On the first question, we are determined that the Olympics will be a great success and that the issues that the hon. Lady referred to will be resolved in good time.

The hon. Lady conveniently glossed over the rebellion among the Labour Members, 26 of whom defied their Whip, so it is clear that the Conservative party is not the only party that has differences on this issue. In my business statement, I announced the business for the first week back, which did not include further progress on the Bill, but on the substantive issue that she raised, it was clear from the vote on Second Reading that a huge majority of the House want to get on with it, with majorities within each of the three major parties voting for reform. She said that we could trust the Labour party, but I have to say that the Labour party was willing the end but not willing the means. Saying before the programme motion was even tabled that Labour Members would vote against it shows a lack of commitment to getting the Bill on to the statute book.

It was equally clear on Tuesday that there was no consensus on the timetable for the Bill, which is why we did not make progress with the programme motion. What we want to do—I say this in response to what the hon. Lady has just said—is to reflect and to allow time for meaningful discussion, including with the Opposition and with other hon. Members, to build a consensus on the best way forward. As I said on Tuesday, we do intend to table a timetable motion for the Bill in the autumn, but, as the House would expect, we want those discussions to take place first before I can give the House any further information.

As for marital relations, I think that relationships within the coalition are much better than relationships within the previous Labour Government. I get on much better with my deputy than the previous Prime Minister got on with Tony Blair. I just say to the hon. Lady, in conclusion, that two parties are working together to put right the mess left behind by the Labour party, which still refused to admit that it got anything wrong.

Under the coalition Government, 10,000 more people suffering from cancer have received treatment as a result of the cancer drugs fund that we introduced. That would not have been possible had we followed the Labour party’s proposals to cut the national health service. May we have a debate on the benefits that the coalition Government have brought to the health service and the further improvements we can bring to cancer research?

The Government believe, and indeed the House believes, that it is wrong that the Government should not be held to account from the middle to end of July until October, as was the practice in the previous Parliament. We believe that it is right that the House should sit in September, so that the Government can be held to account. Figures are in the public domain—I think from last year—showing the extra cost of sitting in September. My view is that it is very difficult to put a price on democracy, that it is right that we should be held to account throughout the year and that we can manage the maintenance of the House within the budget that is available.

Earlier this week, the Prime Minister made an excellent speech about the future strategy for benefits. The key issue that he made clear was that work will always pay but that benefits would be available for those who cannot work. Incredibly, the Labour party opposes a benefit cap and set up, when in government, a huge and complicated system of benefits. May we therefore have a debate on the future strategy for benefits, so that we can pin down, once and for all, where the Labour party stands? [Hon. Members: “Hear, hear.”]

I am very grateful to my hon. Friend. He will have heard my hon. Friends’ reaction to his proposal for a debate, and he may wish to ask the Backbench Business Committee for one. I applaud the speech that the Prime Minister made on Monday. The indications from one of the polls—I think I saw it in today’s paper—is that that speech struck a chord with the vast majority of the population. We have already made progress with universal credit, with housing benefit reform and reforms in respect of disability, but it is right to ask questions as to where we go next. I think that there is an appetite out there for further changes in the direction in which we have already embarked.

This is an important issue. My hon. Friend will know that we have increased the entitlement to free education and care for three and four-year-olds to 15 hours a week and extended it to disadvantaged two-year-olds. He will also know that under universal credit—I am delighted to see my right hon. Friend the Secretary of State for Work and Pensions here—there will be greater support for child care when we remove the so-called 16-hour rule and enable those working less than 16 hours a week to access child care.

In a few weeks’ time, London will play host to the Olympics and Paralympics, which we will all celebrate. During the games, it will be the 40th anniversary of the Olympics’ darkest hour when, in 1972, 11 members of the Israeli team were brutally murdered. So far, the Olympic movement has failed to honour their memory or provide closure for their families. Will my right hon. Friend allow a statement to be made to the House on this matter? There is widespread support across the House for a one-minute silence to be held during the games to commemorate those who were murdered.

My hon. Friend raises an important matter in reminding us of the tragedy that took place 40 years ago. I would like to raise his suggestion with my right hon. Friend the Secretary of State for Culture, Olympics, Media and Sport and, possibly, with Lord Coe, who is in charge of the arrangements. Any commemoration involving a period of silence in the House would be a matter for Mr Speaker, who I am sure will read the record of what my hon. Friend has just said.

