The events in Gaza, or indeed anywhere else in the world, provide no basis, reason or excuse at all to inflict racist abuse on citizens in this country. There is no justification whatsoever for antisemitic attacks on Jewish people in this country because of what is happening elsewhere in the world. What happened to that boy outside the Jewish free school, JFS, in his constituency and what has happened—sadly, tragically—to thousands of members of the Jewish community in recent months is totally unacceptable and totally without excuse, and the police should act to make arrests where that happens.
I pay tribute to the Community Security Trust, which is based in the Hendon constituency, for the work it does—not only the full-time staff, but the volunteers. Sadly, the number of offences we have seen does not surprise me. The continued protests on the streets of London are simply normalising antisemitism in the United Kingdom, but what bothers me the most are offences on university campuses; and more and more of my constituents are telling me that their children will not be going to university as a result. Some 245 universities have adopted the International Holocaust Remembrance Alliance definition of antisemitism, but others continue to refuse to do so. Does the Minister agree that there is no logical reason why any vice-chancellor would not do so?
I join my hon. Friend in paying tribute to the work of the Community Security Trust, as well as to Mark Gardner—its chief executive—and all its staff and volunteers, and the people who fundraise for it. The trust’s work has never been more important than it is now.
I agree with what my hon. Friend has said about universities. I can see no reason at all why every vice-chancellor and every university should not adopt the IHRA definition of antisemitism, and I call on them today to do so. There is no excuse whatsoever for failing to act. I endorse and echo the five-point plan set out by the Department for Education to get this issue on campuses tackled. It is deeply disturbing, and I want to see vice-chancellors and other university leaders do a lot more to stamp out the scourge of antisemitism, which is all too present on our country’s campuses.

Commons ChamberThe report is scathing in tracking and describing incidents of misogyny and the way in which confidence has been broken among women and girls, and it is therefore vital that we work with the Met police to restore that confidence. The Soteria programme, to which Baroness Casey expressly refers, must be rolled out and implemented meaningfully when it comes to the investigation and prosecution of rape and serious sexual offences. We are already seeing some improvement in police referrals of rape complaints to the Crown Prosecution Service, but it is clear that, although we are on the right track, more must be done.
The immediate political acceptance of Baroness Casey’s report demonstrates that nothing has changed since the publication of the Macpherson report 24 years ago. Many think that the report in itself is a panacea to change. Does the Home Secretary not agree that it would be more effective to abolish the Metropolitan Police Service, transfer the specialist operations to the remit of the Home Office and establish a police service for London to focus solely on the maintenance of law and order?
I do not agree that we must abolish the Metropolitan Police Service. I think we need to institute a wide-ranging programme of profound reform, and that is why I think that Sir Mark is absolutely right in his turnaround plan, which deals specifically with the systemic problems—problems that, unfortunately, are not new but of which we are all aware—that need root-and-branch reform. That is why he is in the right position to effect that change.

Commons ChamberThe hon. Lady does not want us to tackle this issue because she believes in open borders. We want to take action to ensure that this country is not somewhere where economic migrants and asylum shoppers seek to come. That means suffusing deterrents throughout the system. She should support plans such as Rwanda and our efforts to bear down on illegal migrants. We will bear down on the backlog of cases. As I said in answer to an earlier question, we will clear it over the course of this year. We are ensuing that productivity rises every week.
The Government have committed substantial extra funding to invest in policing and to reduce crime, including the recruitment of an additional 20,000 police officers by March. We recently confirmed a total police funding settlement of a maximum of £17 billion for 2023-24. We have seen great results: a fall in overall crime since 2019 thanks to this Government, a fall in domestic burglary since 2019 thanks to this Government, and a fall in violent crime since 2019 thanks to this Government—more police, less crime and safer streets.
Hendon Police College was once an exemplar of British policing, but there have been accusations of police staff officers being assaulted, inappropriate use of pain compliance techniques and multiple cases of cheating in exams, where the perpetrators subsequently lied about it—all by trainee police officers. How can there be trust in the police to protect the public when the recruitment process fails to identify the fundamentally dishonest?

