My right hon. Friend the Minister of State, Department for Environment, Food and Rural Affairs has made it clear that we are proceeding with changes to the licensing system in the short term, but we are committed to legislating in the longer term. If the hon. Lady looks at the written ministerial statement, there is a clear reference to draft legislation.

The almost complete absence of Liberal Democrats from their Benches today suggests that most of them may already have abandoned the marital home, but despite that massive handicap, may we have a debate on a votable motion in Government time on the future of the nuclear deterrent? Members from both sides of the House would very much like an opportunity to express their views on such an important matter, because we have not had a chance to do so since 2007.

I understand my hon. Friend’s interest. He will know that the Minister for the Armed Forces is undertaking a review, which I think was the subject of an exchange at recent Defence questions. A good opportunity to have a debate on that issue will be when that review is completed.

At this time of year, local groups such as New Forest’s Normandy Veterans Association commemorate the greatest amphibious invasion in history. In two years’ time, it will be the 70th anniversary of that invasion. May we have a statement from a Defence Minister indicating whether there will be Government support for the surviving veterans to revisit the beaches in 2014 for the 70th anniversary commemorations?

Let me begin by commending the fortitude and bravery of those veterans who, 70 years ago, landed on the beaches of Normandy. At this stage, planning for 2014 is in its incipience, but we will mark this important anniversary. The Ministry of Defence plans to work closely with the Normandy Veterans Association, and once planning gets under way, we will discuss with it some key issues, particularly what support we will be able to give to those who want to go to Normandy in person to take part in the commemorative service.

This is an important matter. I cannot anticipate the Loyal Address, but there may be an opportunity when we have a debate on it for hon. Members to speak about how we are undertaking electricity market reform, which is a vital measure necessary to secure energy supplies in the medium term.

The specialised Ministry of Defence police protect our bases and other sensitive installations against disruption and even terrorist attack. Given that, as part of the defence economies, they are facing the loss of several hundred officers over the next three years, may we have a statement from a Defence Minister confirming that the alternative proposals put forward by the highly experienced Defence Police Federation, which would result in fewer losses and less degradation of the level of security provided and also in savings equivalent to those proposed, will be properly evaluated by the security department of the MOD?

My hon. Friend raises an important issue. Like him, I have received correspondence from the Defence Police Federation. Those counter-proposals are now being considered by the chief constable of the MOD police. A helpful meeting has taken place between the Under-Secretary of State for Defence, my right hon. Friend the Member for South Leicestershire (Mr Robathan), and the chair of the DPF. We are now taking this forward with a view to ensuring that the best possible use will be made of MOD police at those defence sites where there is a clear requirement for constabulary powers as part of the overall protective security arrangements.

I hope that the hon. Gentleman will catch your eye, Mr Speaker, during the St David’s day debate, for which I hope the Backbench Business Committee will find time. I noted some dissent from behind the hon. Gentleman when he claimed that Swansea is the cultural capital of Wales. He may have difficulty with some of his parliamentary colleagues.

As a Swansea boy, I have to agree with the hon. Member for Swansea West (Geraint Davies), rather than with my Government’s Front-Bench representative on this occasion, which is most unusual for me.

Oil refineries and large chemical plants have been investing in combined heat and power units, but they face the loss of certain financial exemptions, without which an oil refinery may face a loss of £7 million a year if it continues with the CHP units. If it discontinued using them, tens if not hundreds of thousands of tonnes of CO2 will be generated, with obvious environmental disadvantages. Will the Leader of the House arrange time for an urgent statement from the Department of Energy and Climate Change to show that it is aware of the unintended consequences of the change in the levy system and that it will make representations to the Treasury to make an adjustment in the Budget accordingly?

I was afraid that you were going to pick me, Mr Speaker. May we have a debate on the importance of in-patient beds in acute mental health facilities, given that those at Woodhaven hospital in my constituency face the possibility of closure, unless people write in urgently to the consultation that is under way?

I understand my hon. Friend’s concern. As he says, a consultation process is under way to which I urge him to respond, although I am sure that he has already done so. I know that others will have heard our exchange and that if they share his concern, they also will write to the NHS trust.

I dispute what the hon. Gentleman has just said. He may have seen the evidence given by the Transport Secretary yesterday. It was the criteria set by the previous Government that led to this conclusion. The Secretary for State for Business, Innovation and Skills is now looking at the whole design of tender documents to see whether they can be in any way adjusted so that the sorts of considerations that the hon. Gentleman wants to be taken into account can be taken into account, perhaps in the way that other countries seem to be able to do.

