Commons ChamberThe new national planning policy framework ensures that the Planning Inspectorate will work with, not against, local communities. The Planning Inspectorate also has a wonderful new chief executive officer—an official from my Department who helped to deliver the homes for Ukraine programme and understands what communities need and want.
We will do everything we can to expedite that funding to Northern Ireland.

Friend is absolutely right, and her impassioned advocacy of better support for children and families in the first 1,001 days of a child’s life has helped to shape Government policy. The wider roll-out of family hubs, support for children’s services and, in particular, targeted intervention when children are at risk of abuse or neglect will, when taken together, help to ensure that we level up opportunities across this country. I am grateful to my right hon. Friend for all her work on this issue.
European social fund projects in Northern Ireland face a financial cliff edge. Over 1,000 jobs are at risk and over 17,000 service users fear for their future. Can the Secretary of State give me an assurance that there will be an investment plan and a process in place to give those organisations the chance to apply for shared prosperity fund support ahead of next April?
I am grateful to the hon. Gentleman for raising this issue, and I will work with the Secretary of State for Northern Ireland to make sure that there is an investment plan in place.

Commons ChamberAlthough I do not know all the details of the hon. Gentleman’s constituent, it seems to me that what he wants to do is wholly admirable and something that we should facilitate. I will ask my team to be in touch with the hon. Gentleman and East Ayrshire Council to make sure that they can deliver in the way required.
May I press the Secretary of State further on the situation in respect of Northern Ireland? Will he clarify whether the registration works at the UK level or the local level? Will the matching and the vetting be done at the UK level? How will Northern Ireland Departments access resources—will there be a Barnett consequential or will they apply for a grant from the UK Government?
On the first point, I believe that, unless told otherwise and unless there is any barrier—by which I mean a technical barrier, not a legal barrier—any UK citizen anywhere in the United Kingdom can act as a sponsor. On the second point, we are discussing with the devolved Administrations how we can provide additional support, because if we were to restrict it simply to a Barnett consequential and then found that, as it happened, there were many more sponsors in Northern Ireland, Scotland or Wales than in other parts of the United Kingdom, that would not be fair on those individuals. We want to take a flexible approach.

Commons ChamberMy hon. Friend is absolutely right. Of course, she represents a constituency with one of the finest universities in the country and she recognises the vital importance of higher education, further education and schools working together to extend opportunity.
Speaking as a former Minister in Northern Ireland, our Executive had far more control over the allocation of structural funds when we were in the EU than they do over levelling-up funds today. Does the Secretary of State recognise that the UK’s approach to levelling-up funds, particularly the shared prosperity fund, means only reduced resource for Northern Ireland and risks duplication and waste, as well as competition in the shared public space over the scarce resources that remain?
I respectfully disagree, but I recognise that the hon. Gentleman has a wealth of experience in this area, so I want to work with him, his party and his party’s Minister in the Executive to make sure that we minimise bureaucracy and maximise effectiveness.

As I am sure the hon. Gentleman is aware, there are a number of issues that might appropriately be the subject of a full, independent public inquiry—we can all think of appropriate issues—but I would say that, in response to the hon. Member for Glasgow Central (Alison Thewliss), I ran through the points about PPE and I explained why James Dyson had done so much to ensure that ventilators could be available to all. It is also the case, as I have mentioned to a number of Members, that an inquiry into the handling of the pandemic is of course appropriate, but the important thing is that we should not pre-empt its findings.
In January 2020, the Government were a party to the “New Decade, New Approach” agreement, which restored devolution to Northern Ireland. That agreement included a commitment to a panel of commissioners for ministerial standards. More recently, the Northern Ireland Assembly has given that role to the Assembly’s Commissioner for Standards. Why are the Government prepared to support that much more rigorous approach to ministerial standards in Stormont but not in Whitehall?
The hon. Gentleman makes an important point. I applaud the cross-party working that Stormont has exhibited in ensuring that the Executive and Ministers work well. As I pointed out earlier, we hope that the independent adviser on ministerial standards will be appointed very shortly. There will then be an opportunity, of course—following on from a number of questions put by right hon. and hon. Members—to review what changes, if any, are needed in order to improve that role.

Commons ChamberThe hon. Gentleman raises an important point; when it comes to many foreign defence and security questions, his is a sane and sensible voice. He is absolutely right that all political parties should be made aware of some of the potential attempts to subvert our democracy. Therefore I look forward to working with my colleagues to make sure that the material that we can share is shared and that everyone is aware of what we need to do to defend our democracy.
I am very grateful to the hon. Gentleman. The first thing that I would say is that it is important that we make sure that the interests of all the people of Northern Ireland come first. The decision on grace periods was taken in accordance with the freely expressed wishes of commercial operators in Northern Ireland. It is interesting that Northern Ireland retailers, businesses and so on, without prejudice to their views on Brexit or the protocol, welcomed these pragmatic steps.
I have enormous respect and affection for the hon. Gentleman, but this must be the first time ever, in this House or anywhere else, that I have been described as a calming influence, and I can only say thank you. All sorts of epithets have been flung at me, but to be described in such a way as to suggest that a former occupant of your Chair, Mr Speaker, might have described me as the equivalent of a parliamentary soothing medicament is perhaps the kindest thing that has ever been said about me.

