My hon. Friend was a keen supporter of the Police Reform and Social Responsibility Act 2011, which prohibits the erection of tents on Parliament square. As he knows, many were removed relatively recently. Operational decisions on making further progress to clear the square are a matter for the Metropolitan police and I shall draw my hon. Friend’s remarks to the attention of the police to see whether any further action is needed.

In previous years, the children who attended the international physics Olympiad were given funding. Last year, they won three silver and two bronze medals. Despite my letters to the Department for Business, Innovation and Skills and the Department for Education, they have refused to restore funding. Will the Leader of the House look at how we can support our brilliant future physicists?

It is, indeed, one of the policies of the coalition Government to enable community groups to take over and run public services when they are threatened with closure. I should like to raise my hon. Friend’s case with my Cabinet Office colleagues, who have responsibility for the policy, in order to see whether there is a way through which enables these services to continue, run by the community group that she mentions.

May we have an urgent debate about how to access funds for zebra crossings, a matter that was raised at Prime Minister’s questions yesterday? On Darlaston road in the Pleck ward of my constituency, a four-year-old boy was knocked down and a woman suffered broken bones on its crossing, but both central and local government cannot find the £30,000 required to upgrade it to a signal-controlled one. We need to do something before there is a death on the crossing.

I am sure that the hon. Lady has raised the matter with the newly elected mayor of Leicester, who has responsibility for the transport budget—[Hon. Members: “Walsall!”] Walsall, sorry. I am not a lawyer, but what my hon. Friend has described sounded to me a little bit like criminal behaviour—trespassing on someone’s land and then demanding money to go away. I would like to share this issue with my right hon. Friend the Home Secretary to see whether there is a combination of civil or criminal penalties available to cover the circumstances that my hon. Friend has described. I understand how disruptive it must have been to have that presence in an industrial estate.

A number of my constituents have had visitor’s visas refused—they are from India and Pakistan—with alarming regularity. They are missing important family occasions such as funerals and weddings, and they cannot appeal because that takes too long. They have been running up costs of up to £1,000, despite cast-iron guarantees that they will return. Will the Leader of the House ensure that we have an urgent debate on whether the policy is being applied in the same way throughout or perhaps even an explanation from the Minister for Immigration?

This is a matter for the Home Office, but I am sure we have all had constituents who have had their applications turned down and then found that the process of appeal is somewhat lengthy. In some cases, the best thing to do is simply to reapply, having taken on board the reason why the refusal was given and sought to overcome it the second time around. I will share the hon. Lady’s concern with the Minister for Immigration and ask him to write to her.

My hon. Friend is right that if we want sustainable growth and secure, well-paid jobs we must rebalance the economy so that it is less dependent on public sector employment and more dependent on private sector employment. I welcome the way that my hon. Friend’s constituency has diversified and is less dependent on public sector employment. He has just outlined the advantages of a relatively high employment rate and a relatively low unemployment rate. That is the transition that my right hon. Friend the Chancellor is seeking to promote in other parts of the country, with assistance for those parts that are at the moment over-dependent on the public sector through the regional growth fund and with other measures.

I thank the Leader of the House for his help over this Session. Perhaps he could help me once more in finding the £500 million missing from the NHS budget. In the 2011-12 budget, £900 million was saved; £400 million has gone back into the 2012-13 budget. May we have an urgent statement, debate or just a letter to say where the £500 million has disappeared to?

I would be surprised if that had disappeared. I would expect it to be reinvested in the NHS, but I am sure that I can generate a letter from my right hon. Friend the Secretary of State for Health to explain the accounting procedures to which the hon. Lady has just referred and to give her the reassurance that the money that Parliament has voted to the NHS will indeed be applied to the NHS.

This is a matter which I, as a former Secretary of State for Transport, have looked at and have some interest in. Again, it strikes me that that would be an appropriate subject for a debate in Westminster Hall, where we could give it the consideration that it deserves. If such a debate were to take place, I would do my best to ensure that the statistics that my hon. Friend has asked for—the cost in extra consumption and, if it is indeed the case, the cost in accidents and lives—are available so that that can help to inform the debate before a final decision is taken as to whether the speed limit should be raised on motorways.

