Commons ChamberWe are working with the international coalition. We will be meeting as coalition Defence Ministers in a few weeks’ time in Brussels to ensure that there is no emergence of Daesh in Libya or in other countries. So far as Libya itself is concerned, we are supporting the United Nations plan under the special representative of the Secretary-General, Ghassan Salamé.
When the then Prime Minister asked this House to approve airstrikes in November 2015, he described Raqqa as
“the head of the snake”—[Official Report, 26 November 2015; Vol. 602, c. 1531.]
Now that the snake has apparently been beheaded, how long would the Secretary of State envisage the RAF staying in the region? And why on earth, after three opportunities, have the Government not made a statement to the House about this major development?
There are regular reports to the House by myself, the Foreign Secretary and the International Development Secretary in a cycle of reporting and updating on the campaign in Iraq and Syria. I briefed Members of Parliament—I think the hon. Gentleman was present—at the Ministry last week.
The campaign is now changing, following the liberation of Raqqa and Mosul. British forces will be training further forward and are providing appropriate force protection for our personnel in and around coalition bases. I have today authorised the deployment of additional medical personnel to al-Asad air base, and extended the deployment of British engineers there for a further six months.
This question is a start, but there may be a statement, by one means or another, in this Chamber before very long.

Commons ChamberWe will indeed be able to set our own procurement rules, free of some of the constraints that have resulted from our membership of the European Union. It is true that we need to improve the way we have procured our naval vessels in the past, and to start sending new-build ships out across the world again. Many other navies in the world are looking for lighter frigates, offshore patrol vessels and new vessels of all kinds as the global picture darkens and they need to do more to protect their maritime interests. There is a huge opportunity, and we shall see now whether the English yards, alongside the yards on the Clyde, are ready to rise to the challenge.
May I question the Secretary of State on recommendation 9 in Sir John Parker’s report, for the freezing of the design specification? Does it mean that a repeat of, say, the change in the design specification of the Astute class submarines in build to introduce special forces capability would be bindingly ruled out in future? Would it also rule out a repeat of the fiasco over cats and traps that took place when the coalition Government changed their mind not once but twice, and added to the cost of the carriers?
I think that my right hon. Friend the Member for New Forest East (Dr Lewis), the Chairman of the Select Committee, was on better ground when he drew attention to the problems we had in the past when the design was constantly tinkered with, and indeed added to, and the ships that were planned became heavier and heavier and more expensive and late. There have been significant delays in the Astute class programme. I do not ascribe blame to those who work on the programme, but under previous Governments of both complexions there has always been a tendency for the military to add the very latest equipment, and we need to get away from that. We need to produce a frigate that has a basic design, but is sufficiently adaptable for foreign navies to be able to add to it and adapt it for their own particular purposes.

Commons ChamberI congratulate my hon. Friend on his election to the chairmanship of the Education Committee. I am sure that my colleagues look forward to working with him.
We work very closely with the Kurdish authorities—I meet the Prime Minister and president there regularly—and we want to see the economy and stability of the region improve. It is, of course, part of Iraq overall, and the future of Iraq, ultimately, is for the Iraqi people to determine.
The fact that, apparently, there is currently no evidence that a single civilian casualty has resulted from an RAF strike during this campaign is extraordinary and commendable. Further to the question from my right hon. Friend the Member for Leeds Central (Hilary Benn), may I ask what influence the UK armed forces can have on some of our coalition partners, in whose cases the rules of engagement have clearly been different and the civilian death toll has been higher?

Commons ChamberExactly. The new President has called for NATO members to fulfil the commitments we agreed—the UK and the United States agreed—back at the Wales summit in 2014. A number of other NATO members still have a long way to go to meet the 2% target. We also agree with the new President that we need to continue to modernise NATO to make it effective as a response and as a deterrent.
What is the Defence Secretary’s attitude to the prospect of the US conducting joint operations with Russia in Syria, an idea floated by the President?
The United States and Russia already have an understanding on operations in Syria that they will de-conflict their air operations. Our own aircraft, where they are in similar areas, are covered by that understanding. We see no plans from the American Government, inside the coalition, to co-operate more fully with Russia.

