Commons ChamberThose in the creative arts, like others, can benefit from the self-employment scheme and other interventions that we have put in place, but it is important to know what happened yesterday: a £1.5 billion support package for our cultural institutions up and down the country, from our crown jewels—our globally recognised assets—to our local community theatres. They will all be able to benefit from the support we have put in place and preserve what is so special about our cultural heritage.
I thank the Chancellor for all he has done so far, and I look forward to his statement tomorrow. He mentioned unemployment, and we are aware that it is rising, so one of the most important things we can do is to get people back into work as quickly as possible. In Newcastle-under-Lyme we are benefiting from the Stoke-on-Trent and Staffordshire local enterprise partnership redundancy and recruitment triage service. Will he welcome that? There are areas where employment is growing, and if we can get people who have been made redundant into those jobs as quickly as possible, we will minimise the devastating effects of this coronavirus.
My hon. Friend is absolutely right. The importance of job matching is critical and the evidence shows us that it works. I know from my time as a Local Government Minister the innovative approach that Councillor Atkins and his team on the county council and the LEP have taken to various economic initiatives. I pay tribute to them for putting this in place with such speed.

Commons ChamberI congratulate the hon. Member for Workington (Mark Jenkinson) on his maiden speech, and I hope that he—a newbie like me—enjoys his time in this place and is a strong voice for the people of Workington. Yesterday, I spoke in the Finance Bill debate about job creation and the importance of creating not only jobs, but secure jobs that put the needs of workers at the heart of the economy, rather than profit. It seems rather appropriate that I have the opportunity to speak in the child poverty debate today, because as we all know, the Government’s shameful record on employment and workers’ rights is one of the main drivers behind child poverty.
To be honest, I have absolutely no faith that the Government understand the issue of child poverty in any meaningful way. In the space of a month, I had the Secretary of State for Health and Social Care telling me that this Government were committed to levelling up the north-east, yet I also witnessed an equalities Minister admitting from the Dispatch Box that they had not heard of the Marmot report—essential reading when looking to tackle health inequalities. As one popular actor said in response, it is like a vicar not having heard of the Bible.
Over the last decade, Conservative Governments have systematically dismantled the progress that the last Labour Government made on child poverty. Currently, 4 million children are living in poverty, with 3 million of those living in a household where at least one person is in work. In addition to that, the Government’s Social Mobility Commission reports that there are 600,000 more children living in relative poverty than in 2012. The commission referenced the Government’s welfare changes as a key cause of this and have predicted that those changes, along with the impact of covid-19, will only increase child poverty. While the Prime Minister might be confused as to whether the Government have caused more child poverty, I am not. It is there in black and white in those appalling figures and, quite frankly, it is an utter disgrace.
In recent weeks, we have also seen the Government being forced into a U-turn on free school meals after a campaign by a leading footballer—one of the people the Health Secretary was telling to do their bit at the start of the crisis. Is it not shameful that we have a Government who have to be embarrassed into feeding hungry children? To top it all off, the Government have reintroduced benefit sanctions in the midst of a global pandemic and economic disaster. Welfare support from the Government will be essential during the coming recession, yet the Government seem more concerned with taking support away than supporting people in dire financial straits. How on earth does this help child poverty? I wish that the Government were as quick to sanction Dominic Cummings or the Secretary of State for Housing as they are to sanction vulnerable people. What is clear from these decisions is that the Government either fundamentally misunderstand the issue of child poverty or simply do not care. I would ask the Minister which it is, but I suspect it is both.
Unfortunately, this country now faces one of the biggest crises in living memory. There is a combined threat to public health and the economy, which must be tackled together. However, the Government’s tendency to view poverty as an issue with individual causes, and their ignorance of health inequalities, show that they are poorly equipped to deal with this problem. When confronted with the rise in child poverty by my right hon. Friend the Leader of the Opposition, the Prime Minister denied the extent of the issue. To bluster and deflect would be one thing, but to deny that the issue exists is deeply worrying. How can the Government be trusted to tackle the issue if they refuse to confront it and deny its existence?
Successive Conservative Governments have made the problem worse; that is not my opinion but a fact. What they must do now is admit that they were wrong and change course. A starting point would be to accept the Social Mobility Commission’s recommendation that the Treasury give the Office for Budget Responsibility the role of assessing the impact of the Government’s fiscal policies on poverty. Sadly, I fear that under this Government, child poverty will continue to rise, as they simply do not recognise that the problem exists or know how to solve it. I can only hope that they prove me wrong.