May we have an urgent debate on staffing levels in Government Departments, particularly Her Majesty’s Revenue and Customs and the Department for Communities and Local Government? My constituent, Mrs Dhillon, received a late penalty notice for her husband, who died in 2008, for 2011. That is mainly a result of the fact that many systems are automated. I have also contacted DCLG about business rate rebates and have not had a reply yet. Could the Leader of the House look into this?

My view is clear that all Members of the House are entitled to prompt responses to correspondence with Ministers or from officials at HMRC. The hon. Lady has given me the details of the particular correspondence to which she is awaiting a reply, and of course I will chase that up immediately.

I very much hope that schools and colleges give priority to foreign languages that will help us win exports in competitive world markets. I commend the work in my hon. Friend’s constituency, where that is clearly seen as a priority.

May we have an urgent debate on how we can extend the Freedom of Information Act to commissioning support groups? Under the Health and Social Care Bill they will not be statutory bodies, so no one will be able to get access to the information that they have, and they are set to be privatised by 2016. How will the public find out information that was previously available from primary care trusts but will not be available from commissioning support groups?

The hon. Lady raises a good question. There will be Health questions on Tuesday, when there may be opportunity for her to ask it, but I will in any event raise it with the Secretary of State for Health and ask him to write to her, to ensure that information that should be in the public domain remains so.

I am grateful to my hon. Friend for reinforcing a point that some of our hon. Friends have made. I would welcome such a debate. I should point out to him that we have the same success rate as the future jobs fund at a 20th of the cost, so we are getting much better value for money than the scheme we were left with.

The Paediatric Continence Forum found in a survey that 50% of children do not want to use the toilets because they are poor facilities, and that affects their health and education. The regulations for staff toilets are more robust than those for children’s toilets. May we have an urgent debate or a statement on how we can eradicate that anomaly? Perhaps that aspect could be included as part of the Ofsted inspection report, because it affects children’s health and education.

I can move some way in the direction that my hon. Friend advocates. As I said in response to the hon. Member for Wallasey (Ms Eagle), there are a number of set-piece debates that would normally take place on or around a certain day and I am very happy to have a dialogue to see whether we can make that time available. However, it would inject undue rigidity into the parliamentary timetable if we were to allocate in advance days for the Backbench Business Committee. Given the various events that occur during a Session and the unpredictability of many of them, it would impose undue rigidity on the business of the House if we had to pre-allocate all the Back-Bench business days right at the beginning of the Session.

May we have a debate on the definition of Government savings? The National Audit Office has said that the Cabinet Office cannot say whether the £2.6 billion comes from the reduction of public bodies or wider efficiency savings. If we cannot have a debate, will the Leader of the House kindly ask the Minister for the Cabinet Office to lay before the House a full impact assessment regarding the savings made for those public bodies that are going to be abolished or transferred under the Public Bodies Act 2011?

I am surprised by how my right hon. Friend greets the London Olympics. I think he will find that benefits are spread broadly throughout the country, not least from much of the work that is now taking place. My understanding is that the Olympics will be held within budget and that the work is on time. No events are being held in North West Hampshire, but my constituents broadly welcome the London Olympics as something that they are proud this country is holding, and they are glad that the flame is going through North West Hampshire. I wonder whether my right hon. Friend accurately reflects all the views of his constituents.

May we have an urgent statement from the Secretary of State for Health on why he dismissed the Health Committee’s report as “Westminster nonsense” and “out of date”? He is now telephoning all the royal colleges to tell them to withdraw their opposition to the Bill. Will the Leader of the House use his good offices to get the Secretary of State out of his bunker and into the Chamber?

The Government will respond in due course to the Health Committee report that was published on Monday, and the House will debate the remaining stages of the Health and Social Care Bill when it completes its passage in another place. I think that my right hon. Friend was perfectly entitled to defend the Government’s view on the radio and elsewhere on Monday, and of course he will continue to be held accountable in the House at Question Time and in Opposition day debates, which were also described as “thumb twiddling” by the hon. Member for Wallasey.

