I understand that the delay was caused by structural issues that came to light at a late stage. Work is expected to commence in January, and I understand that it is hoped that testing at the Bury driving centre will resume in February 2012.

Given that the Leader of the House seems to have some time to play with, may we have a debate in Government time on the landscape for Government support for carbon capture and storage? The inability of the Chancellor, the Chief Secretary to the Treasury and the Energy Secretary to make clear how much of the £1 billion previously allocated will now be available following the announcement in the autumn statement is causing uncertainty in the industry. We need to get ahead with this if we are to maximise the export potential of that crucial industry.

This issue was raised at Energy and Climate Change questions relatively recently, when it was confirmed that the £1 billion is still available for suitable schemes.

My hon. Friend will have heard the Chancellor’s statement earlier this week. The Government are now examining the report in detail and we want to keep the House updated on its implementation. We welcome the report and have given our support to its central recommendations. An initial response will be given by the end of the year. We were all pleased, if somewhat surprised, to hear the shadow Chancellor apologise on Tuesday for being partly responsible for the failed system of regulation under the previous Government.

May we then have a debate on bank charges, following the news this morning that both RBS and Clydesdale bank are, for the first time in their history, to charge credit unions for banking services, so that we can make our view clear that banks should not pass on their charges to vulnerable organisations and customers in the current circumstances?

I understand the hon. Gentleman’s concern. One of the Vickers report’s recommendations is that it should be much easier to switch accounts from one bank to another. I therefore hope that if a bank raises its charges, it will be easier for people to transfer their custom to a bank that offers a more competitive service.

My hon. Friend will know that under Project Merlin a specific commitment was given to increase lending to SMEs—I believe the figure was some £90 billion—and we are very anxious that that should be maintained. I am sure that when we have the ICB’s final report there will be an opportunity to discuss this matter at greater length. It is important that SMEs have continued access to bank lending so that they can invest in the future.

May we have an urgent Government statement on the disgraceful situation in which coastguards in Stornoway and Cornwall are being barred from giving evidence to the Select Committee on Transport next week about the impact of the Government’s proposals on coastguards? If the people who know about coastguard services are being barred from giving evidence to the Committee, surely that reduces any suggestion of confidence in this policy.

My understanding is that the Under-Secretary of State for Transport, the hon. Member for Hemel Hempstead (Mike Penning) is coming to give evidence to the Transport Committee and that arrangements are being made for informal meetings between the Committee and coastguards outside this House, so I am not sure that it is exactly correct to say that members of the Select Committee have been denied access to coastguards. My understanding is that informal meetings are being arranged.

Well, the right hon. Gentleman’s Government reduced the representation of Scottish MPs, so that is a fairly easy one to answer. I have the privilege of attending the 1922 committee—he would be very welcome to cross the Floor and see the light—but I am not aware of such a specific undertaking. If he had any idea of how Conservative associations work, he would know that the notion that anyone could be guaranteed a seat in the next Parliament is very ambitious indeed.

May we have an urgent statement from the Government on the timing of election counts in Scotland? There have been reports this week of election administrators saying they will not start counting until Friday. They tried that on in the general election and in the last Scottish elections, but it is unacceptable—people in Scotland want to know the shape of their Government as soon as possible. As the Secretary of State for Scotland retains responsibility for elections to the Scottish Parliament, may we have a statement as soon as possible so that he can pull the election administrators into line?

I understand that the Advocate-General in another place has made a very clear statement on this, but I shall certainly raise the matter again with him and ask him to write to the hon. Gentleman.

I understand my hon. Friend’s anxiety. She says that something may be “the view of the Ministry of Defence”, but my understanding is that no decision has been made. Some consequences of the strategic defence and security review, which was published in October, have implications for a number of bases, including the one in my hon. Friend’s constituency, but I understand that no decision will be made until the spring, when of course the House will be informed. However, the strong case that my hon. Friend has made repeatedly in the Chamber on behalf of RAF Marham will have been heard.

May we have an urgent statement from the Business Secretary on the disgraceful situation in Scotland, where TNT, DHL and other delivery companies are currently refusing to make deliveries? RL Engineering Services in my constituency contacted me this morning because it needs a part in order to rescue a Ministry of Defence tug stuck in the Kyle of Lochalsh, but the companies are refusing to deliver it. Can the Business Secretary take some action to ensure that the situation does not continue?

If the matter is indeed not devolved but retained, I will of course draw it to the attention of the Under-Secretary of State for Business, Innovation and Skills, the hon. Member for Kingston and Surbiton (Mr Davey), who is responsible for postal affairs, and establish whether he can take any action to ensure that deliveries get through.

It is essential for economic recovery that the banks provide the finance necessary to generate wealth. As I think I said in response to an earlier question, I will draw that issue to the attention of my right hon. Friend the Chancellor of the Exchequer. There could be an opportunity to pursue the matter further at the next Treasury questions.

May we have a statement on the work of the Met Office, particularly given its forecast on Sunday evening of inclement weather in Scotland on Monday? During that statement, could we take the opportunity to dissociate ourselves from the disgraceful comments of the Scottish National Party Minister in the devolved Administration, who sought to lay the blame for their failure to do anything on the Met Office, even though it had warned of inclement weather?

I am reluctant to be drawn into Scottish politics. I see no prospect of an early debate on the Met Office, but there will be an opportunity to question at the Dispatch Box the Ministers who have overall responsibility for it.

Can we have an urgent statement from the Government following their decision yesterday to overrule the advice of Ofcom and fail to grant STV independent production status? It flies in the face of the advice that they were given, and it represents the Secretary of State for Scotland’s abject failure either to stand up for or to represent the interests of an iconic and well-regarded broadcaster in Scotland, whose very future is now in doubt.

Of course I understand the hon. Gentleman’s concern. I shall raise with my right hon. Friend the Secretary of State for Scotland the point that he has just made and ensure that my right hon. Friend writes to him very soon.

There may be an opportunity to raise that particular subject at Justice questions, or it may be an appropriate topic for a debate. In the meantime, I will draw the attention of the Secretary of State for Justice to my hon. Friend’s concern.

Will the Leader of the House inform us when we will get a statement on the future of the BBC World Service, particularly given my understanding that it is being treated not as a non-departmental public body or as a quango in the traditional sense, but as an arm’s length organisation? The matter is particularly important given the work that the BBC World Service does around the globe.

Like the hon. Gentleman, I pay tribute to the work of the BBC World Service. It may be that that issue is better debated after next Wednesday’s CSR.

I am grateful to my hon. Friend for identifying areas in which central Government can reduce the cost of administration. I see that his early-day motion does indeed identify some very large sums of money that have been spent on conferences and external meetings. I will communicate with my right hon. Friend the Minister for the Cabinet Office and Paymaster General and get a response on the issues my hon. Friend raises.

We have heard warm words from both coalition parties about mutualism and how to involve communities. Will the Leader of the House find time for a debate on the role of football and other supporters trusts, and the Government’s attitude towards them, given the uncertainty in the written answers I have so far received from the Department for Culture, Media and Sport?

I am sorry to hear of the uncertainty to which the hon. Gentleman refers, and I will of course contact my colleagues at DCMS to see what they can do to resolve it.
