14. What steps he is taking to assist Iraqi forces in countering ISIL.

We are making a major contribution to the coalition, having deployed sophisticated surveillance, strike and transport aircraft to the region. As of yesterday, we have carried out 99 air strikes in Iraq, second only to the United States. We have also provided training and equipment to Kurdish forces, including infantry, combat first aid, sharpshooting and counter-IED training.

Our training has been focused in Kurdistan through the Ministry of Peshmerga, and our other embedded personnel work only with the security forces of the Government of Iraq, not with any of the Shi’a militia. Iranian influence over the Shi’a militia is well known, and Iran can certainly play a positive role in helping to bring about better government in Iraq.

In combating ISIL jihadists, our armed forces might be at greater threat in the UK than in Iraq. After last week’s atrocities, France has, I understand, allocated 10,000 troops for sensitive sites. What steps is my right hon. Friend considering armed forces in the UK should take for their own and our constituents’ safety?

We take our personnel—both military and civilian—extremely seriously. We have reviewed our protective security measures and the advice to personnel in the light of the recent tragic events in France. My hon. Friend will appreciate that, for obvious reasons, I cannot discuss details of the security arrangements that are in place.

I refer my hon. Friend to the answer I gave some moments ago.

On my last trade envoy mission to Indonesia, I arranged for a film to be made of about a dozen SMEs that were with me before, during and after the mission in order to show it at later seminars across the country to convince small businesses that they can export successfully to far-away growth markets. Does my right hon. Friend agree that such low-cost films made by different trade envoys in different markets could be an attractive tool to encourage SMEs to export?

There will be many more than a handful of shareholders; I hope that Royal Mail will have millions of owners in the future. Let me absolutely reassure the hon. Lady on one part of her question: there will be continuing regulation of the price of the stamp by the regulator and the universal service will continue to be protected. Neither will change with the change in ownership.

It is true that privatisation is not always the right way forward for public services, and as secretary of the all-party parliamentary group for post offices I am clear that it is not the way forward for post offices. Therefore, I welcome the Minister’s complete reassurance today that post offices are separate and will remain in public service.

However, I believe that the only way for the business of Royal Mail to grow is to have that chance to invest in new technology, so that it can track parcels, compete with its competitors, win business, grow, employ more people in Britain and export its services abroad so that it can become a global brand and a great British success. Does the Minister agree that this is the right way forward for a successful Royal Mail?

6. What progress he has made on a sale of shares in Royal Mail.

On 10 July the Secretary of State laid a report in Parliament and made an oral statement setting out our decision to sell Royal Mail shares through an initial public offering in this financial year. Shares will be available to both institutional and retail investors, and 10% of the shares will be available free of charge to eligible employees so that they have a real stake in the business.

As my right hon. Friend the Minister has already heard this morning—and there are postcard campaigns to confirm it—a large amount of misleading information is being given to my constituents in Gloucester and elsewhere in the country: claims that the Royal Mail and the Post Office are the same entity, and that the Queen’s head will go, the universal service disappear and prices rise. Does my right hon. Friend agree that those of us who want to see Royal Mail succeed deplore this campaign of misleading information and want the innovation from new capital investing in new equipment, such as to track parcels that will enable Royal Mail to succeed in the way all of us in this House want?

Given that Parliament has already decided that this is the right future for Royal Mail, I hope the Opposition will now join in dismissing some of the unnecessary scaremongering, and make clear what would happen if there was ever the horror of a future Labour Government: do they intend to renationalise the Royal Mail?

T5. The Minister will know that all existing nuclear power stations report operationally to EDF Energy in Barnwood, Gloucester—the home of British nuclear engineering. After my right hon. Friend has agreed the strike price and other details for the next generation of nuclear power stations, will he accept an invitation from me to visit Barnwood and the impressive nuclear academy training ground for so many graduates and apprentices in this vital sector?

I will consider that invitation, as I am sure my right hon. Friends will. My hon. Friend will know that I spoke recently in Gloucester at Horizon-Hitachi’s supply chain conference in respect of its proposed nuclear station at Oldbury. I confirm to him that negotiations with NNB GenCo on an investment contract at Hinkley remain ongoing and that agreement will be reached only if a deal is fair and affordable, represents value for money and is consistent with our policy of no public subsidy for new nuclear.
