I congratulate the hon. Gentleman on securing the debate. This is a day of talking about the Royal Marines. The uncertainty that he spoke about is important. Does he agree that it is a cancer for morale not only in Taunton and Chivenor, but in Stonehouse Barracks and across the south-west? That is why we need certainty from the Minister about the future long-term basing arrangements for the superb Royal Marines.

As always, the hon. Gentleman speaks passionately for his constituency, which I completely understand and which I seek to do for my constituency as well. The two are intimately linked, because the original plan put forward by the Ministry of Defence would move some of the work done in Chivenor in my constituency, and in the constituency of my hon. Friend the Member for Taunton Deane (Rebecca Pow), to his in Plymouth. There might be a slight conflict of interest between us, but we want the same thing: an end to the uncertainty. I suspect what that looks like is slightly different for us, but I want an end to the uncertainty, as does he, and as does my hon. Friend the Member for Taunton Deane, because that is causing the damage. We need a final decision, which should be that RMB Chivenor is saved.

The base provides employment not only for the military personnel based there but for people from the local community, so it is a significant boost to the local economy in terms of direct spending, the supply chain and local employment. Local public services such as the school I mentioned where many of the children of service personnel are educated would suffer a significant hit given the formula for per pupil funding.

We must look at the military and international situation. The world is becoming a less certain place. There are challenges to the foundations that have kept the peace, by and large, in the post-war period. Rivals are pushing us further. In such a climate, the Royal Marines are vital. Their flexibility and expertise are invaluable and must be preserved.

It is said that amateurs talk about tactics, but professionals study logistics. RMB Chivenor is home to the Commando Logistic Regiment and 24 Commando Regiment Royal Engineers, which are vital in any combat scenario. Again, RMB Chivenor provides them with a unique environment as a training ground. The landing beaches, the dunes and the estuary provide a unique combination of facilities for practising seaborne landings.

I want to give the Minister ample time to respond, so there are three key questions we need to ask. First, given the relatively small amount that the base costs to run, does it make financial sense to close it? Secondly, given the unique environment that it provides for all the work that is undertaken there, does it make logistical sense to close it? Thirdly, given the role it plays in the defence of our country, does it make military sense to close it? I believe the answers are clear.

I have raised the issue in the House on many occasions. Until now, the answer from the Ministry of Defence has been a pretty straight bat. A statement was issued by the MOD to the BBC on 3 January, in which an MOD spokesperson said:

“It remains the intention to continue with the release of sites set out in the Better Defence Estate Strategy announcement in Autumn 2016.”

In other words, the plan is for the closure to go ahead. I thank the Minister and say to him that it is time to put a stop to this. It is time to reverse the closure decision, end the uncertainty and save RMB Chivenor.

As Devonport’s Member of Parliament, I have been fighting the Government’s proposed cuts to our amphibious ships and our Royal Marines since my election. If the MDP does not guarantee the future of the Royal Marines, it will have failed. Will the Secretary of State now guarantee the future size of the Royal Marines, and will he ensure that the superbase in Plymouth to which his predecessors have committed themselves will be part of his plan for the future?

I am glad that the hon. Gentleman welcomes the fact that we are ensuring that we maintain that important amphibious capability in HMS Albion and HMS Bulwark. We have recognised the vital role played by the Royal Marines in everything that our armed forces do. When it comes to some of the challenges around the globe, whether they are close to home or further afield, the Royal Marines will always play an important role. We will continue to invest in the Royal Marines, and in the whole of the Royal Navy—there has been the great announcement of the basing of Type 26s at Devonport—and we will continue to consider how best to deliver the training of Royal Marines in the future.

We can all be very proud of the skill and workmanship at the Devonport dockyard, which has been integral to looking after our nuclear deterrence for almost 50 years. It is something that it will continue to do long into the future.

