Commons ChamberQuite frankly, the Mayor of London has been a massive disappointment when it comes to the policing of London. The Met is the only police force in the country to see its police numbers reduce. It has failed to meet its recruitment targets. Quite frankly, Londoners deserve better.
As the chair of the all-party parliamentary group on retail crime, I welcome the announcements, as I am sure will shop workers everywhere. When will the announcements be operationalised, and what is the monitoring process, so that we can all judge whether they are not just words but action?
The hon. Gentleman makes an important point. We are putting the changes through as amendments to the Criminal Justice Bill. The sooner it makes its passage through the House, the quicker we can put these specific changes in place, but we are not waiting for that. We have had conversations with police forces to ensure there is visible policing on our high streets and that they respond to every reasonable line of inquiry, sending a signal to retailers and potential criminals that we take this issue incredibly seriously, and that the police will respond to this important type of crime.

Commons ChamberYes, I do agree; local councils should be robust in using the powers this House granted them, as should the police in terms of the Police, Crime, Sentencing and Courts Act 2022. The police do have strong powers under the amended Criminal Justice and Public Order Act 1994, and I urge police forces up and down the country to use those powers.
We heard a little about retail crime earlier and it is a real issue in Birmingham, where a number of ugly, violent assaults on staff have taken place at Co-op stores in my constituency. I was pleased to hear the Minister’s earlier response. However, with less than 4% of about 8 million crimes actually recorded by the police, when can we expect to see the tougher measures he hinted at earlier?
I thank the hon. Gentleman for his question. I met representatives of the Co-op just a week or two ago and his chief constable, Amanda Blakeman, who leads on this for the National Police Chiefs’ Council. At my request, the police are working up a plan to make sure that they always look into the CCTV footage to try to get a facial recognition match, in order to arrest and prosecute shoplifters, and that they patrol a lot more regularly in areas where shoplifting is a problem.

Commons ChamberThe Home Secretary talked in her statement and in her answers about the benefits of body-worn camera footage. What percentage of current stop-and-search operations are actually filmed by officers wearing body cameras?
We know that the use of body-worn video has increased dramatically throughout police forces, and it is now a significant element in the transparency and accountability. Several layers of scrutiny and challenge are injected into the system these days, whether that is internal supervision, internal feedback, the stop-and-search scrutiny panels, or various other inspections. Body-worn video footage can inform the training and accountability, and that is one reason why there are greater levels of public confidence in stop and search and a lower number of complaints.

We believe the changes we are setting out today will make a marked impact on net migration. We will, obviously, monitor them very closely for some of the unintended consequences my hon. Friend refers to. The consultation we will do with universities and the broader sector will help us to refine the policy, should that be necessary.
The Minister has already acknowledged that the vast majority of students return home. In fact, the compliance rate for international student visas is 97.5%, the highest for any UK visa category. Does that not suggest there may be better targets for the Government’s energies?
There is no one single intervention that will solve this challenge, but this is a significant intervention that will make a material difference to net migration. The hon. Gentleman is right to say that the overwhelming majority of international students historically have left at the end of their studies, or shortly thereafter. It is possible that the system that has evolved since 2019 will see different trends. In 2020, only 7,400 non-EU students stayed on post study and those numbers will be dramatically higher in the years ahead. It may be that the mix of individuals, the countries they come from and the fact that they are bringing dependants with them in many cases, will lead to a far higher number of individuals staying on post study, but I do not think we will see those trends clearly enough this year. We may see them in years to come.

Organisations engaged in political campaigning are covered by the expanded remit of recent legislation—but when it comes to transparency of political donations, I must say the Scottish Nationalists have quite a cheek lecturing anyone else.
I understand there has been a court judgment that a $500,000 deposit by Mr Marandi is one of the sources of the £1 million seized by the National Crime Agency as illicit money. Given that, does the Minister think it would offer some public reassurance if he were able to say from the Dispatch Box now that the Government party will immediately investigate the sources of donations it has received from Mr Marandi?
I am afraid I do not know the details of the cash flows connected with that gentleman; nor do I know the details of the live investigation. I suggest to Members of the House that we wait until the investigation is concluded. All political parties should be careful, in the way the hon. Gentleman just described, in making sure that donations they receive are properly sourced and untainted.

