With respect, the hon. Lady’s question is rather different from the one asked by the hon. Member for Kingston upon Hull North (Diana Johnson). When it comes to helping British businesses overseas, I think that this Government’s track record compares very favourably indeed with that of the lot opposite when they were in power, and I am happy to tell them that the reason the Under-Secretary of State for Defence, my hon. Friend the Member for Aldershot (Mr Howarth)—the Minister responsible for international security strategy—is not present today is that he is at the Dubai air show doing precisely that. Moreover, my right hon. Friend the Secretary of State was in Japan a couple of weeks ago, making the case for the Eurofighter Typhoon. We are doing a very good job speaking up for British industry overseas: a damn sight better job than the Opposition did.

One of the most important defence manufacturing businesses in the UK is BAE Systems in Warton, which is in my constituency and is the home of the Typhoon. Will the Minister update the House on the Government’s efforts to support that world-leading product?

We are working strenuously to support the product, although I think that in many senses it speaks for itself. What we are doing is ensuring that the wider world recognises the outstanding performance of the Eurofighter Typhoon in the activities over Libya, where it has shown itself to be superior in all respects to every other aircraft in the world today. That is the message that we are taking to India and Japan, and that we are delivering in our many other export campaigns. I am hopeful that we will achieve success in many of them, for the aircraft certainly deserves that success.

It grieves me that the right hon. Gentleman, whom I hold in considerable regard and esteem, should ask such a question after the monstrous slashing of the science budget under the previous Government. Last year alone, £100 million was taken from the science budget by his party and his Government. I am glad to tell him that the science budget has been largely protected—[Interruption.] It has been largely protected from the massive problems that we inherited from him and his colleagues on the Opposition Front Bench. The budget will rise in cash terms over the spending round period. That is a remarkably successful outcome, and I am delighted by and proud of it.

My hon. Friend is right to highlight the importance of protecting skills in the fixed-wing sector in general. I cannot give him that update at present, but good work is proceeding in this area and there are some very interesting things that I hope to report to the House in the relatively near future.

It is a great honour to take part in the debate. I do so not with the great knowledge of some hon. Members who have contributed today. I have not given the service that they have given. However, I am the Member of Parliament for the Weeton Army barracks, and that makes me incredibly proud of the men and women who serve there. It is currently home to 1st Battalion the Royal Green Jackets and the Kings Division Normandy. On visits to the barracks, one sees and hears first-hand the people who serve our nation with great distinction.

Before I expand on that, I want to pick up on comments from the hon. Member for Rhondda (Chris Bryant) and my hon. Friend the Member for South West Wiltshire (Dr Murrison). Two key points were made. First, we should not seek to ignore the work that is put in to support the psychiatric services that support those who come back from the armed forces. Secondly, we should not fail to understand the importance of getting the Army into schools and of engaging with young people at a young age. Communities such as that in Rhondda and in the area that I originally come from are great respecters of authority and tradition and the British armed forces are a great example of that. It would be a great shame if, as a result of union activity or the activity of other people who have an axe to grind, we stopped allowing our armed forces into our schools to engage with young people.

I want to focus on clause 2 and the issues to do with welfare. When I visited Weeton Army barracks, one thing that gave me great encouragement was the existence of the Sure Start centre. Let us not forget that when one is dealing with young children—particularly very young children—one of the most important things in their lives is stability and continuity, as well as support for their parents when the father is serving in the armed forces overseas. I went away that day encouraged by the work of the Sure Start centre and I hope that when we consider some of the Bill’s provisions, the work done by Sure Start centres on Army bases—I am bothered not about what we call them, but about what they do —continues.

The other thing I took away from that visit was the importance of Commonwealth soldiers. We tend to think of members of the armed forces as being from our communities, but in many cases the armed forces—and in some cases a significant number of them—are made up of men and women from other corners of the globe. A number of armed forces on Weeton Army barracks are from Fiji. Forgive me, as I do not have the full details on this point, which is one about which I want to write to the Minister, but one thing that concerned to me was the issue of visas and the payment for visas for the wives of Fijian soldiers. The figure I left with in my mind was £700 and if we are asking the wives of Fijian soldiers to pay £700 to be in this country and to be with their husbands, who are serving our country, that makes me feel deeply uneasy. Immigration is another matter, but if we can be hospitable to other people then, my goodness, we need to be hospitable to the wives of Commonwealth soldiers. I hope we can consider that at some point—[Interruption.] Sorry, the hon. Member for Rhondda corrects me: British overseas territory soldiers.