Workers in Devonport dockyard are world class, their nuclear skills are second to none, and it is the only place in the country that can refit our nuclear submarines, but there is much disquiet about the communications between Babcock and the Ministry of Defence. Will the Secretary of State reassure us that the MOD and Babcock have picked up their communications so that any refit problems on HMS Vanguard—that Trident sub—can be resolved, and without the pressure of it looking as though our Trident subs will not be refitted on time?

As I said earlier, we recognise not only the brilliant skills that are held at the Devonport dockyard, but the importance of having a strong relationship with all our suppliers. We always work very closely, whether it is with Babcock, BAE Systems or Rolls-Royce, on the availability and deliverability of all our military assets.

Indeed. My hon. Friend makes a valuable point that returns to the Prime Minister’s statement that Gulf security is our security. We have a long-standing relationship with Bahrain. This facility is part of that historic relationship, and we will continue to play our part in the region, as I am demonstrating. The political statement is there for all to see.

The facility is of great importance to the Royal Navy, but I should be grateful if the Minister would touch on how it shapes changing deployments, and in particular how there can be greater crew rotation on ships when they are permanently forward-deployed in the Gulf rather than having to steam from Britain, including from such fantastic ports as Devonport, off to the Gulf and back again.

That is a valuable point. Of course, historically, in the deployment of frigates and destroyers much time has been lost in transit to the region, and the time taken affects their ability to be on operations. The naval support facility will, as I mentioned earlier, enable us to forward-deploy in the first instance a Type 23 frigate for a sustained period—far longer than the initial six months, because the vessel itself will stay in the region, getting rid of those transit times. Because of the facilities that we have there, we shall simply be able to rotate the crew through by aircraft. That means that the facility is far better for the crews. The accommodation is far superior to that on a ship. Equally, there is more predictability about the deployment; from a family perspective deployments are more set, as they come without some of the challenges of having to move the ship around the world. All in all, not only is the facility great for our persistent presence in the region; it is of major benefit to crews and families, so I am grateful to the hon. Gentleman for making that point.

On 7 July 2015, the National Security Council agreed a Gulf strategy to protect and promote the UK’s interests in the six Gulf Co-operation Council states, recognising their importance in addressing direct threats to the UK from terrorism, extremism and organised crime, for our energy security and for wider regional stability. The NSC Gulf strategy is delivered through increased and integrated cross-Government engagement and activity, including working with partners, allies and international organisations. Aligned with the strategy, the MOD has a leading role in promoting regional security and stability, not least by its contribution to multinational forces engaged against Daesh and other violent extremist organisations and malign influences, thereby deterring aggression and combating transnational crime in the Gulf and beyond. We are working more often and more closely to build the capability of Gulf states’ security forces, promoting our high standards of operational effectiveness and conduct.

The UK’s commitment to Gulf security has been epitomised by Exercise Saif Sareea 3 in Oman, which I was privileged to open last month. It finished on 5 November with an impressive firepower demonstration attended by all GCC countries along with wider middle east and global partners. It was the UK’s largest bilateral exercise for 17 years, since Saif Sareea II, with 5,500 UK troops deployed alongside 70,000 Omanis. Elements of the UK force are now conducting defence engagement activity with our other GCC partners. Saif Sareea 3 has been a tremendous success, not only as a military exercise but also in view of the fact that it has involved cross-Government Ministries in Oman working in close co-operation with counterparts from Her Majesty’s Government on crisis response and resilience activity. It has been an exemplar of HMG fusion activity, underpinned by a detailed strategic communications campaign that has seen the exercise dominate Omani print and social media for almost its entire month-long duration, with extensive exposure across the Gulf.

I want to underline why the base has such an impact across the region, including with other nations. During his visit at the beginning of November the Secretary of State for Defence announced the Oman-British joint training base, further delivering on the Prime Minister’s Manama commitment. That relates to the point that my hon. Friend the Member for Aldershot made about how we can continue the process. The new training facility will be tested with its first joint exercise with the Omanis in March next year. It will be supported by the joint logistics support base at Duqm, which, as I mentioned, I had the honour of opening at the beginning of Saif Sareea 3 in October.

