Let me follow up the question asked by my namesake, my hon. Friend the Member for Telford (David Wright). The Leader of the House might recall that two or three weeks ago I asked for a debate on unemployment in the north-east, but he was somewhat dismissive, in his usual courteous and gracious way, about the impact of Government policies on jobless totals in my region. Given yesterday’s publication of figures showing that 4,678 people in Hartlepool are unemployed—a rise of nearly 10% year on year—and that the north-east is still the worst region in the country for unemployment, will he rethink his position, and may we have an urgent debate on unemployment in Hartlepool and the north-east?

I commend the way in which the hon. Gentleman fights for more jobs in his constituency, and I am sure that no discourtesy was intended when I last replied to his question. However, I think the answer is the same as I gave to his hon. Friend. We are going to have a Budget in a few days’ time, the Government have made it clear that we want growth to be a key part of our agenda, and I can only suggest that the hon. Gentleman should wait for the Budget and take part in the Budget debate. I very much hope there will be something in the Budget that he is able to welcome and that will help his constituency.

I was appalled, as I am sure that the whole House was, to hear that Nazi graffiti has been scrawled on a memorial to those who gave their lives in the service of this country. I very much hope that the police in my hon. Friend’s constituency are trying to find the perpetrators and bring them to justice and that the appropriate authorities are removing the graffiti immediately so that no more offence is given. Of course, I understand the concern that that has generated in my hon. Friend’s constituency.

In November 1981, Katrice Lee went missing from a German supermarket on her second birthday. She has never been found. Her father, who is my constituent and was serving in the armed forces in Germany at the time, has never been satisfied about the investigation to find his daughter. He has requested access for the family to the case files. The hon. Member for Gosport (Caroline Dinenage), where Katrice’s mother now lives, has worked hard on the matter, and I have written to the Prime Minister and asked a parliamentary question to the Secretary of State for Defence. May we have a debate on that harrowing and tragic issue, and more generally, about consistency in providing case files on missing children to families, so that the hon. Lady and I can discuss the matter in the House?

I am very sorry to hear of Katrice Lee’s disappearance in 1981 and of course I understand the relevant local MPs’ concern to find out what happened, and about access to the case files. I would like to contact the appropriate Minister, probably in the Foreign and Commonwealth Office, to ascertain what representations they can make, presumably to the authorities in Germany, who have the case files and see whether they can be made available. I understand the wish of members of the family to find out what happened, and I will raise the matter with the Foreign Secretary to see whether we can make progress.

I agree with my hon. Friend and commend the forthright way in which he said that. The introduction of the new work experience scheme, focused on 18 to 21-year-olds, offers them work experience and the ability to retain their benefits, which they could not do for as long a period before. That is an opportunity—a voluntary opportunity—for young people, and the initial evidence is that 51% subsequently come off benefits, so it is a good use of their time. I commend the employers who have offered the scheme, as well as Tesco, which has a parallel scheme that offers four weeks’ paid employment and then an opportunity for a job through an interview. It is wrong to decry these initiatives; we need more of them, not fewer.

Statistics published last week revealed that 4,633 people in Hartlepool are unemployed—the figure is up month on month and year on year—and that the proportion of unemployed people in the north-east is the highest in any region. Government policy is not helping; in fact, it is making matters much worse. May we therefore have an urgent debate about unemployment in the north-east?

I would deny that Government policies are making the situation worse. I believe that the retention of low interest rates is in the best interests of creating jobs in the hon. Gentleman’s area. Unemployment is too high, but if he looks at the latest figures, he will see that an extra 60,000 people are in work in the last quarter, the number of those in long-term unemployment has fallen, and the number of vacancies has begun to increase. I am not sure that the picture is quite as dismal as he painted it.

My hon. Friend is right—we do look to the small and medium-sized enterprises to be part of the dynamo for growth and reducing unemployment. She will know that we have doubled small business rate relief for two and a half years. Originally, we announced a doubling of that relief for one year, and that was extended in the 2011 Budget, and again in the autumn statement for a further six months from October 2012. There are also other initiatives, such as cutting red tape and the loan guarantee scheme. I hope that all those will be of assistance to SMEs. We all have a role to play in drawing to the attention of SMEs in our constituencies the various schemes the Government have made available to assist them.