Commons ChamberActually, the Metropolitan police already has record numbers. The most recent published figures show that it has roughly 35,000 police officers compared to a previous peak of 33,000, so the Met already has record numbers. From talking to the commissioner, Sir Mark Rowley, I know that he intends to place an emphasis on neighbourhood policing. In fact, earlier today a neighbourhood sergeant in Brixton, Lambeth confirmed that the neighbourhood policing units across the three wards he looks after have gone up already.
In his reply to my hon. Friend the Member for Croydon Central (Sarah Jones), the Minister cited the importance that he attaches to data from the Office for National Statistics. It reports that the number of people killed with a knife last year was the highest in 76 years. Did the Minister miss that statistic? How does that fit into his rather upbeat presentation?
Overall, total homicide has gone down slightly over the last three years—by about 7%, speaking from memory. We should welcome that reduction. One of the reasons for legislating is that we are concerned that some of the very dangerous knives are being used in knife-enabled homicide, as the hon. Gentleman describes. One of the issues with zombie knives is their double-serrated and jagged edges: if somebody is stabbed it causes serious internal injuries, which trauma surgeons and A&E consultants tell us are more likely to lead to serious injury or even death. Precisely for that reason, we are bringing forward these changes.

Commons ChamberMy hon. Friend hits on a really important aspect of the problem, which is people who are coming here and claiming to be children. We have seen this trend over several years. What I would say about Albania is that we are getting many Albanian people coming here and the majority of them are adult single males. They are not, by majority, women, children or elderly people. The claim of being a child is something we are going to clamp down on, and in the new year we will be delivering more robust age assessment procedures so that there will be less abuse of this very problem.
When the Home Secretary said that Indian migrants represented the largest number of visa overstayers in this country, was that based on a Home Office briefing? Would she consider putting some details in the Library so that we can all see the extent of the problem to which she was referring?
I am keen to ensure that we honour our manifesto commitment, which is to bring overall migration figures down and clamp down on the scourge of illegal migration. I am keen to support the Government—I see the Minister of State, Department for International Trade, my right hon. Friend the Member for Chelsea and Fulham (Greg Hands) here—in their negotiations on a historic deal with India. Great friends, great allies, with whom a great partnership can be forged.

Commons ChamberMy right hon. Friend makes an excellent point. The report is difficult reading, as we see when we start to read some of the testimony, and he is absolutely right on that. I also agree with him on the need to pay tribute to the vast majority of frontline workers and social workers who do an extraordinary job. He is probably familiar with the independent Centre of expertise on child sexual abuse, which was funded by the Home Office and set up in 2016, and which has been helping to provide and strengthen the ability of professionals to identify sexual abuse. To answer his question directly, I will undertake to work with the Secretary of State for Education and pull together Secretaries of State and Ministers from across the Government to make sure that we work on this issue and stamp out the sexual abuse of youngsters.
I, too, congratulate the right hon. Member for Maidenhead on having the courage and determination to establish this inquiry, at a time when, I recall, it was not popular everywhere. When I worked in this field in the late 1980s, one thing that struck me was that we tended to put more emphasis on finding the evidence to prosecute the perpetrator than we did on the damage experienced by the victim; I appreciate that this is sometimes a difficult balance to strike. In that context, may I ask the Home Secretary to think about the problems that victims face today as they try to negotiate the myriad services when seeking help? There is lot of faith now in the child house model, which is, in essence, an all-in-one service that tries to make it easier for victims. Will he do what he can to make sure that that model is properly resourced, so that we are not treating the needs of the victim as being in second place to the prosecution of the perpetrator?
The hon. Gentleman makes an excellent point. One problem with tackling child sexual abuse is that it can happen in so many different settings and environments that it is difficult to have one central location always to deal with it. But what we can do is provide the services, expertise and some of the different initiatives I referred to in my comments to help bring that support. I absolutely agree with him and I am determined to do that, on behalf of all the children who have been abused and to prevent further abuse in future.