Saif Sareea 3 has been far more than just a bilateral military exercise. It has been a demonstration of our commitment to Oman and the wider Gulf region and will leave behind a legacy for decades to come. The Secretary of State for Defence underlined our commitment to the region when the UK NSF was opened in April:

“Our Armed Forces are the face of Global Britain and our presence in Bahrain will play a vital role in keeping Britain safe as well as underpinning security in the Gulf.”

He went on to say—and I agree wholeheartedly:

“Britain is a major player on the world stage and this new Naval Support Facility will help us tackle the growing threats to our nation wherever they are across the globe and protecting our way of life.”

That is exactly the point that many of my hon. Friends have made during the debate. Furthermore, in the context of global Britain, the UK NSF will be the hub of our naval operations across the Indian ocean and potentially further afield for decades to come. I hope I have given Members the assurance of the strategic importance of the Royal Navy’s new facility in Bahrain.

It is a pleasure to serve under your chairmanship, Mr Hollobone. I congratulate my hon. Friend the Member for Glasgow North East (Mr Sweeney) on his superb oratory.

We are back here again: the same people are largely in the same chairs making the same arguments, although we have a different person in the Chair—you are very welcome, Mr Hollobone—and a different Defence Procurement Minister. I think he is the third since I was elected. We made effectively the same speeches to the previous Ministers, but he should not worry: these are good speeches with good arguments, and I am sure he will enjoy hearing them.

I think that we have a good Minister now. His freshness to defence means that he will bring a new approach to procurement decisions, and I hope that that will yield different results. We need different results, because our sovereign defence capability is at risk. I do not say that lightly, because I know that people who wish our country ill listen to these debates. We must present a strong and forthright position, and we must ensure that our military has the best equipment, the best training and, importantly, a supply chain and support structure that enables it to continue to operate at a high level. Russia is on the rise—it is increasing its threat to our country and making incursions into our airspace and waters—and China is growing its ambitions in the far east. The risk of state and non-state actors threatening the UK’s interests and those of our allies is high.

I will focus my remarks on the Royal Navy, about which much has been said. As the MP for Devonport, I would perhaps be expected to do that. The Royal Navy has suffered the greatest ill done to our sovereign defence capability. It could be said that that is also true of fixed and rotary-wing aircraft, and to Army equipment, but the Royal Navy has suffered the biggest impact. The shipyards that support our Royal Navy are not just about concrete, steel, bricks and mortar; they are about the people and skills, which must be invested in and grown over time. We have had holes in our procurement exercises in the past because there has not been a constant stream of investment in our shipyards. Although we do not build ships in Devonport, we refit them, and we need a constant stream of ships to be refitted to ensure we keep up our skills. That is why it is so important to get the Type 26 and Type 31 right.

I congratulate the Government on what they have done in supporting the industry to sell the Type 26 overseas. I hope the Americans adopt the Type 26 as a platform for their future frigate procurement, which they are struggling with at the moment. The Type 31 is an example of what we need to get better at. There was great potential for it in the national shipbuilding strategy. We need more hulls that can do defence engagement work, station keeping, and the forward deployment roles that are so important in our Royal Navy, while maintaining the high-end capability of the Type 26.

As hon. Members know, I have a problem with calling a Type 31 a frigate. I would much prefer it to be a world-class corvette, rather than a rather poor frigate. I normally use more colourful language, but I will mind my p’s and q’s in this Chamber. We need to sell the Type 31 as the best in class. That would make our international allies want to buy it, rather than one of the plentiful array of small frigates and corvettes that are on the market. The Type 26 shows that people want to buy high-end British technology. The procurement delays and the disruption in the procurement process over the summer do not give us much confidence in the procurement of the Type 31s.

We also need to look ahead. Over the past year, since I and many others in this House were elected, we have been fighting to save HMS Albion and HMS Bulwark. Other Members who would have been here if they had turned up might have claimed the success of the campaign to save those vital capabilities from being cut. Now that we have done that, we must ensure that we plan for suitable replacements for them. If Albion and Bulwark will go out of service in 2033 and 2034 respectively, we need a plan to build their replacements in UK shipyards. That is important, because it builds on the battle to ensure our Royal Fleet Auxiliary ships are built in UK shipyards, too.