The privately owned port of Liverpool received more than £20 million of public money from this country and Europe to develop a cruise liner terminal, with the explicit provision that cruises should not start or end there, but only call there. It now proposes to repay a quarter of this sum over 15 years if the provision that it cannot have a turnaround facility is lifted. That would adversely affect the port of Southampton. May we have a statement from a Transport Minister on what seems to be a calculated case of unfair competition now that it has been revealed that Liverpool city council planned from the outset to get the port built and then renege on the condition on which it was being done?

I understand my hon. Friend’s concern on behalf of the port of Southampton. He will know that a consultation exercise is currently being carried out by the Department for Transport on the proposal to allow turnaround cruises, to which he has just referred. The consultation closes on 15 September. If he wants to respond, his views will be taken into account along with those of other respondents.

As the hon. Gentleman knows, the Government have provided time for a debate on a motion, so our good faith is there for all to see, but, as I said in response to an earlier question, I would not rule out a repetition of such a debate.

Given that the number of children’s heart surgery units will be reduced from 11 to six or seven, and that an NHS consultation document places Southampton in the top two of those 11 for quality ratings, can we have a statement from a Conservative Minister—an appropriate Minister—about why only one of four options being put forward includes the continuation of Southampton’s children’s surgery unit for heart problems? We would not want—would we?—a competition in which the people who won were actually declared the losers, in this field any more than in the general election.

Like my hon. Friend, I have a constituency interest in Southampton general hospital and I have received a number of letters about the review of children’s heart surgery. Clinical experts consider that one of the core standards for improving care is to undertake a minimum of 400 child heart operations per year and an optimum of 500, and there is uncertainty about whether the Southampton centre can meet that key criterion. The review team is taking evidence about whether Southampton can achieve that in collaboration with the John Radcliffe hospital in Oxford, and at this stage it would not be appropriate for me to comment on the merits of individual centres.

I have announced the provisional business for the second week back. I have not got as far as the business for following weeks in March, but I will certainly take the hon. Gentleman’s points on board. Of course it is a very important Bill for the Scottish Parliament, but we published the Bill in November, on St Andrew’s day, and we are not dealing with the Committee stage until March—a larger than usual gap between publication and Committee. I hope that that will give the Scottish Parliament an opportunity to consider the necessary legislative consent motion. I can confirm that we are adhering to the principle that the House will have an opportunity to amend the Bill if the legislative consent motion requires any amendment.

As I cannot without massive inconvenience to others be present for the upcoming statement on forests, may I unreservedly welcome the Prime Minister’s sensible and timely initiative on that matter? Given that the Government are responding so well to the views of the public on that issue, may we have a statement from the Minister for Housing and Local Government on fluoridation in the Southampton area? A court has held that the soon-to-be-abolished strategic health authority has the legal right to proceed with fluoridation despite the opposition of three quarters of the population; nevertheless, if we are down for localism, surely the matter should be for elected local government to decide.

My hon. Friend is right that the High Court rejected an application for judicial review of the decision by the South Central strategic health authority to apply fluoride to the water for his constituents, and indeed many others. It is now considering what next to do. I have some—hopefully—encouraging news for my hon. Friend. Under the reforms envisaged in the Health and Social Care Bill, the South Central strategic health authority will be abolished, and its public health responsibilities will be passed to local authorities, which will give my hon. Friend the control that he seeks. The Government are now, in the light of that court decision, working out how best to apply the regulations to take the fluoridation policy forward.

Of course I understand the hon. Gentleman’s concern about the loss of jobs in his constituency. Next Wednesday, there is half an hour of questions to DFID Ministers, where there will be an opportunity for him to raise the subject. I will let my right hon. Friend the Secretary of State know that he is likely to be in his place to raise that important issue.

May I endorse what the right hon. Member for Salford and Eccles (Hazel Blears) said about the cuts to the grant to the Quilliam Foundation, and call for a statement specifically on that? While I welcome the Leader of the House’s response to her, may I point out to him that there is a great difference between a six-figure sum of about £124,000 and a six-figure sum in excess of £800,000? The right hon. Lady did very important work on this matter when she was a Cabinet Minister and her views deserve to be listened to very attentively.

I am grateful to my hon. Friend for that. I repeat what I said to the right hon. Lady. The Home Office receives a wide range of bids for funding from many organisations, and as with other areas of public spending that funding is subject to value-for-money and effectiveness assessment, but I will ensure that my right hon. Friend the Home Secretary is aware of the very strong views in the House on that grant.

May we have a statement from the Defence Secretary on the possibility of preserving a proportion of the withdrawn Harrier jump jets on the basis that, over 10 years, some form of conflict might arise unexpectedly, in which the versatility of those valuable aircraft would be needed?