I am grateful to my hon. Friend and I hope he may catch Mr Speaker’s eye on Monday, when there will be an opportunity to debate the subject. In our first year we delivered more than double the number of extra apprenticeships we promised, and the Chancellor announced in May our ambition for 50,000 extra post-19 apprenticeships, funded from in-year spending cuts in other areas. We are keen to develop the apprentice agenda, and I welcome what my hon. Friend said about his constituency.

I wish you a happy birthday, Mr Speaker—and my colleague on the Health Committee, the hon. Member for Bosworth (David Tredinnick). You share this day with the first anniversary of the introduction of the Health and Social Care Bill—a day that will obviously live in infamy. We need an urgent debate on what is going on on the ground, because we now have credit agencies involved in the health service, 2,000 job losses—according to the Royal College of Nursing—and the Information Commissioner not being able to release the appeal from the Government into the risk assessment. We need the Secretary of State for Health to come to the House to answer questions as to why he is usurping the will of Parliament and putting through these reforms before the Act has been passed.

I will bring to the attention of my right hon. Friend the request that the hon. Lady has made about information—I think that was the gist of her question—and of course I will pass that response on to her. The Bill has passed through the House and, as she knows, once a Bill gets a Second Reading certain actions are allowed to proceed. I am sure that my right hon. Friend has done nothing that is in any way inappropriate. As I said, there will be an opportunity to debate the Bill when it returns to the House, hopefully in the not-too-distant future.

I am grateful to my hon. Friend, who adds weight to the representations made a few moments ago for a debate on that important report, which is also something that the Backbench Business Committee might like to consider if representations are made. The report was published alongside our own research and showed that some high streets are weathering the downturn—he referred to one in his constituency—whereas others have seen 40% less retail spending. We will respond to the recommendations in due course—probably in the spring—but in the meantime, I agree that the House might like to debate the issue.

I thank the Leader of the House for his assiduous answering of my questions over 2011. I want to ask him for one more urgent debate or urgent statement on behalf of my constituent Sheila Wither, who is disabled and has to pay £1.20 for a return journey on Ring and Ride, whereas the able-bodied over-60s can travel free by bus. Centro has consulted, but Sheila tells me that she agreed to the slight charge only because she feared losing the service. The Department for Transport cannot intervene. Will the Leader of the House do the right thing so that people with disabilities can travel free, just like their able-bodied counterparts?

The Government are anxious to improve the perinatal mortality rates to which my hon. Friend has referred. I hope that the investment in midwives will help to bring that figure down. I will pursue his specific question about statistics with the Home Office, if that is the right Department, and see what can be done on that front. As he will have heard, there will also be an opportunity to debate the matter further in the pre-recess Christmas Adjournment debate.

May we have an urgent statement about why the Minister of State, Department of Health, the right hon. Member for Chelmsford (Mr Burns) is privately telling the Care Quality Commission to press ahead with the takeover of the Human Fertilisation and Embryology Authority, while publicly saying that he is still consulting and considering options? Surely that is unreasonable, in a judicial review sense, and bad government.

My hon. Friend is right, and he will know that in the last 15 months the Home Office has taken effective action and more people are now being deported than was the case in previous years. My hon. Friend the Minister for Immigration wants to make further progress, and I shall ask him to write to my hon. Friend setting out the further action we are taking to make sure that those who are not entitled to stay in the country leave it.

On 3 November I raised an issue in respect of the public duty costs allowance. Uncharacteristically, I have not yet received a response from the Leader of the House as to why £1.7 million has been paid to former Prime Ministers. That money has obviously gone through the Government’s books in some way, so may we have a list of exactly what duties were performed, and whether invoices and receipts had to be provided?

My hon. Friend is right to say that, in the summer, the Lord Chancellor announced £20 million for those providing advice. Announcements will be made shortly about the allocation of that fund, and I know the anxiety felt by the citizens advice bureaux that are waiting for it. I will remind my right hon. and learned Friend that there is a very strong bid from Hastings.

In a written answer to the hon. Member for Kettering (Mr Hollobone), the Cabinet Office said that the public duty costs allowance for former Prime Ministers amounted to £1.7 million in the past five years. May we have a statement on the actual work that these former Prime Ministers have done and whether they have had to provide receipts?