Weeton Army barracks have an excellent school, albeit an old one. Weeton can be no different from many other bases up and down the country. At a time of financial constraint, we must ensure that local authorities do not take the easy option and cut funding or do not invest in new buildings for schools located on Army barracks or other military facilities in favour of others that might be more high profile. The school at a barracks is attended not just by children from the base but by children from the local community. That is an excellent way in which people from the non-military community can integrate and get a good understanding of military service.

Finally, as regards ensuring that the military covenant is maintained, a political aspect that we always used to talk about was the quality of housing. It is not just about the availability of good-quality housing but about ensuring that those homes are sufficiently maintained and are maintained in a speedy and timely manner. I have had representations from members of the armed forces that involve stories that we would not tolerate for any of our constituents in social housing or in properties owned by a private sector landlord. However, we seem to think that it is in some way acceptable for members of the armed forces. We must ensure that those homes are maintained and, when they are not maintained, that people are quickly held to account.

I will be proud and happy to support the Bill, just as I am proud to support the members of the armed forces who serve and who have served in the past in my constituency.

I am extremely grateful to the hon. Gentleman for the points that he has made, and I am glad to echo the tribute to Trooper Ashley Smith. I am also grateful for the sentiments expressed by his family.

As the whole country heads towards Remembrance Sunday, this is an opportunity to remember that it is not just the sacrifices of the past that we are commemorating, but the sacrifices being made today. It is essential not only that this country supports our troops, but that we support their mission, because that is what they are asking us to do. It is important for the morale of those serving that we do so, but it is also important for the peace of mind of the families who have lost loved ones to know that their sacrifices were not in vain.

There are two aspects to this. First, there is the future of the fixed-wing sector strategy, which we will be consulting on as part of the Green Paper and White Paper process. There is also the question of UK-French collaboration on unmanned combat aerial systems of the kind that my hon. Friend talks about. The declaration that accompanied the Anglo-French summit last week made it clear that we would establish a joint assessment of

“requirements and options for the next generation,”

which are expected from about 2030 onwards.

Thank you, Mr Deputy Speaker, for granting me the time and the opportunity to hold my first Adjournment debate. It may be my first Adjournment debate, but the topic is one on which I have spoken many times, both in the House and locally in the constituency. It is no less a subject than the future of UK military aircraft production.

The debate could not be more timely. Only last week, unfortunately, BAE Systems, which has its military headquarters in Warton in my constituency, announced potentially 1,000 job losses. I know that BAE Systems and the trade unions are working hard to minimise that eventual figure, but it serves as timely notice to us that the issue is not one of numbers or technology. It concerns people’s lives, jobs and the UK maintaining a sovereign capability in an area in which we are currently world leaders.

I refer to comments made by the Prime Minister and the Chancellor of the Exchequer shortly after the election, when they said that one of the most important things that we had to do as a nation was to rebalance the economy, and rebalancing the economy was about being less reliant on services and moving on to manufacturing. It was about jobs being in the north rather than in the south. It was about jobs with high export potential that earned serious money for this country. I can think of no other sector that ticks all those boxes more than the UK military aircraft division.

I know that you, Mr Evans, and your fellow Deputy Speaker, the hon. Member for Chorley (Mr Hoyle), are precluded from taking part in the debate by the office that you hold, but both of you have a long-standing record as doughty defenders of the UK military aircraft sector.

In the north-west the industry is the engine room of the entire regional economy. From Warton, Samlesbury and the other plants that we have, tens of thousands of component suppliers and many, many small shops and taxi firms gain a living from the work that is done there.

