I congratulate the hon. Member for Totnes (Anthony Mangnall) on securing this urgent question. Today the situation in Bosnia and Herzegovina is extremely serious. I visited Bosnia and Herzegovina in 2013 as part of a delegation with the British group of the Inter-Parliamentary Union. I well remember our chaperone in Sarajevo telling me how she had been shot in the leg by a sniper in the 1990s when she was a small child. We do not want those dark days to return.

At the time of my visit in 2013, the situation was precarious, with the Dayton agreement widely seen as a holding operation. It did not really provide a way forward, but it did help keep a lid on the conflict. Now the situation is undoubtedly dangerous. The Dayton agreement is under serious strain, with the very real risk that the country will fragment and conflict will once again erupt. There is the distinct possibility that the President of Republika Srpska, one of the two autonomous elements of Bosnia and Herzegovina, will withdraw from the federal Bosnian army and create a separate force. With the threat of Serb withdrawals from other state institutions, the situation is extremely serious, and not only for Bosnia; as the EU’s High Representative has said, there could be implications throughout the western Balkans if the situation deteriorates in Bosnia and Herzegovina.

My questions to the Minister are these. First, what pressure are the UK Government applying internationally to prevent the Serbs in Republika Srpska from fracturing the Bosnian army and the institutions of the Bosnia and Herzegovina state? Secondly, what representations have the UK Government made to China and Russia for them to adopt a more constructive attitude towards Bosnia and Herzegovina? Every effort must be made to insist that all ethnic groups continue to work together. Thirdly, what co-operation is there between the UK and our EU allies to ensure that the EU’s 700-strong peacekeeping operation, EUFOR, plays an effective role in helping to maintain peace during the coming months?

The hon. Gentleman makes some incredibly important points, and in many respects I echo the concerns that he has raised. With regard to working with our international partners, which goes to the core of his questions, we maintain a close engagement with EUFOR. Having left the European Union, we are no longer formally part of it, but, alongside the United States of America, we pushed for the mandate renewal, and we were very pleased that that was successful. We will continue to support it.

The key institution here is the High Representative, Mr Christian Schmidt, and we will continue to lobby in support of the work that he is doing on the international stage. However, the hon. Gentleman is absolutely right that we have to prevent the fragmentation of this country, because that would almost inevitably be the precursor to further conflict. Many of us in this House have seen the genuine horror that conflict in this region brings, and we must work together with our international partners to do everything we can to deter that from happening.

The UK travel advice on Iran has remained consistent for some time. We strongly advise against all travel to Iran. Our ability to offer consular support, for the very reasons that we have discussed here, is severely limited. My right hon. Friend will forgive me if I choose not to disclose how many people we believe are in incarceration. Our view is that, while that might be frustrating to many, it is sometimes better that we exert the pressure that we exert quietly, rather than publicly.

I congratulate my hon. Friend the Member for Hampstead and Kilburn (Tulip Siddiq) on securing this urgent question and on the sterling work she is doing on behalf of her constituent, Nazanin Zaghari-Ratcliffe. Six months ago, my hon. Friend secured a similar debate on the second sentence Nazanin was given by the Iranian authorities. Now, Nazanin has lost her appeal to overturn that spurious conviction and faces the prospect of returning to prison, where we know conditions are very poor. This means she may not see her husband and young daughter until 2023. Yesterday, her husband Richard Ratcliffe began, as we have heard, a hunger strike outside the Foreign, Commonwealth and Development Office. When I met Richard earlier today, he showed his courage and determination, and he made clear to me that he was taking this action because he has lost faith in the Government’s broken strategy.

After over 2,000 long days, it is surely time for the Government to fundamentally rethink their whole approach to Nazanin’s predicament and the predicament of the other dual nationals who are in a similar position. Last week, in reply to questions from my hon. Friend and me in a Westminster Hall debate, the Minister said that the Government remain absolutely committed to securing the full release of Nazanin and the other imprisoned dual nationals. The new Foreign Secretary has said that she will continue to “press Iran” on the issue.

My question today is straightforward: what precisely is the Government’s strategy for bringing Nazanin and the others home? Words are not enough. It is surely time for the Government to take real and robust action.