The hon. Lady is tempting me out of my comfort zone. I am not sure that the Government have responsibility for these particular payments. Those concerned are, by definition, no longer Members of Parliament—at least many of them are no longer Members. I will make some inquiries with the relevant authorities to see whether any further light can be shed on her question.

The Leader of the House will be aware of the recent report showing that 20% of FTSE 100 companies do not have any women on their board and that it will take 20 years before one in three executives are women, so may we have an urgent debate to show everyone outside that this House believes in positive action and not just positive words?

My right hon. Friend the Prime Minister made a speech about this a few days ago, urging the FTSE companies to do even better. As for a debate, the hon. Lady may wish to raise the matter with the Backbench Business Committee or, indeed, to apply to you, Mr Speaker, for a debate in Westminster Hall, so that we can have a proper discussion of this important issue.

There has been cross-party and international support for Sakineh Ashtiani, who remains alive but still under threat of execution while her male co-accused is free. May we have an urgent debate on cases such as hers and that of Aung San Suu Kyi—women who are victims of repressive regimes—so that their cases are not forgotten?

I am grateful to the hon. Lady. It is monstrous that Ms Ashtiani remains in prison having not had fair representation at her trial and having gone through a terrible year, not knowing whether on any given day she would be executed. My right hon. Friend the Foreign Secretary continues to make representations about her case to the Iranian authorities. It was highlighted in the press today how important it is that continuing pressure be kept on Iran to release this lady as soon as possible.

Will the Leader of the House conduct a review and make a statement to the House on the way in which the Government respond to questions from Members? On Tuesday, I asked the Secretary of State for Health about the cost of the listening exercise. He has twice been unable to answer that question and wants to write to me. Some estimates have put the cost at up to £1 billion. If the pause, listening and reflecting had been done at the White Paper stage, none of these costs would have been incurred.

If my right hon. Friend said that he would write to the hon. Lady with an answer, I am sure that that is exactly what he will do. I think that the pause for the listening exercise has been widely welcomed. If it enables us to improve the provisions of the Health and Social Care Bill, I am sure that the whole House will welcome that outcome.

The Finucane family have spent the past 22 years in unbearable grief, not knowing why Pat Finucane was shot 14 times in front of them. Given the historic visit of the Queen to the Republic of Ireland, would it be possible for a statement to be made to the House on when there will be an independent inquiry into Pat Finucane’s murder?

I welcome the information yesterday that retail sales in volume have increased by 1.3% over the past 12 months and in value by 4.5%. That is some evidence of the recovery to which the Prime Minister referred yesterday, and I should welcome such a debate. There will be a debate on the Finance Bill next week, and there may be an opportunity to debate some of the Government’s measures to promote economic recovery.

The New Art Gallery Walsall, in my constituency, has an amazing collection that was started by Jacob Epstein and his family. The gallery is now closed on Sundays, the very day when people can visit, but it costs only £35,000 for it to open then. I have asked the relevant Minister to intervene, but he has refused, so can we have an urgent debate about what powers the Minister has to keep that vital resource open?

I am not sure whether the hon. Lady was present during Culture, Media and Sport questions, but it strikes me that that would have been an appropriate question to have put during that session. I will pass her suggestions on to my right hon. Friend the Secretary of State for Culture, Olympics, Media and Sport and see whether there is any role for him, the local authority, the Arts Council or some other funding body to play.

There will be discussions through the usual channels on which Ministers will be answering on which day, but I am confident that during the four-day debate that I have just announced there will be an opportunity for Opposition Members to shed some light on the rather plaintive comment made over the weekend by the Leader of the Opposition that, when it comes to the economy,

“I can make no commitment to do anything differently”.

Two of my constituents are ex-soldiers in receipt of very small pensions of £60 and £124 a week. They have been told that they do not qualify for jobseeker’s allowance. Can we have an urgent debate to see whether the Secretary of State for Work and Pensions could use a discretion to exclude such small pensions so that these ex-soldiers who have served their country can qualify for benefits?

As the hon. Lady knows, there are two accesses to JSA, one contribution-based and the other means-tested, and it sounds as though her constituents have fallen short on the one that is means-tested. I will certainly raise the issue with my right hon. Friend the Secretary of State for Defence to see whether there is any possibility of a disregard in the circumstances she has outlined.

