The hon. Gentleman raises a serious issue. There has been some discontinuity in the supply chain of certain medicines—in some cases companies can get a better deal if they sell pharmaceuticals overseas. My understanding was that there was a back-up service to ensure that shortages were avoided, but I will pursue this important matter with my right hon. Friend the Secretary of State for Health.

Dairy farmers in Crewe and Nantwich and elsewhere are rightly concerned about how much power the supermarket buyers have over them. Will my right hon. Friend find time for a debate on the establishment of the groceries code adjudicator, which my local farmers broadly welcome, and in particular the sanctions available to the adjudicator to make sure the supermarkets adhere to the code, thus protecting our vital dairy industry?

As my hon. Friend will know, in the Queen’s Speech we committed ourselves to introducing the Groceries Code Adjudicator Bill. That Bill has now been introduced and is making its way through the other place. I hope it will come before this House before too long. The adjudicator will have strong powers to hold retailers to account if they have broken the code. He will be able to name and shame retailers and, if the Secretary of State agrees that it is necessary, to impose financial penalties.

The coalition Government are in favour of philanthropy and we have taken a number of steps to promote it. We have made changes to the inheritance tax regime, we have proposals for small donations so that tax can be claimed back, and we are streamlining the mechanism by which charities reclaim tax.

On the specific measure to which the hon. Gentleman refers, he will know that we are having discussions with the charitable sector to seek to protect it from any damaging changes in the proposals that have been announced, which come into effect in a year’s time. There is a serious issue as to whether those on high incomes, who have philanthropic objectives, should be able to exempt themselves from income tax by making substantial donations. In America, which has a good culture, there is a cap on relief, so there is nothing inherently anti-philanthropic in ensuring that those who have high incomes make some contribution to the overheads of the country through income tax.

In Crewe, a local action group led by Glenn Perris has campaigned successfully, with my support, against the imposition of a council Traveller site, assisted by the new Government policy of working with the private sector to meet any unmet Traveller need. Can we find time for a debate on this important common-sense policy and congratulate Mr Perris and his team on their sterling work?

I endorse what my hon. Friend says about what is happening in his constituency. He will know that on 23 March we introduced a new light-touch policy on sites for Travellers, and I hope that that will be developed in his constituency in consultation with local communities. Resources are available from Government. There is £60 million of Traveller pitch funding through the Homes and Communities Agency, and Traveller pitches attract the new homes bonus. I hope that the new short light-touch and fair policy puts the provision of sites back in the hands of local people, and that they will find the right balance between the needs of Travellers on the one hand and the interests of local communities on the other.

I very much welcome the review of the Backbench Business Committee, which is being undertaken by the Procedure Committee, and of course we will want to respond to its report in due course. The answer to the question that the hon. Lady poses, “Why are we debating the matter on Monday rather than waiting for the report?”, is set out in the Procedure Committee’s Ninth report of Session 2010/12. It made several recommendations for changes to the Backbench Business Committee, and the Government in their response said:

“The Government propose to allow time for consideration of proposals to this effect towards the end of the current Session.”

In other words, if Members want to make changes to take effect at the beginning of the next Session, they cannot wait for the report of the Procedure Committee, because that will come too late. That is why we are putting the motions before the House on Monday. It will be for the House to decide what to do with them, but if we want to make changes, we are going to have to do so quite soon; we cannot wait for the Procedure Committee’s report.

Will my right hon. Friend find time for a debate about this week’s announcement of £330 million in efficiency savings, which the Government are now able to spend in the NHS on new units and equipment, including at Crewe’s Leighton hospital, whose bid, which I was pleased to support, successfully secured £25.2 million for new operating theatres, an intensive care unit, a labour suite and a CT scanner, much to the delight of clinical staff?

I am grateful to my hon. Friend, who I understand spent four days working in the hospital and gives the bid his personal support. That is a good example of how one can reinvest savings in front-line services, and by reinvesting the money that we have saved we are able to put more than £330 million into projects that will help more than 2.5 million patients per year. My hon. Friend has given a very good example of how that assistance is feeding through.

