Commons ChamberWhat is key, as I saw when I was with the hon. Gentleman, is planning, among other issues, which needs to be speeded up to facilitate inward investment and private sector investment, such as in the new supermarket in his constituency. Northern Ireland had automatic assisted area status, but that is not going to continue, and people in Northern Ireland mainly agree that other areas in the UK are now worse off than Northern Ireland.
I inform the Minister that that is not agreed in Northern Ireland; all political parties there unanimously want Northern Ireland to retain 100% regional aid status because of the special circumstances and the poverty, under-employment, under-achievement and poor prosperity. Can the Minister assure us that he will persuade his colleagues at the Department for Business, Innovation and Skills to support that programme?
I do not think that I said that regional aid was not important; I merely said that, as part of rebalancing the economy and encouraging inward investment, we need to make sure that the 2014 map covers the areas of Northern Ireland that do need assistance. We no longer believe that it is justifiable, however, for Northern Ireland as a whole to have 100% automatic coverage.

Commons ChamberDoes the Secretary of State agree with me, and with many members of the business community in Northern Ireland, that air passenger duty charges are inhibiting business access and activity, and making it even more difficult to achieve growth and business development?
I think that this is an opportunity for the Chancellor to be given some credit for responding to what the Executive wanted and having air passenger duty devolved, which is good news for Northern Ireland. We want more flights into and out of Belfast, and we are on the right road towards achieving that. We have also saved the flights to Heathrow, which is good news for the businesses in the hon. Gentleman’s constituency.

Commons ChamberOf course I welcome that investment. The hon. Gentleman is a doughty champion of business in his constituency, and I look forward to spending a day with him shortly. He will be aware of the growth fund, which will help small and medium-sized enterprises with strong potential for growth, particularly in the international markets. We believe these moves by the devolved Administration are the right ones.
Has any progress been made on the devolution of corporation tax responsibility? When can we expect something to happen on that front?

Commons ChamberThank you for that, Mr Speaker. It is equally unfair on me, as I try to hear the hon. Lady’s question. She mentions the Titanic. As they say in Belfast, “She was fine when she left here”—the Titanic, that is, not the hon. Lady, who is of course fine wherever she goes. I do not feel that I need to discuss the Titanic with the Secretary of State for Culture, Olympics, Media and Sport, because I think that everyone knows that it was built in Belfast and that we are going to celebrate that fact. When people come to Northern Ireland, they should certainly go to the Titanic quarter.

Commons ChamberI do not think that I showed complacency in my earlier answer. We are fully aware of the effect of the recession on the construction industry not only in Northern Ireland but in the whole of the United Kingdom. It has had a real effect in many of the border areas where people used to go down to the building sites of Dublin and earn their money that way. That is a serious issue for all kinds of reasons. The fact that we came to the aid of the Republic of Ireland has allowed us to have far greater involvement in its investment decisions affecting Northern Ireland, not least those of the banks, as well as in other issues of mutual interest.
Does the Minister agree that air passenger duty is helping to strangle economic recovery in Northern Ireland? Does he have any plans to persuade the Treasury to make changes to it?
As the hon. Gentleman knows, there has been a consultation process on air passenger duty, which is continuing, and we have discussed the issue with the Finance Minister at Stormont. These are issues that we take very seriously, not least in respect of what I describe as the economic umbilical cord—the link to New York by Continental airlines. We are keen to see that continue. A number of companies, including the New York stock exchange, came to invest in Northern Ireland because of that air route. As I say, we are taking this extremely seriously and we are batting for Northern Ireland.

Commons ChamberThat is a good question. My hon. Friend the Financial Secretary to the Treasury has said that discussions continue with the Government in Dublin about NAMA and the way forward, so they are clearly in regular discussions. Again, no doubt my hon. Friend will inform the House about that in the debate this afternoon, and discuss it with those who wish to take part in that debate.
7. What discussions he has had with the Secretary of State for Transport and the Northern Ireland Executive on the development of an air transport strategy for Northern Ireland.
The Government fully recognise the importance to Northern Ireland of a suitable framework for air travel, particularly for the economy and export trade. My right hon. Friend the Secretary of State and I will continue to engage with colleagues in Government and the Northern Ireland Executive as the new aviation policy framework is developed in the new year.
I thank the Minister for his answer, and endorse the point he makes about an air transport strategy and framework being essential to our economic recovery, particularly in respect of tourism. [Interruption.] Can he assure me, however, that he will do all in his power to work with those responsible—both the Secretary of State for Transport and the Department for Regional Development in Northern Ireland—to ensure that we get a functioning strategy that provides air links to Europe, Canada and the United States? [Interruption.]
Order. I wish to hear the Minister’s reply, and I am sure the House wants to hear it as well.

Commons ChamberYes, we certainly continue to study that. It is worth pointing out that despite the economic slowdown experienced in recent years the Republic of Ireland continues to attract major foreign direct investment. Indeed, the Republic of Ireland’s stock of direct inward investment is five times greater than the OECD average. According to one leading accountancy firm, there have been well over 50 investment projects this year alone. It is significant, we believe, when spending is being cut and many taxes are going up, that the one set of taxes that are not being touched in the Republic is the low rates of corporation taxes.
I thank the Minister for his answer. Does he accept and agree with me that cross-border co-operation is vital for economic recovery in border areas of Northern Ireland? Does he agree that because of the banking crisis there are major cross-border interests that we need to deal with at a British-Irish level?
I most certainly do, bearing in mind that a lot of these decisions are up to the Assembly and the Executive. The hon. Gentleman will no doubt welcome, along with us, the forthcoming investment conference in Washington under the patronage of Secretary of State Clinton, as well as the advance trip to Northern Ireland by her husband, former President Clinton, at which representatives from Northern Ireland and the Republic of Ireland will be present hoping to attract inward investment, which will benefit the very cross-border communities to whom the hon. Gentleman has alluded.

Commons ChamberThe hon. Gentleman will be glad about our announcement this morning on automatic number plate recognition. That will be a useful tool for the Police Service of Northern Ireland. He mentioned pipe bombs; we condemn all those attacks. They are indiscriminate, and they target innocent people. When we talk about policing in Northern Ireland, it is worth remembering that operational decisions are matters for the Chief Constable, in whom we have great faith and with whom we have regular meetings, and of course the Department of Justice and David Ford. It is perhaps worth remembering that in Northern Ireland, there is still an average of 4.36 police officers per 1,000 of the population. That compares with 2.87 per 1,000 of the population in England and Wales. I am not saying that that is necessarily enough—it can never be enough—but there are police and resources, and we respond to demands from the PSNI.
What is the Minister’s assessment of the wider security threat in the context of Ulster Volunteer Force activity and the murder of Bobby Moffett?
I join most people in this House, I suspect, in condemning the gunning down of Bobby Moffett in the cold light of day in a completely unacceptable way, and I pay tribute to all those people who live in that part of the city and who attended his funeral. The hon. Gentleman would not expect me to make any judgment on the case, as it is obviously the subject of ongoing investigation by the PSNI, but it is not impossible that there will need to be a hard line taken later, in the autumn, when the IMC next reports.
