I cannot attach specific sums of money to the particular components to which the noble Lord refers. He will understand the Government’s commitment to the Dreadnought programme, an extensive, ambitious and challenging programme. We remain on track to deliver the first of class into service in the early 2030s, which we will do within the costs envelope announced in the National Security Strategy and Strategic Defence and Security Review 2015. That estimated the cost to be £31 billion and set aside a £10 billion contingency fund.

Which makes for better policy, and why, when there are force expansions by adversaries in capability, capacity, doctrine and battle-readiness: on the one hand, reinforcing our seat on the Security Council, NATO leverage and special relationship status, or, on the other, recognising our new status as a lesser-tier country but with a strategy of balancing the extent of the threat with nuclear disarmament and adopting more of a practical focus on IT capabilities and retaining 0.7% as our foreign aid contribution?

Responding from the perspective of defence, I do not accept the premise of the noble Viscount’s question. When we are dealing with threats to security and the safety of our country and our citizens, we go down all routes—security routes, MoD roots and diplomatic routes—and they are all vital. The recent settlement offered by the Government to the MoD reflects the importance that we attach to that.

I will look at the specific issue to which my noble friend referred and come back to her with a more detailed answer. On the broader front, we do retain a presence in Afghanistan and are concerned about the current situation, which we monitor on a regular basis. We shall certainly try to ensure, through our colleagues in the FCDO, that the necessary protections are in place.

My Lords, resource allocation also requires understanding of the role of the Armed Forces in a moderately peaceful, democratic society, and the UK’s preference for a non-interventionist approach towards foreign policy. However, should chemical, biological, radiological and nuclear capabilities, in addition to back-office activities such as cyber offence and defence, not now be bolstered and become centre-stage activities, together with mobilising the Army on Covid-related duties here and abroad, freeing up valuable resource as a result?

The noble Viscount identified two critical areas of activity. I agree with the importance that he attaches to them. As he is aware, we are positively responsive to these areas through our nuclear deterrent and our support for the Organisation for the Prohibition of Chemical Weapons. He will also be aware that the MoD is currently engaged in planning winter preparedness. We regularly review that, taking into account the possibility of our needing to be drawn on to meet MACA requests in respect of Covid. I reassure the noble Viscount that we are satisfied that we have the personnel and resources to respond to that.

First, I thank the noble Lord for his helpful comments; he speaks from singular experience in the field. The risk that he alludes to is not likely to materialise. As I said earlier, the whole point is that the Bill is framed not as abolishing rights but as placing these rights for exercise within the context of time limits. It is not a statute of limitations; it is not a pardon; and it is not an amnesty. I hope that, with a strong framework in our domestic legislation, such a manifestation will be unlikely.

My Lords, following on from that, I suggest that current policy is an affront to the sacrifice, service and spirit of the military covenant, which should be enshrined in law. Will this Government do that? If so, when?

My Lords, I pay tribute to the noble Baroness, Lady Hooper, with regard to thinking on Latin America. For my part, I have just returned from opening a hub in Mexico City to cover the Americas and the Caribbean. But it is to matters Russia and Uzbekistan that I wish to turn, before saying a word on events in the Middle East, with the common theme of the need for dialogue and engagement.

Following a chance but in-depth meeting in Nur-Sultan with the speaker of Russia’s Duma, Mr Volodin, I received an invitation to visit Moscow with two colleagues. The criterion that underpinned this invitation was that it should be parliamentarian to parliamentarian. All arms of government on both sides were aware, however, with funding arrangements made available by this House.

Time does not allow me today to go into the detail, other than to confirm that two full days’ straight-talk meetings, leaving no subject untouched, went well. Care was taken not to be perceived to undermine the interaction of government-to-government dialogue and to ensure that meetings were held across the political spectrum. I should refer to the constructive meeting with Speaker Volodin, as indeed with the International Committee of the Federation Council. A net outcome is that Duma and Federation Council members have requested to visit the UK to continue the dialogue as being a progression of things. I commend this initiative to the Government, although I recognise that this is not formally required. Parliament-to-parliament interaction is too often a missing component of bilateral relations.

Following the call to Moscow, I was invited to Tashkent. My visit coincided with Uzbekistan’s parliamentary elections, not so much to view the electoral process itself but to offer support to a country that is clearly in a positive transition mode. Uzbekistan is increasingly seen as the rising star among emerging and frontier markets—a view validated by the Economist ranking it as the most improved nation in 2019. Uzbekistan, as the most populous and strategically located nation in central Asia, is well positioned to play a leading role. It has come a long way in liberalising economic and monetary policies and opening to foreign and domestic private investment in the past three years. Decades of a controlled economy following independence are now being fulfilled through a more open and growing economy, with Uzbekistan fast emerging as a regional political power, underpinned by conducive policy and legal structures.

