I applaud the generosity of Sir Robert Ogden in making those funds available. It is right that the building should be named after him. My hon. Friend will have read “Improving Outcomes: A Strategy for Cancer”, which was published in January last year. It outlines our commitment to improve outcomes for cancer patients and to save 5,000 additional lives every year by 2014-15. I understand that the new centre to which my hon. Friend referred is being funded jointly by Macmillan Cancer Support, the local NHS foundation trust and the donation. That is exactly the sort of progress that we want to see to enable us to hit our cancer targets.

My constituents in Cumbernauld, Kilsyth and Kirkintilloch were delighted to learn this week that the Olympic torch will be relayed through Cumbernauld on 13 June. That is particularly appropriate given that the British female handball captain hails from Cumbernauld. May we have a further debate on how we can ensure that everyone in the United Kingdom can get involved in these great Olympics? That is very important for the good of the country.

We have just had questions to my colleagues at the Department for Culture, Media and Sport. I am not sure whether the hon. Gentleman was able to intervene in those exchanges. The issue of how we will ensure that the benefits of the Olympics are broadly shared throughout the country has been debated in recent exchanges and debates involving DCMS. I will see whether there is anything that we can say to the hon. Gentleman that impacts directly on his constituency. I hope that the handball captain leads her team to success.

My hon. Friend is right that the number of abduction cases is growing. If a child is abducted to a country that has not signed up to The Hague convention, there are real difficulties getting them back. I will draw the possible loophole to the attention of the Home Office and my right hon. Friend the Lord Chancellor to see whether action can be taken to close it.

Many of my constituents work in Her Majesty’s Revenue and Customs office in Cumbernauld, the largest in the country, and are worried about what they perceive to be the creeping privatisation of HMRC through the introduction of private providers in its call centres. May we have a debate on whether bringing private providers into the call centres is sensible?

The hon. Gentleman will recognise that the previous Government used private agencies in public sector organisations where that was the right way to proceed, and I am sure that he would support measures to reduce costs within HMRC and make it more efficient. My right hon. Friend the Chancellor and his team will be here on 24 January for Treasury questions, when the hon. Gentleman might have an opportunity to ask his question again.

I hope that the extra resources that the Government are putting into the NHS will mean that the more dramatic scenario that the hon. Lady paints will not take place. I would welcome such a debate, and perhaps she should like to apply for a debate on the Adjournment so that we can hear more about the heroic work that is being carried out.

May we have a Government statement on the status of Her Majesty’s Revenue and Customs’ change plan? A year after the spending review, the 500 staff in the Cumbernauld HMRC office remain in the dark about the impact of HMRC cuts on their jobs.

There was an opportunity on Tuesday to ask Treasury Ministers about the future of the staff at Cumbernauld, but I will raise that issue with the Financial Secretary to the Treasury, and ask him to write to the hon. Gentleman.

My hon. Friend might be opening a bidding war in stating that he wants the green investment bank to be located in Leeds—I am sure that other hon. Members think it could be located in their constituencies. I would have thought that the benefits of Yorkshire spoke for themselves as a holiday destination, but I am sure that VisitBritain will do what it can to promote York, along with—I hope—Hampshire.

Like so many ex-servicemen, my constituent Mr William Young has found it difficult to enter the domestic labour market. May we have a debate on what more the Government, the armed forces and the nation can do to help ex-service personnel as they transition from the forces to civilian society?

The purpose behind one of the key components of the military covenant was precisely to help those leaving the armed forces to develop alternative careers. One particular opportunity was to encourage them to join the teaching profession, for which many of them have the necessary skills. However, I will raise with my right hon. Friend the Defence Secretary the question of our progress, through the military covenant, on finding work for those retiring from our armed forces.

As my hon. Friend will know, the Cabinet recently met in Derby in her county. We met wealth creators in Derby, and they pressed the case for more investment in the town and the county. Members will have an opportunity in today’s debate on the Budget and subsequent debates to make the case for an enterprise zone in their constituency, and I note that my hon. Friend has made an early bid.

The last Government put in place the victims of overseas terrorism compensation scheme. May we have a debate in Government time to ascertain when British victims of overseas terrorism will begin to receive compensation?

The hon. Gentleman raises a serious issue that has already been raised on a number of occasions. As he knows, the Ministry of Justice is carrying out a review. I hope it will be completed shortly, because I understand the concern that is felt on both sides of House about the delay.