There will be an opportunity on Monday to raise that matter with the Secretary of State for Defence. I understand that following the strategic defence and security review, the Harrier aircraft were retired from service on 15 December, and that at the moment, there are no plans to retain them as a reserve or emergency capability. The decision to retire the fleet was agreed collectively by the service chiefs. As I said, my hon. Friend will have an opportunity on Monday to share his concerns with my right hon. Friend the Defence Secretary.

There will be an opportunity if the hon. Lady’s Front-Bench colleagues choose to debate the general issue of unemployment on the Opposition day that I announced a few minutes ago. We have, I hope, assisted the situation by abolishing the tax on jobs proposed by her party, which would not have assisted employment in Hull. We have doubled the enterprise allowance and have taken other measures to promote employment. She will have seen that there has been a rise in job vacancies and a fall in the number of people applying for jobseeker’s allowance. I hope that we will have an opportunity to debate the Government’s economic policy; we will in the Budget debate, if not before then in Back-Bench time or on an Opposition motion.

After a six-year campaign and a year-long public inquiry, the nightmare prospect of a container port on the edge of the New Forest was blocked. May we have a statement soon from a Defence Minister on the proposal to sell the freehold of land near Marchwood military port on Southampton Water, because my constituents are concerned that if Associated British Ports was the buyer of the freehold, that nightmare prospect of a container port would be revived?

I well remember my hon. Friend’s vigorous campaign in earlier Parliaments on precisely this issue. As he said, it was announced in the strategic defence and security review that the Ministry of Defence intended to sell Marchwood sea mounting centre. Since then, no formal dialogue or negotiations have been entered into with any interested parties, including ABP. Work is at an early stage and the Government will engage relevant stakeholders, including, I am sure, my hon. Friend and the local residents whom he represents.

I understand the point that the hon. Gentleman makes. He will know that we plan to introduce a green deal, which will help households to keep down their energy costs, albeit without having to fund that themselves. There will be an opportunity on 16 December to raise the matter at Energy questions, or he might like to apply for an Adjournment debate to express his concerns more fully.

Given the decision to jeopardise the future of the nuclear deterrent by putting off the main gate contract decisions until the other side of the general election, may we have a debate in Government time, and with a vote, so that hon. Members from the Conservative and Labour parties can register publicly their support for the next generation of the Trident deterrent, in what might be called a coalition for Trident replacement?

Of course I understand the concern of those who provide services funded by public expenditure, but it is important that the language used should not be unduly alarmist. After the comprehensive spending review, there will be an opportunity to debate the consequences, and, if my memory serves me correctly, there will be a separate opportunity when the House debates the police grant order later in the parliamentary year.

I was going to ask a question, yet again, about local authority decisions on fluoridation, but given the apparent leak to the BBC last night of an intention to postpone any decision on the replacement of our strategic nuclear deterrent from this Parliament to the next, may we have an urgent statement either from the Secretary of State for Defence—who will not, I understand, be taking part in the debate to follow—or from the Leader of the House himself on whether there is any prospect of such a breathtaking betrayal of the pledges offered by my party to the electorate and by the leadership of my party to members of my party when persuading us to join the coalition?

The coalition agreement makes it clear:

“We will maintain Britain’s nuclear deterrent, and have agreed that the renewal of Trident should be scrutinised to ensure value for money.”

As my hon. Friend has just mentioned, there will be a debate shortly after business questions, in which he will have an opportunity to raise his concerns. His questions will be answered by one of my colleagues from the Ministry of Defence.

I, too, welcome the appointment of the new trade Minister. I am not sure whether the Government can find time for a debate, but my hon. Friend has had remarkable success—if I may say so—in his bids for debates in Westminster Hall, and he might like to try his luck again on that one.

May we have a statement from the Foreign Secretary on the future of the BBC World Service, and in particular on the future of the BBC Russian Service? It has not been above criticism in the past, but if it were to disappear completely, we would never get the frequencies back for broadcasts.

My hon. Friend makes a good point, and the World Service is respected throughout the world. I will certainly pass his concerns on to the Foreign Secretary. The issue may well not be resolved until the CSR is finalised.

This is my blue and, I hope, red side. May we have a statement as soon as possible on the courtesies that need not and should not be extended to leading members of the British National party, even if they have been elected under an appalling system of proportional representation? That would enable those of us who do not wish to rub shoulders with neo-Nazis at Buckingham palace garden parties to return our tickets even at the last minute.

