Lords ChamberMy Lords, I will do my very best to ensure that that happens. Just for the benefit of the House, on 28 January two Russian bombers flew close to the south coast in congested civilian-controlled airspace, unauthorised and without communicating with UK air traffic control. The UK response was conducted in accordance with well-practised NATO procedures and the bombers were escorted from the UK’s airspace by Royal Air Force aircraft.
My Lords, the Minister has agreed with the NATO minimum target for defence expenditure of 2% of GDP, but his own party has yet to commit itself to that minimum level for the United Kingdom. Will he take this opportunity to correct the position now, and if he cannot do so, will he explain the inconsistency between that and what he has just said? Will he also explain how on earth we stand any chance of persuading our partners in NATO and Europe to do better, because they are doing even worse than us in this regard?
My Lords, we have met the 2% target for this entire Parliament. We are committed to spending 2% of GDP on defence until the end of the financial year 2015-16, following which decisions will be determined in the next comprehensive spending review.

Lords ChamberMy Lords, let me add very briefly my weight to the comments of my noble friend Lord Ramsbotham and my noble and gallant friend Lord Craig, with whom I agree. It may be worth the House reflecting, first, on the fact that the current Chief of the Defence Staff has given his view that his top concern in terms of personnel pressures actually lies with the Navy. Secondly, a few moments ago we were debating the consequences of Russia’s action in Ukraine and the importance of NATO preparedness in the face of that. NATO’s greatest weakness—and, indeed, our own—and Russia’s most likely avenue of attack, should anything go awry, is likely to be in cyberspace. Noble Lords might like to reflect on whether this country is investing enough in that area.
It is clear that this country was previously not investing enough in the defence of the realm and that, in the light of the current situation, it is not investing enough now. As my noble friend Lord Ramsbotham has said, if the Government—whoever forms the Government in 2015 and beyond—do not live up to the requirement to increase defence expenditure in real terms in that year and in each year beyond, our situation will only get worse.
My Lords, Part 3 of the Bill makes important changes that have been broadly welcomed by noble Lords. They will help revitalise our Reserve Forces and, along with the other measures in the White Paper, make them feel valued and valuable and, crucially, more usable.
The changes we are making to our Reserve Forces are part of what is known as Future Force 2020, which will provide military capability in a different way from the past to deliver the range and scale of military forces and skills required. The whole of the Armed Forces, not just the Army, is being transformed to meet the likely future demands on defence. There is often a narrow focus on numbers when concerning changes to the Armed Forces. I am therefore pleased that this amendment focuses more on capability.
The changes we are making to our Armed Forces are guided by the defence planning assumptions, the unclassified version of which is published in the SDSR. Detailed assessments of our force structure’s capabilities are undertaken against a range of scenarios, but they are not put into the public domain for very good reasons of national security. In capability terms, the unclassified defence planning assumptions outline that Future Force 2020 will still enable us to conduct an enduring stabilisation operation of up to 6,500 personnel, one non-enduring complex intervention of up to 2,000 personnel, and one non-enduring simple intervention of up to 1,000 personnel at the same time.
The Army will be structured around the reaction force and the adaptable force. The former are high readiness forces that will provide the Army’s conventional deterrence for defence and will be trained and equipped to undertake the full spectrum of intervention tasks. The latter will be geared more towards defence engagement and homeland resilience, but with the ability to conduct combat operations, particularly enduring stabilisation operations. So we have designed a flexible, adaptable and capable force structure that enables the Army to meet likely future threats.
Noble Lords will recognise that there has been considerable debate about Future Force 2020. To focus narrowly on the Army is, I believe, not helpful and misleading, as the noble and gallant Lord, Lord Craig, said. The other two services are vital to the UK’s defence capability. The Army cannot and does not operate in isolation, even in landlocked countries such as Afghanistan. If we are to consider the capability of our Armed Forces, we must do so in the round, collectively. The noble and gallant Lord, Lord Stirrup, made the point very well about the recent comments of the Chief of the Defence Staff and the Royal Navy. We expect the changes we are making under Future Force 2020 to take effect by 2020. We have acknowledged that between coming out of Afghanistan and fully implementing the Future Force 2020 changes, there is some risk attached, but asking for an annual report on the capability of the Army now would be premature and rather misleading. It is only fair to judge the effectiveness of Future Force 2020 from that year onwards.
Recognising the importance of routinely assessing the capabilities of our Armed Forces against the threats and challenges they may face, this Government instigated the five-yearly strategic defence and security review process. It allows for detailed consideration of changes in the strategic environment and the force structure required to counter the threats and issues identified. If we were to increase the frequency of those reviews to a yearly report on the Army’s fighting power, as this amendment suggests, we could reduce defence to a series of knee-jerk reactions, concentrating on only a small timescale and not allowing any kind of strategic decision-making and long-term planning.
The second reason for rejecting this amendment is that while one crucial role for the Armed Forces will be conventional deterrence, including intervention tasks should they be required, the range of tasks we ask of our Armed Forces is much broader. The armed services make a unique and valuable contribution to the security of the UK, her citizens and those around the world, through activities contributing to conflict prevention, defence engagement, involvement in international defence diplomacy and defence alliances, as well as contributing to peacekeeping, security operations such as counterpiracy off the coast of Somalia, and homeland resilience such as assisting with the recent UK flood relief work. The future force has been designed to be able to respond effectively to these international commitments and align them with national priorities. It therefore seems unhelpful to focus a report on the narrow concept of fighting power. A report focused solely on fighting power would not best reflect the development of the whole range of these capabilities.
Also, as the British Defence Doctrine points out, fighting power will always be considered relative to that of other parties. The notion of effectiveness itself will also change over time, as the strategic context and our national objectives change, making comparisons challenging. An assessment of fighting power would also represent a statement of the relative strengths of defence and could play into the hands of those who wish to reduce the security and relevance of the Armed Forces. We would therefore be unwilling to release a public assessment.

