Commons ChamberI always prefer the motto of Queen Elizabeth I: semper eadem—always the same—which makes a very good motto. Or, if you like, Mr Speaker, honi soit qui mal y pense, which is also a jolly good motto from the Order of the Garter.
My right hon. Friend is right to raise the issue of restoration and renewal. It is crucial that this building has its wiring improved and the basic services made effective. On the fire safety issue, a considerable amount of work has been done; the new fire safety system is being tested currently, and I am getting regular reports on that. It is a mist system with significant excess capacity, which means that there is the prospect of extending it further. I am glad to say that that has made considerable progress since my right hon. Friend was the Leader of the House.
Regardless of all these reports, regardless of what people have suggested, this has to get value for money for the taxpayer. We have suddenly heard talk of costs of £10 billion to £20 billion coming up. We cannot say that to our constituents. We in this House have the responsibility to protect taxpayers’ money. The other place, it must be remembered, does not. We are responsible, responsive and answerable to our constituents. Yes, we need to redo the wiring. Yes, we need to ensure that this place is safe and secure, but we must not turn this House of Commons into Disneyland.
The transition period continues, and I again make a plea to the Leader of the House to do all he can to ensure the speedy return of my hon. Friend the Member for Perth and North Perthshire (Pete Wishart) to his place in this situation.
I also welcome today’s debate on the celebration of International Women’s Day. However, while we battle the covid pandemic, there is a hidden pandemic of domestic abuse during lockdown. The World Health Organisation has reported that one in three women globally—around 736 million—have been subjected to physical or sexual violence in their homes during this pandemic period. I ask the Leader of the House to do all he can to ensure that the Government take steps finally to ratify the Istanbul convention, as had been agreed in 2017 under the Preventing and Combating Violence Against Women and Domestic Violence (Ratification of Convention) Bill presented by Eilidh Whiteford, a colleague at the time. I hope that that can be brought forward with some speed.
Last week, I asked for an Opposition Day debate in the name of the Scottish National party. It has been granted, and I commend the Leader of the House for the pace at which that was brought forward. I have no doubt that he is eagerly anticipating the topics to be debated. However, I am aware that the time for that debate is not protected, so may I ask whether it is possible for it to be protected, or that every step possible is taken to ensure that we have the full time available to us?
Last month, the Prime Minister claimed that directly awarded covid contracts were there on the record “for everyone to see”. We now know that this was widely removed from the actuality. Indeed, the Government broke the law. Does the Leader of the House agree that supporting my Ministerial Interests (Emergency Powers) Bill would help to rebuild public trust, enable our procurement systems to be protected, and enable us to build back better as we come out of the pandemic?
Finally, I echo the comments of the shadow Leader of the House and the Leader of the House about Sarah Everard and send my thoughts to her family at this very, very difficult time.
I understand that the hon. Gentleman’s colleague the hon. Member for Perth and North Perthshire (Pete Wishart) celebrated his birthday this week, so may I, on behalf of the House, wish the hon. Gentleman many happy returns of the day?
The hon. Member for Midlothian (Owen Thompson) is absolutely right to raise the issue of domestic abuse. I am glad to say that the Domestic Abuse Bill is making good progress in the House of Lords. I hope it will come back to this House in reasonably good time, so we can have a Bill on the statute book that helps people, protects people and secures people. It is, of course, about more than just passing laws and conventions; it is about changing society’s attitude, and an understanding that domestic abuse is wrong, that it is serious and that a domestic assault is just as serious an offence as any other assault outside the domestic context.
I hear the hon. Gentleman’s plea for protection for his Opposition day debate. I would say in response that having managed to get the Opposition day debate—ask and it shall be given; seek and ye shall find; knock and it shall be opened unto ye—but I am not sure I can promise protected time. However, Mr Speaker has no doubt heard the request in regard to urgent questions and I have heard it in regard to statements. It is sometimes a very difficult balancing act when Members feel a statement or urgent question is necessary, but it is, generally speaking, the aim to ensure that Opposition days are reasonably protected.
