I know from the vigorous campaigning of my hon. Friend that his constituents’ voice has been, and will be, heard. As he knows, I cannot comment on individual cases. What I can say is that I have experience of this in my own constituency, and I know what a blight can be created by those rail freight projects, so I do have every sympathy for the case that my hon. Friend is making.

Q2.   This week, we heard plans for two universal basic income pilots in England. Similar schemes have been planned for Scotland, Wales and Northern Ireland. With the progress of the gig economy and the acceleration of artificial intelligence, it is clear that the working environment will need to be drastically overhauled. Will this Government waken up to the reality of the situation and instruct both the Department for Work and Pensions and His Majesty’s Revenue and Customs to engage with those pilots, so that we can constructively assess their pros and cons and work to safeguard a less precarious future for the next generation?

The Government and I have never been convinced by the case for a universal basic income. We are not alone in that; it is also the position of Paul Johnson at the Institute for Fiscal Studies. I think a much better solution is to create more jobs, which this Government have done, and to cut taxes on working people, which is what this Government have done. That is the route to prosperity for people up and down the country.

The Home Secretary has an incredibly important job to do, and I totally agree with my hon. Friend. [Interruption.] I know she is deeply committed, whatever the noise, to get on and deliver on that job for the British people. Obviously, information will be gathered, but I know that the Home Secretary is deeply committed to that task and will continue to do it.

The appointment of the ethics adviser is at the sole discretion of the Prime Minister, the inquiries that are carried out are at the sole discretion of the Prime Minister and the actions taken on the outcome of any report are at the sole discretion of the Prime Minister. Does the Minister think maybe there is a problem with this process?

I am certain the hon. Gentleman is aware that an independent adviser can recommend to the Prime Minister that a particular course of action is taken, although ultimately—the hon. Gentleman is right—the ministerial code is a matter for the Prime Minister. It is his code, and he has to determine the standards expected of Ministers in his Government.

When Sir Laurie Magnus gave evidence to PACAC on the compliance of Ministers with the ministerial code, he said:

“I think you have to rely on their honesty, their compliance with the seven principles of public life and their recognising that if they are to have the privilege of a ministerial position, they have to comply with the expected standards.”

What can we do in this place when they do not?

I have two points to make to my right hon. Friend. First, we need to make certain that this does not damage the impartiality—or the perception of impartiality—of the civil service as a whole. I am sure he would agree that that is incredibly important, and we need to ensure that it is retained. I am deeply worried that the approach made by the Labour party may serve to threaten that and put it at risk. We must not tarnish the whole civil service due to one appointment, but the Opposition are playing fast and loose with a set of rules designed to protect the impartiality of the civil service, which we all know is so constitutionally important for our country.

Here today we have Conservatives demanding that Labour observes the recommendations of ACOBA, when previous Conservative Chancellors and Foreign Secretaries bypassed the process before taking up appointments, and we have Labour stretching the process to breaking point by operating in the shadows. Is it time that we gave ACOBA some teeth?

My right hon. Friend the Prime Minister is considering proposals made by PACAC, the Committee on Standards in Public Life and Sir Nigel Boardman about how we could improve the business appointments process. There is a lot of sympathy with the idea that we should look at those rules, and we will report to the House about how they could be amended or improved. It is an irony, though, that the Opposition have consistently called for those rules to be tightened when they do not seem to be quite aware—or may not be fully aware—of what the rules are today.

I am really happy to hear from my hon. Friend, who has rightly long championed this issue. I know she has spoken to the Minister for Immigration about her concerns in her local area. I thank her for her constructive attitude in working with us, but she is absolutely right, and we will sit down and listen to her and her local authority about what is appropriate and deliver sensible solutions.

Because the existing system has failed so miserably, we have asylum seekers in hotels throughout the United Kingdom. I shall once again be meeting with asylum seekers in my constituency prior to Christmas. Decanting them to disused holiday parks, former student halls and surplus military sites does not solve the problem. When can I tell them that they will be allowed to sit down with an official from the Home Office so that they can start their legal process of immigration?

The hon. Gentleman is right: what will solve the problem is stopping people coming here illegally in the first place. That is how we will solve the hotel problem. That is what our new legislation will deliver, and I hope he will support it.

It is important to point out that the Prime Minister appoints his own ethics adviser. He then determines which investigations can be undertaken, and then he determines what actions are taken depending on the outcome. Is that maybe why the last two ethics advisers have resigned?

The hon. Gentleman will have heard me say several times, in reference to whether an independent adviser can initiate proceedings, that Lord Geidt was happy with the proposals made in May; he said that it would be a workable scheme.

I thank my old friend for everything he did to campaign on that issue for so long. I am glad that this Government were indeed able to fulfil their promise not just to veterans, but to their families as well. I renew my thanks to the security services, who do so much to keep us safe, and to all those who put on the Queen’s uniform.

Q12. Prime Minister, the OECD forecasts zero growth in GDP for the UK economy in 2023; that would be the worst performance in the G7. Ireland, Switzerland, Norway, Denmark, the Netherlands, Iceland, Sweden, Austria, Belgium and Finland are all wealthier than the UK. Why should Scotland not be afforded the same opportunity to seek prosperity through being a sovereign independent nation, standing as an equal among other equal nations?

What I can tell the hon. Gentleman is that, to the best of my knowledge, all the evidence has been seen by Sue Gray and by the Metropolitan police. There may be issues about what else can be released more generally, but I believe that the hon. Gentleman and the public have a representative sample of the images.

In a five-page statement, the Prime Minister indicated five times that he takes responsibility, but in fact he has not done so once. During the pandemic, all MPs asked our constituents to adhere to the guidelines to protect themselves, their families, their friends, their colleagues and the wider community. With the benefit of hindsight, does the Prime Minister believe he set a good example that he can look back on with pride?

I am pleased to see, in the context of the latest data, that rape convictions are up 67% on the previous year. We will be bringing forward our response to the consultation on the victims Bill and the associated package very shortly. There will be a step change—a quantum leap—in the number of ISVAs and independent domestic violence advisers as a result of the settlement that I have secured with the Treasury. I am happy to give the hon. Lady specific details.

Over the years, many people have been coerced, often through violence, into being filmed in pornography that has been put online for people to see for years to come. Will the Government consider making provision in the Online Safety Bill for people to withdraw their consent and have that content removed from the internet?

I have a constituent whose elderly parents are seeking refuge in the United Kingdom from Ukraine. Her parents are both in their 80s. They have made it to Hungary. They went to the visa application centre, as instructed by the Home Office hotline, and they were told, “Come back on 22 March.” Then, and only then, will their biometrics be processed. That is the harsh reality—no spin, no subterfuge. Prime Minister, when will refugees from Ukraine be welcomed into the United Kingdom?

I thank the hon. Gentleman. If he would be kind enough, I would be grateful if he passed me the details of the case that he mentioned and I would be happy to give it to my right hon. Friend the Home Secretary. We are moving heaven and earth, because we understand the value to this country of refugees. We also understand the imperative of helping people fleeing a war zone in terror. That is why the people of this country want to open their arms, and we are going to help them to do it with a new humanitarian route, in addition to the family reunion route that we have already set out. That family reunion route alone could bring hundreds of thousands of people here. I think the whole House understands that; we will do even more through the new humanitarian route.