I am grateful to my hon. Friend. That indeed was the proposition put before the new Parliament last July and endorsed by 472 Members of this House against a vote of only 117—the latter number included, of course, the Leader of the Opposition.
Have the Government instigated a leak inquiry to find out the source for The Sunday Times? If not, do they intend to do so?
As I said to the House earlier, I am not confirming the speculation in the weekend press, and I caution Members against believing everything they have read in the weekend press.

Commons ChamberDecisions on closing some of the bases and airfields that we no longer need have been taken on the basis of military capability and on the advice of service chiefs. I am sure that the whole House will join my hon. Friend, and indeed the hon. Member for Houghton and Sunderland South (Bridget Phillipson), in paying tribute to the work of the RAF—both the sustained tempo of its operations, which is probably at its highest for more than 25 years, and the enormous job it is doing to keep our country safe.
May I press the Defence Secretary on the level of defeatism in his statement that it is nearly impossible to envisage successful airdrops if Russia does not allow them? For all its belligerence, Russia does not want to trigger a conflict with the UK and our NATO allies. The longer that that cowardice, in essence, goes on in the face of Russia’s posturing, the more Russia will push and the harder it will be for any resolution to come to the dreadful tragedy happening in Syria.
We continue to consider all possibilities for getting either food or medicine into Aleppo, or indeed some of the other besieged areas, but it is not simply a question of Russian permission; we would also have to make sure that any drops were feasible, considering the vulnerability of aircraft to ground-to-air defence systems.

(Urgent Question): To ask the Secretary of State for Defence if he will make a statement on the liberation of Mosul and progress in counter-Daesh operations in Iraq and Syria.
In the early hours of Monday morning, Prime Minister al-Abadi announced the start of the Iraqi-led operation to liberate Mosul. Iraqi forces are converging on the city from the east and south in the biggest offensive of the counter-Daesh campaign, designed to break Daesh’s grip on the largest city still within its grasp.
Iraqi forces have been preparing for the operation since the capture of Qayyarah in August. The aim is to drive out Daesh, but in a way that protects civilians. Thousands of Iraqi security personnel have passed though the coalition’s building partner capacity training programme, to which the UK makes a major contribution. Alongside other coalition aircraft, the RAF has been providing intelligence-gathering and intensive air support to Iraqi ground forces. More than half of the RAF’s recent strikes have been in and around Mosul. On the ground, British military instructors are, with coalition colleagues, helping to train, mentor and equip many of the forces engaged in the Mosul operation.
We recognise, as do the Iraqis, that this will be the greatest challenge that their security forces have yet encountered, and it will have significant humanitarian implications. The United Nations, in co-ordination with the Government of Iraq, is putting in place critical supplies of life-saving assistance, such as shelters, medical services and food, and the United Kingdom recently committed £40 million for the Mosul aid plan, bringing the total amount pledged by the UK to help Daesh’s victims in Iraq to almost £170 million since 2014. This will not be a quick operation, and we can expect Daesh to fight hard to keep Mosul. When I visited Baghdad and Erbil three weeks ago, senior Iraqi and coalition commanders outlined their plans for Mosul. Their confidence is high, and it is clear that Daesh is now failing. This year, it has suffered a series of crushing defeats: Ramadi was liberated in February, as was Hit in April and Falluja—the first city to be seized by Daesh—in June. Overall, the Daesh extremists now hold only 10% of Iraqi territory.
Ridding Iraq of Daesh was never going to be quick or easy, but as we enter the third year of the campaign, real progress is being made. Defeating Daesh in the long term will help make the streets of Britain and Europe safer. I am sure the whole House will want to join me in paying tribute to the vital role of our armed forces in defeating this evil.
I thank the Secretary of State for that answer and, on behalf of the whole House, I pay tribute to the UK forces and all those involved in this incredibly dangerous operation. All of us who live free from oppression and go to bed each night in relative safety owe a debt of gratitude for what is being done to counter Daesh, as that evil force would destroy all our ways of life, no matter where we are.
I thank the Secretary of State for the detail he gave on current UK involvement, but can he say more about how he thinks it may evolve as the operation goes forward and as the question becomes one not of liberation but of maintaining security in Mosul and elsewhere? What is the UK doing to press our coalition partners to ensure that the protection of civilians is given the utmost priority? Everyone will know that he does not go into the details of operations and targeting, but it is well known that the UK has a more rigid procedure than applies in other areas and so what can he say about that?
What the Secretary of State said about Daesh being beaten back is so important, as we know. Daesh set itself up in Mosul as a caliphate that was to precede, in direct time, the “end of days”, which would secure Daesh’s particular perversion of Islamic law across the whole world. What can coalition partners do to get the message out to those who might otherwise be attracted into this madness that it is failing on its own terms and should not in any way be supported?
Finally, in Foreign Office questions, which helpfully preceded this urgent question, mention was made of reconstructing Mosul and Iraq. How will we show that we have learnt the lessons of previous failures over the past decade in Iraq, where we left a vacuum which the extremists were able to fill, both geographically and in the minds of Iraqi people?
I am particularly grateful to the hon. Gentleman for reminding us of the overall purpose of this campaign, which is not simply to help defend the new democracy of Iraq, but to eradicate a threat to us all and to our way of life. He asked me a number of questions. The UK will continue to assist this campaign; the RAF will be closely involved in air support of ground operations. We have already been targeting key terrorist positions, and command and control buildings in and around Mosul. The specialist mentors who have been helping to train Iraqi forces will continue to provide that support, although away from the combat zones. The rules of engagement that I set at the beginning of this campaign two years ago are not changed by the operation in Mosul, although it will of course be more difficult to conduct this operation in a closely packed urban environment.
So far as the future is concerned, the hon. Gentleman is absolutely right that when Daesh is eventually driven out of Iraq, as I hope it will be, we will have to continue all our efforts to combat its ideology and look more deeply at what attracted people to join up in the first place. We will need to work with moderate Islam right across the world to ensure that that perversion does not increase. Above all, as he said at the end, we need to learn the lesson of this campaign, which is that we must ensure that the Sunni population of Iraq has sufficient security in future and that we do not have to be asked back to do this all over again.

