I thank my right hon. Friend the Member for Bournemouth East (Mr Ellwood) for asking a question on this important matter. The ongoing conflict and humanitarian situation in Yemen remain a challenge for the international community. The new Houthi offensive in Marib has only made our efforts to bring peace and stability even more difficult. Nevertheless, we continue to work with the international community to find a peaceful resolution, with an emphasis on the political process.
The UK is playing a leading role in responding to the crisis in Yemen through both our humanitarian response and our diplomatic influence. We actively support the UN special envoy, Martin Griffiths, in his work to reach a political solution, and we pay tribute to his tireless efforts to bring about peace. The UK has pledged over £1 billion in aid to the humanitarian response since the conflict began.
My right hon. Friend the Foreign Secretary and I have regular calls with partners on Yemen. Recently, the Foreign Secretary spoke to Secretary Blinken in the new United States Administration and to the Saudi Foreign Minister. Last month, I spoke with the Yemeni Foreign Minister to offer my condolences after the attacks at Aden airport. The UK has also used its role as the penholder at the UN Security Council to help move the Yemen peace process forward, working with our partners and allies at the United Nations to ensure that Yemen continues to be a top priority for the international community.
We welcome the recent statement by President Biden to instigate a review of US foreign policy towards Yemen. Our ambassador in Washington has already spoken with the new US envoy to Yemen. I also welcome reports that the US may reverse the previous Administration’s designation of the Houthis as foreign terrorist fighters. The UK has engaged closely with the US Administration on that very matter.
However, we cannot—we must not—ignore the Houthi actions. Those include the use of children and sexual violence as tools of war, the persecution of religious minorities and attacks on civilians. On 30 December, the Houthis attacked Aden airport, killing 27 civilians and injuring more than 100 others. We must address the Houthi sense of impunity, to make the peace process meaningful, and that must extend to other actors in the region, notably Iran. I note the US decision to pause its arms exports while it reviews its policy towards Yemen. I reassure the House that the Government take their own export responsibilities extremely seriously and assess all export licences in accordance with strict licensing criteria.
The political settlement is the only way to bring about long-term peace and stability in Yemen and to address the worsening humanitarian situation. The Government remain committed to bringing an end to the conflict.
Last week, President Biden gave his first foreign policy speech, reversing many of the isolationist policies of his predecessor and seeking to re-engage with like-minded allies in order to revisit major global hotspots neglected by the west. The complex civil war in Yemen, now entering its seventh year, was named specifically. Today, it is the largest humanitarian catastrophe in the world. The US President has appointed a new envoy, as we have just heard, and will end support for the offensive operations and connected arms sales, seeking to establish the conditions for a ceasefire and fresh peace talks.
The war in Yemen is complicated. The country never properly stabilised following unification in 1990, and President Hadi has struggled to handle corruption, unemployment, tribal disputes and, most critically, separatist and extremist agendas pursued by the Houthis and al-Qaeda respectively. The Houthi advance into the capital in 2014 led to UN Security Council resolutions that legitimised a Saudi-led military coalition to support President Hadi. Despite many rounds of talks—some of which I was involved with, as a Minister—six years on, we are no closer to peace. Indeed, the conflict has spilled out into a wider proxy war.
The US reset is to be welcomed, and this poses our first big test of what global Britain means in practice. In that spirit, I encourage the UK to fully align ourselves with our closest security ally by ending arms exports connected to the war and to reverse the cuts to our overseas aid budget. I recommend that, as the UN Security Council penholder on Yemen, the UK offers to host a UN summit that looks at political options for peace and that the UK is willing to commit British forces to any UN stabilisation effort that may be required once a political settlement is reached. This is a real opportunity for Yemen to end the war. I hope the Minister can confirm today Britain’s resolve to play a leading role.
I thank my right hon. Friend for his thoughtful contribution and the work he did as Minister on this portfolio. I can absolutely confirm that the United Kingdom’s desire to bring about a peaceful settlement in Yemen is unwavering. We will continue to work with our international partners—both the United States and regional partners—to bring that about.
My right hon. Friend made a number of specific points. The UK has—indeed, I have on a regular basis—spoken with the UN envoy to Yemen, Martin Griffiths, and we fully support his work. We will look at ways to bring together the various parties around the negotiating table. I note my right hon. Friend’s idea about a UK-hosted summit. He will understand that I cannot commit to something like that at the moment, but I welcome his thoughtful contribution. Similarly, he will completely understand that it would be inappropriate for me to speculate about what a military intervention might look like. The Saudi-led coalition was mandated at the UN Security Council; as he said, this is something he worked on during his tenure. We also note that the Kingdom of Saudi Arabia has a legitimate right to defend itself against attacks, and we completely condemn the attacks both within Yemen, at Aden airport, and cross-border, into the Kingdom of Saudi Arabia.