I am grateful to my hon. Friend for bringing to the House’s attention the fact that national specials weekend is coming up. Specials play a key role in tackling crime and antisocial behaviour, and as part of the policing family. We want to do all we can to support them and see this group of volunteers as a good example of the big society.

Many musicians, especially violinists, are having difficulties with and facing inconsistencies from the airlines about carrying their musical instruments on planes. Will the Government make urgent representations to the airlines, which have different policies, to ensure that the expensive instruments do not have to be put in the hold and do not have to be classified as hand luggage?

This issue certainly arose a few years ago when there was a big change in the level of airport security, but I thought that the matter had been resolved and that violinists were able to take their instruments with them. If that is not the case, I will raise the matter with the Secretary of State for Transport to see whether we can overcome the problem.

I am sure that many hon. Members share the concern expressed by my hon. Friend. Yesterday the PAC was told:

“There was a point in the last decade when the Ministry of Defence lost control of public spending…We put Defence on special measures.”

I think that that loss of control explains why we are facing such a huge financial deficit. I welcome the publication of the PAC’s report on this important matter, and I hope that it will be possible to find time to debate it.

On 10 January, I asked the Secretary of State for Health a question about who took the decision to stop the flu advertising campaign, and when, and I received no response. I also asked him a written question that was due for response on 17 January, but I still have not received a response. Could the Leader of the House help a lowly Back Bencher to find out how to get an answer to a simple question?

This Government are very anxious, as were the previous Government, that the benefits of the Olympics should filter out to all parts of the country. The London Organising Committee of the Olympic Games and Paralympic Games has established the nations and regions group to ensure UK-wide engagement and to maximise the legacy from London 2012. The group is working directly with representatives from each of the nations—and, indeed, the regions—to realise the sporting, economic and cultural benefits of the 2012 games. My hon. Friend’s constituency and the wider north-west stand to gain from the wide range of opportunities created by the games.

Female genital mutilation affects more than 20,000 women and girls in this country, some of them as young as 12 months old. A brilliant midwife, Alison Burns, has set up a clinic in the west midlands on her own initiative to deal with this matter. May we have an urgent debate on why there has not been a single prosecution, despite the fact that the Female Genital Mutilation Act 2003 makes this practice illegal?

The hon. Lady has raised a valid issue, and of course I will raise the matter with the appropriate Secretary of State. I think I am right in saying that she has one of the debates on Tuesday, on women and human rights, at which time she might have an opportunity to touch on that matter, but I will certainly ensure that she gets a reply on that specific issue from whichever Minister replies to that section of the debate.

The answer to the question, “Do I agree with the Speaker?”, is always yes. I should like to make some inquiries about the particular transfer to which the hon. Gentleman refers. If a question is transferred for good reason from one Department to another, then the Department to which it is transferred should reply promptly. If that has not happened, of course I will chase it up.

BBC online news has reported the execution of Shahla Jahed in Iran after nine years’ imprisonment. Amnesty International said that there were flaws in the trial. May we have an urgent debate on women and human rights to discuss this case, and particularly that of Sakineh Ashtiani, who still remains under threat?

The hon. Lady is absolutely right. I read today in the paper that tragic story of the execution and the circumstances in which it took place. There are real issues about human rights in Iran—the two cases to which she referred and many others. We have made constant representations to the Iranian embassy here and we are taking action through our European partners. I will of course raise her concern with my right hon. Friend the Foreign and Commonwealth Secretary to see whether there is any further action we can take.

This takes us back to the localism Bill. We will shortly, imminently and very soon introduce the localism Bill to Parliament. That will sweep away the last of the outgoing Government’s controversial regional strategies. It is clear that top-down targets have not worked; we propose to move to a different regime, giving local planning authorities some real incentives to get on with house building in their area.

(Walsall South): Alumwell business and enterprise college in my constituency has seen a 14% improvement in GCSE results by getting marked papers, but it has had to pay for them. May we have an urgent debate so that state schools can get the marked scripts free, just as they do with standard assessment tests?

The Government will shortly introduce a localism Bill, and it may be appropriate for my hon. Friend to raise that matter then. Local authorities will be responsible for determining the right level of Traveller site provision in their area in consultation with local communities.