In this debate I shall focus on a few key areas—the future of the Typhoon programme, the exports that we can derive from that, and the unmanned aircraft programme, which, I am proud to say, is being developed at Warton. There are some Members in the House who say that we should not be concerned about having a UK military aircraft capability, that sovereign capability was for yesteryear, and that we should be buying off the shelf. What they seem to forget is that the UK is the shelf. We are world leaders in most of this technology. When it comes to unmanned aircraft, the work is not done in the United States. The Americans are not the world leaders, they are not at the cutting edge and they do not have the talented people. The work is done here in the United Kingdom—in the north-west, in Lancashire, in Warton and in Samlesbury. That is where the talent lies, and those are the people whom I am here to represent this evening.

I therefore call on the Minister, when he makes his remarks, to reflect on the importance of the future of the unmanned aircraft industry to this country, because it is not just an industry that we lead, but one of huge potential growth both in the realm of military technology and for civilian use. We live in an unstable world, and as part of the security and strategic defence review we have considered all sorts of threats. They include an increased risk of piracy, the need to defend key oil installations and tackling human trafficking. Unmanned aircraft in their various forms are a fantastic way of including flexibility in one’s military capability in order to address a number of those risks. Aircraft such as HERTI are flexible enough to allow civilian operators to take on some of those roles, leading to less reliance on Governments.

Typhoon, or the Eurofighter as some people may know it, is primarily built at Warton, but work has also been done at Samlesbury, and there has been talk recently about the importance of tranche 3B and why it is crucial for the RAF to place orders. I appreciate that when it comes to the lack of money in the defence budget, we are in unprecedented times, and I know that the Minister has to take some incredibly difficult decisions. Members will not like some of those decisions, but I believe that tranche 3B is very important and Typhoon is a first-class aircraft, so I make an appeal to him once again. When he looks at it, he should do everything that he can to ensure that there is the potential in the RAF for 3B.

However, we have to look beyond 3B, because the real prize is in Typhoon’s export potential, because that is where the jobs, the foreign currency and the futures of people in my constituency will lie. Many Members will be familiar with the export orders that have been placed with Saudi Arabia and BAE Systems’ work in that country and throughout the middle east, but I call upon the Government to continue that excellent work and gradually drive forward the work of BAE Systems and its work force in securing those export orders. I refer the Minister to the Prime Minister’s recent visit to India, where we secured a substantial order for Hawk jets, because I do not believe that BAE Systems, great though it is, could have achieved that without significant Government help at the highest level.

I thank the hon. Gentleman for securing this debate. Does he agree that UK defence contracts with BAE Systems also importantly enhance our export capability, and that any reduction in UK defence contract spending will affect our capacity to export?

The hon. Gentleman makes an interesting point. We cannot be totally reliant on exports, because, if the RAF buys and uses something, that is a more powerful pitch than any sales brochure, so we have to ensure that the UK armed forces continue to place significant orders for UK military aircraft. I agree that exports are not the only solution, but, in a tough economic climate, we need to invest a considerable amount of energy in securing such exports.

I say to the Minister, please let us not be shy about getting behind BAE Systems when securing exports. The French are not shy, the Americans wheel out Barack Obama and the Russians wheel out Vladimir Putin. So, let us leave no stone unturned and use every weapon in our armoury to ensure that the United Kingdom is out there putting forward what I passionately believe to be a world-class product built by a world-class work force, securing defence orders for this country and vast amounts of foreign currency potential. I call upon the Minister to support me in that.

We have 6,500 people working at Warton and about 5,000 at Samlesbury, but it is not just about numbers—it is about the quality of those jobs. Two hundred apprentices are currently going through BAE Systems military aircraft division.

Does my hon. Friend agree that there is a huge impact in terms of knowledge and skills that are transferable throughout manufacturing as a result of the aerospace industry, that many of the techniques and technological advances that are developed feed through into manufacturing in the UK generally, and that having a thriving, successful aerospace industry will have a huge impact on British manufacturing?

My hon. Friend makes a very valid point. He is on the record as speaking up for jobs and skills in this country.

A layman could be accused of thinking of the jobs at Warton as being about metal-bashing and nuts and bolts, but far from it. We are talking about people who are at the cutting edge of design and computer technology—the sorts of things that I, as a mere Member of Parliament, struggle to get my head around. They are absolute world leaders in their field, and they are our people—Lancashire people, on the whole. They have spent their whole lives honing their skills at Warton—they were not invented: they were grown. We need to recognise the contribution that those skills make to the economy, as well as their transferable nature and the fact that many component manufacturers can look to the military aircraft division and take some of the lessons from that sector to use in their own sectors.

