I cannot tell the noble Lord what inflation figure was used, but I think that 9% is a very reasonable figure in the economic situation that we are in at the moment, due to many things, such as Covid and the Ukrainian war.

I am afraid I cannot tell the noble Baroness; I have a list here, but I could not say how many have not had any funding. What I can say is that the officials dealing with this funding will discuss process issues in particular with local authorities before they put in bids.

My Lords, the Government claim that the bidding process is fair. Can the Minister explain to the House why Knowsley, one of the most deprived boroughs in the country, received nothing, yet the Prime Minister’s area received £20 million for a park scheme?

My Lords, no, I cannot, except to say that one bid must have been better than another. I understand that unsuccessful applicants will be disappointed, but I am pleased to say that we have confirmed that there will be a third round of the fund. Further details will be set out in due course.

Building Safety Defects

My Lords, it is very clear that we must differentiate the need to protect leaseholders from finding the funds to pay for these buildings. That is why my right honourable friend in the other place has sought to raise, voluntarily in the first instance, some £4 billion for medium-rise cladding. But we need to look at how we protect the leaseholder and get the polluter to pay. For the detail, as I say, noble Lords will have to wait until Valentine’s Day.

My Lords, have the Government learned their lesson about being so dependent on the industry when they are making building regulations? Is there not a need now to increase the public ability to set these regulations and not depend on the industry itself?

My Lords, that is a very good point, in the sense that we need to have a proper relationship with industry. We need to recognise that, in order to build homes—frankly, we do need great developers and good construction companies to do that—but we need to ensure that the regulatory system works. One of the reasons for Grenfell was the total failure in the regulatory system, from Whitehall right through to local authorities. Again, that is why we need the Building Safety Bill.

Of course I am not saying that. I am saying that there is a methodology and approach and that they are transparent. We have funded those bids according to that methodology. There is nothing controversial about that; there is nothing to see here.

My Lords, the present powers in all the regions are different; in fact, they are a dog’s dinner. When will all the regions be given the same powers, given that they all want more powers?

This is exactly what we are doing. We are looking to level up across the whole of England. Some 37% of people now live within a mayorship. In the White Paper that is due to come out before long, we are looking at levelling up all other areas of England and devolving powers. It is about what they want, not what we want. It is giving them the opportunity to decide for themselves what they want.