Finally, on covid contracts, I just fundamentally disagree with the hon. Gentleman. I think we can be really proud of the honesty of our governmental systems in this country, regardless of the party in power. I do not think we should throw around charges of dodgy dealing lightly, because we should have great confidence in the honesty of our public systems. Normally we have a system that takes three to six months to award contracts. We faced an emergency. It would have been ridiculous for red tape to hold up the delivery of contracts. The contracts were given to Labour-supporting people as well as to Conservatives, so it is recognised that people who have interests in party politics can also provide PPE. We went from producing 1% domestically to 70%, and the vaccine roll-out has been a terrific success, dependent on the private sector. I think we should take great comfort from the efficiency of our private sector and the honesty of our governmental systems.

Thank you, Mr Speaker. My extended transition to the role of my hon. Friend the Member for Perth and North Perthshire (Pete Wishart) continues. I again make the plea to the Leader of the House to use everything within his gift to encourage some common sense and free the Perthshire One.
Last week the Leader of the House told me:
“We have in this country one of the most honest public sectors of any country in the world.”—[Official Report, 25 February 2021; Vol. 689, c. 1096.]
I am sure, therefore, that he will be very concerned at the news that the international community does not seem to be convinced. The Government have been put under review by the Open Government Partnership, a global coalition for transparency and anti-corruption. Will the Government now ensure that time is set aside to debate and demonstrate that criticisms of secrecy over contracts and accusations of cronyism are being taken seriously and not swept under the carpet, to give the public confidence in the Government and remove any suspicion of corruption? Of course, a simple first step would be to back my Ministerial Interests (Emergency Powers) Bill—I am sure the right hon. Gentleman is well aware of that.
I am slightly surprised that we only have one week’s future business, when we have had the luxury of two weeks’ notice or sometimes even more previously. I also hoped that we would have notice of an Opposition day debate for the Scottish National party. Could the Leader of the House update us on when that might be possible and when we might see future dates for Friday sittings for private Members’ Bills?
Finally, I would like to add my comments on World Book Day. I am sure the Leader of the House will agree that books can transform lives, improve our children’s attainment and boost wellbeing. Projects such as Dolly Parton’s Imagination Library, which has worked with the Scottish Book Trust to provide a free book every month to looked-after and adopted children to the age of five right across Scotland, are an amazing way that we can continue to do this.
I agree with the hon. Gentleman on World Book Day. I always like reading P. G. Wodehouse, which may not surprise the House. There is a wonderful new Wodehouse by Ben Schott called “The Leap of Faith”, and if anybody is looking for something to cheer them up as the lockdown draws slowly to its close, I recommend that. It is perhaps more adult reading than the things the children may be attempting to read, including stories by Roald Dahl such as “The Twits”, “Fantastic Mr Fox” and “Charlie and the Chocolate Factory”—all the old favourites that one can safely recommend.

Commons ChamberI am grateful to my right hon. Friend and I am very pleased that the reopening of Westminster Hall has been so widely welcomed. As regards the road map for the reopening of Parliament, the road map that the Government have set out for the country at large will obviously have an effect on what is going on in this House. Particularly important for the Chamber will be any changes on social distancing, because this Chamber will not be back to full, proper operation until the social distancing measures have been altered. That will be fundamental to any decisions that we have to make.
May I also associate myself and my party with the comments of the Leader of the House, the shadow Leader of the House and you, Mr Speaker, in relation to Julia Clifford? The proposal that has been made is a very fitting one.
I also echo the comments of the shadow Leader of the House in welcoming your letter, Mr Speaker, to King’s College and its ethics committee.
When I stood in at business questions a couple of weeks ago, I said that I hoped the transition to my hon. Friend the Member for Perth and North Perthshire (Pete Wishart) would be a smooth one, but it is not turning out that way. My hon. Friend would very much like to be in his place this morning as the SNP’s shadow Leader of the House, but the Scottish Affairs Committee, which he chairs, meets at the same time, and Conservative members of that Committee are refusing to change the time of meetings to allow him to be here. My hon. Friend has already apologised to the Leader of the House and the shadow Leader of the House for not being in his place, and he was hoping to apologise directly to you in person, Mr Speaker. I hope that the Leader of the House can use his considerable influence to encourage Conservatives on that Committee to join in the spirit of co-operation and good will that is taking place in so many areas just now, to free the Perthshire One and help stop these pointless political games.