Commons ChamberMadam Deputy Speaker, it is the case that I made amendments to the statement, and I apologise that they were made at the last minute. The reason is that I held the job of deputy mayor for policing myself for four years and I feel very strongly about this issue. I apologise to you. I feel very strongly because, had I been in the position that the Mayor and the deputy mayor are in—I must tell the hon. Member for Croydon Central (Sarah Jones)—I would have considered my position, after six years in control of the force.
I am disappointed in the hon. Member for Croydon Central. We have just heard a huge attempt at deflection, trying to move what is an incredibly serious issue for her constituents, as a London Member of Parliament, away from the local accountability structures that have obviously failed in these circumstances towards a national fog of issues that policing faces, in an attempt to absolve the Mayor of London of his share of responsibility for dealing with the issue.
I am not quite sure what the hon. Lady thinks the 145 members of staff in the Mayor’s office for policing and crime are for, if not for holding the Metropolitan Police to account and trying to identify these kinds of issues before they arise. It is disappointing that this decision seems to have come as a surprise to the Mayor’s office for policing and crime and, indeed, to the Mayor. I do not think the hon. Lady mentioned the Mayor once in her statement; I am sorry that she does not recognise that the primary accountability structure and primary responsibility for the integrity and trust that the people of London have in the Metropolitan Police is the Mayor of London.
Whatever one’s view, I do not think that there are many people in London—I speak not just as the Minister for Crime and Policing but as a part-time Londoner myself, given that I spend half my week in the capital—who do not believe that the Mayor of London has failed on crime in the capital and that he has been far too passive in his approach. I have done my best to step in to that void, and we have pushed the force hard on issues such as serious violence, murder and county lines, where we have offered significant funding. We have put more money into the Met so that, over the past three years, it has built the number of police officers up to the highest level the force has ever had in its history. The past three years have seen extremely good and generous financial settlements. There is no excuse beyond a profound failure of accountability.
Whatever one might think about the rights and wrongs—hon. Members can call it a political attack if they wish—the truth is that the Mayor must lean in. He is elected primarily to do that job; if he is unwilling to do it, that calls into question whether he should have the job at all.
The Government introduced the role of police and crime commissioners to be the voice of the people and hold the police to account. PCCs are responsible for the totality of policing and should aim to cut crime and deliver an effective and efficient police service within their force area. That is simply not happening in London. This is Sadiq Khan’s second term of office. He has said that he has long known of the problems with the Met, so what has he done about them? He has undertaken one tangible action: to bully the police commissioner into resigning. That left a vacuum of leadership and we are still without a commissioner in London. The decision to place the MPS in special measures is his responsibility and he has failed to protect the public. Will the Minister consider removing responsibility for policing from the Mayor of London and introducing an intervention team to deliver on the first role of elected representatives to keep the public safe?
My hon. Friend reflects in his remarks the seriousness of the situation. He is right to point to the failings of governance. I was the first deputy mayor for policing and effectively the first police and crime commissioner in London. The whole idea was that we should be the voice of those people who elect us and share accountability with the force we govern, and, as he said, that we should focus on cutting crime. Obviously, the removal of responsibility would need primary legislation, but I hope the Mayor will now focus on the task in hand, which is to produce an action plan to sort this situation out and step into his responsibilities in a way I feel he has failed to do thus far.

Commons ChamberLet me start by thanking the hon. Lady for her question and for her work in this area. In particular, she has worked a lot with me and my Department on the issue of grooming gangs and child sexual exploitation. A wide range of work across the whole of Government is taking place on this, including local authorities, social services and public health. That work is crucial, as is—I know she knows this and has seen it—the incredible investigatory capability of our National Crime Agency, as well as policing, to go after the perpetrators. That work is getting stronger and stronger.
Further to the point made by my hon. Friend the Member for Bury South (Christian Wakeford), a month ago, Feras Al Jayoosi was convicted on four counts under the Terrorism Act 2000, including twice walking around Golders Green with a large rucksack on his back and a Palestinian Islamic Jihad t-shirt on. Three days ago, Tahra Ahmed was convicted of two charges of stirring up racial hatred, after a complaint about a Facebook post that claimed the Grenfell Tower fire was a “Jewish sacrifice”. My constituents face this daily, often by people from outside the area who are coming in to incite violence and outrage against them. Can the Home Secretary please advise, in addition to the measures she has mentioned about the disgraceful behaviour in Dallas, what my constituents can expect to receive from the police and security services?
My hon. Friend is right to raise this. Let me be very clear: in no way and under no circumstances are any of the acts that he has spoken about acceptable. They are thoroughly unacceptable and that is why the police in particular are doing everything possible to go after the individuals. As he will know, certain individuals have been on various watchlists, radars and so on, where we come together to ensure that the Jewish community, and his constituents in particular, are fully supported and fully protected.

Commons ChamberMy hon. Friend raises some tantalising recommendations, it is fair to say, for consideration. It is important that anyone who has been in contact with the individual or who has received anything from the individual continues to co-operate with our intelligence and security services.
Friday’s announcement came as a surprise to many people, but not to many in Hendon, because it was in fact my predecessor, Andrew Dismore, who established the British Chinese Project in Parliament. He subsequently went on many trips to China and the Hendon Labour party received more than £6,500 in donations. When I was first elected, representatives who I can only presume were connected to this individual came to me and I rejected their overtures. I agree with the hon. Member for Aberavon (Stephen Kinnock) that we need an audit of what has gone on in our political system and in our civic society.
My hon. Friend makes an important and valid point. I would like to speak to him about some of the points that he makes.