I understand the frustration that is clearly in the hon. Gentleman’s voice and I assure him that that is echoed by everyone involved in the situation. The incarceration of British dual nationals is down to Iran. The most recent charges brought against Mrs Zaghari-Ratcliffe are as spurious as the original charges and we demand that the Iranian regime releases her. I assure him that we are exploring every option. I assure him that, if he were able to come up with specific ideas that we had not already explored, they would be listened to and taken seriously. I also assure him, however, that we have explored and continue to explore every option to secure the release of all the British dual nationals currently held in incarceration in Iran.

It is a real pleasure to serve under your chairpersonship, Ms Nokes. I had hoped to speak yesterday about Sir David Amess. He was a man of great knowledge and experience, and he had a great interest in this area. I got to know him very well during the last few days of his life. He was a very decent and honourable man, and we all regret his passing.

I congratulate the right hon. Member for Preseli Pembrokeshire (Stephen Crabb) on securing a debate on what he says, quite correctly, is an extremely important issue. As has been made clear this afternoon, the multilateral negotiations with Iran have stalled. Progress had been made when President Rouhani of Iran was in power, but a deal had not been concluded before he left office in August this year. Since then, President Raisi has come into office and the talks have stopped. I am sure we would all agree that this is a worrying situation, as my hon. Friend the Member for Birmingham, Selly Oak (Steve McCabe) said very clearly.

According to the Tehran Times, the Iranian Foreign Minister said to the Iranian Parliament that the United States

“must certainly take serious action”

before any new negotiations take place. According to some commentators, it seems that President Raisi is adopting a hard approach. That is extremely worrying. Because of Iran’s violations of the JCPOA, Iran could, if it was so inclined, produce enough nuclear material for a nuclear bomb literally during the next few months. In the past year, Iran has successfully enriched uranium to a new threshold just short of the grade needed for a nuclear weapon. In addition, there are other weapons-related activities that are currently prohibited by the JCPOA that Iran might develop under the guise of civil nuclear necessity. These reports all make the situation very concerning and raise the question of how the international community should respond. We know that both the United States and Israel have threatened to use force to prevent Iran from developing nuclear weapons—I would suggest that it is in the back of the minds of one or two Members here that that might happen. However, we should be acutely aware of the huge risks involved in military action. We should be cognisant of the fact that as Kelsey Davenport, director for non-proliferation policy at the Arms Control Association, has said this could

“backfire in the long run”,

and a

“larger-scale attack could push Tehran to consider abandoning its Nuclear Nonproliferation Treaty commitments”

and developing nuclear weapon production

“in order to deter further attacks”.

An alternative option has been suggested, and I ask Members to think about it. That would be to restore the JCPOA talks on the basis of an interim agreement or a gesture-for-gesture arrangement that reduces the proliferation-sensitive activities of Iran in exchange for certain and very limited sanctions relief for Iran. If that approach was successful, it could take us beyond the current impasse and allow for new negotiations to be mapped out that would take us beyond the confines of the JCPOA, which many Members have accurately pointed out, and give us scope for sanctions relief. That could provide the opportunity to address other concerns about Iran’s activities—namely, as Members have mentioned, the development of a ballistic missile programme designed to deliver nuclear weapons, and Iran’s support for terrorist groups and militias throughout the middle east. Those must be placed near the top of the agenda. In other words, perhaps there needs to be a short-term approach but also a longer-term perspective if we are serious about dealing with the issue of Iran in the long term.

Finally, we are all extremely concerned about the widespread human rights abuses occurring in Iran as we speak. Hostage taking is absolutely deplorable. I congratulate my hon. Friend the Member for Hampstead and Kilburn (Tulip Siddiq) on her determination in championing the case of her constituent, Nazanin Zaghari-Ratcliffe, but also those of the other dual nationals who are held illegally in Iran. I look forward to the Minister’s response to that specifically, to see whether any progress has been made.

Our country must go beyond its current approach of discreet pressure on Iran regarding human rights abuses. We should be actively considering extending Magnitsky-style sanctions against key Iranian perpetrators of human rights abuses. I would like to hear the Minister’s response to that suggestion specifically.