With national and local elections on the horizon, will the Leader of the House provide Government time for a statement to update the House on the democracy programme? Confidence in our democracy at this time, particularly in the circumstances we face, is more important than ever. This week we have had a number of discussions about the Government’s procurement processes, which normally protect the public purse, but which are currently being bypassed under covid emergency regulations. Will the Leader of the House arrange for a debate in Government time to consider what action can be taken to improve transparency and to mitigate any increased risk of corruption in line with their own anti-corruption strategy, and will he encourage Government colleagues to support my own Ministerial Interests (Emergency Powers) Bill?
I am grateful to the hon. Gentleman and thank him once again for standing in for the hon. Member for Perth and North Perthshire (Pete Wishart). The Scottish Affairs Committee makes decisions on when it meets as a Committee. The Government do not routinely interfere with Select Committees—indeed their independence is part of the scrutiny process. I point out to him that the Conservatives do not have a majority on that Committee and therefore it cannot purely be the Conservative Members who are refusing to change the time, because if the full Committee turned up it could outvote them.
As regards the democracy programme and the upcoming local elections, the Cabinet Office will issue a statement in relation to campaigning and what will be allowed. This area will begin to open up on 8 March in accordance with schools. Obviously, it is really important, and most people would argue that democracy, as we show in this House, is essential work, and it is fundamentally important that campaigning is possible in a safe way in advance of the elections across the United Kingdom in early May.
On the procurement process, I refer the hon. Gentleman to the answer I gave to the right hon. Member for Walsall South (Valerie Vaz)—that it was absolutely right, during the height of the pandemic, that contracts were issued swiftly. The normal procurement process would take three to six months to agree a contract. That would have meant that we would not yet have a vaccine. It would have delayed absolutely everything. We would still not have personal protective equipment. The UK used to produce 1% of its PPE requirement; that is now up to 70%. That has safeguarded our supplies, safeguarded people, and safeguarded lives. It was right to act quickly, but the hon. Gentleman is also right that that expenditure must be checked. We have in this country one of the most honest public sectors of any country in the world. We have an absolutely excellent system through the Comptroller and Auditor General of ensuring that expenditure is properly checked and carried out and that there are ways of scrutinising it ex post facto. That is the right approach to be taking, but it was absolutely right to award the contracts during the height of the pandemic.

Commons ChamberI am grateful to my right hon. Friend for her question. I am certainly happy to look at bringing back Westminster Hall, if that is what the House wishes.
We have sought to take a balanced approach throughout the pandemic, and have made every effort to ensure that proceedings are in line with Public Health England guidance and safe for members of staff. My right hon. Friend knows well that I brought forward the motion to suspend Westminster Hall in the light of the rising covid-19 case numbers and following representations from across the House. I was perhaps the least supportive of reducing scrutiny, but brought forward those motions on a cross-party basis.
I will reiterate what I said to the right hon. Member for Walsall South (Valerie Vaz): to bring back Westminster Hall physically or in a hybrid fashion will require some additional people on the estate. We therefore need to be satisfied that there is a consensus that it is safe and right for the House to take that step. In my view, that is perhaps a decision most sensibly taken once we have heard from the Prime Minister about the road map out of lockdown when we return from recess.
I am grateful to my right hon Friend for setting out her view, and I am glad that she does think that it is proportionate to have a small number of extra people on the estate for hybrid proceedings. I have noted that, and if others make similar representations they will find that this is a door that can easily be pushed open.
I echo the comments of the shadow Leader of the House and of the right hon. Member for Staffordshire Moorlands (Karen Bradley), the esteemed Chair of the Procedure Committee, in calling for action to be taken in terms of Westminster Hall-style debates. May we have an assurance from the Leader of the House that, when an appropriate alternative to physically sitting in Westminster Hall is presented to him, he will immediately act to produce a motion to resume in some shape or form, following one of the alternatives that have been suggested?
We are almost a year on since we went into the first lockdown. Over that period, many support schemes have been announced by the Government that have been very welcome and needed by so many, but we still see millions excluded by this Government. Will the Leader of the House bring forward a debate or statement in Government time to outline exactly why this Government feel that these people are unworthy of support from them, especially with the Budget coming up?
Recently, my constituent Deborah Kayembe was named as Edinburgh University’s next rector. Deborah is an esteemed human rights lawyer and also a refugee, and shows us the benefits that refugees can bring to each of our communities. In the light of the Migration Advisory Committee’s saying that it is time to review the Government’s anti-family-migration rules, may we have a debate in Government time to consider the hugely positive contribution that refugees make to each of our nations and to give hope that, perhaps, some of the measures such as the minimum income requirement could be reviewed?