I thank the hon. Lady for her questions. She mentioned Jimmy Lai; we are of course deeply concerned about the Hong Kong authorities’ apparent focus on pursuing legal cases against well-known pro-democracy figures like Jimmy Lai. It is crucial that the new national security law is not misused to silence critics or to stifle opposition. The freedom of the press is explicitly guaranteed in the Sino-British joint declaration and the Basic Law and is supposedly protected under article 4 of the national security law. There are indeed deeply worrying ongoing arrests of students, which are being used as a pretext to silence opposition. We always raise our concerns directly with Hong Kong and with the Chinese authorities; we urge them to uphold their international obligations.
The hon. Lady mentioned the incoming Biden Administration; the Foreign Secretary will of course be having conversations with his counterpart, and our ambassador in Washington is already engaged in conversations to set that up.
The hon. Lady also mentioned the role that British judges have played in supporting the independence of Hong Kong’s judiciary for many years; we very much hope that that continues, although the national security law poses real questions for the rule of law in Hong Kong and the protection of the fundamental rights and freedoms promised in the joint declaration. As the Foreign Secretary discussed with the Foreign Affairs Committee on 6 October, appointments to the Hong Kong court are made independently, and we need to be mindful of that.
I, too, have concerns about HSBC and, indeed, Standard Chartered, both of which signed a petition supporting the draconian, authoritarian laws that have been introduced in Hong Kong.
On a wider note, I commend the Government on taking an ever-more robust stance on China. Its conduct over covid-19, with Beijing having tried to suppress the news of the outbreak; the militarisation of the South China sea; its debt-trap diplomacy through its one belt, one road, initiative; and now, of course, its actions in Hong Kong—all indicate how China is pursuing a competing geopolitical agenda. Will my hon. Friend confirm that the forthcoming integrated review will address the growing long-term threat that China poses, and will he say how we can work with our allies, not least the United States?
Absolutely. I thank my right hon. Friend for the leadership he has shown in this policy area. We can demonstrate that we are taking both practical and diplomatic actions with regard to China. I thank my right hon. Friend for his remarks about the more robust approach we are taking. I can confirm that the integrated review will very much reflect the broader strategy globally—the Indo-Pacific tilt, as it has been termed.

Commons ChamberThe integrated review was formally launched in February 2020. It was paused because of covid and then recommenced in June. We expect it to conclude in the autumn. Ministers have met regularly. I have chaired those meetings on key themes from trade to security.
I entirely agree with the hon. Lady’s passion and commitment on the subject. Of course, we have already introduced Magnitsky sanctions, which allow us to target the perpetrators of human rights abuses with visa bans and asset freezes. More generally, in the context of the integrated review, one of the powerful themes is the United Kingdom’s role in the world being joined up, which is why we have brought DFID and the Foreign Office together, in solving disputes, managing conflict and holding the worst perpetrators of human rights abuses to account.
I strongly believe that the Government must be more transparent and engage with the British people as we attempt to define our place in the world and how ambitious we want to be. Let us follow the example of the confederation papers, which through consensus helped unify what the US originally stood for. Will the Foreign Secretary please publicise the threat assessment of how the world is changing and the strategic options in response that reflect the degrees of global ambition and the scale of influence we might pursue? Only then can we design the appropriate defence posture. If he takes the nation with him as we define what “global Britain” really means, there will be greater support for the upgrading of our soft and hard power tools that is so urgently needed.
I thank my right hon. Friend. I share his commitment to making Britain an even stronger force for good in the world. We have engaged far and wide. We are engaged with the Foreign Affairs Committee’s inquiry on the integrated review. We are engaged with think-tanks, from the Royal United Services Institute to the Overseas Development Institute. In the other place, Baroness Sugg is chairing regular meetings with representatives of civil society, led by Bond and including Save the Children and Plan International. Those meetings are related to the covid recovery, but they also touch on the merger, both of which are key elements of the IR.