Does my hon. Friend accept that not only the people at Warton and Samlesbury are involved in this, but the people at Rolls-Royce who develop and build the engines and avionics? In making his comments on the Eurofighter, would he like to include the F-35, which is being developed, alongside in the USA, at Samlesbury and at Warton? It would be helpful if my hon. Friend the Minister, or even the Prime Minister, could get some clarity from the American Administration on how they intend to progress development of the engine for the F-35. That would create thousands of jobs, because that aeroplane is needed in vast quantities by the USA. Those are the very products that are being built in the UK, at Rolls-Royce and in Samlesbury, for the new F-35 fighter.

I wholeheartedly endorse what my hon. Friend has said about the F-35. Indeed, we are very lucky this evening to be joined by members of the trade union movement from Samlesbury who are in the Public Gallery. Before I came into the Chamber, I was reminded of the importance of the F-35. Were I to forget to mention it, I would have very much failed in my duty to represent their wishes.

One of the worries is that if the Eurofighter is withdrawn to a significant extent from Samlesbury, we run the risk of part of the development of the F-35 being withdrawn to the United States. There is always a risk, especially with high unemployment in the US, that the Americans will be looking to US manufacturing to take on what are essentially US jobs. The Eurofighter keeps that anchor in the UK and in Lancashire.

The hon. Gentleman raises an interesting concern. However, I am sure, from my conversations with BAE Systems, that the nature of the contract is robust enough, and the commitments from this Government are clear enough, that there will be a good future at Samlesbury. The Minister is bound by a difficulty in being able to give details about the F-35, but any that he can provide will be incredibly welcome.

I want to be generous in giving others time, because I know that colleagues wish to make some points. My final point is that the future of the UK military aircraft division, which is based at Warton but also has a significant element at Samlesbury, is not just about the regional economy of the north-west, or about jobs, vital though those matters are. It is about the UK being serious about ever again being able to play a role through a strategic, sovereign capability to manufacture our own aircraft, own our own technology, develop our own high-tech skills base and continue to be a world leader in what we do. It is also fundamental to achieving the objective of rebalancing the economy that the Prime Minister and the Chancellor of the Exchequer have set out. If we fail to take that into account and to get behind the UK military aircraft sector, not only will the north-west lose out but the entire UK economy will be much the poorer. I ask the Minister to get behind exports, do what he can for the future of the F-35 and the Typhoon, and let us really make a difference.

I can tell my hon. Friend that the good news is that the Typhoon aircraft, a formidable piece of kit, is in demand across the world, and there are a number of countries that have expressed serious interest in the Typhoon. I can also tell him that my right hon. Friend the Secretary of State has already had a number of discussions with a number of interested parties, and that we shall arrange some cross-departmental ministerial visits to promote this very important aspect of our policy.

The hon. Member for Plymouth, Moor View (Alison Seabeck) made a light-hearted reference to her second maiden speech, but I am proud to tell the House that this is my first maiden speech. If the House will indulge me for a few moments, I would like to take this opportunity to pay tribute to my predecessor as a Member of Parliament for Fylde, the right hon. Michael Jack.

Michael was known to the House most recently as an incredibly capable MP who served as Chairman of the Environment, Food and Rural Affairs Committee, and he was held in great esteem. But Michael also served this country as a Minister both in the Ministry of Agriculture, Fisheries and Food and in the Treasury. More importantly for me, he served the people of Fylde with real class. When I look to someone as a model Member of Parliament, Michael Jack is such a person. Without the glare of publicity, he just got on and did the job. With that in mind, I hope to be able to serve in his footsteps. Michael Jack was also a great defender of the Typhoon Eurofighter, which I hope to talk about later in my speech.