Commons ChamberI apologise for not having been here earlier, Madam Deputy Speaker; I was dealing with other parliamentary business. I have a clinic on Station Road in my constituency where, after a lot of hard work, residents secured a public space protection order on 7 September. Because of the concern about the legal considerations and the consultation, it was drawn quite tightly, and its effect has been simply to push the protesters further down the road so that, ironically, they are now nearer to the local school. That makes it easier for gentlemen my age and sometimes older to approach 13 and 14-year-old girls and ask them if they know where babies come from and what God’s view of pregnancy might be. Normally, I would call anyone doing that a bit of a pervert, but apparently these people are speaking on behalf of some higher order. Does that not demonstrate that the need for communities to individually pursue PSPOs at local expense is not a satisfactory way to proceed, and that we need some national legislation that everyone can draw upon?
The hon. Gentleman is absolutely right. We need national legislation; we do not want a piecemeal approach or to push the problem to a different area or from one clinic where a public space protection order has been put in place to a clinic where protest may still be legal. It is imperative that we have a coherent national approach and that we protect women from that sort of harassment.
I hope the Minister will confirm what further action the Home Office will take in the event that this new clause falls today. I hope it will be successful; I hope this House can come together and recognise the benefit that the new clause will provide, and that we can make some progress on the issue.
I will speak briefly about the finances. I referred to the cost to a local authority and the hon. Member for Birmingham, Selly Oak (Steve McCabe) indicated that in his constituency it will have been expensive for the council to bring a PSPO forward. Too often, councils face legal challenges from campaign groups with very deep pockets, which are potentially not even funded from this country.
I vividly remember going to a sixth form college just outside my constituency at the start of the summer and talking to the female students there, girls aged between 16 and 18. They talked to me specifically about abortion, because they were scared that they would see their right to access healthcare being eroded. They asked whether I thought the overturning of Roe v. Wade would travel across the Atlantic and impact us here.
At the time I said, “No, I don’t”, but since then I have watched the deep pockets of largely American-funded campaigns opposing our local councils when they seek to bring legal orders to protect women from harassment. How can I now look at those teenagers and say, “Of course the overturning of Roe v. Wade won’t come here. Of course the American influence will not impact your right to access healthcare in this country”? It is about time that this country and this Government were prepared to step up where the United States has stepped back. That is why I will be supporting new clause 11, tabled by the hon. Member for Walthamstow. It is imperative that we send a message to women—I was going to say young women, but it is actually to all women in this country—that we are on their side.

Commons ChamberThe hon. Lady is absolutely right—there is no dispute there whatever. Other Departments are involved in housing, working with local authorities and ensuring a smooth transfer and transition. The Homes for Ukraine scheme, clearly, was there for six months; the transition period is taking place now, in many cases. A whole-of-Government effort is being co-ordinated by the Cabinet Office, working with other Departments. I think we should always reflect on and recognise the generosity of the British public, but also how Departments and local councils in particular have been providing support to make sure that that continues.
Prior to the implementation of the UK family visa scheme, to which the Home Secretary has referred, some concern was expressed by the Government that there needed to be additional checks because not everyone coming from Ukraine could be relied on. Can she give us an update on how those checks have proceeded and how many people coming from Ukraine were identified as fraudulent?
Those checks are there for very good reasons—there is no question about that. When we look at the volatility and the instability in the region and many of the national security concerns, we can see that that those checks are absolutely legitimate. The record is clear in terms of the number of Ukrainian nationals who have come here. There are people who have been refused on legitimate grounds involving national security concerns, which we do not discuss publicly.