My hon. Friend raises an important issue. As he will know, we set out our drugs strategy in December 2010, and we are in the process of updating it. We will shortly publish a report on the achievements in the first year of the strategy, and it might be possible to “pin” a debate once the report becomes available. I am grateful to my hon. Friend for having spoken at the symposium this morning.

I am sure my right hon. Friend is aware that last week voter turnout in London was 7% above the national average, and I am sure the whole House will wish to congratulate Mayor Boris Johnson on his re-election and Ken Livingstone on his retirement from front-line politics. Will my right hon. Friend find time for a debate on devolving much more power to the Mayor of London so that Londoners can fully see and feel the benefit of having Boris Johnson as our Mayor?

Without wanting to put too much pressure on my coalition colleagues who sit on the Front Bench with me, I do, of course, congratulate Boris on his re-election, which was achieved with the support of my party and many of my hon. Friends on the Back Benches who worked tirelessly to get him re-elected. We have recently devolved more powers to the Mayor: powers under the Homes and Communities Agency have been transferred to the Greater London Authority; we have abolished the London Development Agency and transferred its activities to the GLA; and we have enabled the Mayor of London to establish a mayoral development corporation to oversee the long-term development of the Olympic park. I hope my hon. Friend will therefore see that we are in the process of devolving more powers to the Mayor of London.

I would be surprised if that had disappeared. I would expect it to be reinvested in the NHS, but I am sure that I can generate a letter from my right hon. Friend the Secretary of State for Health to explain the accounting procedures to which the hon. Lady has just referred and to give her the reassurance that the money that Parliament has voted to the NHS will indeed be applied to the NHS.

During the Easter recess, the Government released £600 million for new primary places across England and Wales. I looked with great interest to see who had got the money— £382 million has gone to London; I know that £30 million has gone to the London borough of Brent, which is extremely welcome—and I looked for the allocation to the London borough of Harrow, only to find that it was zero. I then made a series of phone calls to find out who was responsible, only to discover that the incompetent Harrow council had failed to supply the data, and therefore received no money. Despite many efforts, we still do not have an answer on how much money will be available to provide much-needed primary places in Harrow. Will the Leader of the House offer the House an opportunity of a statement so that we can clear up this matter once and for all?

I cannot offer a statement, but I commend my hon. Friend’s energy in seeking to ensure that the children in his constituency get a square deal at school. There is an issue between the London borough of Harrow and the Department for Education about the school capacity data that Harrow provided to the Department in 2011. That issue is under investigation, and I shall ask my right hon. Friend the Secretary of State for Education to write to my hon. Friend to bring him up to date. I want to assure other colleagues that that will not affect allocations to other local authorities.

Among the excellent measures announced in the Budget yesterday was £70 million of additional funding for London for the Growing Places fund, which will help Mayor Boris Johnson produce 200,000 new jobs over the next four years. That brings into sharp contrast the choices before Londoners on 3 May. May we have an urgent debate on those choices?

I entirely agree with my hon. Friend, who might like to catch your eye, Mr Speaker, during the Budget debate. It is important that we maintain our triple A status. A 1% increase in interest rates would cost the average family with the average mortgage £1,000 more a year, which is the last thing they want at the moment, and it reminds us of the importance of sticking to the deficit reduction strategy.

May we have an urgent statement on the operation of London transport during the London Olympics and Paralympics? All tube workers have been offered an £850 bonus because they will be required to work at short notice and possibly for longer hours, but members of the Unite union have rejected this and are calling for a no-strings-attached bonus just for turning up for work. May we have a debate so that we can expose this intransigence?

It is important that the Olympics are a great success, as I am sure they will be, but it is equally important that the presence of the Olympics is not used to make wholly unreasonable demands. I think that I am right in saying that the issue my hon. Friend raises is more a matter for the Mayor of London than for the Government, and I am sure that Boris will have listened to what he has said. I hope that there will be a sensible resolution of the dispute between Unite and Transport for London so that we can get ahead and everyone can enjoy the Olympics and get there and back on public transport.

