Lords ChamberI hear what the noble Lord says. I reiterate that we absolutely understand the important role that post offices play in their communities in rural areas. We are aware of the role that they play as community hubs, if nothing else. The Post Office’s proposals are not about changing the access criteria that the Government have set for the Post Office, so those criteria will continue. That will ensure a network of branches across the country, particularly in rural areas.
My Lords, the way that services are to be provided is changing, from banking services to remote GP diagnostics, so the Post Office and its invaluable network should change and adapt as well. Will the Government look at some innovative ways where we can, for instance, co-locate post offices in shops or pubs and do much more, rather than looking at them as some kind of rather outdated form of delivery, particularly for rural communities?
The noble Lord is right that we need to look at innovative ways where post offices can be co-located. A lot are already co-located in other retail shops. Those the ones that are more profitable, as far as I understand it, so that may well be the future, but there is probably more that we can do to expand that innovation, bearing in mind the community role that we see for them for the future and how important that will be. We have an open mind. The Green Paper that we are launching next year will allow all that debate to take place. We do not want to rush a solution. However, I reiterate that we see a positive role for the Post Office in the future, but let us make sure that we consider all the proposals, get them on the table and work with consumers and the unions, and then everyone can sign up to the proposals for the future.

Lords ChamberI am grateful to my noble friend for asking that question, although I am sorry not to see her sitting alongside me on the Front Bench. She is quite right; there is always more to do, and my noble friend Lord Offord announced recently a further package to encourage exports, not only from Northern Ireland but from the rest of the United Kingdom. We continue to work very hard in the Department for Business and Trade to ensure that our message is spread throughout the world. The Harrington review, which has been very favourably received by the Government and commented on in the Autumn Statement yesterday, goes further in talking about ensuring that we have the resources and the right technologies and systems to encourage further investment in the United Kingdom.
My Lords, Northern Ireland scores highly on any indices of a place to live and work and to invest, so I welcome the success of the summit. However, these summits are only so good if they are repeated. What plans does my noble friend have to repeat an investment summit in Northern Ireland? In the event that there is going to be one—and I hope it will become a regular event—what plans can he suggest to involve more people from this House, who might be able to contribute some expertise and ideas towards it?

Lords ChamberSome 45% of our trade in the world is with the EU. In fact, if you take Europe as now being 34 countries—if you take the likes of Norway, Switzerland, Israel et cetera—it is pushing 50% of our trade, whereas China is £100 billion, which is more like 10%. So we are very clear that our primary market is with Europe and the first deal we did on Brexit was a free trade agreement with Europe. So we have free trade with Europe, as we stand, and that will continue to be our dominant market. This is the bonus that we get from going to international markets that we could not get access to before. If we were inside the EU, we could not have signed this deal, just as we could not have signed a deal with India. When you have 28 people wanting 28 different things, it is difficult to negotiate, is it not? Here we have a deal with the CPTPP which we would not have access to otherwise and I think we should celebrate.
As to the number on GDP, we are talking about a £2 billion impact on trade, which is a big, big number. It will go all around the UK, not just to London and the south-east. I can give you a breakdown of the numbers in every region, if the noble Lord needs it. The fact is that it will be a dynamic deal. This is going to be the fastest-growing consumer sector in the world. It is going to have a big increase in GDP. As the Secretary of State said at the press conference, it is up to us now. It is up to the UK now to maximise the benefits of this deal and I am very convinced that we will get great trading opportunities out of it.
My Lords, the slightly negative terms introduced by some noble Lords on this is regrettable. Some of the countries within this grouping have very fast-growing economies and represent huge potential for British exporters, so I really do believe that we should welcome this move. We want to see many more trade deals of this sort. I think it is the largest trade deal since we have come out of the EU, but certainly there will be many British exporters up and down this country who would perhaps express warmer feelings towards this than some noble Lords have so far done today.
I thank the noble Lord for that. In fact, the Department for Business and Trade, being ahead of the game as always, is already thinking about how to get utilisation of this trade deal done, to get through to all the regions and nations of the United Kingdom, to make sure in particular that all of our SME community has access to this deal—for example, Malaysia is a country we have never had a trade deal with before, and we now have tariff-free trade with Malaysia. A particular focus of mine, as the export Minister, will be to increase the level of access to our SMEs, because these are real companies, employing real people in real places,

Lords ChamberWe work with all our partners to ensure that trade with the European Union is as seamless and friction-free as possible, and I know that we all congratulate the Prime Minister on the resolution of the situation in Northern Ireland. I believe personally and passionately from my conversations over the last few days alone—including at a breakfast I attended with the Spanish Business Council—that this will allow a substantial number of the market access barriers, the other areas of friction, to be removed. This was demonstrated when we saw the reintroduction of discussions on the Horizon programme almost immediately following the announcement of the Windsor Framework, so I am very confident that a practical solution can be reached, but these are short-term measures. The reality is that we need to build our own capacity in this country, invest in it and support it, and that is exactly what we are doing.
My Lords, is not the truth of the matter that unless we rapidly increase the back-up with electric vehicle charging in this country, there will be no electric cars going to the EU, or anywhere else for that matter, from this country? What confidence can my noble friend give to those who are considering switching to electric vehicles or already have them, because the infrastructure is lagging behind the demand, and if the Government seek to achieve their targets, they need to invest more within this country?
My noble friend is clearly hoping to upgrade his car from his 23 year-old Range Rover. We are very aware of the need, as we are as individuals in this House, to ensure that the infrastructure is there. It takes time, it is very costly, there has been government investment, but he is absolutely right that further focus is required, and I am very happy to write to him on the specifics, because it is important that everything fits together.