Iran is an ancient country. It has a rich culture, is capable of developing a strong and diverse economy, and has the potential to be a positive member of the international community. However, that will happen only if we are firm in our goals and determined to work in partnership with the United States and the European Union by insisting that firm objectives must be realised.

A week ago last Sunday, The Observer newspaper quoted a whistleblower who had access to Foreign Office email accounts. He said that MPs were not getting replies to the emails they had sent, and:

“It’s not just that MPs weren’t getting replies—their emails weren’t being read”.

The source also said that there was a backlog of 5,000 emails.

On Monday this week, the Prime Minister and the Foreign Secretary stood before the House and made commitments to Members on all Benches. Referring to a question from the right hon. Member for Ross, Skye and Lochaber (Ian Blackford), the Prime Minister said:

“I can tell him that by close of play today every single one of the emails from colleagues around this House will be answered”.—[Official Report, 6 September 2021; Vol. 700, c. 26.]

Later that day, the Foreign Secretary said,

“we will have replied to all MPs’ emails received by 30 August asking for an update by today.”—[Official Report, 6 September 2021; Vol. 700, c. 47.]

Both those commitments have been broken. That clearly runs against the basic principle of this House and treats Members from all parties with utter contempt. Given that MPs continue to wait for detailed emails on hundreds of cases, it raises the prosect that the Government knew at the time that they were making a promise to Members that they could not or would not keep.

The seriousness of these cases demands a serious response. Many of the people involved are vulnerable—women, children, families, LGBT+ people, people who have worked alongside the UK in Afghanistan and people living in fear of the new Taliban regime. Members’ staff have worked incredibly hard, as have Members from all parties themselves, so will the Minister now tell us, clearly and definitively: when will these emails be fully and comprehensively answered?

Two hundred thousand emails were received. Although it is absolutely the case that the people in Afghanistan—whether they be British nationals, Afghans who worked for us or at-risk Afghans—are a priority, it is just not possible to open, analyse and respond to 200,000 emails in the same timescale that we would normally be able to.

The commitment made by my right hon. Friends the Foreign Secretary and the Prime Minister was discharged: every single MP received a response so that they knew that their email had been received and opened and would be worked on. The detail on where those emails have been triaged to and, in respect of cases that are being dealt with by the FCDO, the initial status of cases will be, as I said, provided to right hon. and hon. Member from all parties by 16 September. The commitment that was made was discharged. We will continue to work on behalf of British nationals and at-risk Afghans and we will ensure that any correspondence received directly by the FCDO is triaged and sent to the most appropriate Government Department for processing.

The hon. Gentleman is right that we are concerned about the humanitarian situation in Yemen. We have given over £1 billion-worth of aid to Yemen since the conflict began. I recently spoke about the food security issue with David Beasley of the World Food Programme in the margins of the G7 in Italy.

The best thing we can do for the people of Yemen is to bring this conflict to a conclusion. We engage constructively with the Saudis and the Government of Yemen but, unfortunately, the people we have the most difficulty engaging with meaningfully are the Houthis, and I publicly call upon them to engage with us, to engage with the UN, to engage with this process and to bring peace to these people who so desperately need it.

Where is the morality and sense in the Government trumpeting at the G7 the importance of fighting famine while, at the same time, withdrawing food aid from nearly a quarter of a million people in Yemen? As my hon. Friend the Member for Sheffield Central (Paul Blomfield) said, Yemen is facing what the UN is calling the worst famine in decades. I am told by the aid agencies that the Government have said they hope to restart the life-saving programmes at some point next year, which is a year too late for those in need now. It is also totally impractical and wasteful to shut down the delivery infrastructure, which takes years to build, only to restart it from scratch a year later. Would it not be better to maintain the current programmes, which are so badly needed and which enhance the UK’s global reputation, rather than making the poorest pay for the global pandemic?

