The hon. Gentleman is right to raise this point; he speaks on behalf of his constituents in an area that manufactures these vehicles. It is the intention that the UK can achieve tariff-free, customs-free access to the single market. That benefits not only the UK car manufacturers that produce 1.9 million cars, but the European manufacturers that export to the UK.

Many countries breach WTO rules by using a whole series of non-tariff barriers such as local content requirements. What discussions have the Government had to get the WTO to enforce those rules, and what can we do to ensure that those countries are persuaded against this practice?

My hon. Friend is right. Non-tariff barriers are incredibly disruptive to free trade, and we take that very seriously. We will be looking at our own system of trade remedies, but at the moment everything has been done through the European Union. We need to start engaging in that. To a certain extent, we have had conversations with other countries through the joint economic and trade committees, where we can deal with that.

Galileo is the satellite navigation system that is being put up by the European Space Agency and the European Union. That is one of the many things we have to negotiate over the coming years. The use of spectrum is incredibly important, because spectrum is limited. The Government will look at that among many other important things, but I assure the hon. Gentleman that spectrum is a very valuable asset for this country, and we will work with Ofcom to ensure that we get our fair share.

4. What steps his Department is taking to increase exports from and foreign direct investment in the technology sector.

Since 23 June, the UK has continued to attract investment from global technology companies, including SoftBank’s purchase of ARM, Facebook expanding by 50% in the UK, Google pledging to invest an estimated £1 billion, Snapchat’s new global headquarters in London and more. This Department additionally promotes and showcases the UK’s leading technology capability through our overseas network, and via our recently launched digital platform, GREAT.gov.uk.

The global market for smart city technologies is now worth something in the region of $400 billion. British firms lead the way in many of the specialisations, but we could win more contracts if there were a UK approach to a complete smart city solution. I encourage Ministers to promote greater collaboration, both among businesses and between businesses and the Government.

My hon. Friend is absolutely correct and I agree with everything he said on the size of the UK capability, the size of the potential market and the need for a “Team UK” approach, which I spoke about recently when I visited his smart cities all-party parliamentary group just two weeks ago. In addition, I can announce today that two UK companies—Carillion and Zaha Hadid Architects—have secured a contract worth tens of millions of pounds to build a new headquarters in Sharjah in the United Arab Emirates, with support from UK Export Finance, which shows that the UK remains very much open for business.

A very alluring prospect, to be accomplished by the right hon. Gentleman probably not without sweat or emotion.

Many countries are using non-tariff barriers to block global trade. However, as the Secretary of State is well aware, in countries such as Brazil we are now seeing real progress in the removal of local content regulations. What more can be done to encourage other countries to follow this example?

I thank my hon. Friend for his work as our trade envoy to Brazil. I was extremely impressed in the meetings I had last week in that country that we are now seeing major attempts not only to open up markets, but to deal with endemic corruption. That corruption is one of the biggest single barriers to trade, and, as the World Bank has made clear, improved governance is a major improvement in the potential for trade.

My team will be placing a great deal of emphasis on looking at our relationship with the WTO and where we exist on the current EU schedules.

On 24 November, I am hosting an exporters summit for businesses in the M11 area. I thank officials in the Department for their fantastic support. Given the importance of winning new trade opportunities, does the Secretary of State agree that all Members have the chance to play their part in ensuring that more British firms export to not only Europe, but the whole world?

I congratulate my hon. Friend on his personal commitment to trade and the practical way in which he is demonstrating it. He makes a useful point. All of us should encourage businesses in our constituencies to export. In a nation that built itself upon free trade, it is disappointing that only 11% of businesses export. I hope that my Department will help all Members improve that position and create the expertise required to get all parts of the United Kingdom exporting to all parts of the globe.