Like the shadow Leader of the House, I welcome the fact that today is International Day of Women and Girls in Science. With Midlothian a centre of scientific excellence, does the Leader of the House agree that promoting careers in science for women benefits us all, and will he ensure that time is allowed by the Government for us to celebrate that? I end by joining the Leader of the House and the shadow Leader of the House in wishing all a very happy Chinese new year.
May I begin on a point of very strong agreement with the hon. Gentleman and thank him for the point that he made about encouraging women and girls to have careers in science? That is a thoroughly good thing, but we need more scientists generally for our future prosperity. Men and women will need to go into science, and we have seen the advantage of science with the roll-out of the vaccine programme.
I also very much agree with the hon. Gentleman on the great contribution made to British society by refugees. This country has long been open to refugees, going back many hundreds of years. That has helped to build and strengthen our nation, and will continue to do so in future. I cannot promise him debates in Government time on either question, but I confess that it is nice to find myself in agreement with a member of the SNP; that is a rare treat.
We are also broadly in agreement on the question of Westminster Hall. I take it from what the hon. Gentleman said that he, too, thinks it is proportionate to have extra members of staff coming on to the estate to reopen it in a hybrid fashion. If it is clear that that is the consensus of the House, I am more than willing to bring forward the necessary motion.
I think everyone has sympathy for those of our constituents who have not been supported. We have all been in correspondence with people who have difficult circumstances. The Government have done as much as they reasonably can. The support offered is very large—£280 billion for the country at large—and it covers 95% of people who receive the majority of their income from self-employment. I accept that it does not cover everybody. The difficulty is ensuring a scheme that is fair to taxpayers as well as fair to individuals, and I think my right hon Friend the Chancellor has got the balance right.

Commons ChamberI am grateful to my hon. Friend, who raises an issue that has I think been raised with all of us in our constituencies. Children’s Mental Health Week is an opportunity to keep raising awareness about the importance of looking after our mental health. The Prime Minister announced a new youth mental health ambassador, Dr Alex George, who will be working with the Government to promote the importance of mental health education and support in our schools to help young people to build resilience. We are making sure that support is available for any children who may be struggling with their mental health currently. Schools have the flexibility to offer a place in the school to vulnerable children, which might include those for whom being in school helps them to manage their mental health. Schools will continue to offer pastoral support to pupils working remotely, supported by £8 billion of taxpayers’ money that the Government are providing for wellbeing, training and advice. There is also the increase in public expenditure on mental health to help to support many hundreds of thousands more children and adults who have mental health problems. I can also tell my hon. Friend that there will be an opportunity to debate this issue relating to covid on 22 February.
I thank the shadow Leader and the Leader of the House for their kind comments about my hon. Friend the Member for Edinburgh East (Tommy Sheppard). I know he certainly enjoyed his exchanges in these sessions, and I am sure the Leader of the House will be looking forward to the return of my hon. Friend the Member for Perth and North Perthshire (Pete Wishart). I am hoping that this transition period is slightly smoother than the Brexit one.
The Oxford Internet Institute recently published a report on industrialised disinformation. Given the importance that I know the Leader of the House places on confidence in democracy, he will I am sure be worried at the report’s finding that
“industrialized disinformation has become more professionalized, and produced on a large scale by major governments, political parties, and public relations firms”,
and that the UK is listed among the 81 countries in which this is a permanent situation. Can we have a debate in Government time on how we can tackle and regulate this issue, as a number of firms are springing up—65, in fact—offering this service to clients?
Yesterday, I tried to seek an assurance from the Secretary of State for Wales on the financial powers for devolved nations in tackling the pandemic and, looking forward, tackling climate change. As part of that, I was looking to see why the Treasury continues to impose unfair and unreasonable limits on the devolved nations’ borrowing powers. I would be very grateful if we could have a debate in Government time to further consider what steps we could take to consider those implications and their impact on the devolved nations, and to untie the hands of the devolved nations so that we can tackle all the challenges that face us.
With sitting Fridays currently suspended, I am sure the Leader of the House will be keen to look at the number of private Members’ Bills there currently are and to consider which could be brought forward, perhaps in Government time, or adopted by the Government. I might even take this opportunity to make a plug for my Ministerial Interests (Emergency Powers) Bill, which I am sure the Leader of the House would be keen to see adopted, as it would further ensure confidence among Members.