Despite the worst economic contraction in 300 years, the UK remains one of the largest bilateral donors in supporting the humanitarian efforts in Yemen, but it is not just about money, important though that it is; it is also about bringing the diplomatic power of the Foreign, Commonwealth and Development Office to bear. I spoke with the Government of Yemen about making sure fuel ships outside the port of Hodeidah are able to land, so that fuel can be used to mill grain and transport food. That work, alongside our work with the United Nations, the Saudis and the Government of Yemen to bring about peace, is the best thing we can do to help the medium and long-term situation for the people of Yemen.

It is a pleasure to serve under your chairpersonship, Dame Angela. I, too, am pleased that today’s debate has been secured and congratulate the hon. Member for Eastbourne (Caroline Ansell) on doing so.

Even though this is a European Union review, Members across the House have been asking questions for some time about what was happening with it and why it was delayed for so long. Indeed, I have asked parliamentary questions myself. It is right that questions have been asked, because the UK Government fund much of the Palestinian National Authority’s educational work. That funding might not pay for the textbooks themselves, but it pays the salaries of up to 39,000 civil servants on the west bank, including 33,000 Ministry of Education and Higher Education civil servants and teachers.

It is also right that we are concerned about the content of educational material. I speak as a former teacher and educationalist myself when I say that education is vital in helping to inculcate understanding in children of the world in which they live, the values that should define their future lives, and their participation in society. It is important to realise, however, that formal educational textbooks are only one of the influences on children in the Occupied Palestinian Territories.

To truly understand what Palestinian children are subjected to, one must understand the repressive and unfair nature of the Israeli military occupation and the impact of the Israeli military detention system on young Palestinian people. I strongly urge Members to read the excellent report by Save the Children, and also the report to which the right hon. Member for Orkney and Shetland (Mr Carmichael) for Orkney and Shetland referred, which clearly shows the impact that demolitions and evictions have on Palestinian children.

Today, however, we are discussing the EU report. It is a detailed report, and I believe it is objective in its approach. That is what I would expect from an expert, specialist institution such as the Eckert Institute. The report is nearly 200 pages long, and it paints a complex picture of the content of educational material. However, the report’s executive summary indicates that it is possible to define and identify three overarching features. The first is that

“the textbooks adhere to UNESCO standards and adopt criteria that are prominent in international educational discourse, including a strong focus on human rights.”

Secondly, the report says the textbooks

“express a narrative of resistance within the context of the Israeli-Palestinian conflict”.

Thirdly, the examples that the report has analysed

“display an antagonism towards Israel”.

Those are the essential conclusions of the report.

In its examination of the textbooks and other educational material, the institute found that there was extensive coverage of global citizenship education. Throughout the textbooks, calls for tolerance, mercy, forgiveness and justice are to be found. There are positive examples of progressive representations of various social, cultural and religious groups living together. These include a diversity of skin colour, gender and physical abilities. The report says that the textbooks

“affirm the importance of human rights in general”,

but that the universal idea of human rights is

“not carried through to a discussion of the rights of Israelis”.

The textbooks rightly support international conventions with regards to the Israeli-Palestinian conflict, but in many cases they unfortunately adopt what can only be described as a one-sided representation of Israel. In fact, the term “Israel” is seldom used. We see more regularly the use of the terms “Zionist” and “Zionist occupation”, which are frequently found in the textbooks examined. What is also worrying is the unsatisfactory way in which Israel, and the renunciation of terror, is dealt with.

The report says there was a good discussion of the peace process in the middle east in a textbook for year 10. It traced a number of statements and declarations since 1977 that indicated the steps taken towards the recognition of Israel and the renunciation of violence and terrorism by the Palestine Liberation Organisation. The recognition of Israel’s right to exist in peace and security is documented clearly in the letters from Yasser Arafat to Yitzhak Rabin, to which the textbooks refer. Although that is a good example, it stands in contrast to the questioning of the legitimacy of the state of Israel, which is expressed in other passages and textbooks.

Although there are accurate and positive references to Jewish people historically and contemporaneously, there are also disturbing references that can only be described as antisemitic. The report also found disturbing references to the concept of jihad. The report noted that the term is rarely connected to the current Palestinian-Israeli conflict, but that there were instances where the term was used, which can lead only to a potential escalation.

