I will make a little progress before giving way again.

Every time we have this debate, Labour and Lib Dem Front Benchers simply prove our point, as they are doing today: the one party that can and will deliver a referendum on Europe is the Conservative party. I have to tell them that, as a Conservative, I am very happy to go to the country next year with that message, but I would still prefer, in the national interest and in the interests of our democracy, to move to a referendum as a matter of national consensus.

Does my right hon. Friend agree that this morning we have heard a series of obfuscatory remarks from Opposition Members that have nothing to do with the Bill under discussion? That poses the very simple question of whether we should have a referendum and let the people of this country decide. Why does he think Labour Members are so frightened of letting the British people decide?

I have to say, in all candour, that I do not know why Labour Members are so frightened, but I think that my hon. Friend is absolutely right. The reason they are talking about everything else they can think of is that it is deeply embarrassing for the people’s party to have to acknowledge publicly that it does not trust the people. That is the essence of what we are hearing today.

As I said in an earlier reply, we will not be making any redundancies in those pinch-point fields. We face, across the armed forces, a number of areas in which we directly compete with very highly paid civilian occupations. I am talking about engineering of all types—nuclear, aircraft and airworthiness speciality skills. In those areas, it is a constant challenge to recruit and retain staff, but those are challenges that the single services manage extraordinarily effectively in the circumstances.

How many of those currently working at the Allied Rapid Reaction Corps, many of whom are constituents of mine, will be affected by this programme? Will the Defence Secretary confirm that all those made redundant will receive a generous compensation package and help with housing and new jobs? We need to work closely with counties such as Gloucestershire, which have signed the military covenant, and to emphasise to the young of our county and my city that there are still real opportunities to join the Army and learn skills, for example as bricklayers and electricians.

Those opportunities do indeed remain, and the purpose of the current marketing campaign is to emphasise to people that all areas of the military—the Navy, the Army, the Air Force and the Marines—are recruiting and open for business. However, we are conscious that the inevitability of a redundancy programme sends out a somewhat mixed message. I can also confirm that military redundees receive generous compensation packages. I have announced today help with housing purchase, and there is an excellent programme in place for supporting people to acquire the skills they need for dealing with the civilian world, including employment search. I am confident that we have done everything we can to make the transition from military to civilian life as smooth as possible for those who will be affected by the programme.

The hon. Gentleman makes a fair point. It is an unfortunate fact of life that it is only when countries force themselves to the top of the news agenda, sometimes for completely the wrong reason, that everybody recognises that we have known that there was a problem there for a long time and that we knew what needed to be done, but did not quite do it. I would hope, having now focused on the challenge and seen in Algeria the week before last the potential consequences of allowing terrorist organisations to gain ground in this area, that the EU in particular will have the will and the tenacity to see this through and to do what needs to be done over the medium to longer term.

My hon. Friend the Member for Basildon and Billericay (Mr Baron) is surely right to raise the high human and financial cost of earlier interventions under the previous Government, but there is a danger of seeing everything through the prism of previous experience. I support the Defence Secretary’s commitment today to deploying considerable British military training capabilities alongside allies, with the support of neighbouring countries and with full awareness of the dangers of mission creep in Mali, for the better security of Europe. Does he agree, however, that training in fragile areas comes under the heading of conflict resolution and that it would, therefore, be appropriate for DFID to make a wholesome contribution to the costs of this training mission?

My ears are always open to any suggestion that anybody else might contribute to activity that otherwise falls on the defence budget, but as I said earlier the funding for this operation will come from the conflict pool and from pooled funds that are available for precisely this type of intervention. This is an arrangement that is working extremely well across Government and is one of the successes of the past couple of years.

I have received recent representations on the renewable energy directive biofuels sustainability criteria from a number of non-governmental organisations, including the Royal Society for the Protection of Birds, Greenpeace and Friends of the Earth. We share some of their concerns regarding the sustainability of some biofuels. For that reason, we propose to take a cautious approach, as set out in the consultation we have launched today on proposals to implement the transport elements of the directive and the associated fuel quality directive.

I am grateful to the Secretary of State for his answer. This morning I spoke with the owner of the 160-year-old haulage company, Joseph Rice, in my constituency of Gloucester, which is going into receivership. He believes that others might follow before long. Does the Secretary of State agree that the Government should do what they can to help the sector, whether through incentives on biofuel or by reviewing things such as vehicle excise duty and road charges?

As my hon. Friend will know, matters relating to vehicle excise duty are for my right hon. Friend the Chancellor. We believe that the future of the road freight sector depends on being able to decarbonise it, and at the moment the only viable option for decarbonisation is biofuel. Therefore, we believe that it is important that we prioritise available sustainable feedstocks for biofuels for use in sectors where no alternative viable options are available.