The Fylde constituency is the jewel of the north-west. I am glad that it is you, Madam Deputy Speaker, not one of the other Deputy Speakers, who is in the Chair, because they might disagree with that comment. I am often asked by hon. Members where Fylde is, and whether it is next to Blackpool. It most certainly is not. Blackpool is in the Fylde, not the other way around. Fylde is famous for a great many things. It has world-class golf courses and will soon host the world open golf championship. It has some of the cleanest beaches anywhere in the United Kingdom and some of the finest agricultural land in the north-west. Lytham Green, with its iconic windmill, which this year hosted the local proms, is an example of a fine green space which is attractive to tourists.

My constituency does have its problems, however. The high street of Kirkham, a proud market town, like many high streets throughout the country, has many empty local shops. Councillor Elaine Silverwood runs a local bookshop there, but she also makes ice cream and has a tearoom. That spirit of entrepreneurialism gives me a lot of heart. It is not about sitting back and complaining about how things are; it is about encouraging people in the constituency to go out there and make a difference, to take over empty shops and really start to bring something new and different to the high street. I pay tribute to such people in my constituency.

Fylde is also a beautiful constituency. Wrea Green is a stereotypical English village. As someone who was born in Scotland, even I can fully appreciate it. Cricket is played there in the summer, and one can hear the sound of leather on willow. Until recently, like many villages in my constituency and towns throughout the country, Wrea Green was threatened by the Government’s regional spatial strategy. I thank the Secretary of State for Communities and Local Government for his swift action in abolishing the targets set by that strategy, giving hope once again to people who cherish green space.

I also congratulate Blackpool football club. I would not seek to claim credit for Blackpool’s elevation to the premier league, nor would I claim that the club is located in my constituency, but its training ground is, its very talented manager lives in my constituency, and what is more, most of the players do, too—so if I am going to take the glory for someone else’s hard work, this is the moment.

Fylde is also incredibly fortunate to be served by two very good local newspapers, The Gazette, which is printed six days a week, and the Lytham St Annes Express, which is a shining example of how a talented editor—Steve Singleton in this case—can do a lot in difficult times. However, if the sun ever fails to shine in Fylde, one can always jet off to warmer climes, because Blackpool airport is very much based in my constituency.

Let me turn to the substantive issues in today’s debate. Fylde is neither a twee constituency nor simply the beautiful rural jewel that I have described; there is much more to it than that. We make things in Fylde. It is the home of nuclear fuel, employing 2,000 people, and in a future debate I wish to expand on that point. It is home also to the military aircraft division of BAE Systems, employing more than 8,000 people directly. Indeed, it is not only the home of the Typhoon Eurofighter; Nimrod final fit-outs and all the developmental work on unmanned aerial vehicles takes place there. The Americans take the credit for many things, but one thing for which they cannot take credit is that technology. The United Kingdom is the world leader in that technology, and it is developed in my constituency.

On the defence review, I should like to make an appeal to the Minister. I know that budgets are tight and many Members from all parts with interests in defence procurement are making pitches, but we need Typhoon tranche 3b for a number of reasons. We live in an unpredictable world, and, as my hon. Friend the Member for Harwich and North Essex (Mr Jenkin) said, we cannot tell what the future holds, other than that it will be unpredictable. At times Government Front Benchers talk about export potential, and British Aerospace is working very hard in Saudi Arabia, Oman and Japan to win exports. However, the aircraft’s cost model is built on the premise of a future RAF order, and Ministers must be aware that if a future order is not forthcoming the cost dynamics will change, and BAE might not be competitive with the United States and France in export markets.

Finally, on that subject, I pay tribute to Unite. I may be the only Conservative Member to do so, but there we have an example of the trade union working with BAE management and the Government to deliver what is important: a quality product, products coming off the production line and everyone pulling in the same direction. I really hope that Unite continues to work with the current Government and with BAE to deliver that.

Time is catching up, so I should quickly move away from BAE and mention my other defence interest, Weeton army barracks. The soldiers based there have just returned from Afghanistan, having served this country well, and I appeal to the Minister to ensure that we do nothing that puts Weeton’s strength in any doubt.

