Gentleman and I have had many disagreements, there is no one who doubts that he is a very assiduous constituency Member, and he is right that the pressures faced by a number of people in the private rented sector are significant. The principal reason for those rental pressures is inflation. We can debate the causes of inflation, but this Government are determined to do everything possible to halve it. and I believe the steps that we are taking have shown progress so far.
Please forgive me; I am just responding to the right hon. Gentleman. It is the case that our effective system of tribunals ensures that excessive rents that are way out of kilter with the market can be dealt with. However, one of the challenges of rent controls of the kind that I believe he is advocating, and that have been advocated by others on the Labour Front Bench, is that they are proven to reduce supply overall, and a reduction of supply on the scale that an intervention of the kind that he puts forward would only increase rents and reduce the capacity of people to be able to live in the private rented sector.
My right hon. Friend is nearly always right and always honourable.
I, too, put on the record my entry in the Register of Members’ Financial Interests. Some months ago, I raised with the hon. Member for Kensington (Felicity Buchan), who is present, my concerns about the illegal eviction laws, which are over 40 years old, complex and difficult to understand. Unless we reform illegal eviction law alongside section 21, I worry that bad landlords will take matters into their own hands. Has the Department taken into account the concerns that I raised with Government officials about reforming illegal eviction law at the same time?
I know that my colleague the Housing and Planning Minister has met the hon. Lady, and we will respond in further detail about the steps that we propose to take.

Commons ChamberFirst, I thank the hon. Lady for her kind words about Max Caller. He is a first-class professional, and I know he will do an excellent job with the other commissioners. Secondly, I think it is fair to say—I do not want to make a party political point—that the local audit situation requires both investment and leadership. One of the first things I sought to do when I arrived in the Department was to ensure that the Office for Local Government can play a system leadership role in helping to reform and improve that process. I completely agree with the hon. Lady on that.
The hon. Lady’s central point was about task and finish, which some Members may think sounds like a good thing. A task and finish group is a team that sets out to resolve a problem and dissolves itself when the problem is finished. It seems to be the model of what we should have in administration: not a permanent bureaucracy, but a taskforce. However, task and finish in Birmingham, and indeed in some other local authorities, has basically meant the binmen—the scaffies, as we would say in Scotland—knocking off early as soon as they had claimed that they had finished their task and yet claiming for their full working day. Again, it is not an effective way to run any public service.
Councils across the country are struggling under severe financial constraint and there is no doubt that local government is badly underfunded. However, I want to commend my Bath & North East Somerset Council for having shown great prudence in order to rebuild its finances, and I hope the Secretary of State will join me in praising it. The reform of the audit system has been mentioned, but may I ask him: what timeline can we expect for a reform of that system? When does he think the backlog of unpublished opinions will be cleared?
I am grateful to the hon. Lady for that and I had the great privilege of visiting Bath recently to look at a housing development. Just as some Labour councils are good, I believe there are one or two Liberal Democrat councils that are good, although I certainly shall not be naming them at this Dispatch Box now. More broadly, we are taking steps to deal with the audit situation she mentions and my hon. Friend the local government Minister can brief her in detail, should she wish, about that situation.

Commons ChamberMy hon. Friend has been vigilant on behalf of communities in Northern Ireland. We will make a statement later this week. The Minister for Levelling Up, my hon. Friend the Member for Bishop Auckland (Dehenna Davison), and I will do everything we can to ensure continuity of funding for those services.
The south-west is one of the least affordable areas in the UK. The Liberal Democrat council in Bath wants to build at least 1,000 more social homes for rent by 2030, but faces significant barriers to purchase land. Will the Secretary of State give councils the first right to purchase public land as it becomes available, so that they can build desperately needed social housing?
We will do everything we can. I congratulate Bath and North East Somerset Council on wanting to build more social homes. It must be a first that a Liberal Democrat council is in favour of homes for its residents—normally, they oppose such developments. I am glad to hear it.

Commons ChamberMy hon. Friend has a matchless knowledge of the planning process. Again, I urge all colleagues to read my decision letter and also the inspector’s report, which gives a full account of all the evidence that was placed before him. As I said in my statement, this planning application has given rise to strong feelings on both sides, but the inspector’s report lays out a particular case and, as I read the inspector’s report and saw the conclusions that he drew, so my decision letter followed. I hope that all colleagues will have the chance to read the report and make their own judgments.
This decision makes a travesty of the word “transition”. It is a full-blown backward step to more fossil fuel in the UK. In June, the Government overturned a local planning decision not to allow drilling at Horse Hill in Surrey. Now we have mining in Cumbria. This is a trend, and as we have heard, most of the coal is for export, not for local or UK need or use. Industry needs to make a profit, hence the vast quantity that it wants to export for profit for the fossil fuel industry. If the issue is that the Government are stuck with a quasi-judicial planning decision, is it not high time for root and branch reform of the planning system to put net zero at the core of every decision, rather than bending to the fossil fuel industry?
Again, I urge the hon. Lady, who I know takes environmental issue seriously, to look at the inspector’s report in full. She should look, for example, at paragraph 21.127, where the inspector outlines that there will be
“some, but unquantifiable, likely reductions in GHG emissions from transportation”
as a result of domestic production. Looking at the report in full and in the round, she will see that all the environmental arguments, which she takes seriously, are rehearsed, considered and then an appropriate conclusion is made.
Entirely separate to the planning inspector’s report, I would welcome her and her and party’s contribution to the consultation on the national planning policy framework that we have put forward. I am sure that she will find in that a number of measures that will meet the concerns that she and others have expressed in order to safeguard our environment more effectively.

