Millions of people with disabilities or serious medical conditions rely on specialist equipment, such as ventilators or home dialysis, which personally costs them more money to run, while giving considerable savings to NHS hospitals. Will the Minister urge Cabinet colleagues in the Department for Work and Pensions to help to tackle health inequalities by ensuring that those people receive a fair and timely reimbursement for those additional costs, which are essential to run the equipment to help keep them alive?

The last time I asked Ministers whether they would support that Bill I was told that the issue of VAT and skin cancer was a matter for the Treasury, and we have just heard a similar answer. Surely this is a matter for joined-up government. What are Ministers doing—instead of imposing more pressure and costs on the NHS—to persuade their Treasury colleagues to consider more cost-effective cost preventive measures such as making skin protection products more affordable?

Kidney Research UK has published a report on the health economics of kidney disease, predicting a terrifying rise over the next 10 years. As we know, uncontrolled diabetes is the biggest cause, with Diabetes UK noting that those disproportionately most at risk are those from poverty and from south Asian and black ethnic backgrounds. Reducing health inequalities is therefore key, and it is a key ambition for the Scottish Government. It means tackling poverty in our society. What steps is the Minister’s Department—

Welcome as the UK Government’s recent announcement is to help more people in England to quit smoking, the Khan review’s key recommendation to increase investment in smokefree policies, making the polluter pay by raising tobacco duty, was not mentioned. Product duty, as we all know, is a wholly reserved matter, so what representations have been made with Cabinet colleagues about implementing that recommendation to improve public health outcomes across all four of our nations?

The British Medical Journal has warned that the comprehensive and progressive agreement for trans-Pacific partnership trade deal will make it harder for the UK to regulate tobacco and alcohol or banned products such as those containing harmful pesticides. Given that no health impact assessment has been carried out, The BMJ recommends that one should be performed now. Will the Secretary of State commit to assessing the deal’s threat to public health?

Friend the Member for East Dunbartonshire (Amy Callaghan) that would remove VAT on sun protection products?

Both routes will inevitably lead to more illness and worse health outcomes, so what action are Ministers taking, with their colleagues in Cabinet, to avoid this public health catastrophe?

The Scottish Government introduced new national guidelines to make it easier for retiring NHS staff to return to support the NHS, while drawing their pensions. However, there is a substantive issue of pension tax rules pushing senior clinicians to reduce their commitments or retire early. As we know, pension taxation is a wholly reserved matter, so will the Minister address this issue with Cabinet colleagues in order to find a permanent solution that will allow us to help the NHS retain senior staff?

Integration and service improvement cannot be delivered without sufficient staff, and the only way to attract people to a career in social care is by valuing them. In Scotland, they are already paid better than those in England and Wales, and through the national care service the Scottish Government will improve terms and conditions for care workers, through the introduction of national pay bargaining. Have the UK Government considered following the Scottish Government’s approach and commitments?

In contrast, the UK Government have taken the path of further privatisation of the NHS, so what recent assessment has the Minister made of the impact on the workforce of further privatisation of NHS England?

I thank the Secretary of State for his statement, and indeed for advance sight of it, albeit fairly briefly.

Given the time when the press call went out this afternoon, I think that this could have been handled in a way that would have given everyone more opportunities to scrutinise what was happening. That said, I find myself much in agreement with the Secretary of State’s remarks, perhaps more so than many on his own Benches.

One aspect that should concern all of us is the lower immunity from vaccination. That is especially worrying, and I think we need to emphasise that it is still important for people to be vaccinated and, in particular, to get that booster vaccination. I had mine on Sunday, and I encourage everyone else to do the same.

England’s plan B does, remarkably, resemble the current arrangements in Scotland—working from home, face coverings and vaccine certificates, all of which measures we have repeatedly advised this Government to adopt. Better late than never; however, I cannot but comment that when my colleagues in Scotland were faced with these choices, they were given a vote on them in the Scottish Parliament. Likewise, it must now be time for a COBRA meeting to happen finally. How can the Secretary of State think it acceptable not to have held such a meeting with the devolved Governments when this point of restrictions has been reached?

I thank the Secretary of State for his statement and for advance sight of it. He said much today that I can agree with.

Vaccines certainly remain key to our coming out of the pandemic. Research from Scotland shows that vaccines are 90% effective in preventing delta variant deaths and that boosters are 93% effective in reducing the risk of infection, so I am delighted that the Scottish Government will also be following the advice of the Joint Committee on Vaccination and Immunisation to offer booster jabs to the over-40s and second doses to 16 and 17-year-olds.

Excellent though the efficacy of boosters is, however, we must remember that there are many who remain unvaccinated, both at home and abroad. We run the risk of allowing this to become a pandemic of the unvaccinated. What measures are Ministers taking to maximise the uptake of second and first doses for those who have not yet had theirs? What more can be done to further share vaccines globally?

Finally, in the light of the compulsion to have NHS staff in England double-vaccinated, I am concerned that mandating vaccination may increase distrust and harden views, potentially turning those who are vaccine hesitant into vaccine refuseniks. What assessment has the Secretary of State made of that issue? What does he plan to do to overcome it?

The Chemical Industries Association has described UK manufacturing businesses paying twice as much for energy as those in other European countries do, as an “ongoing blocker of opportunity”. Can we therefore have a debate in Government time on providing UK industry with a level playing field on energy prices? This is needed to give chemical companies in my constituency certainty to secure future investment, an essential driver to transition to net zero, and ensure low-carbon UK businesses and their goods are able to compete for market share around the world.

With supplies of the Pfizer vaccine expected to be temporarily lower for a few months, and with delivery of the Oxford-AstraZeneca supplies behind target, there are both public and professional concerns. What level of supplies can the Secretary of State guarantee over the coming weeks and months, so that health services can plan appropriately? Given that the UK has procured vaccines on behalf of the four nations, how much of this reduced supply will come to Scotland, and was knowledge of vaccine supply disruption behind the UK Government’s insistence on removal of supply numbers from the Scottish Government’s vaccine delivery plan?

While foster care is a devolved matter, employment law is not. Foster carers do not set their own working hours or rates of pay, cannot subcontract their work and are highly supervised, with regular performance reviews and training, and they are limited to working exclusively for one local authority or an agency at a time. It is clearly employment in all bar name. May we have a debate in Government time to address their lack of employment status?

It is not for the first time that I rise to present a petition centred around the issue of universal credit. On this occasion, it relates to bonus payments for my constituents, who were appalled by the £300 Christmas bonuses awarded by Greggs being reduced in some cases to as little as £75. [Interruption.]

Thank you, Mr Speaker. With your permission, I will start again.

It is not for the first time that I rise to present a petition on behalf of my constituents relating to the issue of universal credit. On this occasion, it concerns bonus payments. Greggs employees were awarded Christmas bonuses of £300, which were reduced in some cases to as little as £75, and this has appalled many of my constituents and me.

The petition states:

The petition of residents of Linlithgow and East Falkirk,

Declares that current rules surrounding bonus salary payments to Universal Credit claimants are profoundly unfair and lead to unintended reductions in subsequent Universal Credit payments which perversely disincentivises work.

The petitioners therefore request that the House of Commons urges the Government to revise Universal Credit rules which would see one-off bonus payments treated as capital rather than salary payments.
