My Lords, I am pleased to welcome this Bill and its very worthy aims, so passionately introduced by the noble Lord, Lord Knight of Weymouth. I declare my environmental and conservation interests as in the register, particularly as a council member of the RSPB and chair of the Essex Climate Action Commission. I am also a member of Peers for the Planet and have had the pleasure of working on these issues with Jamie Agombar, mentioned by the noble Lord, Lord Knight, in his opening speech.

It is my greatest fortune to have had an engagement with nature since my earliest days. I want as many people as possible to have that wonderful experience. Of course, now there is a real need to be aware of what my generation has done—and, indeed, left undone.

I have had the great opportunity over recent years to visit a good number of schools, and I can honestly say that the enthusiasm for learning about climate change and the nature crisis is extremely high. Whether that is reflected in all schools I cannot say—although we have heard some interesting statistics—but, to judge by those I have been in contact with, there is nothing but a very strong appetite. I think that is pretty universal.

Only last Friday I was part of a panel involved in a “Dragons’ Den”-style event for the Vanguard Learning Trust, a group of both primary and secondary schools in the London Borough of Hillingdon. Each school had held its own competition to find a project to represent the school, with the aim of reducing the school’s carbon footprint and improving its environmental profile. A generous donation from ACS International School Hillingdon enabled the schools to bid for extra funding to upgrade their projects. I pay tribute in particular to the trust’s principal, Martina Lecky, for coming forward with such an innovative idea that really engaged the pupils. I was really impressed by all the projects and look forward to seeing them progress, particularly the beehives at Ruislip High School.

I have a few questions about the Bill. The first, as just enunciated by the noble Baroness, Lady Blackstone, is how we ensure that teachers have adequate training and access to reliable resources to teach the subject to the level it deserves. I would love to see how schools can benefit from modern technology to engage with young people around the world, some at the very front line of climate change.

Finally, unless I have misunderstood the measures, they would be confined to secondary schools. I believe that primary school pupils are also immensely interested in and engaged in the climate issue and—just as importantly, in my opinion—in the crisis facing our natural world. As far as I can see, it is never too early to engage our young people in what will probably—almost certainly—be the biggest challenge that new generations face, because of our failures. I therefore commend the noble Lord, Lord Knight of Weymouth, on bringing the Bill forward and wish it well.

My Lords, I congratulate the noble Baroness, Lady Lister of Burtersett, on sponsoring this Bill in your Lordships’ House, and I particularly pay tribute to Mike Amesbury, the Member for Weaver Vale in the other place, who introduced it. If it becomes law, it is a great achievement, particularly for an Opposition Member.

I am afraid that I have to disagree pretty much wholeheartedly with the previous speaker, the noble Earl, Lord Clancarty, as I consider uniforms to be a great leveller. In my travels around the world, I have certainly seen the pride that children have in their uniforms, particularly in Africa. I cannot see how allowing children to show off their designer clothes helps that levelling.

As a past devotee of Private Member’s Bills in the other place, and as a long-time Friday Whip, I know that time is of the essence and so brevity must be the order of the day. I commend this Bill as a model example of what a Private Member’s Bill should be. I also echo the entreaties of the noble Baroness, Lady Lister, that we should try not to make improvements to it at this late stage. It is welcome legislation that I sincerely hope will make it on to the statute book.

As I said earlier, I am a believer in the undoubted merits of school uniforms, but I recognise that the cost can be a great burden for many, especially when you think that children may well grow out of some items very rapidly. Providing uniforms for your children can quickly become a nightmare for many.

Any guidance produced as a result of the Bill must ensure that affordability is at the heart of any contracts that schools sign up to with suppliers. However, the guidance must also consider whether schools will have sole suppliers of badged or branded items. We have heard about that a lot, and I agree with those who have advocated keeping the numbers of those items to a minimum.

However, the position of retailers, who, let us face it, have had a pretty difficult 12 months, must also be considered in the mix, as parents will always want to have quick access to stock in various sizes. However, holding stock is a costly business for retailers—I speak as someone who was heavily involved in my family retail business more than 30 years, although we never stocked school wear.