Members may be aware that Nantwich, in my constituency, plays host to the world’s largest cheese fair, which showcases outstanding local produce including the unbeatable Cheshire cheese. Will the Leader of the House find time for a debate on promoting local British produce, so that we can discuss how to stretch the consumer audience as far and as wide as possible?

My hon. Friend may have sparked a bidding war to establish which Member of Parliament has the finest cheese in his or her constituency. [Interruption.] I can hear that the bidding war has already begun. I welcome what my hon. Friend has said. I cannot find time for an early debate, but he has drawn attention to the wide range of cheeses that are available in this country and available for export, and I commend what he has done to promote that fine product.

I am a strong believer in local democracy, and I believe that it is for Westminster city council to take decisions about the appropriate level of parking charges. I am sure that the hon. Lady will make her own representations to the city council, although I would be surprised if it did anything that was ultra vires. However, at the end of the day, this is a matter for Westminster city council, not the Government.

Can my right hon. Friend find time for a debate on the regulation of service charges for residents of private retirement accommodation who are on fixed incomes, such as those of Wright Court in Nantwich, in my constituency? Often they are not properly consulted by the providers of such accommodation about either the services that they require or the services that they can afford.

As a former Housing Minister, I am aware of the problems facing many leaseholders, who find themselves confronted with service charges that they believe to be unreasonable. There are a number of protections in legislation, but my hon. Friend may know that there is also the Leasehold Advisory Service—which I set up when I was Housing Minister—a specialist body sponsored by the Department for Communities and Local Government that can perhaps advise his constituents in dealing with the challenges that face them.

The hon. Gentleman makes a forceful case and rightly draws attention to the abuse of human rights. I cannot promise time for a debate, but perhaps he would like to apply for an Adjournment debate so that we can debate this issue at greater length and so that my right hon. Friend the Foreign Secretary or another Foreign Office Minister can outline the representations that we are making to seek to end these injustices.

Following the announcement of the Olympic torch route before next year’s London games, the highlight of which will be on 31 May when the torch travels through Crewe in my constituency, may we have a debate on spreading the Olympic spirit, so that we can discuss how communities outside London can be more involved in the Olympics and how we can ensure that there is a strong Olympic legacy?

I think that 11 July is the operative day, because that is when the torch will go through north-west Hampshire. We all have a role to play in spreading the Olympic message. I know that Department for Culture, Media and Sport Ministers are anxious that all parts of the United Kingdom should benefit from the Olympic games. I would welcome such a debate and, again, I can only suggest that my hon. Friend applies for one on the Adjournment or in Westminster Hall.

I am grateful to the hon. Lady and her Committee for finding time to debate the two e-petitions that had crossed the 100,000 threshold. We note her public service announcement that e-petitions will be debated only if they are picked up by a Member and then formally presented to her for debate.

The hon. Lady asked about time for her Committee. As I have said on earlier occasions, we will honour the commitment to a minimum of 35 days in a Session, and because the current Session is longer, more than 35 days will be provided. Now that the bulk—although not all—of the legislative programme has been completed in the House of Commons, I hope that in the months and weeks ahead it may be possible to find more headroom for Backbench Business Committee debates. As is clear from the business that I have just announced, there will be more time for the Committee than there has been in recent weeks.

Very tragically, a toddler was killed last year in a house fire in my constituency. The inquest has now reported that the fire was caused by another child playing with matches, which then ignited a highly flammable mattress. Could time be found for a debate on fire safety, which would include advice on preventing access to flammable materials and on the use of flame-retardant furnishings to help reduce the risk of such tragic events happening again in the future?

The whole House will have been sorry to hear of the loss of life of the toddler in my hon. Friend’s constituency. I believe that there are restrictions on the materials that can be used in many items of furniture. However, I will raise the instance that the hon. Gentleman has given with the Under-Secretary of State for Business, Innovation and Skills, the hon. Member for Kingston and Surbiton (Mr Davey), who is responsible for consumer affairs, and see whether there are any further steps that we can take to avoid a repetition of the tragedy.

I will refer the hon. Gentleman’s remarks to my right hon. Friend the Secretary of State and get an answer to his question on when the admissions code will be published. I also say in passing that I think we provided adequate time for discussion of the Education Bill, and I note that, in Committee, the Opposition spokesman said:

“I…thank the Government and Opposition Whips for the orderly way they have organised our business.”––[Official Report, Education Public Bill Committee, 5 April 2011; c. 993.]

