whole of the UK, will remain reserved. We are also devolving consenting responsibility for all energy projects in Wales up to 350 MW, aside from onshore wind projects which are being devolved through the Energy Act 2016.
The Bill also streamlines the consenting regime for energy projects, providing a one-stop shop for developers by aligning associated consents with the consents for the main project. When the Welsh Government make a decision on a new energy project, they will also be responsible for consenting to the new substations, access roads and overhead power lines relating to that project.
Will the grid connections be devolved as well? For the larger projects, many of the planning consents are local, but I am unsure as to the actual connection to the grid.
I am grateful to the hon. Gentleman for his question. The purpose of the Bill is to give that one-stop shop in terms of consents for energy projects and all the consequences that follow thereafter, from access roads to overhead power lines and the connections thereafter. Those will of course be conducted in discussions with National Grid plc.
I have not thought of the wording, but I agree with the hon. Gentleman that democracy is difficult. We have to make a positive case for things and do so honourably. I did not understand, and was not able to explain in great detail, the question on extending powers in 2011, but I argued, along with members of Plaid Cymru, that the Welsh Government deserved to have lawmaking powers. Tax-varying and lawmaking powers are simple questions. As my hon. Friend the Member for Newport West has said, it may be difficult to win an argument, but we have to stick to principles. I have been consistent on this matter since 1997, and I do not think we can just jump into it after all the different elections we have had. However, given the current referendum, I understand the climate of fear that people find themselves in at present. I want to be radical and forward looking, and I want the Welsh Government to be so, too.
When the Minister winds up, I want him to clarify the issue of election powers. On the issue of lowering the voting age from 18 to 16, am I right in thinking that the Welsh Government will have the power to do so and that it will apply to Welsh Assembly and local government elections only? If there were a Welsh-only referendum, such as one on tax-varying powers or another Wales-specific issue, would the Welsh Government have the power to lower the voting age from 18 to 16? I am an advocate of that and have argued the case for it in this House for some time. This is an opportunity for us to give those responsibilities to the Welsh Government.
My hon. Friends the Members for Cardiff West and for Wrexham have been campaigning hard on compulsory voting. This is a great opportunity for the Welsh Government to be radical. Let us give them the tools to do the job. If the Welsh Government decide that they want compulsory voting in Wales, that would be a good step forward.

The hon. Gentleman is making a considered speech. I have had further information since the earlier questions about compulsory voting. I am happy to clarify that compulsory voting is permitted under the Bill as drafted.
That is excellent news, and it is on the record. It is a victory for the three of us on the Labour Back Benches that we will now have the opportunity for compulsory voting in Wales, which I think is a radical step. Hansard will make that known, but I hope the media in Wales are watching the progress of the Bill. After all, it is not dry as dust, but is about the real issues affecting people, including compulsory voting.
I am sure the Secretary of State is going to reconsider his considered view.
I just want to underline the fact that it perhaps provides even more justification for the justice impact assessment that may well be brought forward in relation to the legislation.
It is the Secretary of State’s job, with his extra responsibilities and wages, to decide on the details. As a Back Bencher, I am saying that I am very proud that the Welsh Government have the opportunity to have compulsory voting.
As I have said, I want devolution to work. I want the Bill to work, but I want it to be considerably improved. I think the name of the National Assembly for Wales is a matter for the Assembly itself, but I do not see anything wrong with the current name. I am not a revolutionary, but I remember from reading about the French revolution when I was studying history that the French people wanted a national assembly. They did not fight for a parliament, and I do not think there is much in that word. I am very proud, as I know the French people are, of having a National Assembly. The National Assembly is a good term: it is a good name and it has a good meaning. It is a sovereign body, and I think the name should be kept, but that is my personal view.
I want a strong Wales, a strong United Kingdom and, yes, I want the United Kingdom to remain within the European Union. I agree that the Bill will provide some extra tools for the Welsh Government to do their job. I think there has been progress, and I congratulate Carwyn Jones on being re-elected as First Minister of Wales. I hope that he will get a good Bill once it has gone through its parliamentary stages, so that he can continue to do his job and serve the people of Wales with a Labour programme that will have been enhanced by the Bill.

Commons ChamberAs my hon. Friend will know, the Budget focused on the city deal for Cardiff, which is the largest city deal in the United Kingdom, with £1.2 billion covering 10 local authority areas. However, we also have ambitions for the Swansea bay city deal and the north Wales growth deal. We need to remember that this involves UK taxpayers’ money in addition to the Barnett block, which is something that we never saw when Labour was in power.
North Wales growth is interdependent on growth in the Republic of Ireland as well as in England. Will the Secretary of State—and I welcome both him and the Under-Secretary of State to their new positions—ensure that north Wales Labour Members are provided with some details of the so-called partnership, given that we are the partners from north Wales?