Commons ChamberI am grateful to my hon. Friend for what he has said, not least because I think we were on opposite sides of the argument during the referendum. The most encouraging thing since the Wales summit—fully confirmed at Warsaw—is the number of European countries that have put plans in place to increase their spending. The general decline of defence spending in Europe has been halted and is being reversed. Allies such as the Czech Republic, France, Latvia, Lithuania, Poland, Romania, the Slovak Republic and Turkey are putting in place plans to get to the 2%, as we have done.
With your permission, Mr Speaker, it might be helpful for me to pass on to the House the news that the Unite trade union has just reaffirmed its strong commitment to the building programme for the submarine fleet, which is going on in Barrow and across the nation. I hope that that will help Labour Members as we seek to fulfil our manifesto pledge to carry on and complete the programme that we began in government.
I turn to the vote that will take place on Monday. What, in the Government’s view, would it do to the UK’s position in the nuclear alliance of NATO if we were suddenly to commit to unilateral disarmament by scrapping the programme to create a new fleet of Successor submarines?
On the hon. Gentleman’s first point, let me welcome the decision of Unite to support the renewal of the nuclear deterrent. It is, of course, important for security, and it is also important for the economy. More than 200 companies are already involved in the supply chain and are starting to deliver some of the long-lead items that the House, through its expenditure, has already authorised, and several thousand jobs are beginning to be committed to the renewal of the deterrent. It is important to bear those in mind during the debate on Monday.
On the hon. Gentleman’s bigger point, any decision by this House to resile or withdraw from the position of successive Governments—Labour and Conservative—that we are committed to the nuclear deterrent, and committed to placing that nuclear deterrent in support of the NATO alliance as a whole, would fundamentally undermine that alliance and have serious repercussions for our relationships with our key allies, especially the United States.

We devote considerable resources to assessing capabilities and new technologies that could threaten the operation of our deterrent, including potential threats from the development of cyber and unmanned underwater vehicles. I am happy to reassure my hon. Friend on precisely that point.
Whoever stands at the Opposition Dispatch Box or at the Government’s, there is a cast iron majority in the House to do the right thing by Trident’s successor and to reach outwards to defend our nation, rather than to turn inwards. Will the vote still happen before the summer recess?
I am grateful to the hon. Gentleman for what he has said. There is clearly a majority—[Interruption.] There are those who are opposed in principle, but there is clearly such a majority in this House. I believe that it is right that this House should vote on the principle of the renewal of the deterrent, and I very much hope that he will not have too much longer to wait.