The report also found that references to violence were treated differently, depending on who or what was being described. In the report’s words, textbooks in the Arabic language

“contain emotionally leading depictions of Israeli violence that tend to dehumanise the Israeli adversary”.

Not only is this approach dominant when it comes to covering conflict; it is also the case when discussing the British mandate. Throughout the textbook for history, geography and social studies, the Israeli opponent is portrayed as aggressive and hostile. That is surely wrong, if we are concerned about movements towards peace and realising our long-standing commitment to a two-state solution for Israel and Palestine.

I have to say that I am mildly encouraged by the paragraph in the report that states that, after initial completion, an overview was conducted comparing 18 more recent textbooks, which showed real measures of improvement. In the newer textbooks, there was an increase in the representation of women and Christians and a reduction of the text and images that had the ability to cause escalatory potential, including the removal of antisemitic content in several points of the narrative. The report also refers to other improvements and modifications.

Despite those changes, there is still cause for concern. The question is: how do the Government respond? The UK Government have a memorandum of understanding with the Palestinian Authority that says that the PA must adhere to the principles of non-violence and respect for human rights. Under the MOU, the Department for International Development—now the Foreign, Commonwealth and Development Office—is required to take action when the PA is not adhering to those principles. In December 2018, DFID stated that it expects textbooks

“to be academically rigorous and they must not incite racial hatred or violence under any circumstances.”

I know the Government have a regular dialogue with the Palestinian Authority, but I ask the Minister to make it abundantly clear that the significant issues that this report has highlighted must be addressed quickly. Furthermore, will he indicate whether he will initiate an ongoing review so that the content of textbooks is monitored and evaluated regularly?

Overall, yes, but there were examples where they did not. We agree with the thrust absolutely.

The hon. Member for Caerphilly (Wayne David), who is very experienced in these matters as a former Minister and MEP, asked us to continue the regular dialogue and raise this issue specifically. The Minister for the Middle East raised it with the Palestinian Education Minister, to whom the hon. Member for Hammersmith (Andy Slaughter) referred, on 5 May. The Foreign Secretary also raised it with the Palestinian Foreign Minister on 26 May. Hopefully that gives an indication of how active the Government are. It is particularly important as part of our commitment to education overall.

I put on the record, as others have done, that the Government do not—I repeat, do not—fund textbooks in the Occupied Palestinian Territories, but, as hon. Members have referred to, we do provide money for teachers.

I was wondering about the issue of monitoring the textbooks. We are discussing a European Union report. I imagine such reports will not be as accessible by us in the future. Are the Government going to carry out any monitoring of Palestinian textbooks?

I shall not bite at the EU point, but on the broader and serious point, there clearly needs to be ongoing work—this is not the end of the process, with some clear conclusions that are going to put an end to the matter. That may be through our EU partners. We work with other international partners. We work with the UN, the Americans and we will continue to work with the EU.

I reassure the House that teachers are carefully vetted. Our money to support education and health went into a specially dedicated bank account. It is only paid to individuals who have gone through the vetting process through the EU mechanism. I note the point of the hon. Member for Caerphilly about the future, but we are still contributing to the EU budget as part of the transition, so can quite reasonably expect to participate as a more direct and historic partner, as well as a partner in the broadest sense.

Each payment is independently audited to make sure it goes to the intended recipients. Although I do not want to negate the points made about textbooks, it is the teachers who are absolutely crucial.

We remain committed to a two-state solution. Making sure that children are educated in the best way is very much part of that. The contrary is also the case. There is a real risk, if children are not educated in an inclusive way, that it will make life worse.

My right hon. Friend the Foreign Secretary travelled to both Israel and the Occupied Palestinian Territories shortly after the most recent scenes of violence. We enjoy good relations with both the Palestinian Authority and the Government of Israel, and we will of course be working with the new members of the Israeli Government to pursue the long-standing UK policy of finding a sustainable, peaceful two-state solution. I have no doubt that I speak on behalf of my right hon. Friend when I say that our efforts in this area are undiminished.