A few days ago, there was a report that a Cabinet Minister, no less, had compared the cost of Britain’s future aircraft carriers with the number of children who could be educated worldwide for that money. May we have a statement from the Secretary of State for Defence, explaining the role of Britain’s armed forces in general, and the Royal Navy and aircraft carriers in particular, in humanitarian intervention worldwide and the protection of our interests at home and abroad, and the fact that the Royal Navy has an important function to fulfil that should not be offset against other causes, no matter how worthy?

Obesity is an important issue, although, happily, it is not one that either the hon. Gentleman or I would appear to suffer from. My right hon. Friend the Secretary of State for Health has made it clear that, where possible, he wants to work with the industry rather than against it. That is the background to the announcements that he has just made. I agree with the hon. Gentleman, however, that this is an issue that, if possible, we should find time to debate. If we cannot, there will be an opportunity to raise it during Health questions.

I hope that I have not been called with reference to the last question, Mr Speaker.

The Leader of the House worked his magic when asked for a full day’s debate on the strategic defence and security review and supplied one about a week later. Will he work his magic again, following yesterday’s statement on Afghanistan, and arrange a full day’s debate on strategy in Afghanistan? Will he have a word with his counterparts in the other place, where there are many experts on this subject, so that they too might express their views on this extremely important subject?

I am grateful to my hon. Friend. It is the Government’s intention that the House should be kept regularly up to date on the position in Afghanistan and, as he knows, there was a statement by the Secretary of State for Defence yesterday. It is our intention to carry on with that process and to have statements and, where appropriate, debates. I am sure that my colleagues in the other place will have heard my hon. Friend’s request for business there—that is happily a responsibility that does not currently rest with me.

May I welcome the late conversion of the former Labour Government to not leaking to the press before making announcements in this House? May I ask the Leader of the House for an early debate on the importance of maintaining specialist mental health facilities, which would allow me to raise the question of the loss of the intensive care unit at Woodhaven hospital in the New Forest and the threat to the Crowlin House rehabilitation centre there?

I will pass on to my right hon. Friend the Minister with responsibility for housing the request for a meeting. The hon. Lady may have just attended Communities and Local Government questions, when social housing was raised.

Perhaps a half-hour Adjournment debate on the future of the Walthamstow greyhound track is a suitable opportunity to share with Ministers the hon. Lady’s concern about its future.

May we have a reaffirmation by Health Ministers of the statement made in opposition that fluoridation would not be imposed on Southampton and Totton without the approval of the majority of the people concerned, given that South Central strategic health authority has put aside £400,000 to fight a court case, despite opposition to fluoridation from 72% of the community?

The coalition Government have no plans at this stage to change the legislation under which the health authority is proceeding with its plans to add fluoride to the water in Southampton and the surrounding district. My constituency verges on that district, and I am aware of the strong local feelings and the unhappiness among some people about the consultation exercise that was undertaken before the decision was made to go ahead. However, I would mislead my hon. Friend if I said that we were planning to do anything in the short term to change the legislative framework in which the decisions are made.

May we have a full day’s debate prior to the strategic defence review on the adequacy of our strategy for Afghanistan? That would enable us to examine whether a policy of short-term surging, medium-term withdrawal and no apparent long-term plan for security whatever is the best way to proceed.

I understand the hon. Gentleman’s constituency interests, and he might have an opportunity to raise those either in further debates on the Queen’s Speech or, when the time comes, through direct questions to the Ministers concerned.

I have now refreshed my memory of the coalition agreement, which does in fact refer to an

“Ombudsman in the Office of Fair Trading who can proactively enforce the Grocery Supply Code of Practice and curb abuses of power”,

so I hope my hon. Friend the Member for St Ives (Andrew George) is reassured by that.

In opposition, my right hon. Friend, now the Leader of the House, expressed himself robustly against the permanent colonisation of Parliament square, and against the guillotining of Bills as they went through the House. Will he make a statement to the House on what we propose to do about those two matters now that we are in government?

I am grateful to my hon. Friend for taking such an interest in the speeches I have made in the past. It is certainly the Government’s intention not to guillotine Bills automatically in the way that the previous Government did, and to allow adequate opportunity for debate.

On Parliament square, we need to strike the right balance between, on the one hand, the right to protest and, on the other, the conservation of a very important site, right in the middle of the capital, next to Westminster abbey and the Houses of Parliament. In my view, the balance at the moment is not right. The House will know that the Mayor of London is seeking to enforce the byelaw under the Greater London Authority Act 1999, under which it is an offence to erect tents or other paraphernalia without permission of the Mayor, so I hope we can come up with the right balance. People should protest there but they do not have to live there all the time and create what is becoming a shanty town, which does not do credit to the environment in which Parliament square is located.