The position is that in November we announced our commitment to replacing the existing four Vanguard submarines, and we would like that principle to be endorsed by a vote in this House. I would obviously like that vote to take place as soon as possible, respecting of course the periods of purdah that will exist this spring and summer.
Does the Secretary of State understand that, unlike some on the Opposition Benches, we will not allow any individual questions over cost—valid though they might be in and of themselves—to be used as an excuse to wriggle out of our commitment to the British people? Those who remain true to the spirit of Attlee will do the right thing for Britain.
I am very glad to hear that. I would certainly caution the Labour party against moving away from the moderate mainstream support for a deterrent that every previous Labour Government have expressed. Indeed, I note that the advisers of the hon. Member for Islington South and Finsbury (Emily Thornberry) told journalists that her review would be fudged, as the
“last thing we want…is another reason for those who oppose Jeremy to call for him to go”.
The hon. Lady seems to be the only person who thinks that defending our country means defending the Labour leader.

Commons ChamberFirst, let me strongly condemn the nuclear tests conducted by North Korea, which seriously threaten regional and international security. I can assure my right hon. Friend that this Government will not gamble with the long-term security of our citizens. We remain committed to maintaining an independent nuclear deterrent. The only thing a nuclear submarine without nuclear weapons is likely to deter is anybody who cares about our security from ever voting Labour again.
If the UK were to go down the route of decommissioning its warheads, in the so-called Japanese style, and then were to decide it needed to recommission them at some future point, is it the Government’s assessment that it could do so and remain compatible with the non-proliferation treaty?
First, let me make it clear that Japan does not have nuclear-powered submarines and does not have nuclear weapons, so talk of some Japanese option is entirely farcical. So far as the hon. Gentleman’s question is concerned, we have no intention of decommissioning.

Commons ChamberThe Government welcome the opportunity to discuss our nuclear deterrent, so I thank the hon. Member for Argyll and Bute (Brendan O'Hara) for tabling the motion.
In his statement yesterday, the Prime Minister set out the growing scale, diversity and complexity of the threats we face, and to tackle them we must have an array of weapons, up to and including the nuclear deterrent. It is worrying that, in a more dangerous world, the cross-party consensus we used to enjoy on our deterrent appears to be weakening. I remind Opposition Members that it was Labour Ministers—Attlee and Bevin—who in the 1940s argued for a nuclear deterrent with “a Union Jack” on the top of it, yet today the leader of the Labour party opposes his party’s official policy. He wants to scrap Trident and has said he is not prepared to use it.
Equally worrying is the non-attendance of the shadow Secretary of State, who has been admirably clear in opposing her leader while agreeing to lead a review of the policy. I can well understand her anger at the decision to appoint as co-chair of that review Mr Ken Livingstone, who wants not to review Trident but to abolish it. Indeed, he declared London to be a nuclear-free zone. This is like appointing an arsonist as the co-chief fire officer.
Our international allies look on with dismay at this shambles opposite, which can only be of comfort to adversaries. I appeal again to the tradition in the Labour party that proudly supports our independent nuclear deterrent to renew the consensus, to put aside party politics in the national interest, as the shadow Chancellor said on television on Sunday, and to join us in remaking the case for the deterrent.
I pledge that Labour MPs will help the Secretary of State get through the programme we started in government, but will he pledge to base the maingate decision on the operational contracting need of the programme, not on political considerations?
I am happy to give the hon. Gentleman that assurance, and I look forward to debating and to the House deciding on the principle of renewing the four submarines—not the Trident missile—next year.

Commons ChamberDefence capabilities will be determined in the strategic defence and security review, which is now under way, in the context of the threats we face at the moment and an assessment of the threats we may face in future. Those choices will now be framed and made easier by the Chancellor’s welcome announcement that the defence budget will grow for the rest of this decade by 0.5% ahead of inflation.
I trust that the Secretary of State was impressed by the extraordinary engineering he saw in Barrow shipyard last week. Will the delay in Artful’s exit have any impact on Successor? Will he join the shadow Secretary of State here on 21 October for our wonderful submarine manufacturing enterprise day, to which all Members of the House of Commons and the House of Lords are invited?
I think I attended that event last year, and I look forward to attending it this year if I am invited. I was extremely impressed by my visit to Barrow to see HMS Artful, the latest of our super submarines, as she prepares to sail. She will join Astute and Ambush to help to keep the sea lanes open and contribute where necessary to the fight against terrorism. I hope the whole House will wish her well. We expect her to sail in the next few weeks.

