Lords ChamberI think I just answered that point in my previous answer, but the presentation focused on publicly available information and said little that expert delegates at the conference could not have deduced for themselves. Her attendance at this seminar was approved by officials, and the presentation was signed off by officials.
My Lords, Kate Bingham asked for Admiral Associates to be brought in. Angus Collingwood- Cameron, the director of Admiral Associates, is also a director of Dominic Cummings’ in-laws’ country estate and runs a caviar company which he says he is
“happy to advise on indulgence.”
If this is not gross indulgence, to give a single source tender of £650,000 for PR work, when his own department has more than 100 people working in communications, what specific tasks and messaging has been provided by Admiral Associates that his own team of communication professionals does not have the skills or knowledge to deliver?
The noble Lord is making baseless accusations there. The first thing to point out is that Dominic Cummings had no role whatever in any of these procurement processes or appointments. The specialist communications support was contracted by the Vaccine Taskforce. Details of all arrangements and all firms and contract labour used by the task force will be published in due course with the usual transparency arrangements.

Lords ChamberMy Lords, the National Fire Chiefs Council, which is the council of the country’s chief fire officers, does not think that the scheme is good enough. Since 2017, it has been asking for a single government-backed recall register for white goods. Why are the Government still dragging their feet on this and not doing a proper assessment?
My Lords, there would be considerable difficulties in setting up such a register, but we note what the noble Lord and national fire officers have said on this matter and we will consider it. I think we have a pretty good system. We set up the OPSS in January last year. As I said, we will continue to monitor how that works and do what we can to hold manufacturers to account.

Lords ChamberMy Lords, I cannot be any more precise on the timing of when the Government will make a further announcement. I have got things wrong in the past when I have said that things will be published “later in the spring”, and one had to be quite flexible about how one defined the spring. I will say only that we hope that there will be something later in the summer.
My Lords, can the Minister name how many of the 239 companies that were named and shamed previously are not paying the national minimum wage?
My Lords, again, I cannot answer that. However, one would hope that naming and shaming has been effective, and that we will know that in due course. As I made clear in some of my earlier responses, one also has to understand that naming and shaming is quite a draconian power and can have a major effect on any individual company. We therefore want to look at just how useful it is as part of the overall toolkit that is available to ensure that we can get all employers to meet the minimum wage.

Lords ChamberMy Lords, it is open to any company to apply for any funds that are available, as my right honourable friend made clear in the Statement, and that will be reviewed in the proper way, independently of my right honourable friend. I can tell the noble Lord that, of that £61 million, about two-point-something million pounds has been spent. It will be up to Nissan to make an application for the rest of it, although obviously it will not be needing it at the moment.
My Lords, as more decisions about where to make new models arise, is not the fear that car makers will look less favourably on a Britain that is outside the security of a large trade bloc, whatever the terms of an exit?
I think that car makers will continue to look at the investments that they have already made and at the very great skills that are available in the United Kingdom. They will also continue to look at the R&D that we support for an industry which, as all noble Lords have been pointing out, is changing very fast with the decline in the demand for diesel but which is seeing growth in a great many other sectors.

Lords ChamberThat is a good question, and I am sure that the answer will emerge over the next three months of consultation. To be realistic, there is no magic in these things. If you look around the world at countries which have got their industrial strategy right, whether it is Germany and technical education, Singapore and advanced manufacturing, or Switzerland and advanced pharmaceuticals, I am not sure that there is any magic. It is a combination of great research, great technical skills, efficient capital markets and an efficient competition policy. Actually, the UK has not done that badly. Let us not do ourselves down too much. If you look at science, between Oxford, Cambridge and London it is fantastic—absolutely world-class—and we do world-class things in many parts of the UK. However, on the noble Lord’s point, we need to refine this industrial strategy over the next three months, and the six months until the White Paper comes out, so that we are absolutely clear about what really makes a difference. That takes us back to the objectives that the noble Lord, Lord Mendelsohn, mentioned earlier on. We must have very clear objectives.
My Lords, pillar 9 is about driving growth across the whole country, which is welcome. However, it will take more than words—it will take actions. What change will be made in infrastructure investment where, at present, on the DfT figures, investment in transport infrastructure right up until 2021 will be £1,870 per head in London and only £280 per head in the whole of the north? Based on this strategy, how will this change?
I cannot answer that directly now, but if I can, I will consider it and write to the noble Lord. However, the total commitments for rail infrastructure investment—I cannot tell him exactly which part of the country relates to—is £88 billion, for example, so we are looking at a massive infrastructure investment in rail. I hope that I do not have the decimal point wrong on that figure but, if I have, I will write to him. We are looking at a massive investment in physical and digital infrastructure. The critical thing is that we use that purchasing power to direct it towards great British companies which are investing in quality and in their workforce.