The Government do not in any way want to obstruct discussion of that Bill.

May we have a debate on the recent recovery of salmon stock in Scottish rivers, so that we can debate the importance of the subsidy to Scotland and the effect that its withdrawal would have on those stocks?

The reason that I pause is that I am not sure whether responsibility for salmon is a devolved matter—[Interruption.] It is devolved; I see a nod from the Opposition Benches. Sadly, therefore, I cannot organise a debate on salmon in Scotland, but my hon. Friend has drawn attention to a more generic point about resources flowing from Westminster to the north. Perhaps there will be an opportunity to debate that when the Scotland Bill returns.

With 3.5 million people in the UK—one in 17—suffering from a rare condition at some point in their lives, may we have a debate on how we can support those people and have better care and medical expertise at their disposal in order to help build on the excellent work done by rare disease charities, such as CLIMB in my constituency, which does excellent work on behalf of those with metabolic diseases?

I pay tribute to my hon. Friend for raising that subject, which strikes me as an appropriate matter for a debate in Westminster Hall. I am sure that Members on both sides of the House will want to join him in raising the profile of some of the rare diseases that are often ignored within the medical profession and by medical research. Alternatively, the Chair of the Backbench Business Committee is in her place and will have heard his request, so he may wish to present himself at her salon at 1 o’clock on a Tuesday to bid for such a debate.

The regime that affects the hon. Gentleman’s constituent is the regime that we inherited. We propose to make changes to the DLA, but they require primary legislation, which will have to be approved by the House. We want to move from the current regime, which has not been examined for 20 years and results in conflict and overlap, to a new regime based on personal independence payments. We want to enhance the mobility and independence of people who are entitled to payments at the moment. This is not about saving money, but about introducing a better regime for those with real needs.

May we have a debate on the Government’s commitment to delivering 250,000 more apprenticeships by 2015? That would allow us to discuss the crucial role played by apprenticeships in developing skills in our engineering sector, especially in the rail and motor industries that are so important to our economy, both in Crewe and Nantwich and elsewhere in the country.

For the last 13 years we had a Modernisation Committee and, to my knowledge, not once did it consider the procedure for resignation, so it clearly did not think that it was a priority. The procedure has worked perfectly well for 260 years, and given all the pressures on the House’s time, I wonder whether we should really give priority to this matter.

In Crewe and Nantwich, many families lost significant fees and deposits that they had paid to their children’s nurseries, and had major disruption to their child care arrangements, when the company running them went bust recently. May we have a debate to discuss how parents can be better protected in such circumstances rather than being left exposed both financially and in their home environment by finding themselves in a long queue of creditors?

I am very sorry to hear of the plight of those who have paid up front for child care or nursery places and then found that the provider has gone into liquidation. I shall raise the matter with ministerial colleagues at the Department for Business, Innovation and Skills, who have responsibility for the Insolvency Service, and I would point my hon. Friend’s constituents to the local authority’s family information service, which may be able to help find alternative places for those who have been affected.

I am grateful to the hon. Gentleman. I read with interest today the newspaper article that he wrote. The information that appeared in The Times yesterday was the result of a freedom of information request to IPSA from that newspaper, and it withheld the names of the hon. Members whose claims were rejected. There will be a debate on IPSA shortly and I will ensure that the hon. Gentleman, if he catches your eye, Mr Speaker, receives a response to the specific point that he has raised. I quite agree that there can be no question of any Member of this House being bullied.

My local Communication Workers Union branch and I appreciate the importance and necessity of the modernisation of Royal Mail. However, according to the most recent quality of postal services report, my constituency has the second-worst postal service in England and Wales. May we have a debate on the quality of postal services so that people such as my constituents do not have to suffer what is sometimes billed as “progress”?

I admire the way in which my hon. Friend has campaigned for a higher quality of postal service in his constituency. Modernisation must not be held up as an excuse for poor service. However, I will raise this issue with the Under-Secretary of State for Business, Innovation and Skills, my hon. Friend the Member for Kingston and Surbiton (Mr Davey), who has responsibility for postal affairs. Our legislative proposals that are going through Parliament are designed to drive up the quality of postal services.