It is a pleasure to follow the hon. Member for City of Durham (Mary Kelly Foy). It is also a pleasure to follow my hon. Friend the Member for Workington (Mark Jenkinson) and to congratulate him on a truly excellent maiden speech. It was warm, it was witty and it was thoughtful, and I know that he will serve the people of Workington very well in this place. He, like me, represents a red wall seat. The hon. Member for Ilford North (Wes Streeting), the Labour Front-Bench spokesman, spoke nostalgically and warmly about the Blair Government. Under the Blair Government, both his seat and mine had 10,000 Labour majorities or more, and perhaps the Opposition might reflect on why those voters have lost faith with Labour to solve their problems. There is poverty in my constituency; there is poverty in my hon. Friend’s constituency, but those people put their faith in the Conservative party to make their lives and their futures better.
I turn to the Bill and the amendments. It is clear that an ambitious and decisive response was demanded of the Government by the serious economic situation that we as a nation and the whole world face. The Budget debate in which I spoke back in March already feels a very long time ago for all of us, I am sure. In many ways, the world has changed a great deal since the day when my right hon. Friend the Chancellor of the Exchequer delivered his excellent first Budget to the House. I welcome these Government new clauses, which provide both relief and certainty in a number of affected areas, and I will speak a little more specifically about new clause 20 later.
In other ways, however, it is even clearer now than it was then that my right hon. Friend was ahead of the curve in the response to the challenges that we face. The Treasury has been at the forefront of the national response to the coronavirus and a leading example to the rest of the world, with its focus on protecting jobs and maintaining the capacity of our economy, while also looking after the most vulnerable in our society in all the measures taken to respond to the virus.
The extraordinary success of the coronavirus job retention schemes means that we have been paying the wages of more than 9 million people who would otherwise have been laid off or made redundant and therefore we have protected their jobs, their livelihoods and their families through this most difficult time. The Government have, in my view, risen to the challenge of protecting our economy thoughtfully, responsibly and with ambition. In my constituency of Newcastle-under-Lyme, that has meant 10,200 jobs supported through the furlough scheme and 2,600 self-employed workers supported with grants of more than £7 million. The local borough council has also supported our local businesses by distributing more than £21 million of business grants. I have received many emails from constituents asking me to pass on their thanks to the Government for the grants, the furlough scheme and all the other measures that have helped to keep them, their businesses and their families afloat through this period.

Commons ChamberI thank the Chancellor for all the schemes that he has introduced so far. In particular, I welcome the extension of the job retention scheme today. I wonder whether he is willing to look at a couple of aspects of the other schemes. There are two schemes in particular that would benefit from the introduction of a taper as, currently, there are cliff edges in support for both business grants and the self-employed income support scheme. It means that, in the case of two people in broadly equivalent positions, one could be entitled to support and one not. Would he be willing at least to consider the idea of a taper with these schemes?
Introducing new measures to the schemes at this point would not be possible or desirable because it would just delay their operation. The problem with tapers is that there is still always an end point at the other end of the taper. With regard to the self-employment scheme, this covers 95% of all those who are self-employed, which is pretty comprehensive coverage. The 5% who are not covered have an average income of £200,000. Of course, there will be hard cases just the other side, but, on average, this is a group with relatively high earnings.

Commons ChamberWe have strengthened the security and the safety net for those in that situation, but the right hon. Lady is right that we are urgently working on measures to do more.
I asked for more firepower at half-past 4 this afternoon, and it is fair to say that the Chancellor has delivered. However, a number of businesses whose entire model has been undermined, such as village pubs and restaurants, are facing a very uncertain year. On that note, may I ask him what he proposes that they should do? Does he welcome the announcement by my right hon. Friend the Secretary of State for Housing, Communities and Local Government that such businesses can now operate as takeaways, which will help to solve some of the problems of self-isolation as well?
My hon. Friend makes an excellent point about the Secretary of State for Housing, Communities and Local Government and what he has done. I think that it will make an enormous difference, as will the cash support that we have provided today to pubs and restaurants in his constituency and elsewhere across the country.

Commons ChamberIt is a privilege and a pleasure to stand here today on behalf of both the market town and the loyal and ancient borough of Newcastle-under-Lyme—or, as the local Facebook group has it, the proper Newcastle. I apologise to the hon. and right hon. Members from Tyneside on the Labour Benches for that. I concede that not everybody knows exactly where we are. We are the historic trading centre of north Staffordshire, and we have a very proud history. We were given our charter by King Henry II in 1173, and we have been returning Members to this place since 1345. I wish to pay tribute to a couple of those former Members here today.