Commons ChamberFollowing my conversation with Vice-President Maroš Šefčovič last week, we have continued to work intensively to find solutions to outstanding issues that have to be addressed through the Joint Committee. I have taken forward our continued engagement in that constructive spirit, and I look forward to speaking to Vice-President Šefčovič later today.
The protocol that was negotiated as part of the withdrawal agreement is there to ensure unfettered access for goods from Northern Ireland to Great Britain, but it also ensures that we can play our part generously in supporting the maintenance of the EU single market by making sure that there are processes. Those processes should be as light-touch as possible, and that is the aim of the conversations I am having with Vice-President Šefčovič and others.
The Chancellor of the Duchy of Lancaster will be very conscious of the tensions that are building in Northern Ireland and the need for some sort of creative solution. Does he recognise that the absence of a sanitary and phytosanitary or veterinary agreement with the EU makes the scale of the problems faced across the Irish sea much bigger than it needs to be? As such, will the Government consider going to the European Union to try to negotiate such an agreement over the coming months? That would go a long way to defusing many of the tensions and problems currently being faced.
The hon. Gentleman is right: there are a number of different ways in which these problems can be more effectively resolved. Thoughtful contributions from the Alliance party and others are very welcome. We want to look at a range of pragmatic solutions, and I am grateful to him and his colleagues for putting forward a potential way forward in a constructive spirit. There is no single right way forward, but, as I say, I am grateful to him and his colleagues for their constructive approach.

Yes, absolutely—my hon. Friend is completely right. On Friday evening, immediately following the publication of the EU’s regulations, the Prime Minister was on the phone to Commission President von der Leyen to make it crystal clear that contracts had to be honoured and there could be no interruption of the supply to the UK during a pandemic of vaccines that had been legally secured in a fair way. The Prime Minister received that absolute assurance; it is just a pity that the Commission acted in such a way in the first place.
First, I thank colleagues for their solidarity in respect of last night’s graffiti attack on my office, from which I am currently speaking, and join the wider condemnation of threats to staff at the ports.
Will the Chancellor of the Duchy of Lancaster confirm that violence, or the threat of violence, will not be allowed to influence Government policy, and that the central means of addressing issues relating to the protocol is through the UK and the EU working to address issues, such as by developing a wider veterinary agreement?
Again, I offer my sympathy to the hon. Gentleman and his staff who have faced this intimidation and graffiti. Members across the House stand fully in solidarity with him. He is right that it is vital that we work to ensure that the real issues are dealt with and that we say and demonstrate that we are not influenced by intimidation, violence or extra-parliamentary action. What we do is in the interests of the people he represents, and I look forward to working with him, his party colleagues and others to make sure that we resolve these questions.

Article 16 is a simplistic answer, and it is currently not being sought by the Northern Ireland business community. There is no solution apart from the EU and the UK working together to resolve problems. However, some of the issues also relate to the trade and co-operation agreement. It is a disappointment, for example, that the EU-New Zealand agreement on SPS checks was not replicated. Can the Minister confirm that this is something the UK Government will still continue to ask the EU to deploy, which would massively help movements across the Irish sea?
The hon. Gentleman makes a very important point. Some of the specific aspects of the negotiation with the EU with regard to SPS matters meant that the EU was asking for dynamic alignment in specific areas, and that is not something that we can accept. However, more work can be done in order to smooth the passage of food into the European Union and vice versa.

Commons ChamberI wish we were in a different place, where we did not need the protocol, but I recognise the progress that has been made through the provisional agreement. Does the Chancellor of the Duchy of Lancaster recognise that there is a range of unfinished business in relation to protecting the Northern Ireland economy, including on issues such as: transit from Great Britain via the Republic of Ireland into Northern Ireland; access to EU free trade agreements, particularly for our agrifood and dairy sectors; data adequacy and the protection of the service sector on an all-Ireland basis?
I am grateful to the hon. Gentleman for those points. He is right that there is important work still to be done. As I think he noted, it is the case that the services sector in Northern Ireland is totally exempt from any state aid provisions. However, it is also the case that Northern Ireland has benefited from commercial links with the Irish Republic, as well as its strong position within the UK internal market. More work is required to strengthen Northern Ireland’s formidable competitive position.