Lords ChamberMy Lords, we are not on the back foot. The intimidation policy has been reviewed, and will be kept under review as appropriate, to ensure that it provides a robust and responsive means for addressing concerns appropriately. This will take account of the current security threat and the lessons learnt from handling cases and consultations with local staff. I have a list of what other countries—our allies—do, and it is very much along the same lines as what we do. I am very happy to write to the noble Lord with information on that.
My Lords, the media today are reporting the case of an Afghan interpreter who worked for the UK being given asylum by Germany, having been refused it by the United Kingdom. Is this really the sort of comparison that we wish to draw to ourselves in the international community, and how does that square with the Minister’s assertion that our policies are broadly the same as those of our partner nations?
My Lords, I have seen the article in the Times today. As I said to the noble Lord earlier, we go about this in a very similar way to other countries. So far only a very small number have been offered relocation in Germany.

The materiel acquisition partner’s team comprises Bechtel, as the noble Lord says, PricewaterhouseCoopers and PA Consulting, a consortium of world-class private sector businesses. The team has extensive experience of complex programme management; between them, they have delivered programmes to the United Kingdom, the United States and to 140 other countries around the world. Bechtel has ranked as the largest programme-managing engineering and construction company in the United States for the past 14 years. Specifically, MAP members have been involved in the Crossrail and High Speed 1 rail projects, as well as the Jubilee line, and in transforming major businesses in both public and private sectors.
My Lords, it has been suggested that the consortium that withdrew did so because it did not trust the MoD’s numbers and there was far too great a risk of it being held to account on meeting targets based on erroneous assumptions. Could the Minister comment on that criticism and its accuracy?
My Lords, I cannot comment on the Ministry of Defence’s accounting procedures, but I have full confidence in them.

Lords ChamberMy Lords, I thank the noble Lord for his support. He is absolutely right that the figure is 38%. I have seen the hugely valuable work that they do in Camp Bastion. Both the Armed Forces and the National Health Service benefit from the work that is going on and we will need these medical people in the future. I cannot give a specific percentage figure but I can assure the noble Lord how vital these people will be to us.
My Lords, the Written Ministerial Statement rightly makes reference to the potential implications that the basing changes may have on cadet force units where these are collated with reservist units. I welcome the statement that alternative accommodation will be pursued in such cases but, of course, “pursue” is a slightly slippery word and does not quite imply the same as “achieve”. Will the Minister undertake to keep a very close eye on this to ensure that the changes being made with regard to the Reserve Forces cause no harm to what is widely acknowledged to be the finest youth institution in the land?
My Lords, I can give the noble and gallant Lord that assurance. We take the cadets very seriously. In the few cases where a unit closes, mostly the cadets will remain in the building but on a very few occasions they will be moved very nearby. I have been a patron of sea cadets and I have first-hand knowledge of the important work that they do.