The Leader of the House mentioned rebalancing the economy. Data from the US suggest that its manufacturing sector is expanding strongly and unemployment is at a three-year low. By way of contrast, British manufacturing has suffered the sharpest fall in activity since 2009, unemployment here is at an 18-year high, and yesterday’s trade figures showed that exports to countries outside the EU have declined. Given that next month marks the 200th anniversary of the birth of Charles Dickens, can we have a debate on a tale of two economies, so that this House can debate with Dickensian eloquence why the US seems to be pulling out of the mess but Britain seems to be going ever further into it?

I point out to the hon. Gentleman that the decline in the manufacturing industry did not begin in 2009; there had already been a fairly substantial reduction in employment in manufacturing. One of the things we are seeking to do is to rebalance the economy, and the intervention a few moments ago from my hon. Friend the Member for South Staffordshire (Gavin Williamson) showed the success we are having in promoting, for example, car manufacturing. Also, other sectors of the economy have been doing better, such as pharmaceuticals. However, the hon. Gentleman is right: we want to emphasise growth. My right hon. Friend the Chancellor will be drawing up his Budget, and I hope it will be possible to take further measures to address what the hon. Gentleman calls the tale of two countries. However, the US has not been without its problems: I think I am right in saying that growth in the last quarter in this country was higher than in the US.

Earlier this month, Hartlepool borough council passed a vote of no confidence in the management of the local NHS trust as a result of the loss of accident and emergency services at Hartlepool hospital. The Secretary of State has said that this is a local matter, but the local authority has made its views clear. I know that other areas, such as Chase Farm, have similar problems, so could we have a debate in Government time on local accountability and the reconfiguration of services in the NHS?

The hon. Gentleman has made a powerful case for the Health and Social Care Bill, which is currently in another place. The Bill reinforces the links between the NHS and local government, and gives local government much more influence on how the NHS will be run in future.

The Government will be bringing forward a Bill to permit the recall of Members of Parliament for serious wrongdoing, but I do not envisage that it will cover the activities that the hon. Gentleman touched on. There is a coalition commitment to having legislation on the recall of MPs.

Fishing remains an important part of this country’s economy, yet the operators of some under-10 metre boats in my constituency are struggling financially. It is traditional, around this time of year, to have the annual fishing debate on the Floor of the House prior to the setting of quotas. Can the Leader of the House confirm that that will happen this year?

The Electoral Commission is, I believe, doing a review of the recent election that will be published. It would be sensible to await the outcome of that review before we consider any decision on restricting postal or proxy votes. I recognise the concern that my hon. Friend expresses, but we need a debate set against the background of the work that is now under way.

I am sure that, as a very distinguished former Housing Minister, the Leader of the House will be disappointed in the appalling complacency of some of the answers and, frankly, the frightening delay in getting to the Dispatch Box of some Housing Ministers during Communities and Local Government questions today. May we have a debate in Government time on housing and planning policies, so that we can ensure that they are based on the needs and aspirations of those who live on council estates, not those who live on country estates?

The hon. Gentleman was also a good Housing Minister. Housing completions in the year that has just ended were the fewest since 1946. The last Labour Government built 26,000 fewer houses per year than the previous Conservative Government. That is not a record to be proud of, and as the hon. Gentleman will have heard from the Housing Minister who was at the Dispatch Box, he found that promises had been made to spend money that did not exist. That is why we had to take some tough decisions. None the less, when the Chancellor considered savings to be made in year, £170 million was found to make progress with social rented housing. We hope to do a lot better than the outgoing Administration in meeting housing need.

There will be a debate on that matter, because the Department for Work and Pensions has a day in the debate on the Queen’s Speech. The fund is not being abolished; it is being phased out and fed into—[Laughter.] It is not being abolished with immediate effect; it is being run down, and the new work programme will take over. As I said, however, there will be an opportunity during the Queen’s Speech debate for the hon. Gentleman to press the issue about the advice given to Ministers.

Can I ask for a debate on Government co-ordination of business unemployment support? The biggest private sector firm in my constituency has just gone into administration, leading to the immediate loss of 650 jobs in Hartlepool. I am concerned that those people will find it difficult to secure alternative employment, yet the Department charged with helping business has been asked to find the biggest cuts. We have just helpfully heard from the Leader of the House that the future jobs fund, which has been so important and successful in Hartlepool, is being phased out. What reassurance can he give me that those workers, who, through no fault of their own, have lost their jobs, will be able to get support, despite the best efforts of the new Government?

All existing commitments under that programme will be honoured, and it will be replaced by a different programme that we hope will be more cost-effective. Of course, I will raise with Ministers at the Department for Business, Innovation and Skills the hon. Gentleman’s point about support being extended to those in his constituency who face the loss of their jobs.
