Commons ChamberThe Budget bakes in post-election cuts of between £19 billion and £20 billion, and the Institute for Fiscal Studies has said that there is a conspiracy of silence from both the Conservatives and the Labour party. The Labour party has committed to sticking with the Tories’ spending plans. On the conspiracy of silence, will Labour keep the £20 billion of departmental cuts, or will it raise funds to offset that?
Two short answers: first, we are not sticking to the Conservatives’ spending plans and, secondly, the OBR forecasts Conservative party failure, not the success that the Labour party will bring to this country and the economy.
I know that Conservative Ministers do not like to think about their fourth Prime Minister since 2010, who only recently crashed the economy off the back of unfunded tax cuts, sending mortgage bills rocketing, but they really do not need to look back far in history to understand the risks of a £46 billion unfunded tax cut promise. They do not even need to ask their predecessors about the consequences of such risky behaviour, because the British people are still paying the price today for their economic vandalism through higher mortgage and rent costs every single month. Conservative Ministers need to look at themselves in the mirror and ask whether they have learned anything from the last 14 years in office. I have given just a few examples of confusion, delusion, denial and risk-taking with the economy, which prove that the biggest threat to the economy is the Conservative party.
I thank the hon. Member for his question. I would make two observations. First, we recognised an inconsistency in the tiers of local and regional government across England. I have mentioned that we spoke to powerhouses, metro Mayors, city mayors, local authorities, local enterprise partnerships, chambers of commerce and others, and evidently that means there is an inconsistency across England.
The other thing we found was that in areas where there is a sense of co-ordination between those different tiers, with a single voice focusing on priorities that matter most to those local communities, they tended to be more successful in being able to bid for funding and to deliver on levelling-up agendas. That is why I say that, in the levelling-up White Paper later this year, the devolution aspects are really important to ensure that there is a consistency and an equality of opportunity for regions across England in order to bid for funding and support as part of the levelling-up agenda.

It is quite clear to the Committee that levelling up is really just a political slogan. There are no clear ways of measuring outcomes, and there is no clear avenue or looking ahead on funding streams. Of real concern to me is this phrase, “levelling up across the UK”. The Chair will understand that the Scottish Parliament is there for a reason, which is that Westminster was not delivering for Scotland or the other devolved nations.
At the moment, the way the levelling-up funds are going to be distributed is by the UK Government’s withholding the equivalent in Barnett consequentials to allocate that amount directly to Scottish local authorities, pitting them against each other. Convention shows that it should be the Scottish Government, in conjunction with local authorities, who decide their priorities. Does the Chair agree that, as a Committee recommendation, the UK Government should be working with the Scottish Government transparently on the allocation of funds, and should let the Scottish Government distribute these funds by the conventional method?
The hon. Member is a hard-working member of the Select Committee, and he will know that we are only able to delve so far into the functioning of devolved Administrations. However, we did conclude in our inquiry that leaders in the devolved Administrations should be around the table with local and regional leaders in discussions with Ministers in Whitehall, so that we do have a joined-up and collaborative approach to delivering on a shared objective to level up the whole of the United Kingdom.

Commons ChamberI thank the right hon. Gentleman for his question. I think the point he makes is really important because, for some in this debate, calls for action on climate change are demeaned as being from activists or not being supported by the British people. The citizens assembly report shows that these are pragmatic, considered and evidence-based decisions with support from the whole cross-section of the United Kingdom. That should give Ministers the confidence to take action in line with the recommendations in the report, and I know that it gives the right hon. Gentleman and his Committee, as well as the rest of us, the confidence to hold the Government to account very strongly in bringing forward those policies.
This has been a fantastic initiative. It is obviously important that politicians take the report and its recommendations seriously. One important theme in the report is consumer fairness. It is crystal clear that we need to be fair to consumers, which means more direct investment in heat decarbonisation and energy efficiency from the Government, but it also means greater consumer protections. Does the Chair of the Select Committee agree that that means learning from mistakes, such as the green deal mis-selling from companies such as Home Energy and Lifestyle Management Systems, or HELMS? We need to look at those mistakes, learn from them, make recommendations to improve consumer protections and get that fairness for consumers as we go forward to net zero.