May I begin by expressing my sympathies to the families of the HALO Trust staff who lost their lives in Afghanistan? They were killed by an armed group while on a mission clearing land mines; they were extremely brave people and we pay tribute to them.

The British consul in Jerusalem recently visited his neighbours in Sheikh Jarrah. In support of the Palestinians he said that the threat to the community

“grows more acute by the day”.

He correctly stated that,

“Settlement activity & associated evictions & demolitions”

in East Jerusalem

“are illegal and undermine prospects for peace.”

Those are powerful words but what is needed is action, so what do the Government propose to do to ensure that Palestinians in East Jerusalem can live in peace and security, and that the rule of law prevails in East Jerusalem?

The UK Government’s position on demolitions, settlement expansion and annexation is clear and long-standing. As I have said, we enjoy good bilateral relations with the Government of Israel and are able to speak with them frankly and firmly when we believe that their actions are counterproductive to a peaceful two-state solution. We will continue to do so, but ultimately the resolution to this long-standing challenge will be through negotiations between the Government of Israel and the leadership of the Palestinian Authority, supported—perhaps even facilitated—by their friends in the international community, such as the United Kingdom.

It is a pleasure to serve under your chairpersonship, Mr Dowd. I am pleased that this debate is taking place today, because there is tremendous public concern about this issue: witness the fact that two very significant petitions have been submitted to the House, and I am pleased that the Petitions Committee has brought them forward for a debate. Let me say at the outset that there can be no justification whatever for antisemitism in any shape or form, whatever people’s views are on the Israel-Palestinian issue: let us be clear about that.

Just a few weeks ago, nearly 300 people, Israelis and Palestinians, lost their lives in a violent conflict between Hamas and the state of Israel. The Labour party strongly condemns the firing of rockets by Hamas, and we strongly condemn the air attacks by Israel that led to such a large loss of life. Labour called for an immediate ceasefire, and we were pleased that international mediation led to a ceasefire. The immediate issue that led to the conflict was the appalling violation and desecration of the al-Aqsa mosque in Jerusalem. That was disgraceful, and the international community must do all it can to ensure that such scenes never happen again. Religious sects must be respected at all times.

The second immediate reason for the conflict was the prospect of the forced eviction of Palestinians in East Jerusalem, and in particular from the community of Sheikh Jarrah. Labour believes that the occupation of East Jerusalem by Israel is completely wrong, and we do not recognise the annexation of East Jerusalem by the state of Israel. The city of Jerusalem must be shared by Palestinians and Israelis. It is totally unacceptable that illegal Israeli settlers are trying to displace Palestinians from their homes—homes that their families have lived in for generations.

There are also longer term issues at the root of the conflict, which must be addressed. They stem from the Israeli occupation of 1967. Since then, and especially over the past few years, we have seen an increase in the size and number of illegal Israeli settlements. International law states clearly that those settlements are illegal, and we stand four-square behind international law—no ifs or buts. We have also seen a dramatic increase in the number of demolitions of Palestinian structures on the west bank by Israeli authorities, which again contravene international humanitarian law via the fourth Geneva convention and the Rome statute of the International Criminal Court.

At the same time, we have seen the totally unacceptable treatment of Palestinians throughout the occupied territories. As a former youth worker, I have long taken a keen interest in the treatment of children by the Israeli authorities in the occupied territories. The military court system operates in a cruel and unacceptable way: young people are denied basic rights, frequently denied contact with their parents, and incarcerated in a way that inevitably leads them to be psychologically scarred for the rest of their lives.

If we are talking about injustices, we have to focus on Gaza, too. Before the recent conflict in Gaza, the situation was bad: now, it is much worse. Whatever the profound disagreements that the Israeli Government have with Hamas, there is no justification for the present blockade, which exacerbates the humanitarian suffering of the people of Gaza. Those injustices cannot be resolved through conflict. They can be addressed and resolved only though meaningful negotiations, which must lead to a two-state solution: a viable Palestine alongside a secure Israel. In 2014, this Parliament called on the UK Government to recognise the state of Palestine. The Government say that they are committed to such a recognition, but as the Leader of the Opposition made clear last week, it is high time for that recognition to happen.

