Commons ChamberI am tremendously privileged to pay my own tribute. What I have to say feels inadequate in the light of the gargantuan contributions of some of my right hon. Friends, but it is important to me, on behalf of the people of Chesterfield, to have a few moments to reflect on our admiration for Nelson Mandela, as shown by the books of condolence that have been signed in Chesterfield town hall while we have been speaking. I congratulate my right hon. Friends the Members for Doncaster North (Edward Miliband), for Kirkcaldy and Cowdenbeath (Mr Brown) and for Neath (Mr Hain) on their speeches, which I found deeply moving and incredibly powerful.
Mandela’s massive contribution to the world was not just, as the Prime Minister acknowledged, as
“a pivotal figure in the history of South Africa”,
but as someone who gave a wider example to humankind of forgiveness, bravery, tolerance and self-sacrifice in pursuit of higher ideals. Other hon. Members have spoken about the role played by this country in the best and the worst of South Africa’s history.
I know how many from Chesterfield were involved in their own way in the British arm of the struggle against apartheid. I remember my mother moving her bank account from Barclays, as many opponents of apartheid did, and the numerous tiny gestures made by so many people, which all maintained the pressure of the world against the idea that South Africa’s way of operating was normal or acceptable. We remember the huge message sent around the world by the 70th birthday concert at Wembley, and we know how important the sporting boycotts, from the D’Oliveira affair to the bans for cricketers who played in South Africa, were for a proud sporting nation such as South Africa. It was therefore so uplifting that Mandela should have recognised the huge role of the Springboks in the psyche of white South Africa. By extending the arm of friendship to, and supporting, the 1995 Springbok team that famously won the rugby world cup, he showed the tremendous gift of forgiveness, which will be his enduring legacy. Long after all those who remember apartheid have gone, his example will shine through the pages of history.
As I reflect on Britain’s role in the history of South Africa, I recall from my childhood my parents’ friends Mike and Jeanette Murphy, who fled from house arrest in apartheid South Africa, where Mike worked as a trade union secretary for the black Transport and General Workers Union, as well as their tales of life under the regime. I well remember Jeanette’s pride in and sorrow for the beautiful country that they had been forced to leave, and that was very powerful for me in my formative years. I also remember the sense of frustration that while so many British people opposed apartheid, our Government provided the regime with a cover of authenticity and defence.
More than anything else, my reflections are on Mandela the icon—the generous hero, whose memory we are so proud to recall today, and whose example will inspire us for many decades to come.

I am sure my hon. Friend speaks on behalf of everybody in this House, not only about the sense of revulsion at these truly evil acts, but about the fact that we should pay tribute to the courage of these young women. The innocence of their childhoods was so horridly destroyed by this evil gang, and we must all pay tribute to the courage it must have taken for them to come forward and give evidence. I certainly agree with my hon. Friend that lessons should be learned particularly about how the police forces and social services work together, and that these people should be handed down the severest possible sentences in response to this reprehensible crime.
Q3. The Deputy Prime Minister talks about the individual tragedy of unemployment, but a year ago this Government made thousands of Remploy disabled workers unemployed, and 69% of them are still unemployed. They wanted to work, but it is costing the Government more to keep them on the dole. Does that not show that the Government are not just heartless, but utterly incompetent?

As I hope the hon. Gentleman knows, the approach we have taken to Remploy was in response to independent recommendations made by senior figures active in the area of disability and the rights of those with disabilities. The recommendation that came through was very clear: that it is simply not right to say to people with disabilities that somehow they should be hidden away and put in a separate silo, and we should do what we can to give them support to be part of the mainstream labour market along with everybody else. That is why we have not in any way cut the support for those workers in Remploy factories as they make the transition from those factories into the world of mainstream work.

Commons ChamberI am grateful to my right hon. and learned Friend for what he says. Let us be absolutely clear: this Government have not changed the long-standing British policy towards China, and China and Tibet, and we do want to have a strong and positive relationship with China, which I believe is to our mutual benefit. The Chinese Government are aware of our policy on Tibet. We recognise Tibet as part of China. We do not support Tibetan independence, and we respect China’s sovereignty, and when I spoke to Premier Li recently, we both looked forward to our countries working very closely together in the months and years ahead.
The point about this Queen’s Speech is that Britain will not seize these opportunities unless we are able to take the tough decisions needed here at home. That is what this Queen’s Speech is all about: rising to the challenge of preparing this country for the future. We are in a global race and the way we will win is by backing families who want to work hard and do the right thing. To do that, we must get the deficit down, not build up ever more debts for our children. We must restore our competitiveness so that British businesses can take on the world. We must reform welfare and pensions so it pays to work and pays to save, and we must reform our immigration system so we attract people who will benefit this country, and we clear up the mess we were left by the Labour party.
I would like to thank the Prime Minister very much for coming to Derbyshire twice during the recent elections and invite him to come back in 2015 to see whether he can repeat the magic. He will be aware that there are now 43 Labour councillors. Does he think Labour did so well in those elections in Derbyshire because of the poor record of Derbyshire county council, or was it thanks to the record of his Government?
The choice for people in Derbyshire at the next election will be whether they want to keep on the path of getting the deficit down, reforming welfare and controlling immigration, or whether they want to put it all at risk with the Labour party. People in Derbyshire understand that.

