Lords ChamberMy Lords, it is a privilege to follow the noble Lord, Lord Adonis, whose commitment to HS2 is very well known. I must say that I am impressed with his tie. I have a pair of socks which I clearly need to donate to him to match. As the noble Lord has mentioned, I have the honour of being a member of a commission which was established by the North East LEP and which was chaired by the noble Lord about five years ago. It was a revealing exercise even for someone like myself, who has lived in the north-east all my life.
It is almost slightly irritating for those of us who live in the far north of England—the north-east or the north-west—that, when viewed from London or the south-east, the north begins somewhere north of Nottingham and stretches to Sheffield and Manchester, while the vast area of England beyond that disappears into a fog and is too often regarded by those who live there as being neglected and ignored. This is the case with the existing plans for HS2. I have never regarded HS2 as just an attempt to deliver passengers from Euston to Birmingham 15 minutes earlier than is the case at present, but as a necessary investment to increase the capacity of the rail network. It is essential that the increased capacity planned is extended further north, beyond the current plan.
The north-east has some interesting and contrasting economic features. On the one hand, the region has one of the highest, if not the highest, proportion of GVA being exported of any English region, thanks to some very large companies such as Nissan. On the other hand, the north-east has some of the lowest indices in England, whether it be unemployment, average income levels, many social indicators, productivity and so on. For all these reasons—whether to support existing successful businesses or to help level up and address the long-standing economic and social issues—we need a commitment from Her Majesty’s Government to extend HS2 from the West Midlands to Leeds, as this amendment suggests, so that Yorkshire and the north-east can look forward to improved connectivity to assist in economic growth and address many of these long-seated social problems.
We all welcome the Government’s relatively recent announcement to invest in a whole range of infrastructure projects in the north. Many of these have been on our wish list for decades and are an important start to address the levelling-up commitment of the Government, but there is a very long way to go to satisfy the residents of the north of England. Supporting this amendment to extend HS2 would be a further, and very important, welcome step by the Government; it would show that they are committed to supporting the north and delivering an integrated rail network, as the noble Lord, Lord Adonis, has very effectively outlined. It is essential to improve access and assist in delivering economic growth. I do hope that the Minister will change her mind and accept this amendment.
My Lords, it is a great pleasure to follow the noble Lord, Lord Curry of Kirkharle, and his passion for the north. I probably have to disappoint both the noble Lords, Lord Curry and Lord Adonis, as I do not have the sartorial elegance of the socks of the noble Lord, Lord Curry, and I definitely do not have a tie like that of the noble Lord, Lord Adonis.
It is ironic that the day that we are having to debate this amendment is the first day in the north that we do not have Pacer trains—a change promised for a couple of years, and 35 years later we were still travelling along on “trucks on rails” as they were called. It is ironic that, on the day that we thought things were moving forward, we are here seeking a commitment from the Government—not just warm words but a commitment—to make sure that our railways in the north on the eastern leg are equivalent to what is going to happen up to Manchester.
There is a history of warm words from the Government and then things not happening, particularly on the Midland main line. I remember—I think I was a local councillor in Sheffield at the time—being told that we were going to have electrification of the Midland main line. That was stolen from us. We were told, “No, you don’t need that anymore. We’re going to have some modern hybrid trains running off hydrogen”—trains that do not exist to perform what is actually needed. So, the Minister can stand at that Dispatch Box and give us all the warm words in the world; the fact is, people in Sheffield and Leeds will not believe the promises. They will look at this amendment and wonder why a firm commitment could not be given to bring forward a plan, through law, and why we cannot get the equivalent of what is happening up on the western leg.

Lords ChamberI believe I have been able to explain that between Lincoln and Nottingham an awful lot of work is going on—to improve not only the time taken to travel between those two places but the frequency of the trains. For example, I reassure the noble Lord that, in addition to the measures I have already spoken about, there are plans to see two new services in each direction from May 2021, and then three more services after that each way from 2022.
My Lords, my noble friend Lord Bradshaw pointed out that on the wider regional network the average speed is 30 mph, which is not competitive for freight and businesses, and not good for the environment. The Minister pointed out that there will be a three-minute improvement, but can we come back to speed? In five years’ time, when the arrangements that she mentioned will have been made, what will be the average speed on this line per journey? If she does not have those figures to hand, could she please write to me with them?
The noble Lord will not be surprised to know that I do not have the average speed figures to hand, but one look at that line tells you that there are quite a number of stations, and they bring down the overall average speed. For example, on the Newark to Nottingham section, the new signalling system will allow speeds of up to 90 mph. It is key to get the trains moving much faster between the stations, although I accept that the average speed will be significantly below that.