Today is the Jewish festival of Purim and the Hindu festival of Holi. Purim commemorates the deliverance of the Jews from an evil King of Persia—there is, of course, a contemporary parallel with the President of Iran, who wishes to wipe Israel off the map. Holi commemorates the deliverance of Prahlad, whom Holika took into a funeral pyre in an attempt to kill him. However, Holika was consumed by the fire and Vishnu delivered Prahlad to safety. Will my right hon. Friend deliver a message to Hindus and Jews everywhere that this demonstrates the victory of good over evil?

As the former Member for Ealing Acton, I spent many evenings in that cinema, and I am sorry to hear that it has been demolished. My hon. Friend will know that under planning legislation, the planning authority can impose a condition that rebuilding shall start by a given date, and it has powers to commence that work if the applicant does not do so. I very much hope that the London borough of Ealing will look again at the planning powers available to it—under the Town and Country Planning Act 1990, I think—and take whatever action it can to ensure that my hon. Friend can go to a decent cinema in her constituency.

Under the excellent Localism Act 2011, passed by this Parliament, every local authority in the country is required to produce a pay policy statement. It therefore came as something of a surprise at the Harrow council budget setting meeting when a hastily cobbled together document was presented under a guillotine, so that no debate could take place. When Conservative councillors raised the issue, they were denied legal advice and the opportunity to defer the item so that they could consider it properly. The key point is that every local authority in the country will be considering such documents. May we therefore have a debate on the implementation of this excellent strategy to ensure transparency in public life?

I am sorry to hear what happened in the London borough of Harrow. As my hon. Friend knows, there are statutory duties imposed on local authorities that relate to the documents that are made available, and these will be complemented by the standing orders of the London borough of Harrow. My hon. Friend should take up the matter with the monitoring officer in the borough in the first instance, and if that fails, he should perhaps draw it to the attention of one of the Local Government Ministers.

I am grateful to the hon. Gentleman for his question. He will know that the House debated the Mary Portas report in Back-Bench time a few weeks ago. The Government are grateful to Mary Portas for her report. We will publish our response in the spring and we will take on board the hon. Gentleman’s point about the risks of too much power being vested in a number of supermarkets.

The Mayor of London will end his first term in office with 1,000 extra police officers, 1 million extra patrols on the streets and crime down by 7.6%. After three years of council tax freezes, following eight years of a Labour Mayor increasing the council tax by 152%, the welcome news is that London’s council tax will be reduced for the first time in London’s history. May we therefore have a debate on the effectiveness of local and regional government?

No one would welcome such a debate more than me, but I cannot promise my hon. Friend one in the immediate future. He makes a point. The Mayor intends for the Met to have 32,510 fully warranted police officers by the end of his first term, which is significantly more than he inherited. I pay tribute to what the Mayor of London has done in his first term.

I understand the sense of frustration that the hon. Lady expresses, which is shared by many of my constituents. She will know that the Procedure Committee is conducting an inquiry into the calendar, included within which is a section on private Members’ Bills. As I said before, I have examined the matter, and in my view there is no practical way for that Bill to complete its passage through both Houses in the remainder of the Session, even if the Government were to provide time. The best way for it to be taken forward, as I suggested earlier, is for someone to build on the heroic work of my hon. Friend the Member for Castle Point.

One of the first decisions that Mayor Boris Johnson took was to ban the consumption of alcohol on public transport. That has meant that thousands of passengers have been able to enjoy their journeys to and from home. Now, the old pretender threatens to remove the ban if he is re-elected. May we have a debate on the consumption of alcohol on public transport?

I am grateful to my hon. Friend for bringing to the attention of the House and the wider public some of the issues that will confront Londoners later this year, when they will have to make a choice between the current Mayor of London and the old pretender, as he put it. One of the many reasons for continuing to vote for Boris is exactly the initiative that he mentions.

No. There was, as the hon. Lady knows, a pause last July when we had the NHS Future Forum, in which nurses and doctors were involved. I am sure that when the Bill goes through, doctors and nurses will welcome their increased responsibility for clinical commissioning, and it must be right for that to be transferred from primary care trusts to professionals and the NHS, who are more aware of the needs of those who need treatment.

Happy birthday to you, Mr Speaker, and may you preside over many future such occasions in the Chair of the House.