Commons ChamberI recognise my right hon. Friend’s view, which he has honourably held for a long time and advocated very eloquently in the debate two years ago. However, I am afraid that the people we are dealing with—ISIL—do not respect the rule of law, do not respect our system of prosecution, and do not respect international boundaries. Everything we are doing in Iraq is at the request of, and with the authority of, the legitimate Government of Iraq, and any action that we are supporting in Syria is in aid of our operations to assist the Government of Iraq.
In one sense, the Secretary of State’s desire to get consensus across the House is laudable, but many of us have been calling for these air strikes to go on across the border, which is not recognised by the extremists, since the action in Iraq began. He has a majority now. If he wants to do this, he should make the case, put it to a vote, and get his own side in order.
I am laying out some of the case today. However, the Prime Minister has made it clear that we will not return to the House for parliamentary authority to conduct air strikes in Syria unless there is a sufficient consensus behind it. It may be that opinion in this Parliament is rather different from opinion in the previous Parliament. A number of things have changed, not least the attacks that have multiplied and the spread of ISIS itself.

Commons ChamberYes, I can. The review will be based on the risk assessment that is now being updated from the 2010 assessment. That will take us through the work that is being done under the review, which is being undertaken at the same time as the spending review, so all these things come together in identifying the threats we face and the capabilities we need to address them.
Given the lack of success by the leader of the free world at the G7 in extracting the 2% commitment that he desired from the Prime Minister, I am realistic about my own chances, but will the Secretary of State at least accept that if the UK falls below 2%, it will do significant damage to our standing in NATO and our defence relationship with the United States?
It is nice to hear so many Opposition Members championing the cause of 2%. I did not hear that quite so loudly during the general election; perhaps I was listening to the wrong people, and perhaps the Opposition were due to explain exactly how they would finance it. Let us be clear what was agreed last September. In response to the threats from Russian aggression and the rise of ISIL—direct threats to us here in western Europe—the United States wants European members of NATO to shoulder a greater proportion of the burden.
HMS Bulwark and three Merlin helicopters are conducting search and rescue in the Mediterranean. To date, they have rescued 2,909 migrants from the sea. I hope the whole House will pay tribute to the professionalism and bravery of those involved in this extraordinarily large rescue mission. As well as rescuing those at sea, we now need to address this problem further back by tackling the trafficking gangs who are making money out of this misery, and discouraging people from leaving their countries to make this long and very dangerous journey.
May I tell the Secretary of State how much I enjoyed our exchange of letters during the election campaign—less so the 20,000 letters he sent to my constituents? Now that he has finished unsettling the carefully constructed supply chain, will he give a statement on the timetable for maingate? Is there a prospect of bringing it forward?
I congratulate the hon. Gentleman on surviving the election campaign. It is good to see him back in his place; indeed, it is good to hear him championing the renewal of the nuclear deterrent. I hope he will continue to do so throughout this Parliament. We expect the maingate decision to be taken in this Parliament—next year, I hope.

We already provide advice and support on how to tackle corruption inside the Ukrainian Government. We have done so over the past few months and, indeed, I think even before then. As for mission creep, may I make it absolutely clear that we are not deploying combat troops to Ukraine, and we will not do so? We are providing non-lethal assistance that has been requested by the Ukrainian Government to enhance the capability of their armed forces and to attempt to reduce the number of fatalities and casualties that they have suffered.
Of course everyone wants a diplomatic solution to the crisis, but are the Government not at risk of showing naivety in the face of a calculating thug in President Putin? Every time that the right hon. Gentleman stands at the Dispatch Box and rules out a military solution from the UK and its allies he makes such a military catastrophe more likely by emboldening Putin.
I do not accept that. We have to make it clear to Russia that it has to cease its aggression and its encouragement of the separatists in eastern Ukraine. The best way to do that, as we are already doing, is through sanctions and political pressure on Russia. Equally, it would not be right to refuse the call that we have received from Kiev—from the Ukrainian Government—to help with some of the basic training, support and equipment that they need.