Commons ChamberMy right hon. Friend makes a very important point; NATO is the keystone of our defence architecture. More broadly, I hope that whatever occurs in the next couple of months as we resolve our economic relationship with the EU, the strong bilateral and multilateral ties we have with European allies, from Estonia to France, remain and are strengthened in order to make sure that the west is strong and democracy is reinforced.
More than 40% of UK external trade is with the EU27, whereas about 10% of the EU27’s trade is with the UK, so clearly the UK badly needs a deal. If we end up with a World Trade Organisation rules outcome, there still needs to be agreement in the Joint Committee about goods at risk, so will the right hon. Gentleman give businesses and households in Northern Ireland a firm guarantee that in no circumstances will any tariffs be levied down the Irish sea interface?
Yes, and that was an admirably Unionist intervention from the hon. Gentleman .

Commons ChamberYes, absolutely. The Government are absolutely committed to securing a Canada-style free trade agreement. One of the difficulties we have had in the talks is that, as our negotiator David Frost pointed out, the European Union still has not come to grips with the fact that we will be a sovereign equal, not in the size of our economy but in our democratic mandate. There are, therefore, still one or two sticking points, because it is seeking to tie us to its rules rather than recognising that we will follow our own path. However, I am confident we can overcome those difficulties and secure a free trade agreement, which would be in everyone’s interests. Of course, many preparations that businesses are required to undertake are the same whether or not we have an FTA.
Businesses in Northern Ireland and elsewhere urgently need to see the detail of the border model between Great Britain and Northern Ireland. Previously, the Chancellor of the Duchy of Lancaster promised that that would be published by the end of July. It is desirable that we see the outcome of Joint Committee and future relationship negotiations, but they are not essential for that. Will he therefore give a revised commitment on when we will see that?
Yes. The hon. Gentleman makes a very good point. The Joint Committee should, God willing, meet next Monday in Brussels. I will be seeing Maroš Šefčovič then, as we seek to make progress on those matters. The hon. Gentleman will know that we made more than £200 million available through the trader support service and support for IT to help businesses in Northern Ireland. Even though it has been a subject of contention in this House, the provisions in the United Kingdom Internal Market Bill are there to make sure that Northern Ireland’s businesses do have a guarantee that, whatever happens, they will not be required to have export declarations when goods move from Northern Ireland to Great Britain, because the principle of unfettered access is so important.

Commons ChamberToday’s statement sets out the brutal reality of Brexit for the GB to European Union interface but does not address Northern Ireland. We do not have the luxury of a phased roll-out—things have to be in place for 1 January—so can the right hon. Gentleman give us a firm commitment that there will be at least the same level of detail as that published today before the end of this month for the Northern Ireland protocol, given that we have at least five different regulatory checks that have to be put in place?
I am grateful to the hon. Gentleman for drawing an appropriate distinction between the border operating model between GB and the EU and the Northern Ireland protocol, and it is the case that more detail will be published later this month. Indeed, the Specialised Committee is meeting later this week in order to refine that.

My hon. Friend is absolutely right. In the speech to which some hon. Members referred earlier, I made the point that we needed to disperse decision making in the civil service, and one of the locations I suggested we should think about locating more key decision makers was east Lancashire.
From addressing nuclear proliferation to countering terrorism, there is a need to build and sustain relationships with European allies and, indeed, to secure a future relationship deal on policing and security co-operation. So how do the Government plan to reconcile David Frost’s role as National Security Adviser with his role as Brexit negotiator, in which he is currently engaging in brinkmanship, and indeed the risk of no deal at the end of the year?
I should think that it is precisely because David Frost is involved in complex and serious negotiations about security and defence co-operation with our European allies that he is supremely well placed to take on the role of National Security Adviser.

Commons ChamberBusinesses in Leicestershire and elsewhere will have the opportunity to secure access to an additional £50 million of Government support in order to ensure that they can export effectively not just into the EU but beyond. It is also the case that intense engagement with businesses is being conducted by Her Majesty’s Revenue and Customs, the Department for Business, Energy and Industrial Strategy and others.
The Northern Ireland protocol is there to protect the Good Friday Agreement in all its parts, but it is right that we do all we can to minimise the impact down the Irish sea. Does the Minister recognise that in the event that we fail to secure a deal with the European Union and the Government opt to trade on their own terms, the impact of that border down the Irish sea will be more severe, with businesses and households facing more costs?
It is the case of course that we wish to secure a deal, and a deal would be in everyone’s interests, but the purpose of the Northern Ireland protocol, as the hon. Gentleman rightly reminds us, is to uphold the Belfast/Good Friday agreement in all its elements. Critical to that is that we all recognise that under the protocol, Northern Ireland remains not only part of the UK politically, but also part of the UK customs territory. Unfettered access is a right that all parties agree should be maintained.

Commons ChamberDoes the Minister recognise that even the most far-reaching and comprehensive free trade agreement will sadly still mean regulatory and rules of origin checks down the Irish sea. As such, beyond simply giving a rhetorical commitment on the implementation of the protocol, will he assure not just the House, but his negotiating partners in the EU, that the Government are preparing to implement that protocol?
We will ensure that the protocol is appropriately implemented, and we will also ensure unfettered access for businesses in Northern Ireland to the rest of the UK market.