Finally, as well as being World Cancer Day, today is Time to Talk Day. To support the hon. Member for Bury South (Christian Wakeford), I ask the Leader of the House whether he will join MYPAS—the Midlothian Young Peoples Advice Service—in my Midlothian constituency, which, among others, is having conversations about mental health with so many. This is such a challenging time that these conversations are so important.
I am grateful to the hon. Gentleman for telling the House that today is Time to Talk Day. This is a really important thing to do; we should all try to do more of it. I commend him for what he is doing in his constituency. If he wanted me to talk to his constituents, although I am not sure they want to hear from me, I would be honoured to do so. This is a very important initiative.
On the question of industrialised disinformation, I think that people are wise enough to know which sources of information are reliable and that people—our voters—understand that much of the information on the internet cannot be accepted at face value. However, sometimes it goes further than that, and it is right that the Government will bring forward proposals in the online harms Bill in due course to try to ensure that the internet is properly regulated. The question of whether the internet companies are in fact publishers is a very important one to bear in mind. They seem to have many of the aspects of publishers, though they are keen to avoid any of the responsibilities of publishers.
I am extremely keen to find a way of bringing private Members’ Bills back before the end of this Session, whenever that may come. They are an important way in which Back Benchers raise issues of concern to their constituents and have them debated. I gave the commitment to bring them back as soon as is possible and practicable. That remains the case, and I am working with people throughout the House to try to find suitable time to do that, but I cannot give a date at the moment.
On the most contentious matter that the hon. Gentleman mentions—the fiscal arrangements—it is worth reminding him that £8.6 billion of UK taxpayers’ money has gone to help Scotland during the pandemic. It is the strength of the United Kingdom that, throughout this pandemic, has provided the support needed. He may chunter behind his elegant mask, but that means 779,500 jobs in the furlough scheme. It means £1.13 billion in the self-employed scheme. It is a really important Unionist level of support. We know now that the Unionist Government are helping the devolved Scottish Government to roll out their vaccine programme, and more people will be going from the British Army to help set up more vaccine centres. This is our UK Government bailing out a devolved Government. That is what we do, and we should be really proud of the United Kingdom, which has such strength as one country.

Commons ChamberI agree. This is just one small further step that we are asking the Leader of the House to make, which we know he is capable of doing. On the clinically vulnerable, it is very difficult for right hon. and hon. Members to have to go to a medical practitioner.
On the point about the clinically extremely vulnerable, does the right hon. Lady not agree that the fact that the definition of clinically extremely vulnerable is different in Scotland and in England raises further issues? Which criteria would we follow?
If someone wanted to help to us to decide what the definition is, that would be very useful.
I thank the hon. Gentleman; I call him my hon. Friend, because he serves as the Committee’s vice-Chair and stands in for me when I am unable to participate, as I was not when I self-isolated, suffering, I believe, with covid. He is absolutely right. We had those comments from around the world. My right hon. Friend the Leader of the House should take incredible credit for being world leading on this matter. He introduced revolutionary changes, changing our procedure in the most significant way for 700 years, I think it was.
I know that the right hon. Lady did a session with the Canadian Parliament, but when Committee members took part in a session with members of the Japanese Parliament, it was very frustrating that they were there asking us questions about how we were implementing this world-leading solution, only for us to have to tell them, “Yes, we were; unfortunately, the Government have now stopped that.”
The hon. Gentleman makes an important point. It was slightly embarrassing, I think, for members of the Committee to have to say that, after saying that we did develop, at pace, the most incredible changes to our procedures and to the capability and capacity of our digital services in order to enable us to continue working.
My right hon. Friend the Leader of the House often talks about the period of the hybrid Parliament between the Easter recess and the Whitsun recess as being somehow not effective. During that period, as I recall it, five or six Bills received their Second Reading—unopposed, in fact. When we did have votes, the Government won those votes handsomely. We were able to have debates on legislation, we were able to have general debates on the matter of covid; actually, this House did function.