Commons ChamberYazidi Christians, particularly women, have suffered more than most at the hands of ISIL. They are not alone. ISIL is a terrorist organisation that brutally beheads and crucifies people, slaughters children, sells women as slaves and has systematically used rape as a weapon. We flew supplies and surveillance missions last year to help Yazidi refugees on Sinjar mountain. Since beginning air strikes last September, we have, with other coalition partners, hit ISIL positions that have threatened Yazidi refugees and have assisted the Kurdish peshmerga in pushing back and reclaiming territory from ISIL, which, in turn, helps the Yazidi population.
Does the Secretary of State think that it is acceptable that none of the service chiefs who gave evidence to the Defence Committee as part of its recent inquiry was willing or able to articulate the UK’s objective or strategic plan in Iraq? What exactly is our plan?
Our plan in Iraq is very simple: first, to disrupt threats to the UK mainland and to our interests overseas; secondly, as part of an international coalition, to defeat ISIL, including discrediting its violent ideology; and, thirdly, to mitigate the impact of ISIL and other violent extremist groups on the stability of the whole region.
Can the Secretary of State say more about the circumstances in which the deserted soldier in Syria was found? What steps can he take to prevent a recurrence of that situation? Does he understand the frustration that must be felt by many in our armed forces who want to do more to fight ISIL, but who see the Government not doing enough?
We are, as I said, making a major contribution to the fight against ISIL, with nearly 600 service personnel involved, not just in Cyprus but in Irbil, Baghdad and elsewhere in the Gulf. We are fully involved in this struggle. I would prefer not to comment on the soldier who has been located and is being returned safely to his unit until he has been fully debriefed.

Commons ChamberIndeed, we should certainly be concerned about the lack of progress in the talks that have been dragging on for months now, and we should be particularly concerned about the military dimension to Iran’s nuclear programme.
Let me deal now with the position of the official Opposition. On 14 November, the shadow Defence Secretary and the shadow Foreign Secretary wrote to the Prime Minister declaring that Britain should maintain
“a minimum credible independent, nuclear deterrent, delivered through a Continuous At-Sea Deterrent”.
However, on 5 January this year, the Leader of the Opposition told Andrew Marr that
“we have got to have the least-cost deterrent that we can have, and that’s my philosophy.”
How, then, can we explain this apparent shift away from the continuous at-sea deterrent? Perhaps it has something to do with the comments of the leader of the SNP who, in talking about coalition, said that Labour would
“have to think again about putting a new generation of Trident nuclear weapons on the River Clyde.”
The public and those whose jobs depend on this programme have a right to know whether the Labour party would be prepared to trade our security if that were the price of power, and I offer the hon. Member for Gedling (Vernon Coaker) the opportunity to make that clear.
I think that the Defence Secretary used wise words when, at the beginning of his speech, he said that we should not use this issue to play short-term politics. Let me gently warn him. We—he and I, and his party and mine—have worked constructively on this issue during difficult times in recent years. I hope that when the shadow Defence Secretary speaks, the right hon. Gentleman will take it from him—if he will not take it from me—that we remain absolutely committed to the statement that he read out. We remain absolutely committed to an independent minimum credible strategic deterrent delivered by means of the submarine programme that we started in government and will finish. A least-cost deterrent is, to our mind, exactly the same as a minimum deterrent. If the Defence Secretary wants to spend more than least costs, he should say so now.
What I am seeking, and what I have still not heard, is a recommitment to a continuous at-sea deterrent, but those words seem to have slipped out of Labour’s position. I hope that, when we hear from the hon. Member for Gedling—

Commons ChamberAbsolutely. Successive Governments have maintained that commitment to a continuous-at-sea deterrent and this Government are also determined to do so.
I am puzzled by the attempts of the Minister for the Armed Forces to goad the Opposition on the issue of the nuclear deterrent. Let us be clear: we are committed to a minimum strategic nuclear deterrent delivered by submarines that are continuously at sea. We continue to support the programme that we started in Government, which his Government have delayed. In what way is that different from his policy?
What is different is that the Leader of the Opposition, who was challenged on this just a week ago, spoke only about the need for the least-cost deterrent, without repeating—[Interruption.]