While it is certainly politically expedient to call for the recognition of Palestine right now, given certain by-elections, does the hon. Gentleman not agree with his own colleague: how can we recognise something when we cannot define it? What borders would it have, and without any real borders, is it really a state?

With all due respect, what I am saying is what I believe to be right, and what the Labour party deems to be right. There is no expediency about it—it is a long-standing commitment that we have, and we stick to it. Of course, there are issues to be worked out, but it sends an important signal that we believe that there should be an active Palestinian state and that we recognise it as a matter of principle.

I am sure that the Government would wish to see a peace process recommence as soon as practicable, but if the goal of negotiations is a two-state solution, it would seem sensible for the UK to join 139 other countries across the world to recognise the state of Palestine now. With regard to sanctions, particularly on arms, it is important that we take stock of the changing situation. Some Members will recall that Labour called on the Government to implement a ban on goods from the illegal settlements and any annexed territories. I am pleased that the Trump-Netanyahu plans for annexation were not implemented, and President Biden has called for all new settlements to be stopped.

We have a newly elected Government in Israel, and I for one am pleased to see the back of Netanyahu. It is sensible to wait a little to see how the Israeli Government respond to the situation. The British Government must assess, in line with all our obligations, the use of exported arms and equipment in the recent conflict. We need a report to Parliament setting out whether any licences for exports could be used to commit acts of internal repression, external aggression or violations of international law.

The reality is that a peace process will not be established overnight, let alone a lasting peace. What is the case, however, is that for peace to be negotiated, achieved and maintained, we need an ongoing process of reconciliation between Palestinians and Israelis. Like my hon. Friend the Member for Birmingham, Selly Oak (Steve McCabe), I very much hope that the Government will make real their commitment to a peace fund, and join President Biden to ensure that it is established as quickly as humanly possible. I genuinely believe that the overwhelming majority of Palestinian and Israeli people want to live in peace. It is our responsibility in Parliament to make sure that we do everything we can to make their dream a reality.

Since I was last at the Dispatch Box on 13 May, we have sadly seen further violence and more civilian deaths. I am sure the House will join me in offering condolences to all the families of those civilians who have been killed or injured across Israel and the Occupied Palestinian Territories.

Mr Speaker, with your permission I will set out to the House the work that the Government are doing, along with others, to bring about a peaceful resolution. We are urging the parties to work with mediators towards an immediate ceasefire to prevent further loss of life and a worsening humanitarian situation. We are supporting United Nations, Egyptian and Qatari efforts to that end, and we work closely with the United States.

We are also prioritising our own diplomatic efforts through both bilateral and multilateral channels. The Foreign Secretary and I, with the support of our diplomats on the ground, have been working to progress the conditions needed for an immediate ceasefire. The Foreign Secretary has spoken in recent days with the Israeli Foreign Minister and the Palestinian Prime Minister; he reinforced our clear message of de-escalation and our desire to work together to end the violence. I delivered similar messages to the Israeli ambassador and the Palestinian head of mission in London.

We have also engaged regional partners at ministerial level. The Foreign Secretary spoke with the Foreign Minister of Jordan on 17 May and just this morning I spoke with a number of ambassadors from Arab states to reiterate the need for an immediate ceasefire, and I underlined our shared goal of a peaceful two-state solution. We are playing a leadership role in the United Nations Security Council, where we are calling for measures by all sides to reduce further violence. We will participate in the emergency UN General Assembly session later this week.

The UK unequivocally condemns the firing of rockets at Jerusalem and other locations within Israel. We strongly condemn these acts of terrorism by Hamas and other terrorist groups, who must permanently end their incitement and rocket fire against Israel. There is no justification for the targeting of civilians.

Israel has a legitimate right to self-defence and to defend its citizens from attack. In doing so, it is vital that all actions are proportionate, in line with international humanitarian law and make every effort to avoid civilian casualties. We are aware of medical institutions, a number of schools and many homes in Gaza that have been destroyed or seriously damaged, and we are concerned that buildings housing media and humanitarian organisations such as Qatar Red Crescent have been destroyed. We call on Israel to adhere to the principles of necessity and proportionality when defending its legitimate security interests.