Lords ChamberAs I said, my Lords, we will not abandon these people. It is a very complex subject. I have met a number of these people, as I am sure a number of other noble Lords have, in Afghanistan, and this relates not only to interpreters but also to people with other skills. Not all of them want to come to this country. Afghans are a proud people and some want to stay and use their language skills to help their country. If possible, we want to help them to do that. The Afghans will not thank us for removing some of their most able people.
My Lords, good interpreters are crucial in a wide range of the operations that the UK Government seek to undertake. Does the Minister agree that we will find it increasingly hard to obtain the services of such interpreters if we are perceived to be discarding them when they are no longer needed? Doing the right thing too slowly can foster that perception. The Government’s current approach risks not only being unjust but actually being harmful to our future capabilities.
My Lords, the noble and gallant Lord makes a good point. As I said earlier, we will not abandon these people. The National Security Council met earlier this month to consider the issue and civil servants have been sent away to consider how best to deal with it. However, we will not abandon these people.

Lords ChamberMy Lords, I will certainly write to my noble friend on this issue. It is my understanding that most of these events are covered by the Treasury reserves.
My Lords, the Minister has said that the Armed Forces should have sufficient numbers to deal with most eventualities in future. Those numbers were set out as part of Future Force 2020 in the defence review. Will the Minister reconfirm to the House that, as the Prime Minister stated when he announced the outcome of the review, it would only be viable if we had real-terms increases in defence expenditure from 2015 onwards? Without those real-terms increases, Future Force 2020 will not be achievable.
My Lords, I can confirm to the noble and gallant Lord that that is indeed what the Prime Minister said. I cannot envisage the outcome of the next SDSR, which will be after the next election, but I very much hope that that is what will happen.

Lords ChamberMy Lords, I cannot give my noble friend that assurance, but I am pretty certain that the Chiefs of Staff will have had strong reassurances on that issue.
My Lords, I am in no doubt of the need to improve the overall performance of Defence Equipment and Support. However, I have lost count of the number of major reorganisations to which the mechanisms for defence acquisition and logistic support have been subjected over the past decade and a half. It seems unreasonable to expect superior performance from any organisation that spends almost its entire time studying its own navel. Can there be sufficiently wide-ranging consultation this time so that whatever emerges from this particular exercise has some chance of enduring for at least a number of years, and so that we can get some performance out of the organisation rather than a wholesale change of deck-chairs every few years?
My Lords, the noble and gallant Lord makes a good point. As we said in the Statement, no decision will be taken until the end of the year. We want to discuss this with as many people as possible, not least our own workers and the trade unions, so I can reassure the noble and gallant Lord.

Lords ChamberOne battalion, which I think is about 650, will go down to company strength. That will be an integrated company that will perform the ceremonial at Holyrood and Edinburgh Castle and will take soldiers from the rest of the Scottish regiments.
My Lords, if the plans for Army 2020 are to have any chance of success, we shall need a fundamental change in this country of culture, not organisational process, with regard to the status of reservists in society and the workplace. Meanwhile, the Ministry of Defence has just announced a triennial review of the National Employer Advisory Board, a crucial body contributing to the development of reserve policy. Rather than a routine triennial review at this stage, would it not make sense to seize the opportunity to bring together employers, reservists and regulars to work out a plan to achieve the culture change without which Army 2020 simply will not work?
My Lords, the noble and gallant Lord makes a very good point about employers. A lot of discussion is taking place with employers. As I have said twice, we attach much importance to our relationship with employers. This will not work unless we bring them on side. A lot is happening, but I would be very interested to hear any suggestions from the noble and gallant Lord.

Lords ChamberI thank my noble friend for his support. I do not underestimate the difficulties, but, as my noble friend said, the current Secretary of State is very numerate. He is on top of his brief, and I am fully confident that we can carry these plans out.
I welcome the new arrangements that the Minister has announced, but following on from what the noble Lord, Lord King, said, it seems to me that the MoD enters into contracts which, to my inexpert eye, more or less boil down to, “If you want more than you originally asked for, you pay more; if you want less than you originally asked for, you pay more; and, actually, if you want what you originally asked for, you pay more”. For the MoD’s books to have a chance of remaining balanced, we will need contracting staff and legal staff who are at least as good as those employed by industry. When will the Minister be able to say something about the approach that the new Chief of Defence Materiel will take on this subject? How will he recruit that level of skill within his staff that ensures that contracts are to the benefit of both sides and not just of the one?
My Lords, the noble and gallant Lord makes a very good point. There have been cases in the past where the department has been let down in negotiations with industry by the legal staff. We are looking closely at this issue; we are aware of it and of the sums of money that need to be paid. It is certainly in our in-tray at the moment.