Harrow council is currently considering two major developments. The first is a commercial development on Whitchurch playing fields and the second involves the demolition of a library, building on a car park and the demolition of a community centre, all to provide a superstore. The one common factor is that Harrow council owns the land and has failed to consult the public on the proposals. May we have a debate on transparency and consultation in local government?

If the local authority has failed to carry out a statutory responsibility, namely to consult those affected by a development, my hon. Friend should raise the matter in the appropriate way. He can also refer it to the local government ombudsman if he believes that the local authority has in any way been guilty of maladministration. He will know that the Localism Bill will introduce a new requirement on developers to consult local communities, so I hope that in future local people will have more of a chance to comment on developments than they have at the moment.

Harrow clinical commissioning group has been informed by NHS London that it is not economically viable as a unit under the Government’s reforms, and that it must be replaced and join Brent, Harrow, Ealing, Hillingdon, Hounslow, Kensington and Chelsea, Westminster and Hammersmith and Fulham. May we have a debate on the implementation of the Government’s NHS reforms?

The Government are encouraging group practices to band together to form clinical commissioning groups, but there is no central direction about how they should be configured. In the first instance, I suggest that my hon. Friend contacts NHS North West London and shares his concern to see whether there could be a better configuration of local practices that perhaps covered a slightly smaller area than the one that is envisaged.

I welcome such a debate on that initiative and on other schemes such as the early intervention grant, which has done a lot of useful work, trying in particular to bring together funding streams that were previously disparate, and providing a more comprehensive policy to help such clients. I cannot promise such a debate, but in the pre-Christmas Adjournment debate my hon. Friend could initiate a discussion on that important subject.

Thirteen days ago four Harrow police officers were stabbed while trying to apprehend a suspect in neighbouring Kingsbury. I am pleased that their courage has been commended by the Home Secretary and by the Mayor of London, and that my right hon. Friend the Prime Minister is writing to the four police officers, who I am pleased to say are recovering after having suffered those injuries. They are also about to receive “Get well” cards from local children, who are pleased about the work of the police in helping them to celebrate their religion and in going to school, but may we have an urgent debate or a statement on the measures that we can take to help the police and, in particular, given the protective clothing that is issued to them, to combat knife crime?

Many of us will have seen that particular incident on our television screens. The specific issue of protective clothing is a matter for the police service, and I will draw my hon. Friend’s concern to the attention of the appropriate authorities, but more broadly he has reminded the whole House of the professionalism and bravery of our policemen and women. They get up in the morning and do not know what risks they will confront during the day, but they discharge their responsibilities with a commitment for which we are all very grateful.

My hon. Friend raises an important issue. That figure has gone up because the courts are using the relevant provision more often than previously. Also, some of the confiscations are for very large sums indeed—I think there is one of £189 million—which explains why there has been an increase. I can tell my hon. Friend that a blitz on this, using a range of powers such as attachment of earnings, seizure of assets and other measures, is planned to try to get that figure down.

Last Sunday in Hungary, legislation was passed that withdrew recognition of Hinduism as a recognised religion in the country. That threatens not only people’s right to celebrate and worship in accordance with the religion of their choice but the land-ownings of people who celebrate that religion. So far, the Hungarian ambassador refuses to take delegations representing those Hindus in this country and, equally, my right hon. Friend the Foreign Secretary has been unable to intervene in this process. May we have an urgent debate in the House on the protection of religious minorities in countries where they are threatened in this way?

I am grateful to my hon. Friend for raising the issue. I understand that our ambassador would be very happy to meet him and talk it through, and that our ambassador has already raised the matter with the Hungarian authorities. As I understand it, the legislation is aimed not at discriminating against Hindus but at preventing quasi-religious organisations from benefiting from a tax break. It would be quite wrong if Hindus were penalised and I very much hope that the dialogue that my hon. Friend has with the ambassador will enable progress to be made and reassurances to be given to the Hindu community in Hungary.

I quite agree with my hon. Friend. He may know that there is a debate later today in Westminster Hall on social care and that the Health and Social Care Bill is now in another place. We want to break down the iron curtain that has historically existed between health and social care. The establishment of health and wellbeing boards and of personal budgets, to which both social services and the health service will contribute, is helping to break it down and provide a more cohesive service to those in receipt of social or health care.