Governing bodies should—and, I believe, do—ensure that price is key to the granting of contracts to suppliers. I also echo the words of the right reverend Prelate the Bishop of Durham, who said that steps should be taken to ensure that, in the interests of affordability, transparency in supply chains is maintained, and that no issues regarding modern slavery arise. However, I am sure that a reasonable balance can be achieved, and, with that in mind, I wish the Bill a speedy passage through your Lordships’ House.

My Lords, does my noble friend agree that the teacher shortages in London are in large part due to the cost of housing in the capital? Does she consider that the pandemic will be a factor in making the situation worse?

My Lords, certain areas of the country have shortages of teachers, particularly in some subjects. If those shortages relate to maths, chemistry, physics or computing, substantial bursaries of £24,000 are available to meet that shortfall. We are aware of population movement due to the pandemic and I assure the noble Lord that we are working as quickly as we can to see where this has taken place to ensure adequate school places.

My Lords, the noble Lord is correct. That is why part of the catch-up premium will be made available to all schools, recognising that all children will be affected. However, the effects are disparate, and some vulnerable children have been in school for the entirety of the school year. Under the system at the moment, head teachers in exceptional circumstances can allow a child to repeat a year and that remains the position. I am sure that noble Lords will be aware of the complexity that would arise if cohorts were to repeat an academic year.

My Lords, retaking a year is a good idea in principle, but the practicalities would be difficult to work out. One of the many questions would be: what provision would be made for individual schools hoping to have a normal intake and have students repeating a year?

My Lords, my noble friend outlines one of the implications. We are also expecting a population bulge through secondary schools, which will be another consideration, as well as the fact that any repetition of a year when children in England transition at 16 would have implications for FE, while, at 18, it would have implications for higher education. This is not a simple proposal to consider.

My Lords, the noble Lord’s Question is certainly topical, as the Secretary of State for Education made an Oral Statement on 2021 exams in the other place earlier this morning. In recognition of the challenges faced by students this year, the Government have introduced a package of new measures that will help to ensure that every student is able to receive a fair grade that reflects what they know and can do.

I welcome today’s Statement. I trust that my Question did not make the Government rush it out precipitately. They seem to be doing everything they can to be fair and generous to those whose education has been disrupted by Covid. Can my noble friend confirm that consideration has been given to those schools and individuals disproportionately affected by the pandemic, not just now but in the coming months?

My Lords, the Government indeed recognise that there has been differential learning loss and—working alongside Ofqual, which has responsibility in this matter—we considered a regional approach, but that was quickly ruled out as unfair. However, we have established an expert advisory group whose job is to monitor and make recommendations about anything further that we can do to address differential learning loss.

My Lords, the Government’s ambition is for all education settings to open fully in September. Our approach and decisions continue to be based on the best scientific and medical advice. We have been working with Public Health England and the education sector, including the unions, and have provided guidance to support the sector in opening more widely. We will keep engaging closely and regularly with the sector as it plans to welcome back all learners.

My Lords, the Government have recently updated the guidance and, where schools have capacity, we have encouraged them to have face-to-face contact with all students, particularly those in years 11 and 13. In relation to the particularly vulnerable in year 11 who are in alternative provision, there has been a £7 million fund because we recognise the risks of those young people not being in education or training.

My Lords, the Government always keep decisions under review and have listened; that is, as I have outlined, part of a mature democracy. The participation of people such as Marcus Rashford is welcome in the public space and a tribute to the free and fair democracy that we all enjoy.

Welcome as this decision is, can my noble friend tell us what other measures the Government are taking to address food poverty, which has only got worse as a result of the pandemic?

My Lords, we recognise that during the pandemic there have been particular crises in relation to food support. Defra has given £3.5 million to a food charities grant fund, enabling charities to apply for up to £100,000 to provide food. Also, in conjunction with MHCLG, it has distributed over 1 million food parcels; that is in addition to the £63 million that I outlined. There has been considerable support during the crisis for those who have needed food support.