We are determined to work on that issue. There has been a bottom-up approach on the growth deal. We have met local authority leaders and businesses from north Wales, and we are determined to pursue that further. I am not sure that I can make the growth deal stretch as far as Northern Ireland and the Republic Ireland, but I would be interested to try to take it across the English border.

Commons ChamberMy hon. Friend is absolutely right. Protecting and preserving our heritage is a core Conservative principle, and this Government, like previous Conservative Governments, have done a lot to secure that, as he rightly mentioned. The Government’s digital agenda provides an opportunity to bring about innovations to enhance the opportunities to use the Welsh language in the courts system and in other Government services.
Access to justice in both Welsh and English is important to my constituents in north-west Wales, but following court closures alternatives such as audio-visual facilities and paying fines over mobiles would not be possible in such areas, in English or in Welsh, because we simply do not have the infrastructure. Can we put court closures on hold until we get that infrastructure?
Estate reform of the Courts Service must continue, but that is allied to the digital transformation that the Government are bringing about. A total of £69 million has been invested in broadband services in Wales, in addition to European aid and Welsh Government money. We have also announced a consultation on a minimum service requirement for broadband distribution, and I hope that the hon. Gentleman will welcome that.

Commons ChamberMy right hon. Friend makes an important point. I must admit that I was disappointed with the Welsh Government’s attitude to the northern powerhouse, highlighting what they said was lowly aspiration and offering only trickle-down benefits to north Wales. The reality is that my right hon. Friend the Chancellor’s plans for the northern powerhouse are about building a strong economy and a strong United Kingdom.
North Wales suffers from some of the poorest mobile phone coverage across the United Kingdom. If we want to have a powerhouse in north Wales and the north of England, will the Government intervene to ensure universal coverage in north Wales and make it the digital centre of the United Kingdom?
My right hon. Friend the Business Secretary, when he was Secretary of State for the Department for Culture, Media and Sport, brought together a groundbreaking arrangement between mobile operators, in addition to the Telefónica deal, with the auction for the 4G communication network, that will deliver at least 95% coverage for the whole of Wales and 98% across the rest of the UK. That is in contrast to the 3G deal that was offered by the previous Labour Government, which led to less than 90% coverage across Wales.

Commons ChamberThat is, of course, a matter for the Department for Transport, but I will take no lessons from the Labour party on electrification. When the Labour party was in government it left Wales languishing with Moldova and Albania as one of only three nations in Europe without a single track of electrified railway. Some £1.5 billion has been invested in the electrification of the main line right the way through to Swansea. I would hope that the hon. Lady welcomed that.
The new franchise offers a golden opportunity for extra routes connecting north Wales with England and the Republic of Ireland. Does the Minister agree that it is important that we look at the new European structural funds, so that we can have trans-European networks going from Dublin to London, via north Wales?
The hon. Gentleman makes a constructive point. There is a need to develop a project board in north Wales that brings in the Welsh Government, potential European funding and Department for Transport support to develop the best possible, strongest case.