As others have mentioned, the Mayor of London has committed himself to raising fares on the underground by RPI plus 2% to get much-needed investment for the underground. His Labour opponent, however, has committed himself to cutting fares by 5% and not raising them until at least 2014. That would mean London being deprived of £835 million of investment in the tube service that we desperately need. May we therefore have a debate on how we can encourage investment in public transport in London and across the country, so that we can expose the lies of the Labour party?

My hon. Friend underlines a point made by other London MPs who are concerned that the infrastructure of the capital should be improved. I commend the Mayor of London and the former Secretary of State for Transport for the agreement that they reached on a settlement going up to 2014-15, which will enable a capital programme of some size to go ahead. That capital programme would be affected if the revenue stream that the Mayor has anticipated were to be eroded, and all Londoners would suffer a disbenefit because the improvements that they are looking forward to would not take place.

I am sorry to hear of the problems that confront my hon. Friend’s local hospital as a result of the private finance initiative scheme. We have done a review of PFI schemes that has produced annual savings of about 5% on NHS PFI schemes. I will draw the case of my hon. Friend’s hospital to the attention of the Treasury to see whether that scheme is one of those under review. Twenty-two NHS trusts have identified their PFI payments as an issue in terms of being financially sustainable, and plans have now been agreed for most of those at local health economy level, to ensure that that does not undermine their sustainability.

Will my right hon. Friend join me in wishing Hindus everywhere a belated happy Diwali last week? As well as welcoming that important festival, will my right hon. Friend join me in welcoming the decision of the Department for Education to grant initial approval to St Chaitanya’s school, a new Hindu free school for the borough of Harrow that will provide 1,470 young people with a faith-based education as part of this Government’s excellent free schools programme?

I join my hon. Friend in welcoming that initiative. I am glad the Government are taking it forward. It is the second scheme in this country sponsored by I-Foundation. It will be a free school, but like all schools that have a broad, balanced curriculum, it will build its ethos on the faith values of integrity, respect, courage, empathy, self-restraint and humility. I wish the school and its promoters every good fortune in the future.

Although I will defend for ever people’s right to protest and demonstrate peacefully, the growing encampment outside St Paul’s cathedral has residents who are clearly not available for work and should not be eligible for state benefits. May we have a statement from the Secretary of State for Work and Pensions on what action the Government are taking to withdraw those benefits from people who are resident there?

Everyone receiving benefits on the basis of unemployment, including people outside St Paul’s, is required to be available for, and actively seek, work. They must show that they meet those conditions when they sign on. If they cannot do that and have no good reason for failing to comply, they face a complete loss of benefit.

I do not think it makes sense to have a running commentary on the inquiry by the Cabinet Secretary into the Secretary of State for Defence and related matters. I have said that the inquiry will deal with all unanswered questions and outstanding issues, and the sooner it is brought to a conclusion, the better. In the meantime, I think it is sensible to avoid speculation.

In 1997 the incoming Prime Minister said that his priorities were “education, education, education”, yet 14 years on, a publication has shown that in reading, 15-year-olds in our classrooms are a year behind those in our competitor countries. May we have an urgent debate on the actions that the Government will take to remove this appalling legacy for the people whose future has been prejudiced?

I would welcome such a debate, but I cannot provide the time. My hon. Friend will know that the basis for the discussions between the Government and the trade unions is the report Lord Hutton produced earlier this year, which proposes a fairer balance between, on the one hand, the beneficiaries of public sector pensions and, on the other hand, taxpayers. Further discussions are due to take place next Tuesday. I hope the trade unions will respond, and in the meantime I think that it would be quite wrong to go ahead with industrial action.

Given that Harrow council has issued a tender document for the procurement of bailiff services that requires the successful tenderer to pay back to the council 10% of the fee they obtain from the person from whom they collect the debt, may we have an urgent debate on the use of bailiffs, the services provided and the fees allowed, so that this House can express its view on such unfair practices?

The Government have given a commitment to provide better protection against aggressive bailiffs, so I can offer some encouragement on that part of my hon. Friend’s question. On the first part, I will ask Department for Communities and Local Government Ministers whether there is any irregularity in Harrow council seeking a kick-back from any contract that it lets.