Commons ChamberIt is clear from comments that I have made at the Dispatch Box and that our noble Friends have made in another place that the Government’s implementation plan remains firmly committed to 2015 as the date for transition to an IER-only register. Amendments made during the Bill’s passage through Parliament provide a safeguard that extends the final point for transition to an IER-only register to December 2016. Those amendments, however, do not alter our aim to deliver that register in December 2015. They simply add a safeguard so that Parliament has a say, but I do not expect Parliament to have to make that call because I expect our transition plan to be robust.
6. What the Government’s political and constitutional reform priorities are up to 2015.

The Government continue to work on political and constitutional reform, particularly in support of the wider priority of rescuing, repairing and reforming the British economy. The process of devolution and decentralisation, including the second wave of city deals, is central to this. Work also continues on individual registration, party funding, recall and lobbying reform.
That sounded okay, but we all know that all the big reforms that the Deputy Prime Minister had planned have broadly failed. Across our country numerous public servants with far busier in-trays than the Deputy Prime Minister have been laid off. In the interests of savings to the economy, is it not about time to mothball his Department until it has something significant to bring to us in terms of constitutional reform and that has some prospect of being delivered before 2015?

I do not accept that there is no link between constitutional reform and rebuilding the shattered British economy left in such a parlous state by the hon. Gentleman’s party. The key to that is in the answers to some of the earlier questions. If we are to rejuvenate the British economy, we must breathe life back into our local communities by letting go some of the powers in Whitehall and embarking on an ambitious programme of economic and political decentralisation, the likes of which the Labour party never did in 13 years of government.

The Minister for the Cabinet Office and Paymaster General (Mr Francis Maude)
My responsibilities as Minister for the Cabinet Office are for the public sector Efficiency and Reform Group for civil service issues; industrial relations strategy and the public sector; Government transparency; civil contingencies; civil society; and cyber-security.
The Government expect to increase debt by £212 billion more than they originally predicted, and our youth services are being cut to the bone. Study after study has shown, however, that the National Citizen Service, worthy as it is, has reached a tiny number of children. Is it not time that the Government either reformed the NCS to ensure that it provides better value for money or changed it altogether?

Commons ChamberThe point that I was trying to make in response to the earlier question is that we have to respect the outcomes of elections in other countries. In Greece elections have been held. In Spain elections have been held. We may think that those countries have taken the wrong decisions with respect to the euro or whatever, but those are decisions for them to take, not for us to take. We in this country, through this House of Commons elected by the British people, should determine the right approach for Britain, but I do not think it is possible to say that we have a right in this House to decide the right approach for Greece, Spain or Italy. We may have strong views, but the idea that we can go to the European Council and just tell all those people that they are not listening properly to their own publics is incredible.
Is it not the reality that the Prime Minister has not made his long-awaited speech because he is the head of a party that is entirely ungovernable on Europe?
No, I completely disagree. The Conservative party’s position is absolutely in line with the position of the British public, which is that we know we need to be in the single market because we are a trading nation and our businesses benefit and our economy benefits from that, but we are not happy with every element of our membership of the European Union. Unlike the Labour party, which just caved in, gave in on common agricultural policy reform, gave in on the rebate, gave in on the bail-out, we are prepared to stand up and get what we want.

Commons ChamberWe are making some progress on this issue. I discussed it specifically with Martin Schulz, the President of the European Parliament, who wants to see more British people involved in the Commission. I do not believe that it has to do with issues about pay; as I pointed out, Commission officials are rather better paid than members of our own Foreign and Commonwealth Office. However, we are looking at all the potential barriers to make sure that Britain is punching its weight in the Commission and elsewhere.
As the Prime Minister said goodbye to his Chief Whip, did it occur to him that he might have some difficulty persuading the rest of Europe to listen to what he was saying if he could not even convince his own Back Benchers?
This, obviously, was all discussed at great length at the European Council in all sorts of forums. I am delighted to welcome the new Chief Whip, who is in his place and is already doing a great job.

Commons ChamberWe are ambitious to expand the NCS because it is such an outstandingly positive opportunity for young people. The aim is to make it available to 90,000 teenagers in 2014.

The Deputy Prime Minister
One of the Bill’s intentions is absolutely not to neuter the House of Commons, but to work in partnership with the House of Commons in holding the Executive to account. I would have thought that Members on both sides of the House would celebrate and support anything that means that Parliament as a whole can hold the Executive more fully to account. Indeed, in 1910, when Government proposals to limit the power of the House of Lords were introduced, it was Winston Churchill who said:
“I would like to see a Second Chamber which would be fair to all parties, and which would be properly subordinated to the House of Commons and harmoniously connected with the people.”
He ended by saying:
“The time for words is past; the time for action has arrived.”—[Official Report, 31 March 1910; Vol. 15, c. 1572-83.]
More than 100 years later, I could not agree more.
Many of us who have sympathy with the need to reform the other place are still deeply concerned about these proposals. Will the Deputy Prime Minister tell us what it was in his recent experiences that has suggested that the kind of democracy we need is one where politicians can say what the hell they like, stay for 15 years and never have to face the voters again?

I think that it is preferable to their being there, making the laws of the land and never being put before the British people. I would hope that the hon. Gentleman, if he believes in House of Lords reform as strongly as the Labour party always has—it used to be a long and noble campaigning tradition for the party—will not only will the ends by backing Second Reading, but will the means by backing the programme motion.