We are also concerned by reports that Hamas is once again using civilian infrastructure and populations as a cover for its military operations. Humanitarian access is essential, and we urge all parties to allow the unimpeded entry of vital humanitarian supplies. Hamas and other terrorist groups must cease their mortar attacks on these crossings. We urge all parties to work together to reduce tensions in the west bank, including East Jerusalem. The UK is clear that the historic status quo in Jerusalem must be respected. Violence against peaceful worshippers of any faith is unacceptable.

The UK position on evictions, demolitions and settlements is clear and long-standing: we oppose these activities. We urge the Government of Israel to cease their policies related to settlement expansion immediately and instead work towards a two-state solution. The UK will continue our intensive diplomatic efforts in the region focused on securing a ceasefire and creating the conditions for a sustainable peace.

It is of enormous concern to everyone in the House that in this conflict between Hamas and Israel nearly 300 people have been killed, including 65 children. This is truly appalling. We condemn the rocket attacks by Hamas and the Israeli airstrikes, which have killed so many innocent people and severely damaged schools and medical facilities.

I listened carefully to what the Minister had to say regarding the Government’s position and his statement in favour of an immediate ceasefire. We have heard in the last few hours that the French and Jordanian Governments are making real efforts to bring about a UN resolution that would help to secure an immediate ceasefire. We have heard that there have been discussions with the Egyptians and the Germans. The name of the United Kingdom Government has not been mentioned.

I ask the Minister whether he would care to elaborate on what representations he has recently made to secure the objective of an immediate ceasefire. Could I also press him on what efforts his Government are making to provide humanitarian support for the people of Gaza? I urge the Government to do everything they can to restart a meaningful peace process as a matter of urgency. If further conflagrations are to be prevented, we need a process that will uphold international law, end the illegal occupation of the Palestinian territories and create a viable Palestinian state alongside a secure Israel.

I thank the hon. Gentleman for his recognition of the diplomatic work that the UK Government have put in. I can assure him that we remain fully committed to an immediate ceasefire, and we are working to that end. As I have said, the Foreign Secretary spoke with his Jordanian opposite number only a few days ago, and I spoke to ambassadors from the region this morning.

Some of the diplomatic efforts are done, quite rightly, very visibly through institutions such as the United Nations. Some—I am sure the hon. Gentleman will understand why—are perhaps done more discreetly and quietly. The international community is pulling together, both in the region and in Europe and the United States, to try to bring about a meaningful ceasefire and work towards what can only be the right way of bringing permanent peace to the region, which is through negotiated political means.

We have spoken with both Israel and the Palestinian Authority to work with them to de-escalate and bring about peace. My hon. Friend mentions the avoidance of civilian casualties, and we press for that as a priority in all instances. We will continue to work with parties both in the region and in multilateral forums—with the United States and the European Union perhaps most closely—to push for peace so that we do not have to hear of any more fatalities in either Gaza or Israel.

Like everyone else in this House, I have been appalled by what we have seen in Jerusalem, Gaza and Israel. The loss of life has been terrible, and my heart goes out to the families who have lost loved ones. The Labour party strongly condemns the indiscriminate firing of over 1,000 rockets by Hamas, and I also strongly condemn the Israeli actions that have killed Palestinian civilians. Israel and the Palestinians generally must do everything possible to de-escalate the situation, and I would urge the Government to do all they can to prevent further conflict. The violence must stop now. Once this terrible violence has ended, we must ensure that the root causes of the violence are recognised and addressed. The eviction of Palestinians from their homes in East Jerusalem must end. International law must be upheld, and all religious sites must be respected. At the same time, Britain and the international community must recognise the commitment to a two-state solution. Will the Government commit to doing this?

The hon. Gentleman highlights a number of areas where the UK’s policy is long-standing, particularly with regard to settlements and evictions, and I have discussed those issues a number of times from this Dispatch Box. The UK Government will continue to work towards peace—in the immediate instance to bring about the end to this particular violence, but in the longer term to secure meaningful, peaceful and prosperous two states. That remains the UK’s policy, and we will continue to work to bring that about.