I think that I am right in saying that there was an Adjournment debate on the matter a few days ago, in which my hon. Friend might have had an opportunity to share his concern with the Minister. He is referring to the “Safe and Sustainable” review, which was undertaken after the difficulties in Bristol. Children’s heart surgery is a complex area of clinical care and has been the subject of concern for some 15 years. The review is not about cost cutting, but about high-quality outcomes and service sustainability. No decisions will be taken until the results of the consultation are known later this year. I am sure that he has taken part in the formal consultation process, which closes on 1 July.

May we have a debate on the crippling impact of the VAT rise, particularly on fuel prices? Many of my constituents have contacted me about the rise in fuel prices and pointed to VAT as an important contributor.

We will be having a substantial debate on matters relating to the Budget after my right hon. Friend the Chancellor’s statement. The hon. Gentleman will know that his party was unable to give any commitment that VAT would not go up and that Tony Blair advocated an increase in VAT as part of the solution to the country’s difficulties.

There have indeed been some very encouraging manufacturing figures, to which my hon. Friend refers, and some buoyant export orders, which I also welcome. Coupled with our proposals to cut corporation tax and cancel the increase to employers’ national insurance contributions, and other steps to promote growth and prosperity, the background that he outlines gives us reasons for optimism.

Scotland’s other national drink, IRN-BRU, is headquartered and housed in Cumbernauld in my constituency. It provides hundreds of good local jobs, but the company tells me that it is being affected deleteriously by the substantial increase in the price of sugar over time. May we have a debate on the impact of rising commodity prices on British consumers and British industry more widely?

My hon. Friend the Deputy Leader of the House advises me that that company has today announced record profits. I am delighted that it has managed to overcome the rise in commodity prices. I do not know whether with a bit of ingenuity the hon. Gentleman could develop his point at greater length in the debate on the Scotland Bill later today.

Cumbernauld, Kilsyth and Kirkintilloch have been brought to a standstill by the arctic weather over the past 10 days and local authority resources are at breaking point, and that is before the Government’s public sector cuts. May we have a debate on what the spending cuts will mean for this country’s future preparedness for winter emergencies?

That is a matter for the devolved Administration in Scotland, who get a block grant from the UK Government to apply as they think fit. They are accountable for how they discharge their obligations and the priorities on which they decide.

As I said earlier, the Government deplore these unauthorised leaks of information, which have the potential to destabilise relationships between countries and lead to a risk to life. We deplore what has been put in the public domain, and it is not our policy to comment on unauthorised disclosure of information.

Further to the question by the hon. Member for Banbury (Tony Baldry), we have a Business Secretary who develops a policy on tuition fees, tells the country that it is the best policy possible, and then comes to this House and tells us that he has a strong inclination not to vote for his own policy. What are the constitutional implications of this departure?

For the past six months, the coalition has let no opportunity pass to tell us that the British economy is similar to that of the Irish. Now, it cannot tell us fast enough that Britain possesses a series of macro-economic tools that the Irish sadly do not possess. May we have a debate on why the Government have unnecessarily talked down the British economy for the past six months for naked political advantage?

One or two Labour Members tried that argument yesterday during the statement by my hon. Friend the Financial Secretary to the Treasury. I wholly reject the premise on which hon. Gentleman based his question. We have taken firm action to deal with the deficit, which is far lower than that in the Irish Republic, so I reject entirely his comparison.

My hon. Friend makes a good point, and fortunately there were no really serious injuries yesterday, but there could have been. May I suggest that he raises his concern in a few moments’ time with the Minister for Policing and Criminal Justice who is to make a statement about what happened yesterday?

Cumbernauld house is a magnificent piece of 18th century William Adam architecture situated in the heart of Cumbernauld new town, and the active local citizenry wishes to purchase it for the community and the long term. Can we have a debate about how the big society can help with such asset transfers?

If there is a role for any Minister to play in agreeing to that transfer, I shall draw it to the attention of whichever hon. Friend it might be, but I suggest that the hon. Gentleman write to the appropriate Minister in order to pursue his case.

The Government efficiency tsar, Sir Philip Green, is famously efficient in organising his own tax affairs. May I add my voice to the clamour from across the House for a debate on the antisocial behaviour of tax avoiders?

I think that that issue was raised and dealt with by the Secretary of State for Business, Innovation and Skills in departmental questions. As I said in reply to one of my hon. Friends, we welcome the initiatives of HMRC to close down tax avoidance. If the hon. Gentleman has a specific scheme in mind, perhaps he would like to contact the Treasury.