We must maintain our sovereign defence capability to build such complex warships. I regard an RFA fleet solid support ship as a complex warship—the Government may stick it in a different column of their spreadsheet, but given that it has the roles and the capability of the RFA, I think it is a complex warship, and it should be built exclusively in UK shipyards.

My hon. Friend the Member for Glasgow North East is very enthusiastic, Mr Hollobone, and I know that he will make a speedy reply in his two minutes at the end.

We must support the trade unions. I am a proud GMB member, and it is important that its “Making It” campaign is heard loud and clear, not only by Labour Members but by Conservatives. Building the RFAs in UK shipyards is good for British business. It is good for those regions’ economies, the cities in which the shipyards are based, the supply chain and, perhaps most importantly of all, the Exchequer. Why are we exporting that money? If we do not invest in our shipyards, what happened to Appledore will happen again. Appledore is not in my constituency, but workers that came from it are working in Devonport now because Appledore ran out of orders. Without orders, shipyards cannot stay open, which means they cannot hire new apprentices and support the local supply chain. Ultimately, we lose that capability.

We need to talk louder about sovereign defence capability, because we need to preserve it. We need a discrete strategy to preserve our sovereign defence capability. I encourage the new Minister, for whom I have high hopes, to ensure sovereign defence capability runs like a golden thread through all the procurement decisions he and his Department take. It needs to be there if we are to secure jobs and our future capabilities.

I do vividly remember the demonstration in question, not least because, as the right hon. Member for New Forest East (Dr Lewis) is keenly aware, at almost exactly the same time I made an absolutely splendid speech at the University of Essex student union that was based overwhelmingly on the sagacious briefing provided by the right hon. Gentleman.

I am grateful to the Secretary of State for listening to Plymouth’s campaigns to base the new Type 26 frigates in Devonport, in the constituency that I represent, and to save Albion and Bulwark from being cut. Can he give any further reassurance to the workers in Devonport that we will be a base for future NATO operations by confirming that we will be the home to the Royal Marines super-base as well?

Absolutely. We need to be able to build mass into our air force, as well as exquisite technology. One of the key changes we want is rapidly to reduce the amount of time it takes to develop the new airframe. With the F-35, we saw that go on for far too long, and we need to reduce that period. I would like to see Tempest flying in the first half of the next decade, and we should bring forward the technology and give this project the inspiration and the drive to make it a reality as quickly as possible.

France and Germany are already co-operating on a sixth-generation fighter, so although this strategy is welcome, we are playing catch-up. Will the Secretary of State set out whether this will be an allied, NATO, European or transatlantic project, and how will workshare benefit aerospace businesses, including those in Plymouth?

This is going to be a global project. One thing I would say is that Britain is a nation that actually has fifth-generation fighters and has the industrial expertise to develop new generation fighters. France or Germany do not have that expertise; we do, and we have that leadership role. We do not want to limit our sights just to European partners, but to open this up to the globe, working with partners with whom we have not worked in the past and bringing the benefits to our allies that are global allies.

I not only declare an interest but, as the MP for Plymouth, Sutton and Devonport, proudly proclaim that I am the vice-chair of the all-party parliamentary group on shipbuilding and ship repair. I am very proud to be a GMB and Unite member. I add my name to the list of Members who have called today for the new Royal Fleet Auxiliary ships to be built in Britain. Build them here. Do not ship those jobs abroad.

This is not the first time we have had this debate. Members will recall that I led a debate in Westminster Hall on the national shipbuilding strategy in January, when I offered scrutiny and suggestions to make the strategy more robust and valuable to industry, to the Government and to our armed forces. I asked why, in an uncertain world, we are not spending more on defence, and I raised my concern about the damage caused to Plymouth and Devonport and to those who work for our Royal Navy both in and out of uniform by the constant speculation about the future of amphibious capabilities like Plymouth’s Royal Marines, HMS Albion and HMS Bulwark. I also called for the RFA fleet solid support ships to be built in Britain.