Fundamentals remain solid and investor interest will not fade so long as that Government’s commitment to reforms continues. I share the sentiment that the time has come for a Prime Minister’s trade envoy to be appointed. As for the electoral process itself, it can best be summarised by one professor of sciences, who explained that he was motivated to vote for the first time as a direct result of the improved environment.

Watching how the Middle East—a region with which I can identify for multiple reasons—plays out the aggression and sabre-rattling with all component actors will determine whether we are headed for direct warfare or a period of prolonged aggression, directly or indirectly through proxies. It is with proxies where the situation could easily get out of hand. Extreme caution needs to be taken. We must not behave in any cavalier fashion, particularly if associated for political gain, which could have the additional detriment of potentially reinforcing the East-West divide, playing into the hands of a China/Iran/Russia/Turkey axis. The region is complex and dangerous enough, where long-term de-escalation can be established only with matter-of-fact trust-building dialogue. Experience, a skill set and sensitivity to the present, historical, religious and cultural contexts—with engagement, not isolation—is key. Equally, the West must ensure that no double standards or lack of respect are displayed to ancient civilisations and temperament.

Again, I very much pay tribute to the noble Lord’s experience and first-hand knowledge of the situation in Afghanistan. I am not as pessimistic as he has just sounded; recent events have shown some encouraging signs that a peace process is possible. As the Statement made clear, only a political settlement will finally secure the safety and peace of that country. President Ghani’s offer of peace talks without preconditions and the recent ceasefire were steps in the right direction, as I hope the noble Lord will agree, and a definite sign of progress. We now want and have to build on those historic steps taken by the Government of Afghanistan. I believe that the uplift in NATO representation will provide the right climate for those peace initiatives to continue.

My Lords, the noble Baroness, Lady D’Souza, touched on an important point about the contribution of infrastructure. I am reminded about the region at large, not least Tajikistan, which has water and therefore energy that could be supplied to the north of Afghanistan and would make a big contribution. Also, the Uzbeks should be commended for the railway down to Mazar, which has also played a role.

The noble Lord, Lord West, touched on poppies. To what extent is it believed that the opium industry continues to be a root cause of the conflict in Afghanistan? Will the Minister urge those who are minded to look for a long-term solution to take account of this, not least the need for access into markets? Farmers can have a market for agricultural products, rather than the need to supply or cultivate poppies.

I am grateful to the noble Viscount for his pertinent insights. As he will know, the whole issue of the poppy harvest has been near intractable since we became involved in Afghanistan. I am not in a position to offer ready solutions, but I can tell him, from a political point of view, that the need to resolve the endemic problems arising from the poppy harvest and the opium trade in Afghanistan is high on the list of political imperatives. It is undoubtedly the source of great corruption in Afghanistan and a source from which the Taliban derives funding. We therefore need to hit the supply side, not least by means of a peace settlement. If we can achieve that, there will be far less incentive for the proceeds of the poppy harvest to be used for nefarious ends.

My Lords, we must now determine our future contribution and place in the world, while balancing the protection of our national interests and achievement of our foreign policy goals. Developing conventional capability partnerships for comparative advantage, disregarding vanity projects and matching critical requirements to budgetary constraints are fundamental. I would hope to hear today of much-needed tightened departmental guidelines on contract awards, spending procedures and budgetary control, as well as enhanced in-house scrutiny and delivery capabilities.

Political masters have an unenviable challenge to fund and deliver the effective tools and processes for each of the four strategic needs: ground, sea, air, and cyber. The fourth, the new threat of cyber, represents the biggest challenge. Is the Minister satisfied the United Kingdom has the resources and capabilities to counter current and future cyber threats? In order to ensure maximum necessary capability in our cybersecurity arsenal, we must know the extent of future co-operation on software vulnerability with ENISA, the EU cyber- security agency. I understand that a proposal to set up a certification framework, with ENISA as the hub, is in the offing, so from that point we can calculate our needs and costs. Are the Government addressing this with ENISA, or is this subject to the ongoing Brexit negotiations?

Her Majesty’s Government might wish to consider hosting a state-level global conference to map out political, security and cyber dialogues and responsibilities and to co-ordinate necessary scrutiny and enforcement mechanisms.

My Lords, are the Government sufficiently satisfied with the uptake by United Kingdom companies on the export finance facilities, and does the Minister believe that the offerings by government are sufficiently robust to act as a tool for post-Brexit export prowess?

The noble Lord asks a valid question. In the last year, UK Export Finance supported the highest number of UK exporters in a quarter of a century, 23% more than in the previous year. However, UKEF is not complacent. The doubling of its capacity announced by the Chancellor will enable even more UK businesses to export. UKEF’s offering is a key component of the UK’s success as a global trading nation.