Lords ChamberMy Lords, we have an aspiration to use the second carrier, but this will be an issue that the next SDSR, probably in 2015, will have to consider, particularly in the light of the cost of crewing it, which we estimate to be about £60 million a year. I can assure my noble friend that it is our aspiration to have the second carrier ready to assist when the first carrier goes in for a refit, or for any other reason.
I feel uncomfortable giving my noble friend figures for the overall cost of the carriers. We are in discussions with industry and it would be wrong to reveal too many of those figures.
My noble friend asked finally about interoperability. The key intention agreed by the UK and France, which my noble friend mentioned, has always been to co-ordinate operations to ensure that when one country has a carrier in maintenance, the other has one available. Our ability to deliver this assurance will be enhanced should we ultimately decide to bring the second carrier into service. The US has made it clear that carrier availability, rather than cross-decking or the capability of aircraft, is the key issue for it.
My Lords, in welcoming this decision, which is not only the right decision but, realistically, the only possible one, could I for the sake of clarity ask the Minister to confirm three points? First, will he confirm that the initial Joint Strike Fighter aircraft to be delivered to the United Kingdom, which will be instrumented aircraft for test and evaluation flying, will be STOVL variants and that this has always been the case, because, at the time of the SDSR, it was too late to change the choice of variant for those aircraft? Secondly, will he confirm that the first carrier, now in build, is being built without cats and traps and, again, that this always has always been the case, since, at the time of the SDSR, it was too late to change that? Thirdly, will he confirm that, as a consequence, the timescales for the delivery of the aircraft capability and the carrier capability have not changed from the pre-SDSR assumptions as a consequence of this excursion into carrier variant?
My Lords, I am grateful to the noble and gallant Lord for his support. He and I sat through all the SDSR meetings and had to make the original decision. I can confirm to him that the first B-variant will be delivered in July this year and that the second one, I understand, will be delivered in October this year. They are both B-variants and both test aircraft. The third one, which will be delivered within 18 months, is also a B-variant—so all the first three aircraft are B-variants.
The noble and gallant Lord then asked me to confirm that the first carrier was being built without cats and traps and that the time when it would come into operation would not change. I can confirm that that is the case.

Lords ChamberMy Lords, safety is always our number one concern for the British nuclear power industry. Fukushima changed the energy debate around the world. Questions were rightly raised about the extent and safety of nuclear power—people wanted to know what happened and whether it could happen again. Our chief nuclear inspector, Dr Mike Weightman, undertook a full lessons-learnt analysis on behalf of the Department of Energy and Climate Change, and my noble friend Lord Marland reported the findings through a Written Ministerial Statement on 11 October last year. Copies of the Weightman report were placed in the House Library.
My Lords, the Royal Air Force Regiment is an example of good practice that is admired and to some extent envied by our US colleagues. In that regard, it contributes to the relationship that was so lauded in today’s edition of the Washington Post by President Obama and the Prime Minister. However, that same edition of the Post warned that the relationship could come under strain because of the defence expenditure reductions that have been made in this country. In his announcement of the SDSR outcome, the Prime Minister personally committed himself to an increase in defence expenditure in the years beyond 2015. Can the Minister say if that personal commitment remains today?

Lords ChamberMy Lords, that is a very important question. The deployment of Danish tanks has proved essential to our activities in Helmand, and the commander of Task Force Helmand cannot sing their praises enough. We and our allies in Regional Command Southwest welcome the Danish decision to retain this tank capability in Helmand until 2014.
My Lords, successful disengagement of NATO and partner nations in combat roles depends upon the existence of a political and security situation that can be managed by the Afghan Government. With that in mind, can the Minister say whether the United Kingdom is being consulted on the talks that are taking place between the United States and the Taliban, and if these talks are aimed at an outcome that can be managed by the Afghan Government or are a cover for a precipitate drawdown of US forces before 2014?
My Lords, we are clear that military means alone will not bring about a more secure country. We have always supported an Afghan-led political process to help bring peace and stability to Afghanistan, and we continue to encourage all parties to take forward reconciliation. We will continue to engage with our US colleagues on these important matters.