Commons ChamberAs the right hon. Lady will appreciate, the negotiations with our EU partners are at a sensitive point. We continue to focus firmly on security issues, but I remain positive that we will find a way through, recognising the important message that we are stronger by working together and that it is that co-ordination and co-operation that assists us all. As we look to a future beyond the end of the transition period, the focus on national security—ensuring that we are a safe nation and a safe place to be—will remain. As the negotiations continue in these crucial days, I hope that we will achieve a positive outcome that reflects the interests of us all in defending our values and our citizens.
May I put on record my gratitude, and the gratitude of my constituents and the Community Security Trust, for the decision by the Metropolitan police to provide additional patrols in the Hendon constituency following the Vienna attack? Is the Minister aware that some parts of the media erroneously reported that the attack in Vienna was at a synagogue, and that this produced an increase in the amount of online incitement from jihadists and far-right extremists? If the threat level has been changed as a result of a heightened threat to the Jewish community, can the Minister provide reassurances that sufficient police resources will be provided to meet that threat?
My hon. Friend is clearly aware of the reassurance approach that counter-terrorism policing has taken. That has led to increased patrols and discussion with the counter-terrorism policing network and the Community Security Trust, to provide that reassurance, and ensure that action is well co-ordinated. As my hon. Friend will know, the Jewish community protective security grant has been provided for protective security measures at community sites, including a number of synagogues. We keep this issue under review, recognising that important essence of support so that all communities can practise their faith, and those are precisely values that we as a country seek to uphold.

Commons ChamberI thank the hon. and learned Lady for her remarks and her support for police officers, while also respecting the right to protest in a safe, sensible, and proportionate way, as we are in this public health emergency. It is important to labour the point that these protests are about injustice. It is right that we come together to find the right way, collectively, to tackle those injustices, fight for social justice, and deliver social justice for black, Asian and minority ethnic communities. As we have seen on our streets, however, by attacking our courageous police a small minority of individuals have acted in a wholly unjust way. The hon. and learned Lady mentioned the events in America, and it is dreadful, utterly heart-wrenching, and sad to see the level of protests there as well. As we saw over the weekend, a small minority of people are subverting the cause that people are protesting about.
We will continue to fight to solve inequalities and injustices. Earlier the hon. and learned Lady mentioned the policy of no recourse to public funds, as well as the Wendy Williams review and report. She also mentioned health inequalities, particularly for black and minority ethnic communities, and it was right for the Government to address that issue in the House last week. We must collectively come together. The Minister for Equalities is looking at this issue right now, and we must find an integral, overall approach across Government, with combined policies, not just one, to look at how we can serve those communities better, and address many of the inequalities that have been brought to light over recent weeks.
We all agree there is injustice in the world, but does the Home Secretary agree with many of my constituents that images of demonstrators throwing bikes at police officers, aiming fireworks at horses, and racially abusing other people, are simply unacceptable? The irony is that public sector workers have recently been applauded, yet now those same people are being put at risk of physical harm through both violence and a pandemic. Will she take every possible step, including with the co-operation and agreement of the Mayor of London, to prevent any further demonstrations during the period of pandemic?
My hon. Friend has made important points. I have already made my view abundantly clear about how unacceptable the violence was that we witnessed on the streets, and the assaults on police officers. Hon. Members will understand that operational decisions on policing come under the operational independence of chief constables, and the Commissioner of Police in London. Police and crime commissioners also have responsibility for the totality of policing in their force area.
For future protests, it is the responsibility of the Mayor of London to ensure that when it comes to policing, protests in particular do not manifest in the way they have done. He has a duty to communicate to Londoners that they should express their own views in a right and proportionate way, by sticking to the regulations that have been outlined by the Government. I made my views clear over the weekend, as did the Secretary of State for Health and Social Care: we do not want to see these protests take place. We are in the midst of a health pandemic, and by gathering in such a way, people’s lives are being put at risk. That does not help anybody; that will not stop the spread of the virus or protect the NHS. The Mayor of London has an important role to play right now, and I urge him to step up and do exactly that.

The hon. Gentleman makes a good point. The reviewer will want to ensure that they engage with a wide range of people across all communities. Of course, Prevent works with not just the Muslim community but the far right and across our entire community. The reviewer will be independent, but we will encourage him to consult very widely.
I wish to echo the previous question. We enjoy policing by consent in this country, and I am rather uncomfortable about the fact that some religious communities feel that the Prevent programme does not subscribe to their view of the world, and in some ways discriminates against them. Will the Minister use the review to engage with the Muslim Council of Britain and others?
As I say, the reviewer is independent and will consult widely with the groups that they see fit to. The Prevent programme, I have to say, is working and is successful. Prevent has made a significant impact. It is stopping people being drawn into terrorism. Just in 2018-19, some 101 projects were delivered in London alone to address vulnerabilities to do with education, socialisation and substance abuse. This project is working; we just want to make sure that what is good gets even better.