Commons ChamberI am grateful to my right hon. Friend for his earlier comment, and I will certainly take forward his suggestion that that aspect should be investigated too.
Will the Secretary of State expand on the answer that he just gave to my hon. Friend the Member for Barnsley Central (Dan Jarvis)? What assurances can he give to the public that not only will the recommendations result in the protection and humane treatment of detainees, but that our armed forces will get protection when they need to be able to operate effectively in very difficult circumstances where lives are at risk?
On the first point, Sir Thayne Forbes himself has accepted that some of the procedures involved have already been improved. Corrections have been made and the procedures are now operating far better than in the very early years 10 years ago, but the hon. Gentleman makes an important point. There is a balance to be struck between the obligations that we ask our soldiers to accept when they are involved in very dangerous tasks, particularly on the battlefield. That is why I am concerned about the encroachment of other kinds of law on what is already a satisfactory basis of law—the law of armed conflict and our own domestic law.

No decision has been taken about which units are likely to be involved or which locations they are likely to be sent to; this is simply something we are considering at the request of the Iraqi Government. As my right hon. Friend says, however, this is expertise that we have in this country, and there are lessons learned from the Afghan campaign that we think we could usefully contribute to assist the Iraqi military.
I want to be clear about something the Defence Secretary just said. The House has only given permission for us to go up to the Iraqi border because it has never been asked to go beyond that. If he wants to do that, the Prime Minister should have the courage of his apparent conviction and ask the question. Will the Defence Secretary be specific about the request from the Iraqi Government? Have they made a specific request for the kind of increased ground force deployment he outlined to The Sunday Telegraph this week?
I did not outline any ground force deployment; I made it clear that we were not considering the deployment of combat forces to Iraq. I discussed the effort we might make in support of the Iraqi military with Iraqi commanders and the new Iraqi Defence Minister, Minister Obeidi, when I was last in Baghdad, and I discussed the same matter in Irbil. This is expertise that the Iraqi and Kurdish forces would certainly welcome.

Commons ChamberI made it clear earlier that we have withdrawn our combat troops from Afghanistan and that we are not going to revisit that particular decision. I have outlined to the House the nature of our enduring mission there, which will help the Afghan military in the challenge that it faces. My hon. Friend is right to draw some comparison with Iraq. In many senses, Afghanistan is better placed, in that we have left as our legacy an Afghan security force that is genuinely representative of all parts of the country. That was not the case with the army that was bequeathed under Maliki in Iraq. Afghanistan therefore has a better chance of dealing with the insurgency in the name of the whole of the country, and of not being subject to the political and tribal difficulties that the Iraqi national army has experienced.
The British armed forces have spent more than a decade fighting the Taliban, yet it seems that the Taliban are now part of the reconciliation negotiations. What does the Secretary of State see as the future role of the Taliban in Afghanistan?
I have discussed with President Ghani his approach to this. There are moderate elements in the Taliban, and it is important for the new Government to reach out to them whenever possible. That is the ambition of President Ghani who—rather differently from his predecessor—is open to that and to building more effective international alliances with his neighbours, including Pakistan, India and China. It is in everyone’s interest that Afghanistan has a stable future.

Commons ChamberYes, the United Kingdom seeks to avoid civilian casualties. All air strikes are conducted under UK rules of engagement, which I have agreed for this campaign in accordance with the law. Close observation, careful selection and approval of targets before a strike, and the use of precision weapons, such as Brimstone and Paveway, minimise collateral damage and the potential for civilian casualties, in stark contrast with ISIL’s complete disregard for human life.
The moderate Syrian opposition continues to fight a two-fronted battle against a brutal dictator on one side and the ISIL extremists on the other. Are the Government actively reassessing their refusal to support these boots on the ground with the weapons that they need?
The decision to authorise military action in Syria is a matter for this House, and we have made it clear that we would return to Parliament for that authority if we wanted to proceed there. We are already considering the assistance that we might be able to give to help to train moderate Syrian forces and Syrian communities in self-defence, and we are looking now with our allies in the region as to how and where that training could be provided.
I am delighted to confirm our decision to deploy the second carrier within the Royal Navy. It will ensure that we have one carrier available 100% of the time, either at sea or at very high readiness. The carriers will give us unprecedented flexibility over the next 50 years to deploy our power globally to assist in joint strike fighter operations, peacekeeping, conflict prevention missions and the provision of aid and assistance in times of humanitarian crisis.
What will the Government do to help unblock the long-stalled deal with the Indian Government for the innovative Barrow-designed and built M777, and when will the Army start using that superb piece of kit?