Lords ChamberTo ask Her Majesty’s Government when the Midland Mainline will be electrified all the way to Sheffield.
My Lords, the midland main line enhancement programme will extend electrification from Bedford to Kettering and, subject to design, Market Harborough. Further to this, HS2 phase 2B will electrify the line from Clay Cross to Sheffield. The Department for Transport has taken the decision not to extend electrification beyond this, but instead to deliver new bi-mode trains for intercity services. This will mean that passengers benefit from faster journeys, more seats and better-quality trains.
I welcome the Minister to her new post and wish her well. However, the Royal Institute of Mechanical Engineers and the Rail Industry Association point out that hydrogen bi-modal trains, which look to be piloted on this line, cannot exceed 87 miles per hour and cost more over the lifespan than electrification, while the capacity for storage means that they are not suitable for high-speed, long-distance railway trains. Why are those organisations wrong and the department correct?
I thank the noble Lord for his kind words and pay tribute to my predecessor, my noble friend Lady Sugg. People say to me, “She was a very good Minister, you know?”—yes, I know exactly what they mean. Bi-mode trains at the moment run on electricity and diesel, depending on electrification of the track. GWR is already running these trains, and they will be available on LNER on 19 May. The noble Lord talks about hydrogen cell trains, which are a very important development. Abellio, which has the East Midlands franchise, will trial those trains from 2026. With all due respect to current experts, I expect there to be improvements in these trains and we will see how they work when they come into trial in 2026.

Lords ChamberAs I said earlier, we have 111 bilateral air service agreements with third countries in our own right, and these will continue, but my noble friend is quite right: there are 17 third countries which we have an agreement with by virtue of our EU membership. The very able and hard-working air services negotiating team in the Department for Transport are making excellent progress on this. To date we have completed new bilateral agreements with the vast majority of these countries, which represent 98% of all passengers.
My Lords, further to my noble friend’s question about East Midlands Airport, can the Minister say what is happening regarding the potential clogging up of the M1, which is the only major way into East Midlands Airport? What specific plans are in place to ensure that the M1 does not clog up?
My Lords, we are not expecting the M1 to clog up, but, as I have said, we are working very carefully with East Midlands Airport to ensure the smooth flowing of cargo and that this very important airport continues to function regardless of the outcome of the negotiations.

Lords ChamberMy Lords, this Government have devolved more power to Transport for the North to manage railway systems. As I said, it co-manages the franchise with the Department for Transport. John Cridland, the head of Transport for the North, is satisfied with the powers that he currently has. I acknowledge that this has been a problem of co-ordination with many different train operating companies and Network Rail. That is something that we need to improve. But we think that the solution is evolving the way that we run the railway to rely on the track and train operators across the network with closer joint working between the train operating companies and Network Rail in different parts of the country. That is being supported by Network Rail’s own devolution into a series of regional businesses. As I said, the rail strategy, which we set out last year, aims to move more towards that alignment of track and train, which we think will help.
My Lords, the Minister talked about a compensation scheme similar to the one down south. Does that scheme relate purely to season tickets? If it does, what percentage of Northern Rail travellers actually have and use a season ticket?
My Lords, the exact details of the compensation scheme are still being worked out. It will be industry led. We have confirmed that it is for season ticket holders, as those are the people who have paid for their services already. But the exact details have not been worked out. I do not have the percentage details of how many people own season tickets. I will endeavour to find out and write to the noble Lord.

Lords ChamberI thank the noble Lord for his recognition of the importance of integrating the track and train systems, which will obviously help to reduce delays and increase performance for the passengers. We will not need legislation to make these changes: they will be rolled out as the new franchises come up. We are driving forward the roll-out of smart ticketing so that, by the end of 2018, almost everyone will be able to buy smart tickets. They will be able to use their mobile phones, barcodes and smart cards. They will have the choice of travelling without a paper ticket but the paper ticket will still be available.
Will the Minister clarify an earlier answer? Electrification, particularly of the Midland main line, is not at all in this strategy. If we are talking about faster, cleaner, cheaper and greener railways, electrification has its role. In answer to my noble friend, she said that the Government would look at electrification again. Is she giving a firm commitment that the Midland main line is being looked at again by the Government for electrification?
As I said, we are making decisions on electrification. We obviously see its benefits, but our focus is on improving rail journeys and passenger experience as quickly as we can. In some cases, electrification would take many years and cause a lot of disruption. The noble Lord mentioned the environment. We have introduced the new, state-of-the-art bi-mode trains, which, while giving passengers more comfortable and quicker journeys, will also help the environment.

My noble friend draws a comparison with other areas, but in no way does our investment in HS2 take away from the importance of the National Health Service. I would counter his suggestion by not just looking at the project in terms of the cost. The whole project, once up and running, seeks to deliver over £103 billion of economic benefits to the country as a whole. I alluded to connectivity in my Statement, and the noble Lords who have already asked questions raised important issues about it. This is not just about connecting parts of London to the Midlands or elsewhere but about connecting the whole country. This is an important project. It is one of the biggest rail infrastructure projects, and the first major one outside London, since the Victorian age, and we now need to move forward and get HS2 built.
My Lords, I draw the House’s attention to my declaration of interest as a member of Sheffield City Council. In light of the fact that putting the Sheffield station in the city centre would save £768 million as compared to putting it at Meadowhall, as well as create 24% more daily passengers, £2.5 billion more GVA and 6,500 more jobs, why is more consultation needed? Why could the Government not make a decision today on where the station should go, to give certainty to both passengers and businesses in the area seeking that certainty?

As I said in the Statement, we have made certain changes on the actual route, which are based on the feedback we have been getting through different consultations and on the reports that we have had on the previous route in 2013. It is right that we take some time, because there are some major changes to certain elements of the Y route as it is. The consultation on that will not take an indefinite period of time: we are talking about up to March of next year. The noble Lord raises the important issue of the link into the city centre. I am sure he will acknowledge and respect the fact that the Government have listened and have sought to accommodate exactly the amendment that he sought previously.