Lady; I think the whole House—every individual—will share the disgust and the horror at the idea that, anywhere, there is any number of cases of forced sterilisation. The testimony that we saw on “The Andrew Marr Show” yesterday was truly harrowing—I had certainly not seen anything of that nature before.
The hon. Lady asks, quite rightly, about how we are trying to assess the evidence base. We need to bear in mind two factors: first, the evidential points that I have already mentioned and, secondly, the balance of international opinion. We can work with our traditional partners, which is really important, but we also need to build up a groundswell of wider support among like-minded partners and countries—particularly those that share our values, but maybe in the region or more broadly—that feel vulnerable to pressure from China. That is a challenge. The way the debate is viewed in some of those countries and by some of those Governments is different from the way it is seen here, so we need to be smart about the way we approach this so we gain consensus and build up a groundswell of support for the measures we have taken. I believe that in the approach we have taken on Hong Kong, grounded in the joint declaration and the very specific obligations that have been violated, we are in the best position to do that.
May I very much welcome the much more robust attitude that we are seeing from the Front Bench? My right hon. Friend speaks about China’s economic rise, but I believe that that has coincided with a demise in a collective sense of duty and responsibility of the west. For decades, we have turned a blind eye to China’s democratic deficit and its human rights violations in the hope that it would mature into a globally responsible citizen, but that clearly has not happened. So, given its actions in the South China sea and given its veto, which it constantly uses at the United Nations, as well as the fact that it ignores WTO advice and is ensnaring so many poorer countries into debt, is this now the turning point where we drop the pretence that China shares our values? I very much welcome the statement today, but it is tactical. Can we have a strategic overhaul of our foreign policy in relation to China?
Of course, under previous Administrations, my right hon. Friend was a Foreign Office Minister during that period, but I recognise that he was always assiduous and loyal during that process.
I couldn’t possibly comment, but he makes a reasonable strategic point and of course the integrated review is an opportune moment to address it.

Commons ChamberI know that considerable work is being done on both sides of the House on that issue. We want maximum financial transparency. If the hon. Gentleman wishes to write to me, I will certainly take a look at that in the context of all the other work that we are doing on corruption in the next strengthening of the Magnitsky regime.
I very much welcome the establishment of the sanctions tools, which will allow Britain to take a far more robust position when dealing with breaches of human rights. I join other hon. Members in congratulating my right hon. Friend the Foreign Secretary. As a human rights lawyer, he was well placed to see this through. He will be aware that sanctions are designed to be targeted and focused on individuals, and to change and challenge behaviour. I join my fellow Chair, the Chair of the Foreign Affairs Committee, to ask for an announcement on China, not just on tactical issues to do with human rights, but on the wider foreign policy stance, given China’s trajectory.
I thank my right hon. Friend the Chair of the Defence Committee. We have taken these measures. He has heard what we have said on Hong Kong. He will know that Huawei is going through the review in the context of US trade sanctions. The integrated review is coming forward, which will be completed by the autumn. That is the right opportunity, in parallel with the comprehensive spending review, to make sure that we have the right strategy and the resources to back it up.

Lady that conflict prevention—humanitarian aid—is going to remain, if not be elevated, as one of the key strategic priorities of the Foreign, Commonwealth and Development Office. There has been no sustained pause, but we are having a review based on the economic figures that will apply given the impact of covid-19 on GNI. That will make sure that we can prioritise the aid budget in the places that need it most. I would have thought, if she is serious about this, that she would welcome that.
The United Kingdom is disturbed by reports of militarisation, coercion and intimidation in the South China sea. We note the presence of a Chinese research vessel in Malaysia’s exclusive economic zone in April and May this year, close to a Malaysian-contracted drilling operation. This has raised tensions in the region. We take no sides in sovereignty disputes. We are clear that the best way to reduce tensions in the South China sea is for all parties to resolve their disputes peacefully in accordance with the UN convention on the law of the sea. In May this year, officials raised our concerns directly with China about the recent incidents in the South China sea.
I am grateful for that reply, but it misses the bigger picture. China is tightening its grip on the South China sea, turning places such as the Spratly islands and Paracel islands into military bases, yet the west simply looks on. The UN has confirmed that this activity is actually illegal. Maritime shipping is now denied. The next step will be the airspace, and following that will be the fact that Taiwan will become all the more vulnerable. Can the Minister confirm that the UK does not approve of the nine-dash line and that we need to be more robust in standing up to China, which is taking advantage of the west’s risk-averseness?
I thank my right hon. Friend for his question. He has a great deal of experience in this area. With regard to the nine-dash line, as I have said previously, we do not take a position on the underlying sovereignty claims in the South China sea, but we do urge all parties to be transparent: they need to clarify the extent and the legal basis of their claims. UNCLOS provides a comprehensive legal order for the seas and oceans. Any claim should be set out in a way that is consistent with UNCLOS and its arbitration rulings.