Lords ChamberMy Lords, I agree with the noble Lord’s last point. Some allies shared significantly more of the burden in Libya than others and this imbalance needs to be addressed in the future. In practice, we saw a two-tier alliance in terms of operation. Only half of the allies took part militarily, exasperating the limited availability of NATO’s capability.
My Lords, the Minister has reminded us once again of the tragic cost of our ongoing operations and the whole House echoed his sentiments. Does he agree that our most important partner in Afghanistan is Afghanistan itself? And can he say what progress the Afghan national army and police are making towards taking lead responsibility for security throughout their country, at which stage our combat operations can cease?

Lords ChamberMy Lords, I am grateful to my noble friend for his tribute. As for as his question about opening discussions with Her Majesty’s Opposition, he has raised this before; I am very happy to take it back to my department and come back, and I will let my noble friend know what the answer is. As far as proceeds of defence sales are concerned, the answer is yes: they will remain in the MoD budget. As far as the total cost of withdrawal from Germany is concerned, I do not have any figures on this at the moment. We are working on it, and as soon as I have some figures I will let my noble friend know.
My Lords, having served as honorary colonel of a TA Royal Engineer regiment I confirm what the Minister has said about the TA’s expertise and utility. However, in repeating the Statement made in another place the Minister referred to models from other countries: Canada and the United States. Part of the reason for the success of the reservist element of their forces has very much to do with the culture of those countries and the background from which those people come. It has to do with the way that reservists are honoured and celebrated within society; the view that ordinary citizens and employers across the board take of their service.
I do not for one moment suggest that we could not have a similar culture in this country but it would be a change from that which we currently have. As we recognise, change in culture is a difficult thing to do. It takes time, commitment and a sustained effort across that period of time, and it has to be led from the top. What strategy does the Minister have? What strategy do the Government have for this transformation of culture, which will be essential if the very demanding recruitment targets he has outlined today for the TA have any hope of being met in the future?
My Lords, the noble and gallant Lord makes an excellent point about the culture of the reserves in the United States, Canada and other countries. We are aware that this area will need a lot of work and we are determined to make this whole issue of the reserves successful. We will work on it. Part of this issue is mentioned in the booklet. I very much look forward to discussions with the noble and gallant Lord about any further ideas on how we can take this forward.

Lords ChamberMy Lords, I sat through the debate in 1997: I have a copy of it here, including the noble Lord’s speech. I support Lord Philip’s finding that there was room for doubt on the matter and that therefore the initial finding of negligence to a gross degree was unjustified. Lord Philip did not find that the pilots were blameless, but rather that it was not clear beyond absolutely any doubt whatsoever that they were negligent. Those are the four important words: “absolutely any doubt whatsoever”.
My Lords, the Minister explained that Lord Philip’s ruling on a point of law means that a finding of gross negligence is not sustainable. However, in relation to some of the issues that have been raised, and perhaps as an aid to clarity for Members of the House, will the Minister tell us what view Lord Philip took of the conduct and findings of the board of inquiry into the most probable cause of the accident?
My Lords, Lord Philip's review concluded that the test on which the air chief marshals came to their finding of negligence to a gross degree did not meet the standard of objectivity that he judged to be right. Therefore, the finding has been set aside. Lord Philip did not criticise in any way the conclusions drawn by the president of the board of inquiry.

Lords ChamberMy Lords, I am not aware that the noble Lord, Lord Levene, has made any comment about, as the noble Lord says, lavish residences. I have been to some of the lavish residences the noble Lord mentions and I can confirm that the chiefs use them in an important way for defence, particularly for defence diplomacy, which is a very important part of our objective at the moment.
My Lords, within the single service boards and the Defence Council, the single service chiefs are currently responsible directly to the Secretary of State for the efficiency, morale and fighting effectiveness of their services. Can the Minister confirm that this constitutional arrangement will be unaltered by what is proposed?
My Lords, I believe that it will be unaltered. We are looking into this issue at the moment, but I do not think there will be any change.

Lords ChamberMy Lords, does the Minister agree that the only sensible alternatives in this case are the minimum credible nuclear deterrent or no nuclear deterrent at all, not something that falls between the two? Credibility is in the eye of the beholder, so proposed savings around the margins of the nuclear deterrent programme —in themselves, they may be quite large sums but they are necessarily only a small percentage of the total programme—then put at risk the effectiveness of that programme. They do not represent value for money.
My Lords, I thank the noble and gallant Lord for his question. He has used the word “credibility” which is very important. That is why I am so grateful for the support of the Opposition on this issue, because it strengthens enormously the credibility of our policy.