The election for police and crime commissioners is England-only, whereas the other referendum was nationwide. The £25 million figure is the correct one. As the Prime Minister said yesterday, the cost of this will not come out of the police budget.

Last month, I had the privilege of joining the Metropolitan police on active patrol, and that increased my admiration, which was already great, for the sterling work that the police force does on a day-to-basis to keep us safe. May we have a statement on the impact on the Metropolitan police of the work that has had to be done since the riots? My understanding is that they have been doing constant 12-hour shifts with no rest days and all leave cancelled. The bill for that has come to some £62 million already, and the impact on police morale is dramatic. It is essential that we ensure that that money is paid for by the Government and not by London council tax payers, and that we lessen the load on the Metropolitan police.

My hon. Friend will know that a Select Committee inquiry into the riots is going on; my right hon. Friend the Home Secretary gave evidence to it today. We have made it clear that we will support the police regarding the additional costs they face to ensure that front-line services are not hit. I will pursue with the Home Secretary the specific issue that my hon. Friend has mentioned of the impact on London.

The Government can be rightly proud that we have done more in 13 months than the Labour party did to compensate victims of the Equitable Life scandal. However, there remains one group of people—the pre-September 1992 annuitants—who are trapped and vulnerable, and their cases are not even being assessed. Will my right hon. Friend find time to lean on the Treasury and encourage it to come forward with a statement on the progress of payments so far, so that we can question it on what will be done for that small group of people?

My experience of leaning on the Treasury is that it tends to lean back, but I am very happy to raise with my hon. Friend the Financial Secretary to the Treasury the issue of those annuitants. Speaking from memory, I think the finding of the ombudsman was that the regulatory failure began after 1992, which may be why those who had policies before 1992 were excluded from compensation. None the less, I will raise the matter with my hon. Friend the Financial Secretary and ask him to write to my hon. Friend the Member for Harrow East (Bob Blackman).

Harrow PCT and Harrow council successfully bid for £2.6 million from the Department of Health for support for adult social care. Some £500,000 went to the PCT, which is applying the money correctly, but I understand that Labour-run Harrow council is using that £2.1 million to fund redundancies, to support its website and for other illicit purposes. May we have an urgent statement from the Department of Health on the millions of pounds of public money going into supporting adult social care, to ensure that it is spent on the purposes for which it is intended?

My hon. Friend is right: we allocated money to PCTs with the specific objective of transferring it through to local authorities to be used to fund social care. That was the precise objective. We asked PCTs to work with local authorities to agree jointly on appropriate areas for social care investment. I will raise what my hon. Friend has said with a Health Minister.

Every Member of Parliament is entitled to a prompt and courteous response from Ministers to the letters that they send, but if a Member sent 1,500 identical cards to a Minister, for example, it would be reasonable for the Minister to send one reply and ask the Member to notify the constituents who had sent all the cards to him. It does not follow that every single identical letter sent to a Minister is entitled to a personal reply, but each individual subject should certainly get an answer from the appropriate Minister.

Earlier this week, I accompanied my constituent, Karen Kannair, to meet officials from the Department for Education, to whom she gave a harrowing description of the treatment that she and her son had received after he had been excluded from school some two and a half years ago. Could we find time for an urgent debate on the performance of local education authorities in dealing with excluded pupils?

It is important that pupils who are excluded from school should not lose contact with mainstream education, and that they should get back into it as soon as possible. The experimental statistics published today show that pupils in alternative provision perform significantly less well in GCSEs than those who are in mainstream schools. These are vulnerable children, and they need the support to which my hon. Friend refers. We set out in our White Paper last year our plans to increase the autonomy, accountability and diversity of alternative provision in order to help to drive up standards.

The National Union of Rail, Maritime and Transport Workers—the RMT—is threatening, on a minority vote of its membership, to make travelling in London a misery over the next few weeks. May we have a debate in Government time on requiring unions to secure a majority vote of their membership before they can take industrial action?

I very much hope that the RMT will not go ahead with the industrial dispute, which will cause widespread disruption in London. I am aware of my hon. Friend’s views on changing the law—and, indeed, those of the Mayor of London. We have said that we plan to keep the industrial relations legislation under review, but as of now we have no plans to change it.