“In my Father’s house are many mansions”,
and it is certainly the case that we want to work with the Church of England to unlock more land and support its drive to secure greater access to affordable housing. I have recently been in touch in particular with the Bishop of Kensington, Graham Tomlin, and I know he will be taking forward further conversations in order to achieve the goals he and I and the Second Church Estates Commissioner share.
Active travel is central to levelling up the nation’s health, air quality, social connectedness and prosperity. The Government committed £710 million of new active travel funding at the spending review and are establishing active travelling to support places. The White Paper will discuss transport’s contributions to levelling up, including of course active travel.
I thank the Secretary of State for that answer. He knows of course that travel accounts for nearly a third of the UK’s carbon dioxide emissions, with the majority coming from petrol and diesel vehicles. In my constituency of Bath the council is working very hard to get to net zero by 2030, and active travel is a key part of that. So in the upcoming planning reforms will the Secretary of State include the 20-minute neighbourhood principle, which ensures that people can access services and goods within a 20-minute return walk?

Commons ChamberOf course I cannot comment on any individual planning application, but I know what a brilliant job my hon. Friend does in representing his constituents, so I look forward to meeting him to listen to the case he is making, or to a member of my ministerial team doing so.
Despite Bristol University students being housed in Bath because there were not enough students from Bath University, a planning inspector ruled this year that more purpose-built student housing was needed. What does the Secretary of State suggest a local authority should do when it is overruled in this way?
The planning inspector is, of course, there to ensure that there is effective compliance with the housing requirements on the part of local authorities. However, one thing that I would say for any planning inspector is that they depend on consistency, and there has been consistency in the way in which the Government have approached these issues. Where there has been inconsistency is in the position of the Liberal Democrats, who campaign in seats such as Chesham and Amersham on the basis that they are wholly opposed to new housing and development, and then, at a national policy level, call for even more houses to be built than this Government. Were it not for the fact that the phrase “hypocrisy” would be unparliamentary, that, I am afraid, would be the best description of the multi-faceted bottom-feeding perversion of consistency that is Liberal Democrat housing and planning policy. To describe it as hydra-headed would be an understatement, when it comes to the many contorted positions that the Liberal Democrats occupy on this issue.

The Minister just said that public scrutiny is always welcome, so does he not agree that instead of all the reports relying on leaks in the newspapers and on accusations in Dominic Cummings’ blog, the best way forward would be to get all the facts straight in an independent public inquiry into the Government’s handling of the pandemic? Will he urge the Prime Minister to go ahead with it without delay?
The hon. Lady makes the very fair point that we need, in due course, an independent public inquiry into dealing with the pandemic, but I also think it is important that we concentrate now on the successful vaccine roll-out and on making sure that the road map on the lifting of restrictions, to which so many people are quite rightly looking forward, is in place. There will be time for an independent public inquiry and there will be lessons to be learned; mistakes have been made. But I think it is important that we concentrate now on making sure that our economy is restored to health, that public services get back to the level that they should be, and that we deal with the virus once and for all.

Commons ChamberMy hon. Friend, like so many who served with distinction in Northern Ireland, contributed to ending terrorism. Those were hard-won gains, and there will certainly be no return to physical infrastructure of the kind that he had to negotiate when he so bravely served his country.
Can the right hon. Gentleman give me an indication of when we will finish negotiating and debating Brexit, given that 10 months on from getting Brexit done, we are still debating the same issues, and he said in his statement that further details will be worked through in the month ahead?
Far be it from me to prevent Liberal Democrats talking about whatever they wish to talk about. As I recall, the first person in this House to argue for an in/out referendum was the former right hon. Member for Sheffield, Hallam and Deputy Prime Minister, Nick Clegg, and people in the Liberal Democrats are still calling for referendums. I am a traditionalist; I love the fact that the Liberal Democrats are consistent in their determination to ensure that, however many referendums we have, we must have more. I am sure that Gladstone, Grey, Harcourt and Chamberlain would all salute the determination of the Liberal Democrats to stay true to their tradition and, when everyone else has settled the question, to say, “Let’s reopen it.”

Commons ChamberMy hon. Friend is absolutely right, and the credit should go to my right hon. Friend the Secretary of State for International Trade. She has not just concluded a free trade agreement with Japan, but has made progress on free trade agreements with Australia, on our accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership, and on other opportunities for businesses, including those in Stockton South, for which he is such a brilliant advocate.
I have been listening patiently for the past hour and I am still not certain whether we are heading for a no-deal Brexit or for a deal Brexit. Business always says that it wants certainty. What certainty can the right hon. Gentleman offer business at this very late stage now for 1 January 2021?
The certainty that I can offer is that we will be out of the customs union and out of the single market, and that as a result we will be able to take our place as an independent free trading nation. Businesses in Bath and elsewhere know what it is that they need to do. That is certainty. It is very different from the proposition that the Liberal Democrats put forward at the last general election, which was a second referendum or a third referendum—I have no idea how many referendums the Liberal Democrats wanted. One thing I do know is that they returned fewer than a dozen MPs, which shows what the country thought of that.