Lords ChamberI thank my noble friend for his questions. It is the intention that the pupil premium for service children in state schools will cover the whole of the UK so it is broader than the pupil premium. I will have to write to my noble friend regarding how schools will bid for this.
I was looking through these different publications earlier and saw in one of them a chapter on the Armed Forces’ help for the Olympics. I will have a word with the noble Lord afterwards and point it out to him.
My Lords, I thank the Minister for repeating the Statement, which has much in it to be welcomed. However, is not a key point of enshrining a requirement in law that there should be a remedy if the requirement is not met? In this case, the remedy seems to be that Ministers will have to explain themselves in Parliament. However, as the noble and gallant Lord, Lord Craig, pointed out, many issues that have caused such problems for our service families over the years are outwith the control of the Ministry of Defence. I refer, for example, to their inability to get access to dental services, to their having no choice of schooling for their children, and to their losing their place on NHS waiting lists when they move with their spouses. Given that fact, and accepting that devolved authorities are a different and difficult case to which we may wish to return, and given the particular nature of the remedy in this case, will the Minister say whether the Secretaries of State for the relevant departments—for example, health and education—will be held to account in Parliament at the time of the annual report, rather than just the Secretary of State for Defence?
My Lords, I thank the noble and gallant Lord for his question. I very much hope that they will be held to account when the annual report comes out. This will cover deficiencies in any of the departments, so I hope that they will be named and shamed.

Lords ChamberMy Lords, I agree with every word that the noble Lord said about the two brave soldiers from the Irish Guards.
The SDSR states explicitly the need for an adaptable posture to defend our interests in the world. As a result, we have structured and resourced our forces to give us flexibility to conduct operations such as the one in Libya. The SDSR correctly predicted that we would need to carry out civilian evacuations, and rightly assessed that we could mitigate capability gaps resulting from the SDSR through working with allies, overflight and basing rights. We are continuing to develop and refine the SDSR, but it will not be reopened. Finally, the additional costs of operations in Libya will be fully met from the reserve.
My Lords, in his answer to a question on 15 February, the Minister said that the Ministry of Defence was planning on the basis of a flat real-terms budget after 2015. In his Statement on the defence review made in the other place on 19 October last year, the Prime Minister said that the outcome of the review—the 2020 structure—would be affordable only with real-terms growth in the defence budget after 2015. It seems that the Chief of the Air Staff was merely agreeing with the Prime Minister. Will the Minister therefore confirm that the Ministry of Defence is planning on a lower level of capability than that set out in the defence review, and will he tell us what that is?
My Lords, the Prime Minister has been very clear that the defence budget will have to increase in real terms beyond the current spending review period to deliver the Future Force 2020 structure set out in the SDSR. Our aim over the next four years will be to put our forces in a position to reach that ambition, given real growth in the later part of the decade. However, we cannot guarantee what the budget will be under the next Government. Spending post-2015 will be a matter for a new spending review and the next SDSR. Until then, the department will need to plan carefully for those new commitments that will entail significant additional expenditure beyond 2015.

Lords ChamberMy noble friend asks about recruitment, and I have an answer somewhere. The Armed Forces depend upon high-quality young men and women who want to join them for a rewarding and exciting career. The level of recruitment will be reduced during the redundancy period to suit new structures, but recruiting will continue.
My Lords, these painful redundancies are an outcome of the strategic defence and security review, which, as the Minister said, was aimed at delivering Future Force 2020. Can he confirm that that Future Force, as planned, will be achievable only with specific real-term growth in the defence budget in the second half of this decade? What assumptions are his department making about the financial planning levels for those years?

Lords ChamberMy Lords, I assure my noble friend that that is exactly what we are doing. I have sat through interminable meetings to try to get on top of this situation, and I assure him that the new PUS is determined to get on top of our financial problems as quickly as possible.
My Lords, the Minister referred to the Prime Minister’s very welcome assurance of his personal commitment to a real-terms increase in defence spending over the period of the next spending review. Will the Minister tell us precisely what financial assumptions the Ministry of Defence is now making in its forward planning for that period? On what sums is it basing its calculations?
I think that I will write to the noble and gallant Lord about that. I am sure that I have those figures in my briefing, but it would take a bit of time to find them and I do not want to test the patience of the House.