I will certainly convey what my hon. Friend has just said to the chairman of RBS. My hon. Friend will know that under Project Merlin a clear commitment was given to increase bank lending. Although the banks are on target to hit the overall figure of some £190 billion, they are falling a bit behind on the small and medium-sized enterprises side of things. We made it clear that we reserve the right to return to the issue and take further measures should that be necessary. Not only will I pursue the matter with RBS, but the Financial Secretary has heard the question.

Can my right hon. Friend find time for a debate on energy policy and the performance of the regulator? Like my constituents, I am fed up to the back teeth of a situation where the retail price of gas increases when the wholesale price does, but never comes down when the wholesale price drops. We clearly need urgent action on this because it is combating our work on our inflation targets.

I understand my hon. Friend’s concern that retail prices go up faster than they come down. Hon. Members will have an opportunity to question Ministers from the Department of Energy and Climate Change on 7 July, so this question can be raised then. I know that this is concerning many hon. Members as we read about fuel prices increasing. We have introduced a number of measures to help, including the green deal, which is going through the House.

My right hon. Friend will be aware of the excellent campaign being run by the Evening Standard to promote reading across London. It is somewhat ironic that large numbers of Labour-led local authorities are closing libraries across London. May we have a debate on how to combat this cultural vandalism inflicted by members of the Labour party?

I hope that when local authorities take the necessary decisions to balance the books they will not take easy decisions and close libraries without exploring all the alternatives. My hon. Friend will know that there is a provision in the legislation whereby the Secretary of State has a role in the closing of libraries, so he might like to keep that at the back of his mind.

On Monday, the Government published the long-awaited report on the process of compensation for Equitable Life policyholders, thereby honouring another part of our pledge properly to compensate those people who were so scandalously treated by Labour. However, that weighty tome has given rise to several concerns among MPs in all parts of the House, and I wonder whether there will be an opportunity for a statement or a debate in the House so that the Minister can respond on the record to those concerns for the benefit of the wider public.

I understand the concern of policyholders to which my hon. Friend refers. I cannot find time for a debate, but it strikes me that he could raise the issue at the next round of Treasury questions or put in for a debate in Westminster Hall, where there have been several debates on Equitable Life. My hon. Friend raises the very important question of how we balance, on the one hand, an individual’s right to privacy, and on the other hand, freedom of expression and transparency. The Master of the Rolls is currently conducting an inquiry into this very subject, particularly the use of super-injunctions and other issues relating to injunctions that bind the press. The Government will await the report from the Master of the Rolls’ committee before deciding what the next step should be. It may then be appropriate for the House to debate this important issue.

The Leader of the House will be aware that the issue that I am about to mention was raised at Transport questions but not really clarified. May we have a statement from the appropriate Minister on actions that the Government will take to minimise the disruption in London caused by the RMT tube strikes? Can we then have further measures from the Government at least to raise the bar to prevent small minorities from causing strikes, and if possible to outlaw them, in emergency services?

I understand the anxiety that my hon. Friend expresses about the disruption to London and the loss of money to London as a result of the strikes called by the RMT, and I very much hope that they can be resolved through the usual channels—through ACAS. The Government are not seeking to pick a fight with the trade unions; we have no plans to introduce fresh legislation on employment laws, but we do keep the matter under review, and I very much hope that trade unions will not resort to strike action until every other opportunity has been examined. In this particular case, I am not convinced that they have done that.

Last Sunday, we heard the very sad news that Sathya Sai Baba had died in India. Sai Baba was a unique Hindu ascetic who was renowned among millions of followers worldwide and hundreds of thousands within the UK. There has been no Government statement issuing an expression of sympathy to the hundreds of thousands of followers in this country who are praying for his soul and for his return. Will my right hon. Friend prevail on the appropriate Government Minister to issue a suitable message of sympathy?

Last year, we had the second highest recorded level of anti-Semitic incidents, and there is a strong feeling in the Jewish community that anti-Semitism is on the rise. Clearly, we as MPs have a right and a duty to set an example, but Cabinet Ministers have an even greater responsibility. Can the Leader of the House remind his right hon. Friends that it is unacceptable to accuse other colleagues of being Nazis or using Goebbels-type tactics in the media?

