Commons ChamberI fully support the Power Up The North campaign. Modesty precludes me from saying that its proposal that the northern powerhouse Minister be a full Cabinet position should be considered by all future leaders of the Conservative party. I hope that, when the hon. Lady goes back to her constituency, she will channel “Monty Python’s Life of Brian” and say that, apart from the £7 billion devolution deal, the £38 million contribution towards a Graphene centre, a £10 million relief road, a £15 million international screen school, the £5 million Pankhurst Centre and a £243 million transport fund for people in Greater Manchester and her constituency—what has the northern powerhouse ever done for us?
Business growth in northern Lincolnshire would receive a major setback if the Scunthorpe steelworks were to close. Will the Minister give an assurance that Government support will continue until a buyer is found?
I know that the Secretary of State and my ministerial colleague, my hon. Friend the Member for Pendle (Andrew Stephenson), are working tirelessly to support the steel industry across the country and I know that they will continue to look at how they can support Grimsby steel.

Commons ChamberI saw the Select Committee’s report with interest—in fact, I had the privilege of giving evidence to the Select Committee—and it well identifies the fact that coastal communities across the country face shared challenges. That is, of course, why we have our coastal communities fund, which is looking at individual projects that can drive jobs, growth and prosperity in coastal communities, including those of Plymouth.
Cleethorpes is benefiting considerably from the coastal communities fund and has great potential for regeneration through the Greater Grimsby town deal. Can the Minister give my constituents an assurance that he will continue to look generously towards Cleethorpes?
I congratulate my hon. Friend, who is a redoubtable campaigner for his constituency. No Question Time passes without him talking about Cleethorpes, and I can say that, when considering investment in our coastal communities, I always have the biggest fish and chip shop in Britain at the forefront of my mind.

Commons ChamberI am a bit more optimistic for the north-east than the hon. Lady, because we are now entering a new golden era for the north-east, which can be seen in the Government’s commitment of more than £300 million—[Interruption.] Does the hon. Lady want to hear about what we are doing for the north-east? That new golden era can be seen in the Government’s commitment of more than £300 million to the Tyne and Wear metro, which the hon. Lady campaigned for, and in the historic devolution deal north of the Tyne. On top of that, this summer the first great exhibition in this country for 160 years will take place in Newcastle-Gateshead, showing that the north-east is at the heart of our northern powerhouse.
We are already investing some £67 million in the Humber and the Greater Lincolnshire local enterprise partnership, and I note that £20 million of that is going into my hon. Friend’s constituency. He will be aware that we committed in the industrial strategy to work on a business case for a Grimsby and Cleethorpes town deal. I hope that, in demonstrating that success, we can put our northern power towns at the heart of the northern powerhouse.

Commons ChamberFor areas that have not agreed deals so far, we aim to be able to provide clarity on how best to take forward their ambitions for devolution and local growth over the coming months.
The Minister will be aware that the Greater Lincolnshire deal collapsed last year, despite its having the support of an overwhelming number of the local authorities. Will the Minister look favourably on a revised scheme from a smaller number of authorities in the county?
Devolution could almost be regarded as the golden thread of Brexit. If we want to take back control, we should bring powers not just from Brussels to London but from London back to our regions. Last Friday, I met borough and county councils in both Gainsborough and the city of Lincoln, and I was struck by the pent-up demand for devolution in Lincolnshire. I suggest that my hon. Friend use his considerable leadership role to drive forward devolution in his area.

Commons ChamberRegeneration in Cleethorpes will be greatly assisted if the Government can conclude discussions with the local authority about a town growth deal under proposals by the Greater Grimsby project board. When do Ministers expect to reach a conclusion?
I met members of the board of the Grimsby town growth deal on a recent visit to Cleethorpes and the town of Grimsby. I am sure that my hon. Friend will be as pleased as I am that the growth deal was specifically referenced in the industrial strategy, and I encourage him to contact the Secretary of State for Business, Energy and Industrial Strategy to talk about how it can be taken forward.
Some 33% of England now has an elected Mayor, and it is the Conservative party that is returning power back from London to our regions. Unlike the Labour party, which just wants to nationalise and centralise everything, I can say, like Citizen Smith, “Power to the people!”
It is clear from what the Minister says that Andy Street is doing a grand job in the west midlands, but what about areas that do not have elected Mayors? Will the Minister assure me that they will be considered when the Government look at further devolution projects? We urgently need one in northern Lincolnshire.
The Government’s manifesto committed to provide clarity about what devolution means for different administrations across England by setting out a clear devolution framework. As we set out the next steps on our industrial strategy, this is exactly what we intend to do, as well as clarifying things like town deals for places such as Grimsby.
Devolution has been one of the great successes of this Government and I have been delighted to welcome Conservative colleagues as our new metro mayors, from James Palmer in Cambridgeshire and Peterborough, Ben Houchen in the Tees Valley and of course Andy Street in the West Midlands, to Tim Bowles in the West of England. The Labour party talked about devolution for years, but what did Labour do? Absolutely nothing. We are getting on with devolution and we are delivering for every region of this country.
I welcome the Minister’s announcement about the coastal communities fund a moment ago. He will be aware that a major regeneration scheme is being developed by North East Lincolnshire Council, about which I wrote to the Secretary of State a couple of weeks ago. Will the Minister agree to meet me and other representatives from the area so that we can move this forward very quickly?