Ministers will know that they have my support in calling for more money for defence from the Treasury and especially in using that money to baseport the new Type 26 frigates in Devonport, to save the amphibious ships and to strengthen our Royal Navy. Ministers will also know that I am a critical friend of theirs, and on procuring the new RFA ships abroad, they are getting it wrong and I am do not mind telling them. We need three RFA ships, not two. Cutting that order is simply not good enough. At 40,000 tonnes each, the combined order would be the same size as the aircraft carrier order, sustaining jobs right across the country.

My arguments are the same today as they were in January. We risk sleepwalking into major contracts being given to those abroad. No other major NATO power shifts supply ship work abroad. No other major NATO power would be so cavalier with its sovereign defence capabilities. No other NATO power would risk the skilled jobs of its defence industry in the way that is being done here. I believe contracts to build ships for the Royal Navy and RFA should be onshored. These ships should be homegrown, British-designed and British-made, using British steel and British technologies, and preserving Britain’s sovereign defence capabilities to design, build, equip and repair complex and important ships for our own use and for export. I favour a restricted tender for these ships, as I did back in January. They will be carrying arms, munitions and supplies, so only UK shipyards should build them. I also believe that history will be unkind on those MPs who offshore our defence work.

Let us not forget that when the Royal Navy is on the frontline, in contested waters, off the coast of hostile powers, the RFA is there with it. Often overlooked, these ships form a vital part of the Royal Navy’s ability to operate at sea, and they lead humanitarian, counter-piracy and counter-narcotics operations in and of themselves. RFAs are forward deployed, so they are already in the firing line. Let us not forget that the Government would have the support of Members on both sides of the House if they followed the recommendation and applied a restricted tender.

I know that the hon. and learned Member for Torridge and West Devon (Mr Cox) is now otherwise engaged in his role in the Cabinet and so cannot be here to talk about the Appledore shipyard, but it has been mentioned. Once the superb work it is doing on the Irish offshore patrol vessel is complete, the yard will have no more work. This little shipyard is first-class. It has the opportunity and the skills to build Type 31e modules or modules for the new RFAs, but if it does not get that order, its future looks bleak. I have met the workers from this yard and let me say to the Minister that they are ready, willing and able to deliver modules for the new RFA build. Give them that chance. Back British jobs and build them here.

I am second to none in my admiration for the Royal Marines. Indeed, one of the highlights of my time as Armed Forces Minister has been presenting the green berets to them. I can absolutely assure my hon. Friend that there is a strong future for the Royal Marines as part of our armed forces. Of course, they are currently serving on HMS Albion off the Korean peninsula.

The Minister just mentioned HMS Albion. The sailors and the Royal Marines are serving with distinction in the far east, but their ship is under threat of being cut and they are watching decisions carefully. Can the Minister update us on when he expects to give them reassurance that their ship will not be cut, and can he give an assurance that the decision on Albion and Bulwark will be in the first tranche of decisions announced by his Department?

I am grateful to the hon. Lady for raising that case; it is another fine example of a charity that is doing fantastic work in this regard.

The work done by such organisations, many of which we have not mentioned, is vital not least because research carried out by the Royal British Legion has found that social isolation and loneliness are now widely experienced among our veteran community, and that leads further to mental health problems. More attention must be given to the unique experiences of our armed forces community; their mobile lifestyle and self-reliant culture and a stigma about speaking out or seeking help can all lead to isolation, leaving veterans unable to seek support for what could be, or develop into, a serious mental health condition.

I recognise that much of the responsibility for our veterans lies with local authorities and in our local communities, and I am pleased that every local authority in Great Britain, including in my area North Devon District Council and Devon County Council, has now signed the armed forces covenant. But merely signing up to the covenant is not enough. Sadly, there remains wide variation in the implementation of the covenant’s pledges; it is to some extent a postcode lottery—that was the phrase used by one veteran who contacted me in the last few hours, having seen the social media publicity around this Adjournment debate. That veteran is correct.