First, Paul Farrelly, my immediate predecessor, served in this place for 18 years from 2001. Like me, he was a grammar school boy, but he went to a grammar school in Wolstanton in the constituency. He was a home town boy who was very proud to represent his home town, and it, in turn, was very proud of him, which is probably why we Conservatives found him such a tough nut to crack. Reports of his impending doom were frequently exaggerated, despite the best efforts of my right hon. Friend the Secretary of State for Housing, Communities and Local Government and many others.
Unfortunately, Paul parted company with his constituents over the issue of Brexit. I recognise that the referendum put many Members on both sides of this House in a very difficult position. I do not think that any Member should ever have to vote against their conscience on something so fundamental. Although I disagree with the way that Paul voted, I understand why he did so. I also think that his decision to retire was therefore a very honourable one given the strength of feeling in Newcastle-under-Lyme. Like Rocky Marciano, he therefore retires unbeaten. I wish him well for the future, armed as he is with his new Irish passport.
I also wish to pay tribute to my Conservative predecessor in Newcastle-under-Lyme, Mr Charles Donaldson-Hudson. If I tell Members that one of the issues that exercised Mr Donaldson-Hudson was the need to suppress the slave trade in Zanzibar, they will appreciate that Mr Donaldson-Hudson is sadly no longer with us. His retirement was also honourable. He decided that his services were no longer required when we were cruelly reduced from having two Members of Parliament to just one by the Redistribution of Seats Act 1885.
Mathematically-inclined Members will realise that there has been a 134-year hiatus in Conservative representation for Newcastle. The reason for that can be summed up by a four-letter word, and that word is coal. Although mining has taken place in Newcastle since Roman times, it was the industrialisation of mining that led to the growth of the borough and of the pit villages that sprung up around the collieries in the late 19th and early 20th century. Our coal was among the finest in the kingdom. In fact, it is for that reason that the pottery kilns of Stoke-on-Trent are located where they are—just to our east.
Sadly, the same geology that gave us that superior coal also meant that my constituency suffered some of the worst mining disasters in our nation’s history—I think here of Minnie Pit and of Holditch. The sad honour that came to me as one of my first civic engagements as a new MP was at the 125th memorial of the Diglake disaster in Audley parish, and that was just last week.
Many Members in this House have spoken about coalfields in this debate. I think of my hon. Friend the Member for Stoke-on-Trent North (Jonathan Gullis), who is my neighbour, and my hon. Friend the Member for Bolsover (Mark Fletcher). There were also Members on the Labour Benches who spoke on the issue, including the hon. Member for Cynon Valley (Beth Winter). Earlier in the debate, we also heard from the hon. Members for Easington (Grahame Morris) and for St Helens North (Conor McGinn). I want to reassure everybody in this House that those of us on these Benches who have been elected to represent coalfield communities, often for the first time ever or for the first time in many years, do understand and respect and are very mindful of the cultural and industrial heritage that we have inherited.
Coal is not the future, as we discussed last Wednesday. The future is in green jobs, in high-skilled jobs, and—this is my area—in tech jobs. Fortunately, Newcastle-Under-Lyme is very well placed on these fronts, not least because of the presence in my constituency of Keele University and its spectacular science park. Only last September, Keele secured University Enterprise Zone status, which will unlock a further £33 million of public and private sector investment in my constituency, and that, in turn, will support our local economy.
Our local economy also needs supporting in the high street—to go back to the market town aspect of my constituency—which is why I am particularly pleased that Newcastle-under-Lyme will benefit from both the future high streets and the stronger towns funding. I was also privileged to be invited to join the Town Deal Board. Together with the Conservative-run Newcastle-under-Lyme Borough Council, I look forward to lobbying the Ministry accordingly.
Let me close on a more personal note. My parents are in the Gallery this evening. They, like their parents before them—I am sorry that my 99-year-old grandmother could not make the trip today—always stressed the value of education. A number of Members have also stressed that in this debate. It is, I think, the greatest tool of social mobility that we have. In my time in this place, and in supporting this Queen’s Speech today, I want to ensure that every child in Newcastle-under-Lyme and across the country—every young person—can make the very best of themselves, be the best that they can be and that, in the Prime Minister’s words, we level up across the country. I look forward to supporting this Queen’s Speech and its agenda, and making sure that, in my time in this place, I represent the people of Newcastle-under-Lyme.