Of course—I said the public sector. Everyone has played a part in delivering that 13.3% growth in north Wales. Of course, it needed a stable financial settlement and stable economic platform from which to build it. North Wales has prospered remarkably from those conditions.
The debate has focused on a range of issues, but without question there is absolute agreement among all Members on the interdependence of north Wales and the north of England in general and the north-west in particular. That is key to the area’s future prosperity. The hon. Member for Alyn and Deeside picked up on that idea at the outset and focused on the Mersey Dee Alliance. I pay tribute to that organisation; I have met its representatives in my role as Minister and have been hugely impressed with its case. I also pay tribute to the local authorities in north Wales, whichever party runs them; their relationship with the Wales Office is probably stronger than that of the local authorities in south Wales because of their co-ordinated activity and determination to forge a relationship with Whitehall.
Coleg Cambria has been mentioned, and my right hon. Friend the Member for Clwyd West (Mr Jones) mentioned Glyndwr university. Those are both excellent examples of using the strength of the private sector in north-east Wales to deliver skills.
Yes, Coleg Menai as well, although the particular focus was on Coleg Cambria and on Glyndwr university. The university has been through some difficult times over the past year or so. I pay tribute to Mike Scott for his role during that period. He has moved on now, but I recognise his efforts.
Several hon. Members mentioned rail, an issue to which I will return, along with broadband, housing, on which the right hon. Member for Delyn (Mr Hanson) reflected, and energy. The hon. Member for Ynys Môn (Albert Owen) mentioned the importance of tourism, referring to Llanfairpwllgwyngyllgogerychwyrn- drobwllllantysiliogogogoch, a place famous not only for having the longest place name in Britain but for the founding of the Women’s Institute, an important reason to celebrate it. I will also return to mobile communication.
The common theme, on which I will focus, has been our relationship with Europe. Members have presented doubts and questions about the future of many companies and organisations, and so the continuing prosperity of north Wales, because of the commitment to a referendum on the UK’s future membership of the European Union.
I simply do not accept the Opposition’s arguments on that issue. The evidence is strong and pretty overwhelming. In February, the British Chambers of Commerce said:
“A new settlement for Britain in Europe is essential to achieving our economic ambitions—helping our businesses succeed here at home, and across the world.”
Inward investment to the UK is quite remarkable. According to the World Investment Report published by the United Nations Conference on Trade and Development, the UK is the No. 1 country for foreign direct investment stock in Europe and is second only to the United States in the world.
I am sure it is not intentional, but the Minister has misunderstood our case. The case is for staying in the European Union. Businesses are telling me that they invested here—Hitachi is one example; its headquarters are here in the UK—because we are part of the European Union. There is a net benefit for us from being in the EU. We want that to continue and are proud to beat the drum for it.
That is a respectable point, but the argument was being made that businesses were not investing because of the EU question. The hon. Gentleman will be able to make his point in the campaign when we have the referendum in 2017, and then people will have the choice.

Commons ChamberI pay tribute to my right hon. Friend for the role she played at the Wales Office, which contributed to early negotiations on the electrification of the railways. Of course, HS2 is a UK strategic project and therefore will not be Barnettised.
What is missing from this failed economic plan is any rail strategy that deals with freight. The main corridor from the Republic of Ireland to Wales and England comes through north Wales. Will the Minister press the Treasury to ensure that we alleviate the problems on our roads, not by building motorways in marginals, but by building freight lines across England and Wales?
The hon. Gentleman makes an important point. Early in the new year, we plan a transport summit in north-east Wales to highlight businesses’ needs, and to ensure that business has the opportunity to make its case for electrification, so that the electrification taskforce of my hon. Friend the Member for Harrogate and Knaresborough (Andrew Jones), and the recommendations made to the Secretary of State, can be taken into account. Freight is of course an important part of that.