May I first congratulate all Members on both sides of the House on their superb maiden speeches? We have heard some excellent contributions, including from the hon. Member for South East Cornwall (Sheryll Murray)—I am sure that the House wishes her daughter all the best in her career—and the hon. Members for Portsmouth North (Penny Mordaunt), for Filton and Bradley Stoke (Jack Lopresti), and for Plymouth, Sutton and Devonport (Oliver Colvile).

This has been an excellent debate because of the cross-party consensus about the need for a rational, thoughtful defence review. I think that we Labour Members can all recognise that there are areas of waste that we can look to cut. I am sure that my hon. Friend the Member for North Durham (Mr Jones) will be happy to supply the Government Front Benchers with a list of projects and areas of expense that they can cut to begin with.

I hope that the Minister for the Armed Forces will give answers on some pressing issues that my constituents—and, from the sound of it, constituents of Members on both sides of the House—have about the future of our two new aircraft carriers. It might be helpful if I gave a flavour of the size and scale of the two new super-carriers, and their importance to the Royal Navy. Each is 65,000 tonnes at full displacement. They are three times bigger than anything that the Royal Navy has ever built or used, going back 500 years. Each will have 1,600 personnel and 40 aircraft on board, and have a range of up to 10,000 nautical miles. They are absolutely crucial to our future force projection and to the expeditionary role that our armed forces will play. It is perhaps also worth reflecting on the fact that there are 10,000 British highly skilled, highly prized manufacturing jobs at stake.

I note that the hon. Member for Fylde (Mark Menzies) is nodding away; he will know, as will Members on both sides of the House, how crucial such jobs are.

Perhaps it is worth reflecting on why we need these two new super-carriers. It was clear from the last strategic defence review, carried out in 1998 by the then Secretary of State, that the existing carrier fleet was from the cold war era. It was built around the idea of anti-submarine warfare. That threat has thankfully receded, and we will face new types of threat. It is not plausible simply to rely on the good will and good nature of foreign powers in letting us use their territories for conducting expeditionary operations. That is why we need the force projection that only the carriers can provide. It took five years to set up the aircraft carrier alliance, which has developed the project. That is important, because when discussing something in the region of £4 billion-worth of expenditure, people tend not to rush into things, and I hope that Members in all parts of the House accept that the previous Government made sure not only that there was a good deal for British industry but that, crucially, there was a good deal for the British taxpayer. That is why it took so long for the project to come to fruition. I note the comments about the bow sections, which have now been completed for the first of the two aircraft carriers and have arrived in my constituency for assembly.

Many Members, however, are rightly concerned about the comments about the second aircraft carrier, HMS Prince of Wales, which is due to roll into the Forth in 2017-18. I should be grateful if the Minister tried to answer four or five questions. First, when will the formal period of consultation on the defence review begin? There is great anticipation, both in the House and across the country, and we want some certainty. Secondly, how long will that formal consultation last and will he, as the previous Government did in its SDR, make sure that interested organisations—I am thinking of trade unions, the defence industry, local authorities, the Scottish and Welsh Governments—have an opportunity to make some input into the SDR?

Will the Minister also clarify what weighting the Government will give, not just to military need, which should be paramount, but—and we have heard some good contributions on this—the vital role that the contract will play as a platform for our defence industry to export ideas, technology and skills to other countries? There has been some speculation—and the Minister may wish to shed light on this—about whether or not a foreign country has expressed interest in buying an aircraft carrier, using the skills and expertise that British companies have developed. Finally, will he explain what weighting will be given to the socio-economic role played by the aircraft carriers? As I have said, 10,000 jobs depend on the contracts going ahead, and there is trepidation among Opposition Members, who fear that if the Secretary of State for Business, Innovation and Skills gets his way, and the second carrier is delayed, mothballed or downgraded, those jobs will be in danger.

Will the Minister explain whether, as part of the overall defence review, the future of the Fleet Air Arm will be considered? Without wishing to prejudice the argument, many people would suggest, given that the two carriers will use the joint strike fighter with the Royal Air Force, that the time has come to have a thorough review of whether the Fleet Air Arm should become part of the RAF. I should be grateful if he outlined his thoughts on that. Finally, this has been an excellent debate, and I should like to conclude by wishing the Minister well in his role, and assuring the House that the Opposition will give our full support to a thorough, thoughtful and long-term defence review.