Progress is being made with participating states. We are working very closely with the UNHCR on the referral and transfer of more eligible children, and those transfers continue.
I join others in commending Britain’s work. The aid package we have provided is incredible, but that effort is undermined by the fact we have been unable to find a long-term political solution to Syria. Britain, Europe and the international community—the west—must take some blame for that. Turkey has raised NATO article 4, and the UN Security Council is paralysed because of the Russian veto. Brexit is now done, and we are not distracted by that. May I urge the Government to play a more influential role on the international stage in standing up to state-sponsored aggression?
Absolutely, and I am sure all of us in this House condemn the actions we have seen in the region, particularly by the Syrian regime. Let us not forget why we are in this position and why these people are in this position: it is because of the behaviour of the Syrian regime, supported by the Russians. We continue to support efforts to renew political dialogue, and we want a political end to this conflict. Syria, above anybody, needs a negotiated political settlement to end the conflict and to ensure the rights of all Syrians. We support the constitutional committee in Geneva as a first step towards obtaining that peace.

(Urgent Question): To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on the security situation in Syria.
I am grateful to my right hon. Friend for bringing this urgent question to the House. We are deeply concerned by the crisis in north-west Syria, where the situation on the ground is deteriorating. Over 900,000 people have been displaced while fleeing the regime and Russian bombardment. They are fleeing northwards and being squeezed into increasingly dense enclaves. With camps full to capacity, many are sleeping in the open, in temperatures well below freezing.
Nearly 300 civilians have been killed in Idlib and Aleppo since 1 January this year. The Office of the United Nations High Commissioner for Human Rights has confirmed that 93% of those deaths were caused by the regime and its allies. International humanitarian law continues to be ignored, with civilian infrastructure being hit probably as a result of active targeting. As recently as yesterday, the White Helmets reported that Russian warplanes hit a children’s and women’s hospital in the village of Balioun in Idlib.
The UK has condemned, and continues to condemn, these flagrant violations of international law and basic human decency. Following UK lobbying, in August 2019 the UN Secretary-General announced a board of inquiry into attacks on civilian infrastructure supported by the UN or that were part of the UN deconfliction mechanism, which we continue to support. We look forward to the publication of the results as soon as possible.
We have repeatedly pressed—including at the UN Security Council—for an immediate, genuine and lasting ceasefire. We have called a number of emergency council sessions on Idlib in New York, most recently on 6 February alongside the P3, where the UK ambassador to the UN, Karen Pierce, reiterated our clear call for a ceasefire and our support for Turkey’s efforts in the region. There is overwhelming support for that in the Security Council, and we regret very much that the Russians continue to obstruct the possibility of agreement.
As the Foreign Secretary noted on 31 January this year, only a political settlement in line with UN Security Council resolution 2254 can deliver a lasting peace for Syria. The UK will continue to support the efforts of the UN special representative for Syria, Geir Pedersen, to that end. We regret that the Syrian regime continues to stall the process, despite the cost to the Syrian people and the loss of Syrian lives.
Despite this political obstruction, the UK remains an active leader in the humanitarian space. In the financial year 2019-20, the Department for International Development has allocated £118 million to projects implemented by organisations delivering cross-border aid, primarily into north-west Syria, including into Idlib. This has helped to provide hundreds of thousands of vulnerable people with food, clean water, shelter and healthcare, including psychosocial support.
We have provided funding to response partners, including the UN, to pre-position essential supplies to support innocent families and civilians displaced by conflict and are supporting all our partners to respond to this humanitarian crisis.
Before I begin, may I thank you, Mr Speaker, for granting this urgent question? I also thank my hon. Friend the Member for Tonbridge and Malling (Tom Tugendhat), the Chair of the Foreign Affairs Committee, and the hon. Member for Wirral South (Alison McGovern), who I know also put in for this urgent question.
For almost a decade, we have seen the terrible events unfold in Syria and have occasionally offered a limited response to Assad’s barbarism, but since August 2013, the west has taken a strategic back seat.
I welcome the Minister to his place. He and I attended the Munich security conference. I hope that, next year, we will have a larger British contingent. The theme at that conference was the failure of the western project. It was an admission of the loss of common understanding of what it means to be part of the west—what we believe in, what we defend, and what we fight for. Nowhere is that more applicable than in what is happening in Syria, where Russian-backed Syrian forces, as has been outlined, continue to adopt the same brutal tactics that we saw in Homs, in Hama and in Aleppo, causing so much misery to millions. The latest escalation has seen almost a million people displaced, including women and children.
As we saw in the reports on Sky News over the weekend, Assad continues his advance, deliberately bombing hospitals and causing infants to freeze in the cold winter. Yet again, attempts by the UN Security Council to secure a ceasefire are vetoed by Russia. The prospect of a bloodbath grows higher, as does that of a direct conflict between Turkey and Syria. The words come again from the west, but we continue to watch on.
May I ask the Minister to please answer these questions? Given the UK’s P5 status, what is our role? Has Turkey, a NATO ally, requested any support? Indeed, has any been offered, such as introducing a no-fly zone to prevent helicopters from dropping barrel bombs? There is talk of a summit on 5 March. Is Britain even invited to that? What discussions has he had with our European partners, particularly on what options we can consider that bypass a stagnant United Nations? Does he now agree that the west’s inability to commit to any post-military phase after the counter-Daesh offensive has actually given Russia greater autonomy in shaping Syrian events?
On the growing influence and power of Russia, does the Minister share my concerns that the UN will go the way of the League of Nations if its ability to adjudicate internationally is not repaired? Finally, is he not concerned that the west’s growing reputation for hesitating is giving ever greater influence and confidence to non-western alliances to pursue their own agendas, as they know that the west is likely to respond only with words?
We will soon celebrate the 75th anniversary of victory in Europe, reflecting on a time when Britain did not flinch from its international duty and from stepping forward when other nations hesitated. If global Britain is to mean anything in this dangerous and complex world, now is the time to show it.