My right hon. Friend often talks about Bill Committees. I hope that he will recall from our very first conversations about this matter that I shared his reservations about whether Bill Committees could meet in any other way than physical. However, as the hybrid Parliament included physical presence—I certainly participated physically during that period—I was always of the view that that could be managed and accommodated within the rules that we had. Of course, the difficulty with Bill Committees was finding rooms that were big enough to accommodate a Bill Committee socially distanced, and ensuring that those rooms were set out. I am sure that my right hon. Friend will have seen some of the revolutions in the other place, including Perspex screens being put into Committee Rooms so that more Members of the other place can get into Committees.

Commons ChamberHer Majesty’s Government are deeply concerned about the situation on the ground, including the continuing violence and reports of high numbers of civilian casualties. We call on Armenia and Azerbaijan to return to dialogue, as the only lasting settlement to this conflict is a peacefully negotiated one without preconditions.
My hon. Friend asks what the Government have been doing, and I can tell him that my right hon. Friend the Foreign Secretary has issued a joint statement with the Canadian Foreign Minister calling for an immediate ceasefire and a return to the negotiating table under the auspices of the Organisation for Security and Co-operation in Europe Minsk group. On Monday my hon. Friend the Minister for European neighbourhood and the Americas spoke to Azerbaijani Foreign Minister Bayramov and urged a return to dialogue on the OSCE Minsk group to ensure a peaceful and sustainable settlement.
A recent report by the Electoral Reform Society “Democracy in the Dark” demonstrated the unregulated wild west of online political campaigning; millions were spent on secretive dark ads before the 2019 general election. Does the right hon. Gentleman agree that there is a pressing need for meaningful regulation of online campaigning, and may we have a debate in Government time to consider these much-needed reforms?
The hon. Gentleman raises a very valid point: anything that we send out on paper is heavily regulated, and things that are done online are almost unregulated—not entirely, but broadly. There is a discrepancy between those two, and I know that the Government are considering this matter. A debate via the Backbench Business Committee would be a good starting place to get the ball rolling on this discussion.

Commons ChamberI am very grateful to my right hon. Friend. It is indeed helpful and useful to put on the record the evidence given to the Select Committee.
The Government, working with the House authorities, will continue to keep these matters under review following broader public health guidance, as we have since the outset. We are fortunate in the robust measures put in place under the leadership of Mr Speaker, which have allowed this Parliament to conduct its essential business in a covid-secure way. It is worth noting—this is, I think, significant—that because we did not apply the relaxation of the rules that came in over the summer, we are able to continue as we are now because we always remained in line with the tighter rules that allowed us to come back on 2 June. That is why this week’s announcements do not necessitate any sudden reversion. It is, however, worth reminding all Members of their obligation to observe social distancing, especially when queueing for Divisions. That is important and we have an obligation to show we are doing the same as other British subjects.
I thank the right hon. Gentleman for giving way. Does he feel that in the current situation there is appropriate social distancing when a Division takes place? From what I have seen, there is not.
The Doorkeepers and the Whips are doing an excellent job to encourage proper social distancing, but we are a society that believes in individual responsibility. Members of Parliament really must lead by example and show they can be responsible. I confess I find that most Members keep a safe six-and-a-half-foot distance from me, Mr Deputy Speaker, although I am worried about whether that is because of the coronavirus or for other reasons that perhaps I will not go into.
None the less, I am extremely grateful for the continuing work of all those on the estate who contribute to making our proceedings possible in the present difficult and imperfect circumstances. Meeting the challenge posed by the pandemic has certainly provided lessons for all of us in appreciating afresh the value of actually being here together. The effectiveness of our scrutiny and the efficiency of our law making was sadly diminished during the period of the hybrid proceedings. Since then, the rigour of the measures applied across the estate and the ingenuity of the procedural approaches pioneered particularly by Mr Speaker have enabled so much that was once thought impossible: the welcome return of Backbench Business Committee debates, sitting Fridays, and soon, from a motion coming immediately after this one, Westminster Hall debates. All those things help us to represent our constituents better.

Turning to proxy voting during the pandemic, the second motion amends the Standing Order on voting by proxy to allow proxy votes
“for medical or public health reasons relating to the pandemic”
until 3 November 2020.
The Procedure Committee report found that
“the system of remote voting used in May was a more effective means of handling divisions in the House under conditions where the division lobbies could not be used in the traditional way and where a large number of Members were unable to attend for public health reasons.”