Commons ChamberI will happily repeat that, in 1997, Wales was not the poorest part of the United Kingdom. But between 1997 and 2010, Wales sadly and tragically became so. That was when the hon. Gentleman was a Member for Croydon Central, before he decided to come back home to Wales, so he will have played a part in the policies that led to such a devastating consequence for Wales and the Welsh people, and that is something for which he should apologise. Investing in infrastructure is key to our economic plan, and Wales has rightly received significant sums for some major projects.
I cannot mention railways without paying tribute to my right hon. Friend the Secretary of State for Wales for his hard work and persistence in seeking a solution to secure the electrification of the line all the way to Swansea and of the valley lines as well. That is the largest investment in railways in Wales since Victorian times. Wales was sadly left in the slow lane when it came to railways. After 13 years of a Labour Administration, Wales, Moldova and Albania were the only three countries in Europe that did not have any electrified railways. Wales is now set to benefit from rail investment worth £2 billion. Our north Wales link to Liverpool is being renewed through the Halton Curve, which is welcomed by all businesses in north-east Wales and north-west England. Crewe is becoming a hub station for HS2, which offers new opportunities to the whole of north Wales, ensuring that we all benefit from this major UK strategic investment.
It was 12 months ago that my right hon. Friend the Chancellor announced a funding package to enable the upgrade of the M4 around Newport, which was something for which businesses had been calling across the whole of the south Wales corridor. That project was cancelled by the previous Administration in 1997 after my right hon. Friend, the current Leader of the House, committed to it when he was the Secretary of State for Wales. The project was cancelled by Labour but reinstated by the Conservatives.
I was sorry that the hon. Member for Wrexham (Ian Lucas) did not welcome the £212 million investment for a new prison in Wrexham. Even after it is up and running, its operational activity will involve £23 million being pumped into the economy each year.
Wales is playing its part in our energy infrastructure upgrade after years of neglect that led to the risk of the lights going out throughout the United Kingdom.
The Minister is aware that Wales pays among the highest distribution costs in the whole of the United Kingdom, as is reflected in our bills, so would he support flattening those costs throughout the United Kingdom? Some areas might have to pay a little more, but north-west Wales actually produces energy and we pay too much for it through our bills.
Of course, that is a matter for Ofgem, as an independent organisation. I know that it has made changes and I look forward to its further deliberations. I am sure that the hon. Gentleman recognises the major investment of £20 billion for Wylfa nuclear power station on Anglesey, which will create 6,000 construction jobs alone.
Of course, such activity does not stop at hard infrastructure, and upgrading our digital networks is central to our plans. Wales is benefiting from £69 million of Government investment for superfast broadband to provide access to more than 275,000 homes and businesses, although I did not hear any welcome for that from Labour Members. By spring 2016, 96% of Wales will have access to superfast broadband connectivity. Further digital projects include Cardiff and Newport being part of the Government’s super-connected cities programme. A pilot programme in Monmouthshire to tackle hard-to-reach areas offers exciting prospects, while the mobile infrastructure project to which the hon. Member for Ynys Môn (Albert Owen) referred is a clear plan to start filling the not spots.
As well as dealing with infrastructure, there was a need to reform the benefits system. The historical problems of worklessness in some communities in Wales were another legacy of the previous Labour Administration, but the Work programme is offering new prospects. It has already supported back into work more than 15,000 of those who were furthest away from employment. Universal credit is simplifying the tax and benefit system and increasing the incentive to work. Some 200,000 households in Wales will have higher entitlements under universal credit—on average, £163 more a month—and the poorest claimants will benefit the most. Shotton in Flintshire is already live and the rest of Wales will be online by April 2016. This is a once-in-a-lifetime opportunity to change the benefits system for the better. The changes offer the opportunity of transforming the fortunes and prospects of families and communities. Alongside the benefits cap and other measures, they will make work pay for everyone.
Supporting business is a key part of the long-term economic plan. More than £100 million has been provided to businesses in Wales through the business bank. More than 600 start-up loans have been awarded to businesses in Wales to release the entrepreneurial spirit mentioned by my hon. Friend the Member for Aberconwy. Some 35,000 businesses in Wales have benefited from the employment allowance to help them to grow and take on new workers. We have a disproportionate dependence on energy-intensive industries, and they will benefit from our energy package of £240 million, which I am sure that the hon. Member for Cardiff South and Penarth (Stephen Doughty) will welcome in the light of his interest in the industry in his constituency. Our enterprise zones on Deeside, and at Ebbw Vale and Haven Waterway, will benefit from enhanced capital allowances until 2020, which will give investors incentives and security.
If I had time, I could highlight so many more policy areas where I can show that Wales is coming back. Outcomes are the most important measures. I have been talking about inputs until now. When we combine the impact of these changes as part of our long-term economic plan, there is little wonder that the number of people claiming jobseeker’s allowance has fallen for 20 consecutive months—

I pay tribute to my hon. Friend’s work on Arch Cru as secretary of the all-party group on the Arch Cru investment scheme, and on his involvement in issues relating to Capita. He raises pertinent points that I will come on to, so I am grateful for his contribution.
I am grateful to the hon. Gentleman for giving way to me so early. I have to leave, having been in the previous debate with him for an hour and a half.
Is the hon. Gentleman as concerned as I am that so little information is available on Capita, and particularly on the signing-off of the information memorandum? That is a matter of great concern to a number of my constituents and, I am sure, to constituents of hon. Members of all parties.
I am grateful to the hon. Gentleman for raising important points about Capita that I will come on to. A central factor is what knowledge it had at various stages.

Commons ChamberNo request was made to me. If it had been, I would have lobbied for such a reduction. I do not know what the hon. Gentleman is talking about. However, I have found—and I am sure that he will agree with me about this—that the hike in VAT to 20% has had a negative effect on spending in many areas. Local businesses tell me that. Hon. Members should not listen to what I am saying; listen to them. There is a good campaign across the United Kingdom for a cut in VAT on tourism.
One leading business person told me that whenever he takes his partner, son-in-law and daughter out for a drink, he has to take the Chancellor of the Exchequer with him, because 20% of the bill goes to the Treasury. That cannot be right. Other European Union member states are enjoying a VAT reduction, and have benefited from hundreds of thousands of extra jobs and from investment in tourism.
I will, but this really will be the last intervention, because, as I have said, I am conscious of the time.
Is the hon. Gentleman telling us that cutting the VAT paid by tourist businesses to 5% is Labour party policy?
I am not going to take a lecture from someone who voted for it to be raised to 20%. [Interruption.] Conservative Members can flap their hands as much as they want—