That is just one area where a free trade agreement with the US and, indeed, with other countries around the world—particularly with the markets of the future and the growth opportunities of the future, in the Asia Pacific area—can create benefits for all quarters and for all nations of the United Kingdom.
After three years of Brexit distraction, it is wonderful to hear a Foreign Secretary who is determined to see Britain play a more influential role on the international stage. To that end, does he agree that the forthcoming security review will prove to be an inflection point in determining the impact of the growing threats that we face, the aspirational role that the UK aspires to play, and the subsequent hard and soft power upgrade that we will require to fulfil that ambition?
I thank my right hon. Friend for his question and congratulate him on his recent election to the Select Committee. I agree with all the aspects that he raised. We want to make sure that we look at foreign policy and all its elements in the round, from security to development. We want to make sure that, as we move forward—leaving the European Union is a point of departure, not the point of arrival—we are global champions of free trade, good strong allies and neighbours not just with our American allies and friends, but with our European friends, and, above all, an even stronger force for good in the world.

Commons ChamberI welcome the Secretary of State’s focus on not only the tactical issues but the wider strategic context that we face. I repeat the point that I made yesterday during the urgent question: there is little incentive for Iran to support the JCPOA when economic reform cannot take place. It could not take place before because legacy sanctions connected with ballistic missiles prevented any bank with international ties to the United States from supporting any new trade. Will he ensure that a future deal deals with those legacy sanctions and prevents the country from spending any new funds, such as oil revenues or released frozen assets, on its proxy wars across the region?
My right hon. Friend makes a good point, but he also highlights a conundrum. On the one hand, we do not want to relieve the pressure on Iran in relation to its nefarious activities. On the other hand, we have to incentivise, to the extent that we can, the right path and the right kind of conduct to build up the confidence of its international partners. At the moment, it is very clear, in relation to the JCPOA and more broadly, that that door is left open for Iran. What is missing is the political will and the good faith on behalf of the regime in Tehran.
