When these stories began to appear in earnest last Wednesday during our party conference, I faced the option of trying to stay and deal with immediate issues or attending the NATO ministerial in Brussels and going on to the planned visit in Libya to Tripoli and Misrata. Had I decided to cancel any part of that official programme because of what was happening domestically and politically in the United Kingdom, it would have sent the wrong signal, not only in this country, but to our allies and to those who are fighting for us overseas.

Returning to the subject of the business cards that said that Mr Werritty was the adviser to the Secretary of State, and which the Sri Lankans believed were true, will the Secretary of State confirm that those business cards were known to him before he asked for them not to be used in June, and will he say whether they were funded from his parliamentary expenses or from Ministry of Defence expenditure?

I was first aware of them in June, when I saw them for the first time. I commented that it was inappropriate for a portcullis to be used on a private business card and that it was not appropriate for anyone to say that they were an adviser to the Secretary of State. At that point, I made it very clear that they should be withdrawn and not used again. They were funded privately, and have nothing to do with public or, indeed, my money.

In the recent discussions at NATO ministerial, the maritime headquarters for NATO were going to be in Lisbon, Naples or Northwood. First, Northwood is an effective and efficient place from which to carry out that command and, secondly, the UK Government do not believe that it is acceptable to see another northern European command move to the south of Europe at a time when many northern European forces are carrying more than their fair share of operations in Libya or Afghanistan.

I was pleased to be at Staveley Armed Forces day on Saturday, where I met a soldier who had recently returned from his third tour of duty in Afghanistan. He expressed his fear that political expediency would outweigh the military concerns about troop withdrawals from Afghanistan and, specifically, about the impact that was having on their efforts to train up Afghan nationals. His fear was that those nationals would return to the Taliban if they felt that Britain had withdrawn from Afghanistan prematurely. Does the Minister share that fear?

I think the key element is the confidence we can give the people of Afghanistan that the international community’s relationship with that country will not end when our combat forces leave at the end of 2014. As we have trained up the Afghan national security force to have greater capability, there is now greater emphasis both on the political space and on redevelopment and reconstruction, rather than on the purely military arguments.

15. What assessment he has made of the effectiveness of his Department’s contribution to the operation to evacuate UK nationals from Libya; and if he will make a statement.

My right hon. Friends the Prime Minister and the Foreign Secretary have already paid tribute to the members of the armed forces and the diplomatic service and all those who put themselves in harm’s way to help our people to leave safely. I would like to add my thanks to all those involved, in particular the members of the armed forces and civilian personnel, who demonstrated courage and professionalism in the co-ordinated effort to rescue British and other nationals from the crisis. The Ministry of Defence utilised a range of assets to support the Foreign Office-led operation to recover UK and other citizens from Libya. We successfully transported 926 entitled persons, of whom 286 were British nationals.

I would like to associate myself with the Secretary of State’s comments on the work done by our armed forces in Libya. Will he tell the House who in the Ministry of Defence authorised the use of special forces in the operation that started on 2 March, and what advice led to that decision?

[Dr Fox]

The Foreign Secretary has already set out the circumstances in which—[Interruption.] I have no intention of commenting further on special forces. I am glad that the hon. Gentleman has joined me in thanking those who took part in that work. I visited HMS Cumberland in Malta at the weekend to thank on behalf of the Government and the House of Commons the crew for their tremendous work. The fact that we were able to take 926 citizens, of whom only 286 were British, shows just how far we were ahead of the curve and doing our utmost to help those of other nations as well.