I thank a fellow west country MP for giving way.

There are places like Plymouth and Portsmouth, and clearly north Devon as well, that are doing so much to embed the covenant in all aspects of the public services, but does the hon. Gentleman agree that this must not be a document that gathers dust on a local council’s or local business’s bookshelf; it needs to be lived and breathed and implemented every single day to make it real?

I thank the hon. Gentleman for his comment, and that is precisely the point I am seeking to come on to. Signing up to the covenant is not enough; there needs to be active participation by those who sign on the dotted line.

Another difficulty is that a lack of familiarity with the services available often prevents some veterans and their families from seeking the help and support that they need. That is why I am delighted that Devon County Council has established a website—a one-stop shop—that serves as an online directory of services and support for veterans and their families. The Devon Forces Family website hosts dedicated information in a single place, making it quick and easy for all those connected with our armed forces to access the services and assistance they need. In particular, websites such as Devon Forces Family can help veterans and their families to find suitable housing, and therefore complement central Government policy.

The Government are helping forces families to get on the property ladder by, for example, making loans totalling £163 million to help more than 10,000 forces personnel to get on or stay on the property ladder. Veterans need to be afforded similar opportunities, and I hope that a way can be found to ensure that that can happen. Communication is key and co-operation across different levels of Government is essential. For those seeking social housing, local authorities must ensure that changes to the law, which have been designed to ensure that veterans with urgent housing needs are prioritised, are fairly and properly implemented in their area. We must be sure that all statutory bodies that are responsible for delivering on those changes are doing so, and that they are making sure that veterans receive the practical help that they need, targeted to them in a timely and efficient manner.

When we think about support for our armed forces veterans, there is a third aspect. I say at the outset that I take close notice of the Standing Orders as they relate to matters that are sub judice. It is perhaps the elephant in the room: the issue of historical prosecutions. The issue has been and is being considered elsewhere more widely, so I shall not comment on individual cases, except to say that I am taking an extremely close interest in one in my own constituency. It is a matter that is, understandably, causing concern to veterans in my constituency and elsewhere. Indeed, I have had a great deal of correspondence from veterans, and I met a number of them in my constituency surgery recently to discuss the issue. I understand their concerns.

Let me pose this question: do we really want our veterans to have to worry about hearing a knock on the door and being hauled before a court to be held to account to today’s standards for alleged offences that happened more than 20, 30 or even 40 years ago—incidents that happened when young servicemen, sometimes only teenagers themselves, were facing threats the likes of which most of us can only imagine? I add my voice to the growing support for a statute of limitations, which would see soldiers exempted from prosecutions after 10 years had passed. I commend my hon. Friend the Member for Aldershot (Leo Docherty) for securing Monday’s Adjournment debate on the issue, which many of us stayed late to hear.

Let me be clear: that is not to say that these sorts of cases should be swept under the carpet and not dealt with at all. I recognise that closure is extremely important. I very much welcome the Northern Ireland Office consultation, which is currently seeking views on how better to address the legacy of Northern Ireland’s past. That consultation closes on 10 September; I urge veterans and interested parties to take part and have their voice heard.

For now, as we approach Armed Forces Day, I wish to achieve a number of things, and I am sure that the Government have the same ambition. Let us ensure that we continue to do all we can to provide the help and support that our veterans need. As a Government, let us leave no stone unturned when it comes to ensuring that we are doing all we can. It is not just about money and resources; it is about using those resources more smartly by making information more widely available, making sure that we have joined-up thinking across all the statutory bodies and third sector organisations that work with veterans, and recognising in the first place the growing challenge that veterans face, particularly when it comes to their mental health.

Let us acknowledge and support the outstanding work that is being done, and let us do what my grandfather and I never had the chance to do: let us talk with pride about the service of our veterans, and in doing so recognise that we owe them all the help and support that they require, as well as a huge debt of gratitude, not only on Armed Forces day but on every day of the year—