With the greatest respect to the hon. Lady, the solution lies, as she knows, in her own hands, as she is the Chairman of the Backbench Business Committee, which can find time for such topical debates. I very much enjoyed attending her salon on Monday—an interesting new procedure, opening up the House’s agenda to all hon. Members. I also welcome her presence tomorrow, when she will conclude the debate and my hon. Friend the Deputy Leader of the House will represent the Government. I am sure that the event will be an astounding success.

Today, as on every other day, thousands of severely disabled people and their carers will suffer the unenviable choice of deciding whether to go out in the hope that there will be sufficient toilet facilities to ensure that they can keep their dignity or to stay at home—a choice that they should not face. May we have a debate to discuss how we can do more to ensure that those who want to go out can go out, however disabled they are?

I am aware of the changing places programme, which has been successful in getting more toilet facilities for severely disabled people built in town centres, including, recently, in Crewe. One debate that would be welcomed by many of my constituents would be on Britain’s throwaway culture and the explosion in the cost of clearing up litter in this country to the tune of more than £850 million a year—a statistic made even worse by the mess left by the previous Government.

I commend the work that Bill Bryson and the Campaign to Protect Rural England are doing to prevent the additional costs on local authorities of picking up litter. I commend the Stop the Drop campaign that they are promoting at the moment. I hope that all citizens will take their responsibilities seriously and avoid putting extra pressure on local authorities by increasing the sums that they have to spend on clearing up litter.

With respect to the hon. Gentleman, we had a debate yesterday on precisely that subject. My right hon. Friend the Minister for Police drew attention to the failure of the previous Home Secretary—now the shadow Home Secretary—to make any commitment about retaining police numbers. He was asked on 20 April if he could guarantee that there would no reduction in police numbers and he said no.

So that areas already hard hit by the Labour party’s broken promises on moving public sector jobs to the north do not suffer any more, may we find time for a debate on the distribution of Royal Mail jobs, particularly when we have a melée of a debate about privatisation, so that the 600 workers for Crewe’s second largest employer get the attention that they deserve?

I commend my hon. Friend’s actions to protect local jobs and I have read his comment on ConservativeHome, which records his concern about the Crewe sorting office. I have no time for a debate between now and the summer recess, but legislation about Royal Mail has been trailed in the Queen’s Speech, and that may give him an opportunity to press for the assurances that he seeks.

I am grateful to the hon. Gentleman. Whether our constituents should have to go through us to have access to the ombudsman or whether they should have direct access has been an issue for some time. There is a Select Committee of this House that has responsibility for the ombudsman. Before I opine, it would be very helpful if the Public Administration Committee, which is the right Committee, were to have another look at this and see whether we need to retain the MP filter.

Despite the record amount of money spent on our national health service in recent years, there are wards in Crewe and Nantwich where the life expectancy of men and women is still up to 10 years less than in neighbouring wards. May we have a debate on the issue of health inequalities so that these unacceptable disparities can be discussed and debated?

My hon. Friend has brought to the attention of the House a very important issue, namely the very wide discrepancies in life expectancy according to where people live and their socio-economic background, and which this Government want to reduce. I am not sure whether I can find time for a debate in the near future, but the Chair of the newly appointed Backbench Business Committee will have heard his plea. I will raise the issue with my right hon. Friend the Secretary of State for Health and see whether we can get a response for my hon. Friend.

Now that we realise how much the previous Government misled the public about transport infrastructure investment, promising money that simply did not exist, can the Leader of the House find time for a debate on enabling greater private sector investment in our transport infrastructure, including helping to boost projects such as the regeneration of Crewe railway station in my constituency?

I am grateful to my hon. Friend. Along with many other hon. Friends, I had occasion to visit Crewe railway station some two years ago, in order to secure his election to the House. He will have heard my right hon. Friend the Chancellor refer in his Budget statement to a generous regional investment fund to take forward transport and other infrastructure projects that will lead to jobs. My hon. Friend will also know that we favour much longer railway franchises, which will enable the train operating companies to take a longer-term view and therefore afford major investment projects such as that in Crewe railway station.