Her Majesty’s Opposition put that in our written evidence for the Committee on 9 July 2020, when we said:
“The electronic remote voting system was a practical and necessary measure which allowed Parliament to continue in unprecedented circumstances during the pandemic. The decision to end electronic voting on 2 June 2020 was”—
I am afraid—
“undertaken without consultation or consideration of Members”,
or of their democratic accountability. It was replaced by the proxy voting system, which was clearly inferior to the safe and efficient remote voting system that did not fail once.
In its report, the Procedure Committee found that the current system of proxy voting for coronavirus absences
“is barely adequate, is potentially unreliable and imposes disproportionate administrative burdens on staff.”
Even with the extension to proxy voting, does the right hon. Lady agree that a number of Members are still disenfranchised because they are not able to cast a vote in the House?
They are able to cast a vote through the proxy system, but they are not able to come here to do that.
I absolutely agree. The point of my amendment was to give the House an opportunity to have its say. I personally believe there is a majority now for a return to voting by phone, not because people do not want to participate, but because it is robust and sensible. It gave more time for people to be able to do their job as an MP, and it meant that we were the safest and most efficient Parliament. I have to say to my right hon. Friend the Leader of the House that we were held up across the world as a Parliament leading on how to manage the pandemic and keep Parliament going, and it looked like a very retrograde step to move away from that.
On that point, I can give as an example the fact that we had the Japanese Parliament talking to the Procedure Committee about the processes we had implemented. It was looking at what we had done, but during that process, we had to say, “We’re very sorry, but actually these leading processes that we implemented have since been turned off. They were great; however, we’re not using them anymore.” There are some Members who still cannot take part, but if we were to have such a vote it would be the first time all Members would actually be able to take part, because they were not able to do so last time.
Absolutely, and I would reflect that. I gave evidence to the Procedure and House Affairs Committee of the Canadian Parliament, and exactly the same points of view were put forward.
Another point about the system we have at the moment, with the large number of proxy votes, is that the power is held in the hands of the Whips. Hundreds of votes are held by the Whips. I know my right hon. Friend the Leader of the House will say that a Member can give their proxy to anyone they wish, but that is not what has happened. Whether we like it or not, constitutionally, it is not perhaps the best look for this Parliament, and it is something that many right hon. and hon. Members are desperately uncomfortable about.
I want to be very clear that the moment we can go back to the Division Lobbies and use them in the traditional way, I will be the first person to request that we do so, but until we can do that—until we can vote safely in the Division Lobbies, in a way that is safe for our own health and that of the staff in this place—I ask my right hon. Friend to consider giving this House a chance to have another say on whether we want to return to remote voting.

Commons ChamberMy hard-working civil servants have heard what the hon. Gentleman has said, and I will make sure that that is followed up with the Department for Education immediately after this statement.
Bank of Scotland recently announced a series of branch closures around Scotland, including in Loanhead in my constituency. Midlothian is often referred to as one of the fastest growing communities in Scotland, yet it is now left without a branch of that bank, which was the final one. Despite meeting Bank of Scotland immediately after that announcement, I have had no further answers to my questions. May we have a debate in Government time on what we can do to consider the impact on a community when the final branch of a bank is closed?
This issue is raised regularly in these sessions, and I have arranged meetings with the relevant Minister. It is important to recognise that these are commercial decisions, and the Government cannot intervene in them individually. Banks must balance customer interests, market competition, and other commercial interests when taking their decisions. Since May 2017, high street banks have signed up to the Access to Banking Standard, which commits them to working with customers and communities to minimise the impact of branch closures. If that is not happening, the Government will have to look at that very carefully.

Commons ChamberThings change at a Dissolution, and the responses are done on a different basis. There is consultation between the new Committee and the Government on its outstanding reports. Having thanked my right hon. Friend for his fantastic work as Chair of the Defence Committee, the Ministry of Defence is working on its responses. It cannot respond until there is a Committee to respond to, and the motion to select the Committee Chairs is set down on today’s Order Paper.
This year, 4 March marks the 50th anniversary of the successful Black Arrow satellite carrier rocket launch, which was the first and only UK rocket to reach orbit. Companies like Skyrora in my constituency are doing massive innovative work to develop new rocket technology. What plans do the Government have to mark this 50th anniversary to further encourage new developments?
The Government, or at least this part of the Government, were unaware of this terrific anniversary until this moment, but I am all in favour of marking anniversaries. I will pass it on to the relevant ministry and see if we can have something exciting like Big Ben bonging to celebrate it.
