My hon. Friend tempts me, but I have to say in all honesty that the driver has been the structural requirements of the Army Reserve. There is no point in keeping a TA centre because it is a shiny new building if it does not fit into the structural laydown that the Army needs to deliver military effect in the 21st century, so that has been the overriding consideration.

HMS Cambria in my constituency has a long, proud history in supporting the unit from the communities of Barry and Sully in Cardiff South and Penarth. The statement talks about a unit in Cardiff that is to be new or renewed, but it is not yet clear whether it is the same unit or another one in place of it. Will the Secretary of State clarify that?

I can indeed confirm that the 1st Battalion the Queen’s Dragoon Guards will be going to Swanton Morley and that Swanton Morley, together with Colchester, will form one of the seven hubs.

I thank the Secretary of State for the certainty and security he has given to the St Athan site. Bringing the Royal Signals to St Athan is welcome news, because the community has been on something of a rollercoaster ride in recent years. I also pay tribute to the Armed Forces Minister for the interest he showed when he met community leaders last year and said he would do everything possible. How many armed forces personnel will bringing the Royal Signals to St Athan attract to the site, and how much capital investment is needed?

The investment at St Athan will be in excess of £50 million. I cannot give my hon. Friend a more precise figure because of commercial issues relating to negotiations and contracts. The moves I have announced today will bring some 560 additional personnel to the site, taking the total liability on it to about 1,250. I say to my hon. Friend, who has been an ardent campaigner on this issue, that the consolidation of 14 Signal Regiment on the St Athan site represents a very important step in resolving the site’s future. The work we have done with the Welsh Assembly Government sets out a very good route to securing the site in the future, both for military use and for civilian development

Because the Chief of the General Staff and the team carrying this work have presented me with a plan for the future Army, which they tell me will be able to deliver the output requirements of the strategic defence and security review. I have confidence in their professionalism.

I am pleased that the Queen’s Dragoon Guards, the Welsh Guards and the Royal Welsh are to be retained, although I am disappointed that one battalion of the Royal Welsh has to be lost. Can the Secretary of State advise the House what impact his statement will have on regional brigades?

The seven brigades in the adaptable force will continue to have a regional function and will deliver that connection with civil society that is so important to our armed forces. If my hon. Friend has not yet seen my written ministerial statement, I remind him that a new Royal Auxiliary Air Force squadron will be stood up—probably in St Athan in his constituency.

The Ministry of Defence has a long and tawdry history of overspend in procurement, timelines that are well in excess of those originally planned and of ploughing on regardless. Will the Secretary of State confirm that his decision today demonstrates a change of culture that really shows that we are getting to grips with the budget and the timelines to provide guarantees to the armed forces and our nation?

I thank my hon. Friend for his question and assure him that we will take the decisions that need to be taken in the interests of the nation’s defence, however awkward or inconvenient. I will come to the House however many times I need to and make however many announcements I need to make to get the Department back on track. I want the MOD to stand tall among the Departments of State, with a normal relationship with the Treasury and with the centre of government, and with proper contingency arrangements in its budget so that the armed forces can be confident that the promises that are made to them will be delivered, unlike those of the previous Government.

I think we have covered this one already. The arrangements for performance-related pay were put in place by the previous Government and were a decision taken by them with which I concurred entirely. It is the right way to incentivise senior civil servants. By paying non-consolidated performance-related pay, we reduce the total cost to the Department. The scheme was introduced in lieu of pay increases.

What assessment has the Secretary of State made of the impact of reported collusion between the Taliban and Pakistan on our troops serving in the region?

The situation on the Afghan-Pakistan border is extremely complex, as my hon. Friend will know. As I said, the Government’s position remains that we repeat continually to the Pakistanis that it is in their interest to engage with the peace process and the reconciliation talks, and to ensure long-term stability in the region.

I can tell the hon. Gentleman that my officials discussed the business case for electrification to Swansea with Welsh Assembly Government officials exhaustively, but he misses the fundamental point. He talks about Rolls-Royce and Tata, and if they are looking at rail investment as a criterion for investment, they will be examining journey time savings. The IEP announcement that I have just made introduces a journey time saving of 20 minutes to Swansea. He should go back to Swansea, rejoice in that saving and pick up the phone to Rolls-Royce and Tata to tell them how it improves the case for investment in his city.

This is a first-class announcement on St David’s day for my constituency and the whole south Wales economy. Announcing electrification of just the main line would have been good, but to consider the valleys lines and the line to Barry Island, which is in my constituency, gives the statement gravitas.

My right hon. Friend the Transport Secretary has mentioned the inaction of the former Secretary of State for Wales, but will he outline what action was taken by the current Secretary of State for Wales in bringing about pressure for this announcement?

My right hon. Friend the Secretary of State for Wales and I discuss such matters all the time—I always discuss with them matters that trespass into the jurisdictions of my right hon. Friends the Secretaries of State for Wales and for Scotland—but it would be inappropriate for me to give the House details of discussions that occur between Cabinet colleagues.
