I have often thought that SNP Members lived in a different world, and if the hon. Gentleman thinks I have made the Leader of the Opposition look decisive, he has proved that this morning in spades. I stand by the statements I made earlier. I would have liked to be in such a position, but realistically that is not possible at a time when the House is not sitting. I have informed the House this morning, as it is right for me to do.

The recent decision by the regulator to refuse direct services between Cleethorpes and King’s Cross shows that the present rules are working more in the interest of the franchise holder than the passengers. The Conservative Government surely support competition, so when are they going to support the passengers and allow more of that competition?

I do not mind my hon. Friend rightly calling for more services directly to his constituency, but in fairness, we have seen a vast improvement and we are going to see it continue as far as the new franchise is concerned, not to mention the protection of services for which my hon. Friend originally campaigned in respect of the Northern franchise and the phasing out of the Pacers so that his constituents and others in the area will have the chance of using new trains. That shows that we are committed to not only better services in general, but better services for my hon. Friend’s constituents.

If it is such a bad experience, I am sorry that the hon. Gentleman and his predecessor have been so bad at getting better services, but I am always willing to look at any suggestions. However, the hon. Gentleman’s first point, about the problems with major re-engineering work being carried out on the railways, was actually very serious. That work does lead to inconvenience while it is being carried out, and that is something that we do try to address. It is also something that I regularly talk to the chief executive and the chairman of Network Rail about.

Clearly, good work is being done throughout the network, although I have to report that no progress is being made on electrification in northern Lincolnshire, which is probably one reason why the recent edition of Rail Magazine had a headline saying, “Rail service is truly grim for Grimsby”. Added to that, the Transport for the North publication this week does not even include northern Lincolnshire routes on its map. Will the Secretary of State assure me that more will be done to improve services to my constituency?

After my hon. Friend’s very successful campaign, we managed to protect the services in his area when we renegotiated the franchises. He has always pressed for greater services to his constituency. I will look at the issue, particularly when the new franchise starts operating later this year.

To try to reassure the hon. Gentleman, who is yet another Scottish nationalist to get up but not to say which option he supports, let me point out that what I have said and been clear about is that we will stick to the timetable that gives the extra capacity that is needed by 2030.

I normally try to support my right hon. Friend, but I must admit that I am struggling somewhat on this occasion. Can he give an absolute assurance that if results of the further work on air quality and noise were to go against Heathrow, the default position would be to accept Gatwick and not waste more years by setting up yet another commission?

If my hon. Friend looks at my statement, he will see that I made it quite clear that the Government accept that the three options put forward by the commission are the right ones for providing extra capacity, so the answer to his question is that I do accept that.

I did not fully answer all the questions that the hon. Member for Kilmarnock and Loudoun (Alan Brown) asked. I meant to say that the work will be done by the Department for Transport.

Yes, indeed. The last time I made a statement on aviation capacity, I think I had more questions about the future of Birmingham airport than any other airport we discussed that day. That is not lost on me.

While I welcome the expansion in the south east and recognise that it is important to the national economy, my constituents will also note that it represents further concentration of resources in the south. As we seem to have been doing something of a tour of regional airports during the past hour, I cannot help but mention Humberside, which is located in an area where many international companies are based. Will my right hon. Friend give an absolute assurance that airports such as Humberside will receive the necessary infrastructure to expand the local economy?

I visited Humberside airport quite some time ago, when I was last in the Department, so it has been providing a service for many years.

The hon. Gentleman makes a valid point. I was told of the difficulties on the Saturday afternoon. I spoke to Mark Carne then or at least on the Saturday evening—I would have to check that exactly, as I had several conversations with him over the Christmas holiday period. The hon. Gentleman’s point about re-routing on the Midland main line was interesting and I do want to check how the contingency arrangements were worked out, as I do not think they were worked out satisfactorily.

As my right hon. Friend has said, the situation was inadequate and unacceptable. Does he agree that when such situations occur passengers want information quickly, but that an inadequate number of staff were available? Does he also agree, however, that rather than jump to conclusions, as the shadow Minister has, the best way forward is to await the various reports? Will my right hon. Friend assure us that he will act on their recommendations?

Indeed. I am grateful to my hon. Friend. I will not just get that report—he serves on the Transport Committee, along with the hon. Member for Liverpool, Riverside (Mrs Ellman), and I am sure it will also issue a report, which I will look at with great interest. The point just made by the hon. Member for Middlesbrough South and East Cleveland (Tom Blenkinsop) about communications in respect of alternative uses and other lines is valid.

As I announced last week on a very successful bid as far as Virgin-Stagecoach were concerned, they will reduce the costs on some of the most expensive tickets on that route. I would also point out that the Virgin-Stagecoach bid includes £140 million of investment, including £21 million on presentation and performance enhancements to the current fleet; £20 million on enhancements to the new intercity express programme fleet; and a £4 million fund for customer stakeholder improvement, among many, many more enhancements. If there was any party that reflected dogma last week, it was the Labour party.

My constituents will welcome the improved performance on the east coast main line, but in order to access services on the main line, they have to travel on the TransPennine network. Does my right hon. Friend have any information about future services on that line?

My hon. Friend, along with the Grimsby and Scunthorpe Telegraph, has led an interesting campaign. I am pleased to say that after consideration of the responses to our consultation on the Northern and TransPennine Express franchise, we have decided to retain the Cleethorpes services within the TPE franchise. The forthcoming invitation to tender for the TPE franchise will specify that direct services between Cleethorpes and Manchester airport should continue. I know that my hon. Friends the Members for Cleethorpes (Martin Vickers) and for Brigg and Goole (Andrew Percy) have both been at the forefront of this campaign, and I am very pleased to announce today that it has been successful.

I fully accept that while huge works are going on at a station, there is disruption, so one of the questions that must be asked in the planning phase that HS2 is currently going through is how we minimise that. Inconvenience was caused at St Pancras for a number of years while redevelopment was going on, but, as I said earlier, nobody doubts that it was worth going through the pain as we have a far better station than we had previously, and I very much hope we can do the same for Euston.

As the Transport Secretary knows, my constituency is a major hub for the rail freight industry. The growth taskforce suggested that the Government should invite the rail freight industry to set out how best it can take advantage of extra capacity on the existing network. Can my right hon. Friend outline what plans he has for this?

If the hon. Gentleman takes time to reflect and to look at the various appointments to the commission, he will see that we have taken incredibly seriously the environment and our environmental commitments.

I invite my right hon. Friend to expand a little on the role of regional airports. Will he give an assurance that the Government will recognise the important role that smaller regional airports can play, not just in easing the burden on traffic to the south-east but in providing economic growth to areas such as the Humber region?

I cannot add very much to what I have said already. I agree with my hon. Friend, but it is difficult for some regional airports to attract new services. That is one of the big changes that we have seen as far as the aviation industry is concerned, and I am keen to do anything I can to encourage those regional airports to be able to provide more services.

As for where the headquarters will be, that will depend on the case that is put forward by the various companies that I hope will compete for the franchise. The hon. Gentleman is right: two franchises collapsed under the previous Government, so that and this Government have both had some problems with franchising. I hope we have learnt our lessons. The rail industry has become a lot better at competing for these franchises.

The Secretary of State rightly spoke of the innovation and ambition that he expects from the new franchise companies. Can he assure me that that innovation and ambition will extend to providing services off the east coast main line, most notably to Cleethorpes?

I am certainly willing to discuss in greater detail with my hon. Friend the services to his constituency, which I know have been very badly disrupted because of earth movements, which must be put right; the work is taking longer than we would have hoped.