Picking up my hon. Friend’s point, we will strengthen councils’ powers to take enforcement action against breaches of planning control, and will tackle abuse of the planning system. Many hon. Members will have shared in their constituencies the problems that my hon. Friend mentions.

Crown Currency Exchange was trading while insolvent, despite being registered by the Financial Services Authority. My constituent, Miss Patel, and 8,000 other people have lost a lot of money. May we have an urgent statement on a review of the legislation on companies that are registered and authorised by the FSA so that consumers are still protected?

I am grateful to the hon. Lady, because I am sure that many colleagues have constituents who have been caught by the collapse of Crown Currency Exchange. I have announced that there will be a debate on independent financial advisers, a subject chosen by the Backbench Business Committee, and it would be wholly appropriate for the subject to be raised then. I will ensure that whichever Minister responds to that debate brings with them the latest information on the position of Crown Currency Exchange.

I am grateful to the hon. Gentleman for articulating concerns that are shared by hon. Members on both sides of the House. The Government have no plans to allocate a day to debating IPSA, but it is open to him to go along at 4 o’clock and put his case for a debate on IPSA, as I think one of my hon. Friends has already done. I shall see the interim chief executive of IPSA later today, and I shall pass on the hon. Gentleman’s concerns to him. It is the objective of IPSA to support Members of Parliament in the performance—[Interruption.]. It is the duty of IPSA to support Members of Parliament in the performance of their duties, and not to obstruct them.

My virtual constituent Richard Prescott, a lecturer in Italy, has made a claim against the university of Bergamo that started in 1994. The university is appealing the case, although the European Court of Justice has said that Italy violated the law seven times. Will the Leader of the House make urgent representations to the Minister for Europe to ensure that recognition of the rights of British citizens is speeded up?

Many of my constituents have relatives in Pakistan who suffered in the floods and now feel largely forgotten. May we have an urgent debate on the current level of aid and support for those beleaguered people?

As I said in response to the right hon. Member for Leeds Central, our policies are seeking to achieve the objectives of Mr Purnell, a former colleague of his, in ensuring that those who are on housing benefit are confronted with the same choices on housing as those who are not in receipt of that benefit. There will be an opportunity to debate the housing changes. Some of them need primary legislation and some need secondary legislation, so the Government will provide time to debate them as the opportunity presents itself.

One of my constituents, Andy Brown, has been offered the seasonal flu vaccine but only in combination with the swine flu vaccine. The swine flu vaccine is causing Guillain-Barré syndrome. Can the Leader of the House make urgent representations to the Secretary of State for Health to instruct GPs to offer patients the choice of a separate vaccine?

I am grateful to my hon. Friend, who raises the broad issue of the parliamentary calendar and whether we should change Tuesday hours back to ending at 7 o’clock instead of 10 o’clock. The Procedure Committee will examine the sitting hours and the whole parliamentary calendar, and following its inquiry I understand that it will put a range of options before the House. I agree that it is right that the House revisit the issue, because there has been a substantial change in membership since we last visited it. There will be an opportunity to look more radically at how we operate.

On my hon. Friend’s specific question, as I said in response to the hon. Member for Slough (Fiona Mactaggart), the last two weeks have been unusual, partly because this Government want to allow adequate time to scrutinise Bills, particularly important constitutional measures. However, we do not envisage the regime that we have had for the past two weeks being the normal pattern.

One of my constituents is serving a tariff of five years, which will come to an end in December. He has been told that he will not be released unless he undertakes a number of courses. He has undertaken 25 so far. May we have an urgent debate about why those who have paid their debt to society are further punished due to a lack of funds?

My constituent James Goodman is a hard-working electrician who has invested in property in Egypt only to find that local builders have seized that property. His only advice from the embassy has been to get a lawyer. He has done that, and it has cost him more than £9,000. The Russian Government have looked after their citizens and have made representations to the Egyptian Government. May we have an early debate on what this Government are going to do to protect British citizens abroad?

I am sorry to hear what has happened to the hon. Lady’s constituent. I suggest that she applies for an Adjournment debate and seeks the support of a Foreign Office Minister in the cause that she has just espoused.