Seven schools in Harrow are currently consulting on becoming academies. They are doing so in the teeth of a campaign of misinformation by Labour-run Harrow council and outright hostility from the teaching unions. May we have an urgent statement from the Secretary of State for Education on what he is going to do to stop councils giving misinformation to schools that are trying to break free of the dead hand of the local education authority?

I welcome that initiative in my hon. Friend’s constituency, which shows that parents want to use the freedoms given to them under this Government’s legislation. I will draw his concern to the attention of my right hon. Friend the Secretary of State for Education, so we can see whether further steps need to be taken to make sure that those who want to establish free schools or academies are not intimidated as a result of misinformation.

This week I learned that Ashiana, a charitable voluntary organisation in my constituency, is having its grant completely withdrawn. Harrow Carers’ grant is also being slashed by 30%, and every other voluntary organisation is being decimated by the Labour-run council. My right hon. Friend the Secretary of State for Communities and Local Government has gone on record suggesting that he will take reserve powers to force councils to release money to voluntary organisations. May we have an urgent statement on what powers he is taking to protect such voluntary organisations from Labour-run councils?

I understand the concerns of voluntary organisations in my hon. Friend’s constituency about the decisions taken. At Monday’s questions, my right hon. Friend the Secretary of State for Communities and Local government outlined a number of local authorities that had coped with the settlement without reducing grants to voluntary organisations. Indeed, I think he mentioned one that had increased its grants to voluntary organisations, so it can be done. I will raise with him the reserved powers to which my hon. Friend refers, and find out in what circumstances he might be invited to use them.

I understand that the hon. Gentleman is referring to the body that gives advice to ex-Ministers as to whether it is appropriate for them to take on employment. It is important that that job is done. I have no particular view on why it cannot be done appropriately by five lords or two knights; the important thing is to have the right people to do the job. It may be that the right people to do that job have the adornments to their names that the hon. Gentleman has just mentioned.

As a coalition Government, we are committed to making sure that money is spent in the national health service on the front line. Two weeks ago I mentioned two trusts that were consulting about merging; I now understand that that will take three years and cost £1.5 million. Now I highlight what is going on with the Care Quality Commission and dentists throughout the country, who are required to print and display 75 individual policies in their surgeries, totally unnecessarily.

Dentists in my own constituency are complaining about the approach of the Care Quality Commission. If my hon. Friend would like to approach the Backbench Business Committee, it might feel it appropriate to arrange a debate. I shall raise the issue of the mergers of NHS trusts in my hon. I understand my hon. Friend’s concern. We are committed to a massive expansion in renewable energy and supporting renewable heat is an integral part of that. We expect to be in a position to announce shortly the details of the scheme, including renewable heat incentive tariffs and technologies supported, and for it to be open for business later in the year.

Two NHS trusts in my constituency are considering merging. Their letter notifying me of their actions so far reads like a script from “Yes, Prime Minister”. The “options appraisal” leads on to “a Strategic Outline Case” to be followed by the “Outline Business Case”, which will become “the Full Business Case”, which then may or may not lead to a consultation with the public. All that will entail enormous amounts of bureaucracy and consultants, which will take money that should be spent on patient care. Can my right hon. Friend facilitate a statement on doing away with this bureaucratic nonsense and getting the money spent on the front line?

My hon. Friend will know that there is a Health Bill before the House at the moment. It is the intention of the coalition Government to do away with the bureaucracy that he mentions and put the resources into front-line care. He gives a graphic exposition of where economies can be found.

Like the right hon. Gentleman, I understand that it was a private meeting. I cannot guarantee a statement, but on 14 December there will be an opportunity to ask questions to Ministers from the Foreign and Commonwealth Office.

Will my right hon. Friend make time available for a statement or debate on the decision of the Legal Services Commission to withdraw legal aid from the foetal anticonvulsant syndrome group, a group of parents who have campaigned for the past 10 years for justice for their children, who have disabilities caused by drugs taken by the mothers during pregnancy? Some £4 million of legal aid had been agreed with the Legal Services Commission, but on the eve of the trial it withdrew the funding. The litigants now have until 20 December to get it reinstated. I think that that decision should be reviewed in this House.
